They're talking about North Benin, a member in their alliance.

If you have legitimate reason to believe he's hacking, going to war or doing any other kind of roleplay with him would be a mistake since using in-character actions to solve out-of-character issues normally doesn't end well. I have no idea if he's a hacker, but if you think he is then I would report him before he hacks you. However, I'd only do this if you have really good evidence of it.

Finally, if you need to create a poll but only want members of your alliance to vote in it, I'd recommend something like this: https://www.poll-maker.com/ . You don't need to create any accounts or share your emails to create or vote in polls and it takes less than a minute to get your poll up and running. I'd recommend sharing the link via telegram so you can best control who sees it and you can also count how many people have voted. If you want to see who voted for what, there are other sites but you need to make accounts to track the votes.

Ah, I'm sorry. I thought I saw him posting in your threads so I assumed he was, but that's my fault for not taking more time to understand the situation.

Still, if you're talking out of character right now and you mean he is an actual hacker who is breaking the rules by getting into other people's accounts without their permission, I'd recommend reporting him. I don't know much about the situation so I have no idea if he's truly hacking, but if he is then that's serious. Of course, I'm not a moderator, but I'm just trying to help.

If you're talking in character though and you're just saying he's got people in his nation hacking the people in yours through roleplay, then I aplogize. As for whether or not that justifies war... Eh? It depends on what he's hacking.
