But perhaps the most popular method was the old fashioned way, Deals in shady alleys, bars and watering holes behind concealed walls and piles of crates, and stashes hidden in derelict warehouses and abandoned slums. I like this setup.
Perhaps it'd be a good idea to limit its scope, though? Instead of an entire sector as a backdrop, why not set it in a, say, single multi-district space station or fledgling colony? Somewhere just big enough for players to do their own thing, but small enough to force them to interact.
