The 1st Technocratic Council (DISSOLVED)

Hello, fellow NSers, it's me again, Cavirfi. This is the thread for Cavirfi's 1st Parliament; The 1st Technocratic Council. This is the 3rd of 4 steps to making laws in Cavirfi, the first being the Chancellor or the people writing a resolution, then 2nd is the Great Tribunal's approval.

Now, this is the 3rd step; The approval of the Technocratic Council, the Technocratic Council is made up of 80 representatives of the 8 municipalities of Cavirfi, 10 representatives per each municipality. They are all appointed by the Wolf Pack, and not elected by the people (for reasons). If the Great Tribunal has to rule the law based on the Constitution, the Technocratic Council has to rule the law based on belief. Basically

Great Tribunal = Constitution
Technocratic Council = Opinion.

For today, I will only hold the opening ceremony of the 1st TechCo, and then tomorrow, I will hold the 1st Order of Business.

Let everyone greet and welcome Her Excellency, She The Right Honorable, and Her Sire, Margeaux Tortune.


In which Margeaux comes and greets every soldier.

In which she walks up to the Chamber of the TechCo building and sits down on the high throne (which is the seat of the Great Farmer in the Technocratic Council).

Then, Emily Santis comes.

Emily Santis, the Right Honorable Chancellor of Cavirfi.


In which Emily walks down to the Chamber and gets greeted by Margeaux.

What's up, comrade, how's it going?


It's going great, just ate lunch, just decided to continue a chapter on that book we were writing, and lastly, I am here.


Aye, that's great, now we wait for the MPs.


In which, the MPs arrive.

Let us now welcome, the various representatives of the various municipalities of the Free Land


In which, in a peaceful but disorderly fashion, the MPs arrive, and walk up to the Chamber and sit down. Margeaux meanwhile prepares for the ceremonial speech, grabs the paper from back in the Wolf Pack's Barn.

She slowly runs back to Parliament with the papers and the Ceremonial Guard then says.

NOW, THAT THE GREAT FARMER AND KNIGHT HAS ARRIVED, LET US STAND UP FOR THE NATIONAL ANTHEM

To the members of the First Technocratic Council of the Free Land of Cavirfi,

It is of pleasure, honor, and dignity, that we are with you tonight. You have come so far with your ability, but you have stalled in your accomplishments in a world of uncertainty, mischief, and unbalance. Now that you are here, please take the time to recognize, that you are on the journey, the journey to creating a better world, a better world you once thought was just a dream.

With the Great Tribunal, they shall serve the people who are wronged. With you on the other hand, you shall create recovery and reversal from the wrongdoings that they, the good but wronged people have recieved. But, you shall do it while obeying the Constitution, its principles, and its values.

In other words, you shall uphold the Constitution, uphold the law, uphold our values, uphold the people who will protect them, and most importantly, uphold the reversals of the nightmare that they, the people, have recieved, and the reversal of the problems that caused the obligatory creation of our values.

Thank you and the ceremony shall begin.

The Rights and Responsibilities for the New Land of Love.



Preamble

We, the Wolf Pack and the new people solemnly swear to create a new land that will expand the realm of value, in a world where that kind of opportunity is continuously being rotten under the banner of "progress".

Details

The article in which the creation of this land is ratified is divided into 7 amendments and 25 articles, the amendments of this article are meant to act as sub articles pertaining to the certain rights and responsibilities of the government, the people, and the military, as well as the values that Cavirfi as a nation is built upon.


AMENDMENT I - THE CAVIRFITE VALUES

The foundation of this new nation is based on the 4 key rotting principles: Chivalry, Loyalty, Love, and Peace.

Article I - Chivalry

Chivalry, in which the medieval military orders were built on has changed over the years, as the saying goes: Chivalry Is Dead!

But with the creation of this new land, chivalry shall be revived, it's definition remodeled, and it's usage institutionalized.

