Latuini then returned his attention to the crossword, as he was attempting to go for a 7 letter word, which had stumped him since the beginning; he had already finished the rest of crossword puzzle. He had been waiting in this room for an hour and was still not ruffled. He knew it was a journey to go to the new headquarters of this new alliance created by Romextly, a monarchical one. But the drive back would certainly be comfortable, as the armored SUV did have a mini-fridge. He now returned to trying to find the word, silently cursing the evasive word.


The Tsarstvo Alyaski consul, Zhernakova Konstantinova, and her delegation of Security Detail, and a potentially helpful Personal Translator would have one by one jumped from the open door of the Cheyenne Private Plane. Ms Konstantinova would have found herself somewhat surprised when, instead of an official delegation meeting with them outside, but instead they found rather normal looking Ciudad de Roma International Airport Security Guards waiting for them

One of them would quickly jump to offer to escort the Alyaskiri delegation, whilst the others would offer their greetings, along the lines of:


Ciudad de Roma Security Personnel
"It's good to see that our Alyaskiri delegation made it to our great nation without trouble... It is my pleasure to see you and your Entourage, ms Konstantinova."
Consul Zhernakova Konstantinova
"E buon pomeriggio a te, rispettata Guardia.
I am personally, somewhat surprised that an official delegation from Romextly could not show up to meet with us... It is hardly fair on you, as Security detail simply doing their jobs, am I correct? (*Slight chuckle*) I am sure that they have their reasons.

And on that note, what would it take to meet with a Romextlian Delegation? Without some guide, I feel as if I would have no way to navigate to the Headquarters, within this sprawling city!"
Security Guard
"You can speak Italian, ms Konstantinova? Well, thanks for making me aware of it, I now know that I won't be able to keep secrets around you.
I will escort you and your Entourage to Cicero Latuini, the delegate whom will show you on your way to the headquarters of the Monarchical Cooperation Alliance, should you allow it?"

With only a simple nod and a smile, Zhernakova Konstantinova would have made it obvious to the guard that he is to do so... With a reciprocating nod, the Romextlian Security would begin to show the Alyaskiris through the Airport's terminal towards where mr Latuini would wait for them...

16 : 10 hours, Ciudad de Roma, Romextly

With a slow walk and some conversation, mostly of Zhernakova and her entourage commenting on how enthralled they are about the climate of Ciudad de Roma, either out of politeness or perhaps even genuine interest, the Alyaskiri would walk into the central Admissions room, where the Romextlian delegation would be waiting.
Mr Latuini seemed disinterested in the whole ordeal, having his feet propped up against some table from his seat on an Airport seat, pen in one hand attempting to solve some sort of challenge on a newspaper.

It seems that the man would have been caught off guard when the Security Personnel had exclaimed out loud:


Security Guard
"Sir Latuini! The Alyaskiri delegation, and ms Konstantinova has arrived. They are right beside me."

With a quick advance to the Romextlian delegate, Cicero Latuini with the rest of the Alyaskiri entourage waiting back, Zhernakova would raise her hand, offering the man a handshake once within around a metre away from mr Latuini, in addition saying:

Zhernakova Konstantinova..." (*Offering the aforementioned handshake*)

Latuini, unsurprised at this, accepts the handshake.
"Welcome Consul Konstantinova, and welcome to Ciudad de Roma. My apologies of not being able to meet you the moment you got off your plane. This airport has stringent security levels, that not even the Emperor in all the formal clothing can pass!" he joked. "You may follow us. I believe that your nation's foreign office said that you had your own driver? Yes? Then you may follow my car and we shall go in a great achivement: a traffic free road just for high ranking officials and visitors, including yourself. You driver will be getting the new card to give him access." He led them to their car and driver and entered his car. His car then went towards the Chamber with the delegate on their tail and after 10 minutes (which with traffic would take around 45 minutes) they arrived at the massive skyscraper.. As the delegate stepped out the car, he smiled.
"Welcome to the Chamber."

