Hello everybody and welcome back to the Achaean Republic! Firstly, I would like to send my warmest congratulations to Itamar who won the World Hit Festival with a total of 35 points - making history! As we move into pride month, it's more important than ever to celebrate the diversity that you can find in the World Hit Festival - and what better place to do that in that the Achaean Republic?

We would also like to congratulate Normandy and Picardy for a fantastic consecutive hosting - you've done fantastically!

What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries.

The World Hit Festival has had a very long history in NationStates, and a thread by the second overseer (Euskirribakondara) has been created to compile this long history. Rules and Regulations...

ENTRIES

1. For an entry to be accepted, must have at least a tune and a complete set of lyrics. Incomplete, inappropriate or disorganised/unclear entries will not be accepted at the discretion of the host and the Overseer.
2. Reserved RL Tunes Nations must not send a reserved tune from this list. Songs that have been reserved are those that have placed in the quintile of any participating Festival, including Junior World Hit Festival. Songs that do not place in the top quintile are reserved for a year from the IC date of the Festival. You can find all information, and more, by browsing that link. The Overseer will be responsible for checking tunes, with the host double-checking before transferring the entry to the IC.
3. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
4. In order for Semi Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
5. The maximum amount of nations that can participate without more than one automatic qualifier (ie the host) is 18 nations per Semi-Final. Once this number has been broken, the top 6 (including the host) will automatically qualify to reduce 18 nations to 15 in each Semi.^*1

CONTEST

1. A nation is allowed to submit 2 puppets maximum to the contest, meaning that a user can be controlled at most 3 nations in the contest.
2. Users must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens. If users usually split their rankings across multiple participating nations (master and at least one puppet), they are free to provide only one ranking - provided it directly aligns with how many points given out across the user's participating nations. Otherwise, the user must send a ranking per participating nation they own. Rankings should not be displayed by any given user until after the Festival has been completed.
3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
4. When participating with multiple nations, users can only give themselves 8 points maximum. Votes will not be accepted if users give themselves, through any of their nations, more than 8 points.
5. In the event of a tie, the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - 6th places, 7th places etc.

HOSTING

1. The winner of the competition will automatically be given the right to host the competition. The winner will have 72 hours (maximum) to announce their interest in hosting the Festival to the Overseer.
2. The host can reveal they will host the World Hit Festival after talks with the Overseer on when to do this. It will still officially be announced on the WHF Network.
3. If within the first 72 hours, the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, the nation who came 2nd will be asked and so on until it reaches the Overseer. The Overseer can give hosting responsibilities to a user placed below them if they are willing to host.
4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

AS1 (AS1 Comunicaciones, Inc.) and AFT (Asociación Fortunense de Televisión) are proud to invite you to Orongumilá, the Queen of Sugar, for the 59th edition of the World Hit Festival!

Orongumilá is a city located on the southeastern corner of Rosario Island on the Islas Fortuna island chain. With a population of 156,235 citizens according to the last census, Orongumilá is the second-largest city in the state after Rosario and historically a major player in the global sugar trade since it was founded by Portuguese colonizers in 1654 as São Vicente dos Reis. After the takeover of the islands by the Spanish colonizers in 1733 as they emerged victorious from the 1727-1333 Sugar War, they altered the city name to San Vicente de la Nueva Gallarda and imposed Spanish culture into the fledging colonial city. For decades before and after independence, Orongumilá became known as La Reina del Azúcar or “The Queen of Sugar” for its rich and abundant quality of sugar produced in the region, its many historical ingenios or trapiches (sugar cane mills) scattered across the city and the islands in various states of preservation, colonial plantation homes and opulent dishes created with sugar…at the tremendous human cost of slavery and the environmental cost of erosion and soil degradation. The tremendous inequalities experienced during the sugar era between the African slaves and the vastly outnumbered European settlers created a hostile antebellum environment filled with rebellions, Maroon escapees and top-down discrimination from the Spanish Crown, and then by the Republic. However, it also established San Vicente as a resilient city for Afro-Achaeans (this is the city where Kaduba, Achaea’s most famous slave, was born and raised before being sold to slavery).

In 1864, the liberto (slave bought to freedom by himself or a former master) José María Ernesto Chavín de González was elected mayor of San Vicente. As a gesture of empowerment over the ongoing Achaean Civil War and a rallying point for the abolitionist movement, the city’s name was changed to Orongumilá, a variation of Orunmila or Orúla, the Yoruba spirit of wisdom and divination, the source of knowledge harbored by the creator God Olodumare. In the years after the war, the city became a center for Afro-Achaean culture alongside Rosario, and its plantations heralded the Industrial Revolution as many switched gears from sugar to manufacturing. Even so, the city has never lost its colonial charm and splendor—in 1886, the Asociación de Memorialización de Orongumilá, the Orongumilá Memorialization Asociation, was created, making this the nation’s first municipal heritage committee.