Now, with the creation of Cavirfi. 17 Key Rules must be followed in order for chivalry to be valued:

1. A man must respect women, as he would respect other men.
2. A man must recognize that women, like him, are human beings. With a great sense of autonomy in thinking, sociability, and behavior.
3. A man must respect the decisions of women.
4. A man must respect other men, as he would respect women.
5. A man must recognize that other men, like him, are human beings. With a great sense of autonomy in thinking, sociability, and behavior.
6. A man must respect the decisions of other men.
7. A woman must respect men, as she would respect other women.
8. A woman must recognize that men, like her, are human beings. With a great sense of autonomy in thinking, sociability, and behavior.
9. A woman must respect the decisions of men.
10. A woman must respect other women, as she would respect men.
11. A woman must recognize that other women, like her, are human beings. With a great sense of autonomy in thinking, sociability, and behavior.
12. A woman must respect the decisions of other women.
13. A man must protect women
14. A man must protect other men
15. A women must protect men
16. A woman must protect other women.
17. Everyone shall see each other indifferently on the basis of the color of their skin, the gender they prefer most romantically, the language they speak, and lastly the gender they identify with. Everyone must see each other differently on the basis of the content of their character and must act accordingly so.

One must follow the rules of chivalry to call themselves men or women in Cavirfi, otherwise they can call themselves boys and girls instead.

Article II - Loyalty

Loyalty, be it, an essential value, crucial to diplomacy. It is the second value that Cavirfi must stand by.

For one to be worthy of calling themselves loyal they must follow 7 rules

1. One shall not betray their friends, family, and people they hold dear by accusing them of misdemeanors or felonies they never committed.
2. A man in love with a woman shall not be with another.
3. A man in love with another man shall not be with another
4. A woman in love with a man shall not be with another
5. A woman in love with another woman shall not be with another.
6. One shall not help others with the intent of reward, only to harm them (others) when such reward is failed to be presented to them (one).
7. One shall practice Chivalry while they practice Loyalty.

These rules must be followed in order for one to call themselves loyal, otherwise they can call themselves naive.

Article III - Love

Love, it is an underrated value, it moves bridges, it builds societies, it brings peace. Yet with societies that shall not be named abusing such value, no wonder they have descended into chaos.

In order for stability to remain in the new land, 4 rules.

1. One shall love his neighbor, as they would love their family, friends, and other people they hold dear.
2. One shall not hate another person as a human being, but rather one shall hate another person as a wrongdoer.
3. One shall help others in times of need, regardless of the benefits they will receive.
4. One shall practice Chivalry and Loyalty as they would practice Love.

The individual shall follow these 4 rules to call themselves a loving person, otherwise they can call themselves a poser instead.

Article IV - Peace

Peace, the fourth value, it is what builds society, without it, the average life a person would be cut short. The world and the multiverse recognizes the importance of peace.

In order for one to call themselves peaceful they must follow 4 rules

1. One shall not enter into dispute, if they are in a position where that isn't necessary. If one needs dispute to live life, they must either solve it or agree-to-disagree.
2. One in a dispute, shall solve it with words rather than fists.
3. In fact, one shall not use their fists against another, unless the other directly threatens their life. This is the right to self defense.
4. One shall practice Chivalry, Loyalty, and Love while practicing peace.

One must follow all 4 rules, to call themselves peaceful, otherwise they are in a state of neutrality.

Now that the 4 values of Cavirfi have been defined, this constution shall conclude the 1st Amendment, and begin the 2nd Amendment



Amendment II - The Rights of the State


Article V - The Rights of the Wolf Pack

The Wolf Pack shall be recognized and legitimized as the true and sole government of Cavirfi. They have powers that they can use to manage the country, the Wolf Pack shall not be recogonized as FALSE, as for this government has founded this new land, and therefore has the first Rights to use and control it.

The Rights of the Wolf Pack are as follows:

  • The Right to have total control of the land in times of crisis
  • The Right to approve or veto bills passed by the Technocratic Council and/or petitioned by the people.
  • The Right to declare Martial Law without Technocratic Council approval.
  • The Right to monitor suspicious assemblies for suspicions of terrorism and/or organized crime.
  • The Right to set up regulations without Technocratic Council Approval.
  • The Right to control government spending

These rights are permanent and can only be changed if more than three-forths of the the Technocratic Council and more than one-half of the Great Tribunal wishes so.

Article VI - The Rights of the Great Farmer

The Great Farmer shall be recognized as the sole head of state of Cavirfi. No one can identify as head of state but the Great Farmer. Any claims otherwise are FALSE, for the Great Farmer is also the leader of the Wolf Pack, and therefore has every right to it.