Ms Konstantinova would give the Romextlian Foreign Minister a questioning glance as the man would have gone on to say:

"It seems that the National and International Relations Bureau forgot to tell Romextly that the chauffer would be coming on a separate plane" is what Zhernakova would quickly conclude from Latuini's misunderstanding... Well, it's either that or that the Romextlian authorities are somewhat. Well, less refined could be the word to describe it... Not that Consul Konstantinova would ever mention her thoughts of those calibers to the people of Romextly, what one does not know cannot hurt them.
Instead, with a low smile, and pulling her hand from mr Latuini's grasp as the handshake finishes, she would say:

"Mi scuso? Sembra che ci sia una sorta di malinteso, no?
I believe that the chauffeur is within a Cargo Plane currently with his personal vehicle, headed towards this very airport... He most certainly is not here right now, unfortunately...
So, if you are willing to leave at such an early point, which I myself would actually prefer, we will need to hitch a ride... Has one of your automobiles got enough room for five people?"

In regards to the last comment, Zhernakova would raise a hand, and quickly skim past her three personal guard, and the one translator in addition as if to alert the Romextlian of their presence.
With just a simple nod, and a confirmatory code of expression, Foreign Minister Latuini would lead the Alyaskiri to a convoy directly outside the airport's terminal... For one, the city of Romextly would look truly like something else... With elevated highways towering over lower districts, the mites whom are actually many, many dozens of wandering citizens below going on with their lives, a bustling metropolis area far away with many a high rise building dominating the Eastern skyline, and the many huge skyscrapers dominating the skies above with both majesty and tension would create a city much unlike the rather modest settlements of Tsarstvo Alyaski, especially so New Tsaritsyn.

The MCA high rise could also be seen dominating the North-West skyline, just about, with the mist of the faraway dominating the picture behind it... And leading directly towards it would be an empty highway system, completely devoid of traffic. For this must be the 'Imperial Road' Cicero would have mentioned.
With enough gawking, the Alyaskiris, including ms Konstantinova would board a robust, vaguely military looking transport, and with the doors being slammed behind them as they all buckle themselves to their seats, the whole convoy would instantly start moving, along the imperial road towards the MCA building in earnest...


16.20 hours, Ciudad de Roma, Romextly


Along the traffic-less highway, the journey would have been relatively short, that is for certain. For after ten minutes of the convoy cruising down the elevated highway, eventually stopping just outside a platform leading directly within the aforementioned building, the whole escort would disembark the vehicles, either to enter the building, or to wish the Alyaskiri delegate on their way... As for Cicero Latuini, he would quickly meet with Consul Konstantinova once more, and with a final message would exclaim this:

"Welcome to the Chamber."
Consul Zhernakova Konstantinova
"Thank you, sir Latuini... I am sure with the various staff members of this amazing building, we could find our way through to the many sights we would need to see in a rather quick fashion, no?
After all, I do not wish to take any more of your time, you must be a very busy man.

For now, I must assume that this is where we part ways, correct? It has been a pleasure..."

17.00 hours, Ciudad de Roma, Romextly


In around only thirty five minutes, in a surprisingly efficient manner, the Alyaskiri delegate had been pointed towards the many sights and utilities of what would be Zhernakova's new home for the foreseeable future. The suite that was kindly provided for the Alyaskiri Consul, free of charge would have been glamourous and glorious in every sense of the word... It is by all means better than what she had experienced as her lodgings in Rome, back when she was merely a Honourable Ambassador to San Marino.
The other many rooms of the building were pleasing in addition... There is a fully functioning Gym, Cafeteria, Public Lounge, many rooms of offices, and corridors with some of the cheapest priced vending machines placed at pretty much every other corner...

Now, there was one last room to check on, most likely the largest... The chamber itself. Dressed in a three piece navy blue suit, complete with a black tie, a long flowing somewhat regal looking black skirt, and small, intrinsic boots, Zhernakova Konstantinova would be well presentable to enter the huge room, complete not unlike the UN's headquarters.
And for one, there would seem to already be many a consul in talks already within to eachother... It seems that ms Konstantinova was a little of a latecomer...

Whilst entering the halls of the Building, Turku could not help but admire a bit of the Architecture and the rooms that the entire Headquarters had to offer.

But she did not waste any more time, and in doing so finally reached the doors leading to the chamber.

She straightened her coat once more and her Sash to be placed in an elegant and regal-like angle before the doors of the Chamber opened and she was greeted by the sight of Ambassadors and Representatives already engaged in discussion and debate.

Turku silently motioned herself unto an empty seat and typed down her Name and status as the Ambassador for the United Imperium on the Digital Keyboard neatly placed unto the table in order to display it in a Digital Plaque.

