I did read the SC rules. It's not referencing the real world, it's just attributing these achievements to Northumbria.

Yeah, nobody wants to give you a commendation at all, and a lot of WA delegates and mods have already shot down what appears to be a badly written proposal on your part. Just reading your proposal is enough to not want to give you anything, seeing as how you (and the region linked in the OP) didn’t do anything Commendation-worthy.