The Great Farmer's position can only be appointed by the Wolf Pack and any other modes are not legitimate.

The Rights of the Great Farmer are as follows:
  • The Right to block proposals for the Technocratic Council if it contradicts their vision for what Cavirfi should be.
  • The Right to dissolve the Great Tribunal
  • The Right to appoint Juries to the Great Tribunal
  • The Right to appoint the Chancellor
  • The Right to appoint the Commander-In-Chief of the military
  • The Right to merge and create administrative divisions.

These right are permanent, and can only be changed by approval of more than 3/4 of the Technocratic Council, more than 1/2 of the Great Tribunal, and the approval of the Chancellor.

Article VII - The Rights of the Chancellor

The Chancellor shall be recognized as the Head of Government of Cavirfi, they shall be in charge of the ministries and domestic affairs of the nation.

The Chancellor is appointed by the Technocratic Council and approved by the Chancellor.

The Chancellor is also the leader of the Technocratic Council, therefore the position of Chancellor is also the position of House Speaker.

The rights of the Chancellor are:

  • The right to appoint and dissolve Technocratic Council members
  • The right to open and close Technocratic Council sessions
  • The right to make proposals for the Technocratic Council
  • The right to appoint the various ministers of the government
  • The right to approve and veto petitions

These rights are permanent and require the approval of more than 1/2 of the Parliament, 1/2 of the Federal Tribunal, and approval by the Wolf Pack for modification.

Article VIII - The Rights of the Technocratic Council

The Technocratic Council shall be recognized as the legitimate legislature of Cavirfi. As they are led by the Wolf Pack and as the Wolf Pack makes the law, the Technocratic Council shall represent them in making the laws of the land.

The Technocratic Council shall have 80 members, 10 for each municipality established in the charter code for this land. They shall be appointed by the Wolf Pack and approved by the Great Tribunal.

The rights are as follow:
  • The right to make proposals
  • The right to veto laws made by the Wolf Pack
  • The right to pass petitions on the people's behalf
  • The right to appoint and depose the Chancellor
  • The right to appoint and depose the municipal governments.

These rights are permanent and can only be changed with a unanimous decision of the Great Tribunal and more than 1/2 of the approval of the Wolf Pack.

Article IX - The Rights of the Great Tribunal

The Great Tribunal shall be recognized as the highest judiciary in all of the land. As they shall review each and every law and resolution, to see if it is in accordance to this Constitution. The Great Tribunal shall not represent the Wolf Pack or the people, but the articles in which they have written.

The Great Tribunal shall have 8 members, 1 for each municipality recognized under the charter code. The Great Tribunal shall be appointed by the Wolf Pack and approved by the Minister of Justice.

The rights of the Great Tribunal are as follows:

  • The right to veto laws passed by the Great Tribunal or the Wolf Pack, if they deem it unconstitutional.
  • The right to cancel depositions if they sense any bias.
  • The right to cancel Martial Law if declared during peacetimes.
  • The right to appoint the Minister of Justice (who shall be approved by the Chancellor)
  • The right to carry out penalties for crimes committed during war times. (Like genocide or killing medics)

These rights are only permanent and must be approved for modification by a unanimous decision by the Technocratic Council and more than 1/2 of the Wolf Pack.

Now that all 3 branches of the government's rights have been clarified, we declare the 2nd Amendment Legitimate.


Amendment III - The Rights of the People

The people of Cavirfi, like the state, shall have inalienable rights. That, just like the state's rights, must be respected in all due regards (see: Article I - Chivalry).

Article X - The Right to Free Speech

The people of Cavirfi shall have the right to criticize the government, as well as criticize each other's opinions, freely. Without interference from the state. For as long, as it doesn't incite violence directly against a certain group. Speech critical of certain communities or identities or speech in support of said communities and identities, shall be protected by the State.

Article XI - The Right to Free Press

The people shall have the right to report on anything they deem important, without state approval. Whether that be exposing the flaws of the state, creating propoganda for the state, or even sharing the stories of other people. Anything that doesn't infringe on the rights of others, can be reported, without interference of the state.

Article XII - The Right to Free Assembly

The people of Cavirfi shall have the right to form their own groups whether political or apolitical without government interference, for as long as it respects the values of Cavirfi.

