Biography: Born in Rankin County, Mississippi, grandson of a wealthy Confederate soldier and the daughter of a powerful landowner, the Turner family was strongly dominant in local politics, with his father being the Congressman of his Congressional district. He grew a wealthy upbringing, dining lavishly, but also having the segregationist ideals of his father. As such, his ideas were very much inbred in him from the beginning. By the time he reached age 18, although he was the second child of his father and not "in line" (as his father put it) to enter Congress, he had still aspired to great things, carving out a hobby for himself reading books on the Confederacy (and becoming very much entrenched in Lost Cause pseudo-history), and then deciding to, like his heroes and his grandfather, join the military. Of course, he wasn't too fond of the "Yankee flag" as he called it in a private conversation with his wife, but nonetheless he was still happy.

And so, with his father's money and connections, off he went to Harvard, pursuing two master's degrees in military strategy and military history (as one degree) and a modern history degree. During his time in Harvard, he was noted as having a "Southern charm" to him, being quite temperate and calm under pressure, along with a sophisticated gait. He had also got quite involved with the student Democrats, but the time was very much unfavourable to Democrats, due to the continued conflict between the Catholics and the Klan within the party, the latter of whom Turner sided with strongly.

After his graduation, while Turner had been in the military reserves during his education, he had fully entered the military, serving actively. His peacetime service was relatively uneventful. He was seen as a good and intelligent strategist, if a bit overconfident. He had risen through the ranks due to his technical ability, focus and diligence, and by the time the Second World War had broken out, he had already risen to the rank of Lieutenant General, and was a full General by the time of the US entry into WWII. He was a primary mover in the European front, specifically in Italy, where he had been in charge of Operation Husky, pushing ahead and across the Italian peninsula, putting in hard work and strategy to ensure that his troops had worked well with the rest of the Allies, and is widely seen by historians today as a key figure in the fall of Italy.

After the war, while he had been idle, President [not-Truman] had approached him with a preposition. He was to become the first Director of the CIA, a new intelligence taskforce. This was done due to both his war hero status following the Second World War and his general skillset. He accepted, enjoying that sort of work personally. He had got to work, assisting the war effort in Korea. While, at the beginning, there were rather severe problems with misinformation, he had quickly cleaned it up with aggressive anti-misinformation efforts, rooting out any double agents and ensuring loyalty within the CIA. This had pushed the CIA as an intelligence service ready for the Cold War. It had also engaged in many domestic efforts - which Turner personally focused on - in order to boost US domestic support for government policy, such as in the Crusade for Freedom.

While Turner at this point had remained non-partisan for 30 years, his old political activism began to wake inside of him again upon the court case Brown v. Board of Education, where he had personally decried the "fall of moral order" in the country to many of his friends, feeling a strong dissatisfaction with it. But regardless, he kept on doing his duty, as he felt that it was an utterly disgusting decision. But to him, the final straw came in the creation of the Civil Rights Act of 1957, where he had written a long and lengthy resignation letter about his disagreements with it and desegregation in general, going off to form the White People's Party and the "non-violent civil disobedience organisation" White Restoration Resistance, along with setting up its many organs such as the States' Rights Broadcast, where he made constant polemics against desegregation, along with preaching social conservative policy more generally, calling homosexuality a "degenerate activity worthy of great punishment" and abortion "the immoral, destructive murder of children pushed by those who want to see America be replaced by Mexicans."

He has also faced controversy for not only his aggressive stances, but also the fact that many people have committed lynchings in his name, such as a recent lynching in his home state that was led by men holding up the flag of the White People's Party and chanting "Turner for President 1960", with many accusing the White Restoration Resistance to be itself a hate group planning on committing genocide against black people, something which Turner has denied.

His wealth (inherited from his family) has garnered him a large platform, with his wealth allowing him to spread his message and gain the support of many segregationists as a folk hero, as many consider him a possible Presidential candidate if there are no segregationist candidates in the general election, with a growing draft movement to push him into the race. Along with that, he has also considered running for Senate in his home state of Mississippi, or perhaps the gubernatorial election later this year...