Delegates of the Monarchist Cooperation Alliance,

Noting that the MCA is largely an economic and cultural alliance between nations of similar government systems from around the multiverse,

Understanding that the energy sector is an important part of the daily life and the market of members of the MCA

Resolving that tariffs between member states should be minimized in order to allow greater market growth

Hereby sets the maximum tariff rates on the following industries

- On Petroleum based industries, the maximum tariff rate will be 16%

-On coal based industries, rates will be 19%

-On natural gas based industries, rates will be 15%

-On Wind power based industries, rates will be 17.5%

-On hydroelectric based industries, rates will be 14%

-On solar energy based industries, rates will be 15%

-On geothermal based industries, rates will be 13%

The goal for these maximum rates will be to help our nations make energy much more cheaper for the average citizens, thus improving their lives and making more jobs.

The ten minutes of waiting, unintentionally so for the first event of the MCA would have gone smoothly, if perhaps a little slowly for the Alyaskiri Consul in service to the alliance, ms Zhernakova Konstantinova... Even then, the room with it's huge size, the sights and sounds of the perhaps over prepared amount of working/audience desks and/or chairs neatly placed in the shape of a semi-circle to the far side of the room not unlike similar rooms to the headquarters of organisations such as NATO or even the UN would perhaps dominate the room, all seats looking towards a huge monitor on the other far side of the chamber, seemingly waiting to be turned on and off at a moment's notice.
Directly in front of the aforementioned monitor would be a surprisingly long lectern of which some announcer could stand behind, delivering a message to the room with a microphone, reading from a document or reciting from the mind only.

Most of the rest of the room would be empty space, yet as glamourous and regal as ever... The floorboards alone would be in a dark and rich wood, with a rather immaculate looking carpet breaking up what would otherwise be a monotonous flooring. Flanked on either side of the lectern aboard a raised platform would be two desks close-by two exits/entrances.




By any means, the Alyaskiris would have certainly already used the aforementioned desks, seemingly for admissions to sign themselves into the room, typing on an expensive, holographic and digital keyboard, registering their names such as ms Konstantinova into the digital forms provided, as another Consul would do also soon therefore after, seemingly of Svenska-Britannic origin...

After ten minutes, all of the Consuls within would be rather suddenly asked to take their given seats alongside the multitude of desks mentioned before, as they would be voting on a bill...
Zhernakova Konstantinova would tense slightly in anticipation as she makes her move towards the desks of the theater - like room, looking for her assigned seat, thinking of what the bill could possibly be for, and how she would serve in the first 'mission' of this Consulate to the MCA.

By any means, soon enough everybody would have found their seats, ms Konstantinova herself finding herself seated somewhere off to the left side of the room. Once again, the fancy holographic keyboard would be present against the assigned desk, and an advanced looking computer tower with a small monitor, not much than two times larger the size than a normal-sized tablet.

Further across the room, some Ambassador, most likely Romextlian would march briefly to the raised platform, and the lectern before making a simple address:

And with that, some button or an equivalent action would be performed, and with that the huge monitor would flicker on behind him for everybody to see... It would display the bill in it's entirety, being:

After being displayed for many a second, two minutes to be exact, all of the Consulates would be told that they are free to operate their computer towers... Already on standby mode rather than powered down, the monitors displaying a page to vote on the bill straight away upon being turned on, five minutes would be given, flashing on the giant monitor as it counts down, giving the Consulates of the MCA the precious seconds needed to think of how to vote on the bill...
For Zhernakova Konstantinova, this choice would be somewhat difficult. For the bill in question, promising to minimize tarrifs on trade of energy products such as the black gold that Alaska ever so relies on not just for themselves, but for a national revenue in trade in addition would have a noble goal, but would it be beneficial for Tsarstvo Alyaski?

After the five minutes would end, the Consulates would now have to put in their votes, using the holographic keyboard and advanced looking mouse(s) to tick a form displayed on the personal monitors on whether they vote yes, no or would rather abstain...
Zhernakova would let out a short sigh, before scrolling to hover the cursor over the box, that if ticked would confirm that Tsarstvo Alyaski supports the bill. And then, with a click her vote... Tsarstvo Alyaski's would be locked.

As the Imperial Ambassador listened to the proposal of the Tariffs, she peered closer to the finer details of the Bill.
Petroleum is already a thing of the past for the Imperial Economy, along with coal and natural gas.

However as for the rest which includes wind, hydroelectricity, solar and geothermal energy. Those would prove of SOME possible thing..but it won't be anything massive for the Imperial Economy considering the policies set in place by the Imperial Monarchy.

But nevertheless, Miatta made her decision unto the chamber.
