According to the proposal, cultural heritage and religion should be a compulsory subject in school until grade 9. This can help inculcate religious values in the kid, along with the knowledge of his / her cultural beliefs.
According to section 54 (a), religion should become an optional subject after grade 9. However, kids should be encouraged to opt for that subject.
Section 54 (a) of what? Is this taken from something else?

Also, as I recall, the fact that educational systems can vary quite widely between nations (in both NS and RL) means that "grade 9" must be taken as referring to the system with which the author is familiar in their own RL location and thus as an [illegal] "RL Reference.

I don't think so. It's only trying to make the classes required, not actual practice of -- let alone belief in -- any religion.
Another problem with the "grade 9" reference is contradiction of the clause in GAR#299 'Legal Competence' that makes setting age limits for anything a national matter rather than one for the WA.