One thing and please correct me if I am wrong, I believe the Director of the CIA is appointed by the president and if that is the case I would highly doubt President Davis would keep a southern democrat from a confederate family in that position (honestly I'm on the fence whether President Carry Hamond [not-Truman] would appoint you to such position in the first place)


Also the current CIA director is the only one ever from the proper south. It's mostly Northeast guys (a lot of new yorkers), a few texans and a few midwesterners. And Truman was the one that desegregated the armed forces so...

This is the Infrastructure Relief Bill Douglas was talking about, it's quite underwhelming I'm not sure if it will pass. Would anyone be willing to Co-Sponsor this bill?

He likes the fact it would help the poor people fix up their homes and such, but he dislikes the fact that they aren't working for it.

4. No control against these funds being corruptly used to benefit specific individuals/organizations (Very Bad)

5. Gives money to people already well off enough to own a home or business, but not to those who aren't (Bad)

6. Involves the state incentivizing people to spend money in the consumer economy a specific way without any direct general welfare reason (Bad)

7. Is a tax credit instead of a coupon, bloating the tax code (Very Bad)



On another note, Both Frasers would be willing to work on the "Mega-TVA for the south'" plan as part of an infrastructure bill.

Sharp would back the bill. He's all for delivering pork to his native Mississippi, and if the state coffers find 200,000 that they can use for his political allies in Jackson and throughout the state, it might help his senate bid in winking at the poor by saying "I'm gittin' y'all fellers roads n' shit."

And if the bill passes, then Sharp can apply for that tax credit so he can fix up his Cedar Grove plantation, so it's a win for his people of Mississippi and a win for his own personal livelihood.

On another note, Both Frasers would be willing to work on the "Mega-TVA for the south'" plan as part of an infrastructure bill.

Let's see how Douglas would respond to this,

1. I'm sorry to disappoint Sofia but the Cabinet post was envisioned as needing to be confirmed by the senate, as a Cabinet Secretary, that should've been specified.

2. Technically the funding powers are put to use in this bill, but the overseeing things isn't.

3. Perhaps the words "up to" could be added before the dollar amounts, giving the perspective Department of Infrastructure the authority to decide how much each state or municipalities gets. After the questioning of the Workplace and College Inclusion Act Douglas really doesn't want to go through that again, and at least in his eyes passing on responsibility is easier to defend. Though he was trying to court State's Rights supporters with that, and hopefully build a coalition with northerners like him to get the bill passed, and to due the inherent nature of how the Senate is made up the bill should be easier to pass then, at least more so than in the House.

4. Perhaps the bill could be amended to add these kinds of controls, I Douglas was quite uncreative when drafting this bill, he would support that kind of amendment though, as he is kind of a populist.

5. Douglas thinks that providing homes and starting businesses isn't necessarily infrastructure, he would support a bill doing that though. But that clause was designed to satisfy his middle class people and small business owners in his district.

6. It improves infrastructure and homes and businesses, though I'm not sure Douglas what be persuaded or care for this argument.

7. It could changed to a coupon, Douglas would be fine with that, though he put it as a tax credit so that people wouldn't see as just a man who raises taxes to the extreme, and also to appease the demographic group mentioned in point 5.

Douglas would vote in favor of a Mega-TVA plan for the south.

In 1946, he had also thrown his hat in the ring for the Senate in Mississippi, upon hearing of the retirement of the ill and old Senator who had occupied the seat for so long. He ran under a fusion ticket, winning the Democratic primary with 60% of the vote and the White People's Party primary with 100% of the vote, winning 30% of the vote under the White People's Party and 70% of the vote under the Democratic Party, as he had, in similar fashion to many elections in the South at the time, run unopposed.

As soon as he entered office, he had put himself forward as an iconoclast within the segregationist wing, being one of the delegates to join in the DNC walkout, and running under a solely White People's Party nomination for President, striking against President [not-Truman], winning over a million votes and 39 electoral votes (Same as Thurmond IRL), and while this had alienated many centrists from ever supporting him, he was widely praised as a hero of the segregationist wing, with this alone putting him in the history books. Within this time, he had also secretly joined the Ku Klux Klan.