Article XIII - The Right to Identity

The people have the right to identify with any ethnic group, political ideology, religion, sexual orientation, or gender. Without discrimination from the state in terms of benefits, punishments for crimes, or taxation rates.

Article XIV - The Right to Petition

The people shall have the inalienable right to make their own suggestions for laws of the land. In which if the movement is large enough, the Technocratic Council shall look into such proposal.

The rights of the people have been ratified and therefore concluding the 3rd Amendment


Amendment IV - The Rights of the Military

The fourth amendment shall recognize that the military and its members are individuals like the people as well. Therefore, deserving of rights and a say in how the society functions as well.

Article XV - The Right to a Coup

The military has the right to use force against the civilian government, should they feel that the State isn't obeying by both the Constitution and Cavirfi's value. Therefore, recognizing that the Military has the right to legally initiate a coup d'etat if the government is abusing their power and is on the verge of becoming what it sought to not become.

Article XVI - The Right to Conscientious Objection

A soldier, a squad, a corps, or even the whole military have the right to oppose serving in war if they reason that the goal of such a war is either against the core values of Cavirfi or forcefully pushing Cavirfi to commit war crimes (which in itself is against the core values of Cavirfi).

The Rights of the Military have been ratified, therefore concluding the fourth Amendment


Amendment V - The Duties of the State

The Government, as it has rights, also has responsibilities, responsibilities they must follow to consider themselves "Constitutional".

Article XVII - The Duty of Respecting the Constitution

The state shall recognize that, though they might have power, those powers have limits, and such limits need to be respected in order for a healthy balance between Authority and Freedom is observed.

Article XVIII - The Duty of Upholding the Law

As with great power, comes great responsibility. The state shall recognize that with their power, they must create and enforce law that act as the driver of society, otherwise it shall be recognized as Anarchy rather than Meritocracy.

Article XIX - The Duty of Respecting the Rights of the People and the Military

As with having power not upheld by the people or the military, the state shall respect the rights given to the people and the military, by this constitution.

The duties of the State have now been ratified, concluding the 5th Amendment


Amendment VI - The Duties of the People

The people, like the state, shall have duties that exist with their rights. Duties they must follow to claim a foothold in deserving their rights.

Article XX - The Duty of Paying Taxes

The people shall give the state whatever taxation it requests, no matter the rate (for so long as the State can promise a return). Refusal to do such will result in punishment (in which the form depends on the scale of the tax evasion).

Article XXI - The Duty of Obeying Law

The people shall follow whatever law or resolution in which the State enforces, refusal to do so will lead to dependable punishments.

Article XXII - The Duty of Upholding the Cavirfite Values

The people shall follow, observe, and believe in the 4 Cavirfite Values, as for they have come here, they shall follow our values.

The duties of the people have been ratified, therefore concluding the sixth Amendment


Amendment VII - The Duties of the Military

With the military having the right to initiate a coup and the right to conscientiously object. The duties they have are only fair.

Article XXIII - The Duty of Defending the Country

In times of war, the military shall have the right to refuse offensive strikes, however they must be prepared to initiate defensive strikes. Refusal will lead to punishments ranging from corporal punishment to the deposition of all officers.

Article XXIV - The Duty of Upholding the Cavirfite Values

The military shall strike against the enemy if the cause is upholding the Cavirfite Values, for which they must defend at all costs. Refusal will lead to punishments ranging from corporal punishment to the deposition of all officers.

Article XXV - The Duty of Leading the Country in times of Martial Law

The military shall be in charged of advising the Wolf Pack during times of Martial Law and Political Instability, to help the country get back to a fully-civil state. For it is their purpose to defend the land from exterior forces and defend the land from interior forces.

With the duties of the military ratified, Amendment Seven has now been concluded.


With the values of the land, the responsibilities and rights of the state, people, and military now ratified. The New Constitution shall now be concluded, and the Free Land of Cavirfi, now, a sovereign state.

Chancellery Resolution #1 - Cavirfi with Europe



We, Cavirfi, have seen the importance of international diplomacy, in maintaining peace. Therefore, Cavirfi shall seek peace through seeking diplomacy.

