[proposal=]The Act for Protection of sea animals involves restricting fishing zones by getting as accurate estimates as possible for the Stock of the fish population. It will be split into 3 Zones: Red, Orange and Green. In Green Fishers may fish however they want while in Orange theres a restriction of how many tons and in Red fishing is entirely banned apart from people with a fishing license who do it in their freetime. But the amount of fish caught should be limited by fish per month so if a coast is a red zone it could be for example 4/month. This is my proposal so far. I plan on writing a more tidy text. Please give me your opinion on this.[/proposal]

Perhaps a more defined definition or in this context, interpretation of the designation of "freetime", for without interpretation the definition is quite nebulous, without interpretation of the construal being established, it may lead to disastrous consequences.

But the amount of fish caught should be limited by fish per month so if a coast is a red zone it could be for example 4/month.

4 fishes a month?! What a preposterous conception! Perhaps, it should be 4 tons.