Within the next few terms, he would work to build his influence within the segregationist wing, making friends with a great many Southern Senators and Congressmen, using his Southern media machine to praise them in public and build a symbiotic relationship, along with further increasing his media platform across the South, opening many local newspapers in rural areas, allowing him to make profit off his inheritance and garner political power at the same time. He had also met with many evangelists, building a good relationship with many of the racist Southern churches, along with strengthening his credibility on issues of religion by pushing strongly on many fronts, such as in the addition of "Under God" to the Pledge of Allegiance.

As time passed, his influence grew, with many dubbing him the "King of the South", but his influence grew further, as among the continued current of desegregation, he had fed resentment and anger. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that for the purpose of rectifying past misdeeds against southern united states' development by the federal government, this act will providea means improving the national defense, or agriculture and industrial development, founded in the souther states, while encouraging the expansion and integration of these measures to states outside of it's original purview, there is hereby created a body corporate by the name of the "American Industrial Development Authority" (hereinafter referred to as the "Corporation"). The board of directors first appointed shall be deemed the incorporators and the incorporation shall be held to have been effected from the date of the first meeting of the board. This Act may be cited as the "American Industrial Development Authority Act of 1959."

Sec. 2. (a) The board of directors of the Corporation (hereinafter referred to as the "board") shall be composed of three members, to be appointed by the President, by and with the advice and consent of the Senate. In appointing the members of the board, the President shall designate the chairman. All other officials, agents, and employees shall be designated and selected by the board.

(b) The terms of office of the members first taking office after the approval of this Act shall expire as designated by the President at the time of nomination, one at the end of the third year, one at the end of the sixth year, and one at the end of the ninth year, after the date of approval of this Act. A successor to a member of the board shall be appointed in the same manner as the original members and shall have a term of office expiring nine years from the date of the expiration of the term for which his predecessor was appointed.

(c) Any member appointed to fill a vacancy in the board occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed for the remainder of such term.

(d) Vacancies in the board so long as there shall be two members in office shall not impair the powers of the board to execute the functions of the Corporation, and two of the members in office shall constitute a quorum for the transaction of the business of the board.

(e) Each of the members of the board shall be a citizen of the United States, and shall receive a salary at the rate of $25,000 a year, to be paid by the Corporation as current expenses. Each member of the board, in addition to his salary, shall be permitted to occupy as his residence one of the dwelling houses owned by the Government in the vicinity of Richmond, Virginia, the same to be designated by the President of the United States. Members of the board shall be reimbursed by the Corporation for actual expenses (including traveling and subsistence expenses) incurred by them in the performance of the duties vested in the board by this Act. No member of said board shall, during his continuance in office, be engaged in other business, but each member shall devote himself to the work of the Corporation .

(f) No director shall have financial interest in any public-utility corporation engaged in the business of distributing and selling power to the public nor in any corporation engaged in the manufacture, selling, or distribution of fixed nitrogen or fertilizer, or any ingredients thereof, nor shall any member have any interest in any business that may be adversely affected by the success of the Corporation as a producer of concentrated fertilizers or as a producer of electric power.

(g) The board shall direct the exercise of all the powers of the Corporation .

(h) All members of the board shall be persons who profess a belief in the feasibility and wisdom of this Act.

Sec. 3. The Board shall without regard to the provisions of Civil Service laws applicable to officers and employees of the United States, appoint such managers, assistant managers, officers, employees, attorneys, and agents, as are necessary for the transaction of its business, fix their compensation, define their duties, require bonds of such of them as the board may designate, and provide a system of organization to fix responsibility and promote efficiency. Any appointee of the board may be removed in the discretion of the board. No regular officer or employee of the Corporation shall receive a salary in excess of that received by the members of the board.