The Free Land of Cavirfi, upon enactment of this Resolution, will seek to apply, non-member non-applicant observer status to the European Union:

  • Defining the European Union as a regional trade union of 27 countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, The Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.
  • Defining Non-Member Non-Applicant Observer Status (NMNAOS) as a status where one nation is allowed to attend Parliamentary sessions in the European Union with being able to propose laws for the European Union but not have the ability to vote in such issues, as well as being a status where one isn't interested to become a full fledged member of the European Union.
  • Recognizing that having NMNAOS can affect Cavirfi economically through the trade regulations that the European Union passes.
  • Recognizing that Cavirfi won't be affected politically or socially compared to members of the European External Community.
  • Recognizing that having NMNAOS will only affect Cavirfi's relationship with the European Union as an entity and not its members.
  • Recognizing that NMNAOS won't affect Caviri's relationship with current NMNAOS holders.

Hereby, applying for NMNAOS, upon the enactment of this resolution.

I believe that the European Union has done well for other nations economically and that considering the economic nature of Cavirfi as a nation, it is best to say that already existing but improved versions of various regulations, will help Cavirfi propser more as a nation.


He then officializes his vote.

The abstain MP then stands up.

Yes, Ms. Chancellor. I am abstaining because I believe that a diplomatic connection between Cavirfi and Europe would be a fine proposal, however I believe that Europe's slightly ineffective legislation may cause regulation to be enforced that ignores the nature of Cavirfi's economy, hereby, I declare that I am abstaining from this issue.

The opposition then stands up

Well, Ms. Chancellor. I believe Cavirfi should be neutral at all times and not favour the EU or CIN economically and that we should pursue instead our own economic policy and not rely on EU or CIN policy to get by. Hereby, I oppose

We, the Wolf Pack, have recognized the failures and shortcomings of the Cavirfite Bone China Company over the past month, and we wish to increase competition with privatisation and revamping.

1. DEFINING The Cavirfite Bone China Company as a state-owned enterprise that is in charge of the production of tea, silk, and porcelain in Cavirfi.

2. DEFINING Tea as a herb from the leaves of the Camellia Sinensis that is used for drinking purposes.

3. DEFINING Silk as the protein fibers of the Bombyx Mori, an agricultural worm. Used for the making of various textiles

4. DEFINING Porcelain as a ceramic material from the clay, Kaolinite. As well as bone ash and feldspathic material. Used for pottery.

5. DEFINING Privatisation as the removal of state influences in the decision making of a company owned by said state.

6. DEFINING Revamping as the closure and reopening of a company in which during the closure period, said company shall improve.

7. ACCEPTING that upon the enactment of this bill that The Cavirfite Bone China company shall be Privatised and Revamped. But under the condition that they will sell SOLELY tea, silk, and porcelain.

8. RECOGNIZING that The Cavirfite Bone China Company being owned by The Great Farmer, being Privatised will result in the loss of the ownership of The Great Farmer over the company.

9. ACCEPTING a transfer from 100% ownership of the funding of The Cavirfite Bone China Company to a 1% stake in the Cavirfite GDP will be granted to the Chancellor.

10. ACCEPTING that The Great Tribunal and The Technocratic Council will carry the infinite rights to set up a committee for inspection to show that the Great Farmer isn't abusing their newly acquired wealth.

Alright, first I would like to give my gratitude to The Right Honorable Chancellor for giving me the time to speak tonight, now. First of all, I understand the gentleman of Edgebol's words that the Great Farmer has invested so much money into growing this country's economy. However, I doubt any economic change if the Great Farmer were to have a sudden boost to her net worth, will improve anything in this country. I also don't understand why we need to privatise a state-owned company that has already reeked in a lot of money but is considered a failure for having only a few customers. I just don't understand the need to improve an already profitable venture.

Because of the confusion I am in, I will have to declare that I will abstain from voting on this issue at hand.

Thank you, Ms. Chancellor. Now, like the Gentleman of Ntwich said, why do we need to improve an already profitable company? I mean; we are reeking in lots of profit, isn't that good enough? We have sold tons and tons of tea and porcelain to a few customers over the last month, yet the FEW customers are the reasoning behind declaring "failure" of the company. I know the true intent of this law which is to expand the powers of the Great Farmer, who not only support the idea of allowing 3 misogynistic groups to exist, but also support the idea of abolishing a Parliamentary institution that might disagree with her and laws she might make. Ms. Chancellor, the acts of the Great Farmer are borderline unconstitutional, and therefore I support her.

