They can call it defunct when it is officially defunct. For us, it's officially unofficially semicanonically defunct with North Benin acting as if he were in charge.

You can't sanction an IDSF member, sorry. Our policies prevent people within the IDSF from doing that. Plus, I'm still just taking back territory that is legally mine.

The Southeast Marajarbians come with news of a brand new, uncharted island now known as "Margaret Island" that can now be colonized by the IDSF. We are already planning on new towns to build.