All contracts to which the Corporation is a party and which require the employment of laborers and mechanics in the construction, alteration, maintenance or repair of buildings, dams, locks, or other projects shall contain a provision that not less than the prevailing rate of wages for work of a similar nature prevailing in the vicinity shall be paid to such laborers or mechanics.

In the event any dispute arises as to what are the prevailing rates of wages, the question shall be referred to the Secretary of Labor for determination, and his decision shall be final. In the determination of such prevailing rate or rates, due regard shall be given to those rates which have been secured through collective agreement by representatives of employers and employees.

Where such work as is described in the two preceding paragraphs is done directly by the Corporation the prevailing rate of wages shall be paid in the same manner as though such work had been let by contract.

Insofar as applicable, the benefits of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916, as amended, shall extend to persons given employment under the provisions of this Act.

Sec. 4. Except as otherwise specifically provided in this Act, the Corporation--

(a) Shall have succession in its corporate name.

(b) May sue and be sued in its corporate name.

(c) May adopt and use a corporate seal, which shall be judicially noticed.

(d) May make contracts, as herein authorized.

(e) May adopt, amend, and repeal bylaws.

(f) May purchase or lease and hold such real and personal property as it deems necessary or convenient in the transaction of its business, and may dispose of any such personal property held by it.

The board shall select a treasurer and as many assistant treasurers as it deems proper, which treasurer and assistant treasurers shall give such bonds for the safe-keeping of the securities and moneys of the said Corporation as the board may require: Provided, That any member of said board may be removed from office at any time by a concurrent resolution of the Senate and the House of Representatives.

(g) Shall have such powers as may be necessary or appropriate for the exercise of the powers herein specifically conferred upon the Corporation.

(h) Shall have power in the name of the United States of America to exercise the right of eminent domain, and in the purchase of any real estate or the condemnation of real estate by condemnation proceedings, the title to such real estate shall be taken in the name of the United States of America, and thereupon all such real estate shall be entrusted to the Corporation as the agent of the United States to accomplish the purposes of this Act.

(I) Shall have power to delegate the powers outlined here as relevant to subsidiaries to the corporation and decide upon their governance.


Sec. 5. (a) Establishes the formation of subsidiaries to be wholly owned by the corporation, in the following states:

Alabama
Arkansas
Florida
Georgia
Kentucky
Louisiana
Mississippi
Missouri
North Carolina
South Carolina
Texas
Virginia

The names each subsidiary may be chosen by the decision of the corporation, from the default of which will be the relevant state followed by "Industrial Development Authority."

(b) The Tennessee Valley Authority is to become a subsidiary to the corporation.

(c) Each subsidiary will be based in and will operate within the boundaries of their corresponding state as a basis, with cross-state operations regulated by the corporation.

(d) Equivalent powers provided for by the Tennessee Valley Authority Act will be be applied by the corporation through it's subsidiaries as is relevant to their operation.

(e) State governments are permitted to negotiate terms for the formation of new subsidiaries based in and responsible for their state and upon formation are to be just as existing subsidiaries.

All contracts to which the Corporation is a party and which require the employment of laborers and mechanics in the construction, alteration, maintenance or repair of buildings, dams, locks, or other projects shall contain a provision that not less than the prevailing rate of wages for work of a similar nature prevailing in the vicinity shall be paid to such laborers or mechanics.

In the event any dispute arises as to what are the prevailing rates of wages, the question shall be referred to the Secretary of Labor for determination, and his decision shall be final. In the determination of such prevailing rate or rates, due regard shall be given to those rates which have been secured through collective agreement by representatives of employers and employees.

Where such work as is described in the two preceding paragraphs is done directly by the Corporation the prevailing rate of wages shall be paid in the same manner as though such work had been let by contract.

Insofar as applicable, the benefits of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916, as amended, shall extend to persons given employment under the provisions of this Act.

Sec. 4. Except as otherwise specifically provided in this Act, the Corporation--

(a) Shall have succession in its corporate name.

(b) May sue and be sued in its corporate name.

(c) May adopt and use a corporate seal, which shall be judicially noticed.

(d) May make contracts, as herein authorized.