Hereby, I vote NAY.

Alright, now, in response to the Opposition. Where did you get this conclusion? Because it seems like the only place you got that conclusion is from advocates, foreign advocates, who wish our nation destroyed. Even then, if the Great Farmer wants power, she can have it, she was the first power to think of the idea of this country, why are you in opposition to her having the first powers over it?

Lastly, the switching of financial assets is mainly compensation for the privatisation of this company and also compensation for the change of powers between her and us, if you think she deserves no compensation, then I don't understand you.

Fine, well like I said, I don't support privatising a good venture, and my conclusions come from the recent policies to require parental licensing for new parents and the banning of adultery, sure that is considerate of our values, but how about...polygamists? Because it says here in the adultery law that polygamy is also illegal, so there is that.

Now back to the topic at hand, what benefits would come from privatising and making the Bone China Company a monopoly? In an economy that is already dominated by the state?


That is the point of privatisation, the Bone China Company will now be free from the influences of the state and this will encourage foreign investors and competitors to actually interact with the company rather than say "Oh, this company is a state-owned one, and therefore the quality will be bad." How about instead of using arguments like "we are already profitable", instead we should use arguments like "Are we a good company and not a shitty one?"

Now, I understand that we have quite the low quality of our products, however instead of expanding our realm to foreign critics, how about we create an internal committee to criticize our products, and like our government, I think we should appoint this committee technocratically, because think about it people who know the area and it's produce better should be the ones criticizing our quality, right?


You have a good point, and that idea would theoretically work, however practically, I don't think that will. Because local critics tend to be more arrogant in their criticisms and hide under the banner of "We know this place". To get away with monopolizing their products.

Parliament once again assembles inside the TechCo chamber when the Chancellor arrives. As always they do a welcoming pledge to her, and she puts her dispatch on the podium.

We, the Cavirfite Government have recognized that healthcare in Cavirfi, left uncheck, will lead to it becoming inaccessible to the majority of the working class.

1. DEFINING Healthcare as the personal access to medicine for therapeutical purposes.

Ms. Chancellor, I rise in support of the resolution, because we have seen days, where access to healthcare is blocked has led to the deaths of many, and we Cavirfites are supposed to be against basic problems, and frequent death IS a basic problem, so let us stop arguing about the basic right to healthcare, and offer working Cavirfites a chance to get it.

I rise neither in support nor in opposition of the resolution. Mainly, because I agree with the support, but at the same time, why should working Cavirfites be the only people to get a chance to affording healthcare, when we are seeing the rise of unemployment during these trying times of the re-privatization of the economy? It's mainly unfair and I believe Cavirfi shouldn't be unfair, everyone should get an equal right to healthcare, everyone shall get equal rights in general, and no one deserves to die because they can't pay some bills.

We have seen the rise of illness across the worlds, we have seen the potential dangers of not only discriminating certain health protocols, but doing so based on their financial stability. What this resolution is doing is opening up that danger, opening up that inequality amongst our citizens, and I would like to quote a fellow member of this house, particularly my good friend, the Honorable Randolph from Edgebol.

"It's all or nothing."

We need to adapt this mentality, we need to accept that we are crabs in a bucket, that we are all in this together. We need to understand that the lack of a Crab mentality led to the collapse of the United States, it led to the collapse of Estima, and most importantly, it led to the collapse of our rival Crabaiaia. I hope, this doesn't upset anyone because honestly I can understand why everyone is worried this will lead to the dissolution of individualism and I am worried too. But for as long as we cannot trust the other, we will never be able to serve the other, and this is basically against the principles that Cavirfi was built on, and I believe that is simply unacceptable. Whoever thinks this is can either come here in this chamber and speak their mind and start a conversation or they can go pack their backs and move to somewhere like Crabaiaia or the United States.

Well then;

You bring up some very fair and interesting points there, Honorable Vasquez. However, what you need to understand is, we cannot just directly go from lacking universal healthcare to having it full circle, and that such policy would require transitional law. I believe that this resolution would set a good framework for if the Great Farmer actually enforces universal heatlhcare. But then again, you may bring up this point;

"What if the Great Farmer NEVER enforces universal healthcare?"

