I want to say Fossils and Friends do to this thread they made which got locked due to it being a bait thread. However, that reason wouldn't pass for a condemnation and the region is in ruins, with most of the members gone. The original members would most likely want the region to be condemned so they could brag about it anyways.

Psychotic Dictatorships, They are a cool region and I think a condemnation would fit the theme of that region.

The West Pacific, They one raided Gypsy Lands, a very friendly and chill region with a lot of embassies, and then they proceeded to cancel all of those embassies, causing chaos and upsetting many regions that had embassies with them. I have puppet regions that have embassies with that Gypsy Lands, so this upsetted me a lot. Luckily Gypsy Lands was able to cancel most of the embassy cancelations but the damage was done. The West Pacific made a dick move that went below the level of The Black Hawks and this went unnoticed by major regions. Going below a Condemned raider region and causing chaos like that is worthy of condemnation.