(e) May adopt, amend, and repeal bylaws.

(f) May purchase or lease and hold such real and personal property as it deems necessary or convenient in the transaction of its business, and may dispose of any such personal property held by it.

The board shall select a treasurer and as many assistant treasurers as it deems proper, which treasurer and assistant treasurers shall give such bonds for the safe-keeping of the securities and moneys of the said Corporation as the board may require: Provided, That any member of said board may be removed from office at any time by a concurrent resolution of the Senate and the House of Representatives.

(g) Shall have such powers as may be necessary or appropriate for the exercise of the powers herein specifically conferred upon the Corporation.

(h) Shall have power in the name of the United States of America to exercise the right of eminent domain, and in the purchase of any real estate or the condemnation of real estate by condemnation proceedings, the title to such real estate shall be taken in the name of the United States of America, and thereupon all such real estate shall be entrusted to the Corporation as the agent of the United States to accomplish the purposes of this Act.

(I) Shall have power to delegate the powers outlined here as relevant to subsidiaries to the corporation and decide upon their governance.


Sec. 5. (a) Establishes the formation of subsidiaries to be wholly owned by the corporation, in the following states:

Louisiana
Mississippi
Missouri
North Carolina
South Carolina
Texas
Virginia

The names each subsidiary may be chosen by the decision of the corporation, from the default of which will be the relevant state followed by "Industrial Development Authority."

Sec. 2. (a) The board of directors of the Corporation (hereinafter referred to as the "board") shall be composed of three members, to be appointed by the President, by and with the advice and consent of the Senate. In appointing the members of the board, the President shall designate the chairman. All other officials, agents, and employees shall be designated and selected by the board.

(b) The terms of office of the members first taking office after the approval of this Act shall expire as designated by the President at the time of nomination, one at the end of the third year, one at the end of the sixth year, and one at the end of the ninth year, after the date of approval of this Act. A successor to a member of the board shall be appointed in the same manner as the original members and shall have a term of office expiring nine years from the date of the expiration of the term for which his predecessor was appointed.

(c) Any member appointed to fill a vacancy in the board occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed for the remainder of such term.

(f) No director shall have financial interest in any public-utility corporation engaged in the business of distributing and selling power to the public nor in any corporation engaged in the manufacture, selling, or distribution of fixed nitrogen or fertilizer, or any ingredients thereof, nor shall any member have any interest in any business that may be adversely affected by the success of the Corporation as a producer of concentrated fertilizers or as a producer of electric power.

Sec. 3. Sure. Sharp can co-sponsor it. He's looking at fixing a hole in the roof of his plantation home, and no amount of Velma's nagging will have him pick up the phone to call some-one to fix it, so this legislation seems like a good bet to get his wife to stop nagging him.

Biography: Born in Rankin County, Mississippi, grandson of a wealthy Confederate soldier and the daughter of a powerful landowner, the Turner family was strongly dominant in local politics, with his father being the Congressman of his Congressional district. He grew a wealthy upbringing, dining lavishly, but also having the segregationist ideals of his father. As such, his ideas were very much inbred in him from the beginning. By the time he reached age 18, although he was the second child of his father and not "in line" (as his father put it) to enter Congress, he had still aspired to great things, carving out a hobby for himself reading books on the Confederacy (and becoming very much entrenched in Lost Cause pseudo-history), and then deciding to, like his heroes and his grandfather, join the military. Of course, he wasn't too fond of the "Yankee flag" as he called it in a private conversation with his wife, but nonetheless he was still happy.

And so, with his father's money and connections, off he went to Harvard, pursuing two master's degrees in military strategy and military history (as one degree) and a modern history degree. During his time in Harvard, he was noted as having a "Southern charm" to him, being quite temperate and calm under pressure, along with a sophisticated gait. He had also got quite involved with the student Democrats, but the time was very much unfavourable to Democrats, due to the continued conflict between the Catholics and the Klan within the party, the latter of whom Turner sided with strongly.

