France was once a great nation. At the peak of its empire, it was respected and powerful. Now, in Jan 1, 1910 France is in alliance with Russia and has a huge chunk of Africa that is mostly desert. Olois Dader, a Frenchman is making a act that would develop the African colony. This would include giving the army better equipment, giving the colony advanced technology, and building industries in the colony. He says he will present his draft to the French congress soon.

Compared to Germany, Austria-Hungary had no military. Germany needed stronger allies, ones that would fight for the Kaiserreich.

- Prince-Regent Chun

The Prince-Regent Chun, heading the Qing government in the name of the underage Emperor Puyi, announced a series of drastic reforms to strengthen the dynasty. The first reform was to proclaim a National Assembly in Peking. The National Assembly members would be elected indirectly; in 1909 China had held its first provincial elections and had elected Provincial Assemblies in its twenty-two Provinces. Now each one of those twenty-two Provincial Assemblies would elect ten Representatives to represent their Province in the National Assembly.

The National Assembly would be responsible for drafting a Constitution. Prince Chun firmly believed that if Qing China was to modernize, it needed popular approval. A Constitution similar to the one of Meiji Japan would win back popular support for the dynasty and legitimize it in the eyes of the populace. At the same time, it would deprive Republican extremists their main argument; the lack of popular representation.

Prince Chun also announced the implementation on the local level of the Baojia system. This new reform established a modern police system - based on Western and Japanese practices - and the expansion of local organizational functions. Another reform was the establishment of autonomous research institutes in the urban areas of the country, to promote modern Western-style education. This reform had first been implemented by Yuan Shikai in Tianjin County in 1906 and had been expanded to certain other urban centers in 1908, but now it was to systemized in all urban centers of China.

Last but not least, Prince Chun announced a new code and judicial system: this reform had began in 1906 already but now it was to officially come into law. The system of fiscal control and tax collection was expanded and regularized, allowing the government to tap into greater revenue to fund infrastructure projects. Prince Chun stated that in the next few years, China would see public investments into railways across the Empire.

- Generalissimo Yuan Shikai

Yuan Shikai, the famous reformist general, was recalled from his village of Huanshang - in which he had retired in 1909 - to the capital of Peking and given the rank of Generalissimo, Supreme-Commander of the Armed Forces. Prince Chun, despite his personal antipathy and distrust towards the power-hungry general, recognized that Yuan Shikai was the only military officer who had the unquestionable loyalty of the Beiyang Army, China's most modernized army.

This move was seen by foreign and domestic political analysts as an attempt by Prince Chun to secure his regime in the face of discontent. Prince Chun hoped that the Generalissimo would be able to crush any radical revolts while he proceeded with the modernization of China that would allow him to regain popular support.

Now in Qing China a balance of power existed between the Prince in command of civil affairs and the powerful Generalissimo in charge of military affairs.

The Qing Empire and France have long been friends. I wish that we could extend this traditional friendship into a formal agreement."

The Secretary proposed a Treaty of Friendship:

• The Republic of France and the Qing Empire will henceforth remove tariffs in trade between the two countries.
• French companies will invest at least twenty-million Francs in the expansion of the railway network of the Qing Empire; in return, the French companies will retain for the next twenty-five years 65% of the revenue from those railway networks.
• The Republic of France pledges to provide assistance to the Qing Empire in modernizing its governmental and judicial system.
• French military officers will provide lessons to Chinese military officers, to modernize the Qing military.

The Kaiser was in his house, plotting his next move in the geopolitical game of chess. He knew he needed to go after monarchies, as the chances of any democracy allying with Germany when they could ally with the Brits and the French. He could coerce Denmark and possibly the Netherlands. The only problem he could see was the Entente guaranteeing their independence. However, Germany needed one more major power. He didn't know who. Perhaps a Scandinavian country, or maybe even China. He didn't really want to involve himself in China considering the internal struggles, but it may be the only way. He pondered these ideas, and sent some letters.

We would like to initiate negotiations for a possible alliance between our two grand monarchies. We both are enemies of the Russians, and we can help each other. Please respond promptly.
