Postby Penguinya » Fri May 07, 2021 7:01 am

The General Assembly,

Recognizing that Chemical, Biological, Radiological and Nuclear (CBRN weapons) weapons are legal by the laws of the World Assembly,

Understanding that these weapons can cause complete and total destruction of the area and as well the people inside of it,

Realizing many nations do not have a civil defence program and do not distribute gas masks or protection against these weapons,

Knowing that this protection will provide relief and defence to civilians and military alike,

Understanding that if a CBRN disaster, attack or other occurs that the first at risk are the civilian population and to revive a nation after an attack is the Government and the Civilians,

Applies laws to issue civilians gas masks or KI pills (for Radiological, Nuclear) for the protection of civilians,

Gives full protection privileges to government (local, regional, national) in case of a CBRN event,

Hereby passes Civilian Rights to CBRN protection.

The General Assembly,

Recognizing that Chemical, Biological, Radiological and Nuclear (CBRN weapons) weapons are legal by the laws of the World Assembly,

Understanding that in the wake of a CBRN disaster or attack, the primary victims will be civilian population,

Believing that it is the responsibility of governments to protect their citizens,

Realizing many nations do not have a civil defence program and do not distribute gas masks or protection against these weapons,

Knowing that this protection will provide relief and defence to civilians and military alike,

Hereby enacts the following:

1. If a CBRN disaster, attack or other occur:
a. Gas masks or potassium iodide (KI) pills (for Radiological, Nuclear) will be universally issued for the protection of civilians,
i. Gas masks should be able to withstand all types of radiation and most chemical weapons, however nerve agent will not be included as civilians will most likely not be issued CBRN suits or have nerve agent antidote training.
ii. The filters used in gas mask issued should as well contain charcoal filters for radioactive particles and chemical/biological threats, as well as a particulate filter for dust and other threats.
iii. Potassium iodide pills should be issued in packages universal sized for all sizes of families and a general number of pills per package should be 20-30. This is to ensure protection of persons after a disaster, attack or other for extended periods of time.

2. Before or after a disaster, attack, other, occurs, the Government will be responsible to inform civilians via an Emergency Alert System (EAS) or other media such as television, radio, or EAS, whether that be messages, sirens, broadcasts via vehicle, etc

3. After said CBRN weapons and/or contamination have cleared from a city, town, contamination zone, etc. it will be the Government's responsibility to assume cleanup and relocation efforts (if an evacuation was issued) to assure order is maintained in the areas.

Hereby passes Civilian Right to CBRN Protection.

Here is the new draft. Thoughts?

This is my first proposal, please inform me if I've done anything wrong.
thanks :)

Because I am not an established proposal writer, im not going to weigh in on whether this is well written. however, if it were to go to vote, I would support.

Welcome to the WA! :D

This might contradict previous WA legislation, but I'm not sure, some of the more experienced authors could probably tell you that. Looking at this objectively, I'd rewrite it along the lines of the following (retaining your words):

The General Assembly,

Recognizing that Chemical, Biological, Radiological and Nuclear (CBRN weapons) weapons are legal by the laws of the World Assembly,

Understanding that these weapons can cause complete and total destruction of the area and as well the people inside of it,

Realizing many nations do not have a civil defence program and do not distribute gas masks or protection against these weapons,

2. Full protection privileges will be given to government (local, regional, national) in case of a CBRN event,

]] [/i]
The way your resolution is written currently is like a repeal, but you shouldn't legislate in the preamble for the GA. I'd also generally elaborate much further about the gas masks, KI pills, qualifications, what circumstances are appropriate, any exceptions, etc.

Welcome to the WA! Make sure to start out by reading the proposal rules, (I'm not necessarily saying this is illegal) and looking through past resolutions, to get an idea of how they are structured, how the mandates are executed, etc. Right now this reads.... really weirdly to say the least.

The General Assembly, yada yada yada arguments, Gives full protection privileges to government (local, regional, national) in case of a CBRN event, Hereby passes Civilian Rights to CBRN protection.
That doesn't really make much sense, does it? Try structuring it something like this:

The General Assembly,

x argument,

y argument,
...
Hereby;

x mandate,

y mandate,

And so on until you've covered anything.

Gives full protection privileges to government (local, regional, national) in case of a CBRN event.
What is this even supposed to mean?

"Kl pills" may count as an IRL reference.

Applies laws to issue civilians gas masks or KI pills (for Radiological, Nuclear) for the protection of civilians,

Try rewording this (after restructuring it and putting it with the mandates) to something like this- "Distributes gas masks to citizens victimized by CBNR weapons..."

Also, I don't really think this is very practical, but I would support if it was changed to be more practical, such as helping to rescue victims instead of going in and giving them... gas masks. Also, when I attempted something nuke related, it didn't go all that well, though right now your concept is very different from what I did.

There is much work to be done, but good luck :)

I believe the correct word is "then". The underlined is rather poor prose. May I suggest something like:
Understanding that in the wake of a CBRN disaster or attack, the first victims will be the civilian population;

Believing that it is the responsibility of Governments to protect their citizens in such catastrophic events;

Applies laws to issue civilians gas masks or KI pills (for Radiological, Nuclear) for the protection of civilians,

Quite mediocre wording. May I suggest:
Mandates member-states to issue civilian gas masks and potassium iodide (KI) pills, to all residents within their countries, for protection against CBRN attacks and accidents;

Gives full protection privileges to government (local, regional, national) in case of a CBRN event,

What does this mean? Do you mean WA aid?

Biological Weapons are legal now?

Also the bump was wholly unnecessary.
