"Recruit to a nation"? There's no such thing. Do you mean region recruitment?

You mean send a recruitment telegram?

Go to your telegrams, compose a new one, click the little arrow pointing down, check "this is a recruitment telegram," then enter or use stamps (for mass telegrams) to send it to people.