Well, that is a good question, putting an answer to this question is a difficult task I must admit. But whether or not the Great Farmer enforces universal healthcare, does it matter? If she wants to save money on healthcare, she can save money on healthcare, that is not my problem, that is hers. However, yes, it would be an unfair disadvantage for those unemployed and uneducated, that is ultimately at the end of the day, not within our constitutional rights as members of this council to exercise such authoritative power.



That is true Honorable Rennie BUT like I said; we need to operate Cavirfi like it's crabs in a bucket, we need to be together, we need to live together. If not everyone can get health insurance, then no one should.

But of course you might say: "Regardless if this passes or not, those who can afford, WILL get health insurance."

That is a fair point but for as long as I can remember, the Crab mentality doesn't apply to the individual purchasing of commodities, but it still applies to legislation. Please remember, this is LEGISLATION, not the market. We need to apply a collective mentality when making such decisions, it is within the constitution that we must act together and not separated when making our decisions, Honorable Rennie.

I know that some of you may never get the point but why do you think we met TOGETHER in this chamber? Because we have this mindset, we are REQUIRED to have such mindset. So adapt it and do not give it up, that is how we operate here in Cavirfi...

The Sword Ceremony

Almost a week after the finalization of the First Presiding Council Resolution that legalized the recognition of all officer ranks within the Cavirfite Sovereign Guard, the General Presidents who is led by Vera Holman has crafted a sword as an offering to Parliament, the sword has been granted legal status by the Great Farmer.

The General Presidents enter Parliament Chamber with Holman holding the sword with blade facing upwards when the soldier starts yelling

Everyone, please welcome, the General Presidents as they bring forth their offering upon this chamber.


Parliament claps as the General Presidents enter the chamber.

The ceremony begins.

Present forth the saber!


Holman puts the sword in front of her with the tip of the blade facing the ceiling of the Parliament room.

Formation!


The General President's members go in a Pyramid Plus formation with Holman being at the front top, Army Chief of Staff Zach Combs at the rear top, Navy Chief of Staff Johnny Wilks at bottom left, and Air Force Chief of Staff Macaulay Fields at the bottom right.

MARCH!


All people march straight until they hit the frontal view of the Chancellor's podium. Holman then faces right and orders the other three to do the same. She marches up the stairs leading up to the podium, kneels down, and surrenders the sword.

On this day, I present to you a sabre, crafted by our men in uniform, this shall be the ceremonial arms that represents the Great Farmer when in absence. Stow the sword in front of you should the Great Farmer be absent, and stow it behind you should she be present in this chamber. No member of Parliament shall take the sword in any other position than what I have mentioned. Take care of the arms or you shall disappoint Her Excellency gravely.


She then stows the sword in front of the Chancellor, since the Great Farmer is absent then leaves. The other three men bow in front of the Chancellor and Parliament does a screaming salute where you must raise your hands and quietly scream ten times.

Once the salute is over, all three men leave, and Parliament claps. The ceremony is over and Parliament now has a ceremonial arms representing the Great Farmer.

Parliament, already full, waiting the entire day for Tortune to appear at the floor, sit down, watching the hours pass by. Chancellor Emily Santis enters in and speaks on her podium.

To the Council,
It has been a long time since we last assembled in this room, and after weeks of waiting, and hours of sitting here. I finally would like to welcome to give another warm welcome to our Great Farmer, Her Excellency; Margeaux Tortune.


Parliament claps and Tortune slowly walks from the halls of the entrance to Parliament building inside the room, she opens the door, and is given a round of applause, the members of Council start cheering her entrance, Tortune arrives at podium enthusiastically and starts speaking.

Alright alright, I like the warm welcome but this is a Parliament not a rock concert from the early 2000s, let's calm down. Calm down everybody, take your seats please.


Members giggle to the sound of her analogy and sit down

This is not my usual speech where I give my threatening aura of: "I wIlL prOtEcT gOod aNd DeStRoY eVIl."...


Members giggle again at the sound of her sarcasm.

Okay, alright, alright, jokes aside. Second thing, this is not a speech where I will address political issues with all the hours of the day or even just talk randomly using that same time, sure I will bring up some issues along the way but I won't talk about them, this is a short speech that I will give not addressing the state of the nation, but the nation itself. A nation that you and I probably have big ambitions for, I will talk about those ambitions and I would like to say a few things about what we did to achieve them. So without further a do, may we go?