The Gran Arena Fortunense Antonio Guzmán will become the main venue for this year’s edition. Built in 1986, renovated in 2010 and named after the city’s first mixed-race mayor, the Gran Arena has a capacity of 11,516 spectators; however, 2,700 seats will be removed to create the Green Room within the arena, where the performers will be surrounded by their fans and enjoying the eclectic Achaean environment while waiting for their turn to perform.

This edition’s stage is brought to you by Corola-based architectural design firm Nexo Arquitectos (credited with designing the WorldVision Song Contest 76 stage) and American live event production service Cornertone Show Foundation. Both groups teamed up to create a platform with a 360-degree rectangular center stage and four symmetrical extensions connected by a curved bridge. This means that performers and delegations can use the 360-degree design to their advantage—they are free to showcase their performances in whatever direction they wish. In addition, the stage uses four Flex-Lite Plus® cylinders that wrap around all directional corners in the arena and floor projections that are symmetrical to the presentation on the top. All standard effects, from fireworks and wind machines to fog, augmented reality and astral projections, will be offered at the delegation’s request.

As an added bonus, the stage is reminiscent to both the numerous trapiches dotting the orongumilense landscape and the floor plans of typical sugar plantations and elegant palatial homes reminiscent preserved from colonial times.

Sponsored by the Achaean Republic Tourism Bureau (Departamento de Turismo de la República Acayana) and the Achaean Sugar Association (Asociación de la Azúcar Acayana), whose regional headquarters are in Orongumilá, this edition’s postcards will follow the theme #LifeIsSweet, where the performers will experience the sights, sounds and tastes of Orongumilá and the rest of Achaea through its classic desserts. Each postcard will be accompanied by a 30-second snippet of a popular Achaean song typical of the region and a #Hashtag in the country’s national language(s).

Dania Pacheco and Laura Hamilton

Two fortunense personalities with special ties to the land have been chosen to host this year’s edition:

Dania Pacheco is a journalist and first runner-up in Miss Acaya 2005 representing Islas Fortuna. A native Rosariana, Pacheco used this opportunity to become one of the country’s most recognized journalists and field reporters, having interviewed major celebrities and public figures from around the world. Pachecho currently anchors TVNE’s Noticiero TVNE in Puerto Ámbar, but is always proud of her Fortunense roots.

Laura Hamilton is also a former makeup consultant-turned-beauty queen (as Miss Islas Fortuna 2016), but has also drawn a massive worldwide following for her beauty, lifestyle, and fitness videos on pages such as TikTok and Instagram. She is also an Achaean brand ambassador for L’Oreal Paris since 2019, and has advocated for gender equality and diversity in the workplace.

The open-air Museo Azucarero del Valle de San Vicente and its main mansion, the Casanova-Sabadell Colonial Estate (Estancia Colonial Casanova-Sabadell) will host the live allocation draw on its splendorous gardens, where the participating nations will learn where they will perform in the Grand Final. Catalan sugar baron Josip Casanova and his wife Eugenia Sabadell created this mansion in the mid 18th century with an eclectic mixture of Mudéjar and Caribbean Creole styles that also served as a slave lookout until the transformation of Orongumilá’s industrialization. The live draw will be hosted live on AS1 and AFT, as well as online platforms such as YouTube and http://www.worldhitfestival.com. This draw will take place on June 6, 2021, after the closure of the draft thread. The thread will be reopened for the 24-hour grace period at the conclusion of the allocation draw.

The live allocation draw will be hosted by and Dania Pacheco and Laura Hamilton.

The draw structure used in World Hit Festival 54 in La Cañada will be maintained:

1. The Achaean Republic will be drawn to perform first.
2. Countries will be drawn to perform in either the first or second halves of the contest based on a performance record algorithm (PRA) of the past five contests and placements in subsequent pots.
3. After the countries are allocated, one country will be drawn to perform first or second if the Achaean Republic has drawn first.
4. One country will be drawn to perform last or second-to-last if the Achaean Republic has drawn last.

Should semifinals be triggered, the draw structure will be slightly altered. In addition, the qualifying nations will have their final halves drawn on the live telecast of the contest.

The Performance Record Algorithm (PRA) will seed nations based on a nation’s performance in the last five contests (WHF54-WHF58) between 0 and 1, with 0 being a non-performance and 1 for first place. The maximum number of points allowed will be 5.00, which equates to five First Place placements. If two or more countries have the same number of points, the following tiebreaker criteria will be used:
Number of Editions performed; countback system with country’s placement within the last five editions starting from WHF58, WHF57, WHF56, WHF55 and WHF54; if tied after the countback, alphabetical order in the Spanish language.

Countries that have not performed in the past five editions or are new in the competition will be allocated according to Spanish language alphabetical order.

The performance order will be determined by the host producers and approved by the Reference Board of the World Hit Festival in order to provide every nation the equal opportunity to shine on stage.