After his graduation, while Turner had been in the military reserves during his education, he had fully entered the military, serving actively. His peacetime service was relatively uneventful. He was seen as a good and intelligent strategist, if a bit overconfident. He had risen through the ranks due to his technical ability, focus and diligence, and by the time the Second World War had broken out, he had already risen to the rank of Lieutenant General, and was a full General by the time of the US entry into WWII. He was a primary mover in the European front, specifically in Italy, where he had been in charge of Operation Husky, pushing ahead and across the Italian peninsula, putting in hard work and strategy to ensure that his troops had worked well with the rest of the Allies, and is widely seen by historians today as a key figure in the fall of Italy.

While Turner at this point had remained non-partisan ever since his student days, his old political activism began to wake inside of him again upon many of the reforms placed in by the Truman government regarding desegregation, where he had personally decried the "fall of moral order" in the country to many of his friends, feeling a strong dissatisfaction with it. Finally, in 1946, he had just about enough, going off to form the White People's Party, along with setting up its many organs such as the States' Rights Broadcast, where he made constant polemics against desegregation, along with preaching social conservative policy more generally, calling homosexuality a "degenerate activity worthy of great punishment" and abortion "the immoral, destructive murder of children pushed by those who want to see America be replaced by Mexicans." In 1946, he had also thrown his hat in the ring for the Senate in Mississippi, upon hearing of the retirement of the ill and old Senator who had occupied the seat for so long. He ran under a fusion ticket, winning the Democratic primary with 60% of the vote and the White People's Party primary with 100% of the vote, winning 30% of the vote under the White People's Party and 70% of the vote under the Democratic Party, as he had, in similar fashion to many elections in the South at the time, run unopposed.

As soon as he entered office, he had put himself forward as an iconoclast within the segregationist wing, being one of the delegates to join in the DNC walkout, and running under a solely White People's Party nomination for President, striking against President [not-Truman], winning over a million votes and 39 electoral votes (Same as Thurmond IRL), and while this had alienated many centrists from ever supporting him, he was widely praised as a hero of the segregationist wing, with this alone putting him in the history books. Within this time, he had also secretly joined the Ku Klux Klan.

Within the next few terms, he would work to build his influence within the segregationist wing, making friends with a great many Southern Senators and Congressmen, using his Southern media machine to praise them in public and build a symbiotic relationship, along with further increasing his media platform across the South, opening many local newspapers in rural areas, allowing him to make profit off his inheritance and garner political power at the same time. He had also met with many evangelists, building a good relationship with many of the racist Southern churches, along with strengthening his credibility on issues of religion by pushing strongly on many fronts, such as in the addition of "Under God" to the Pledge of Allegiance.

As time passed, his influence grew, with many dubbing him the "King of the South", but his influence grew further, as among the continued current of desegregation, he had fed resentment and anger. As such, he, in the summer of 1958, formed the White Restoration Resistance, with its aims to be "the ending of the destruction of moral order in the United States of America", a machination by Turner to try and unify evangelicals and segregationists, rallying against a measure of many items, from homosexuality and desegregation to birth control and interracial marriage. While it has, in its first few months, been quite silent, mostly organising behind the scenes and getting its administration in order, it is now ready to operate and get ready for the coming of the 1960 election.

He has also faced controversy for not only his aggressive stances, but also the fact that many people have committed lynchings in his name, such as a recent lynching in his home state that was led by men holding up the flag of the White People's Party and chanting "Turner for President 1960", with many accusing the White Restoration Resistance to be itself a hate group planning on committing genocide against black people, something which Turner has denied.

His wealth (inherited from his family) has garnered him a large platform, with his wealth and influence within the segregationist wing allowing him to spread his message and gain the support of many segregationists as a folk hero, as many consider him a possible Presidential candidate if there are no segregationist candidates in the general election, or no strong segregationists in the primary election, with a growing draft movement to push him into the race.

On Sofia's part, her position is no federal voting reform until the poll tax is removed and the non-white vote protected. Why reform a system in breech of the constitution when you can wait until it's no longer in breech :p