Okay then, I will now start.



Our nation has lived long enough that we now have a people, an identity, a military, an economy, a culture, and most importantly; a creed. A creed of gratitude, of forgiveness, of mercy, of compassion, of strength, and of sacrifice. ESPECIALLY sacrifice, so many hard-working Cavirfites built this nation from a small template of farm towns in less than a year, and look at us; we are now prosperous by the ever-rewarding work of our hands. Years ago that "ever" in "ever-rewarding" was "NEVER"


True true.


But regardless of how much we give, we still take too much. I will now tell you what I have took too much from you, I gave too little in response. However this will not be a speech glorifying me, this will be a speech in honor of you, not just one person, but all of you, people of the land, of Cavirfi. Good people of the world, you deserve praise. I would like to say that today please take the time to think of 5 greedy things you have taken from a person you never gave back before, and 10 things you wish to give them now. Today is that day where I give you my creed, my 5 takings, my 10 wishes to give to you.


Five things, here are the five things I want to apologize for taking from you but never giving:

I am sorry for taxing you too much, I know this is an issue you really don't mind especially since many of you make money doing the things you love, but this is not normal, what I am snatching from your hands, your work, I have stolen most of your money when there's barely anything for which I have given you in return: You still have to pay upfront to visit the doctor, you still have to walk around if you don't have an automobile, and you still have to pay for some educational materials which I know the majority of the lower class are already having a hard time feeding their children, nevermind finding ways to get them the studies they need to prosper. I am truly sorry for that, and though as a politician, I cannot make promises that I will fix this problem, I will still try for you are barely close to achieving the life you wish you had here, and for suffering so much you all deserve it.

I am sorry for bringing you into situations where you fear that the day another man suffers in a land far away, that this will be the end of all your lives; my life, your lives, their lives. I put you into situations where we all risk dying just because of a couple inconveniences of life. I know I should not do something like this as a leader of a new nation, nor should I try to find excuses but I keep getting into nasty situations like this. One day, I cannot promise, but one day; I will make sure to come to peace with reality, maybe that day will come when just enough people are free to live long and be good in a comfort zone they can call home, maybe that's the day I will come to peace with reality. But, the number of "enough" is hard to find, my urges keep telling that all people should be free to live long and be good, but another part says to me that we have enough people and that they should just come to us. Maybe, I will find this number, but until then, you have every right to put me in tough spots for punishing you for nothing but in different ways than what your origins country may have done. Actually, anytime, anywhere, even here; you have every right to put me to shame, because if there's no shame, I can actually end all of us, so please, for your lives, do something to cope, so that when the day comes that I find the number I desire, we can all come to peace.

Which brings me to my third point, I am sorry that I made you all have to cope even though you should no longer have to, I promised you all that, I even said that coping would mean the end of all hope; yet here we are, I apologize for making you feel hopeless in what was supposed to be a land of hope.

I apologize for the recent declaration of a corruption crisis, this is another failure in my leadership, I promised that I wouldn't let officials get away with abuse, yet here we are. Another reason to feel just for putting me in shame.

Finally, I just apologize for failing this many times in a leadership in this timespan, I won't use terms like "no leader is perfect", that doesn't excuse the fact that I failed you 5 times enough to put this in my speech. I have increased the corruption, increased tension, and increase destructive capabilities. I should've gave you all an option to back down by my anxiety for the security of this nation I cannot handle, I am sorry that you have to go through all 5 of what I mentioned.

But with every single apology comes two pieces of gratitude, here are 10 things you all of worthy of being given praise for:

Thank you for coming to take my invite to build this nation, the fact that you even had the courage to actually come and give this land a shot the fact that you actually came shows how much you have trust in this ambition, which gives me hope in all of you, it is good that you have fulfilled your desires and dreams, thank you for taking my word to help yourselves.

Thank you for building the land from the grounds up, if you find satisfaction in that fact and not by me telling that to you then congratulations you are truly happy.

Thank you to those in the military for preparing sacrifices to ensure the safety of this land based on the dying principles of Chivalry, Loyalty, Love, and Peace..

Thank you for those who work hard to educate children so that they may have the knowledge needed to live their lives as so they need.

Thank you for those who work in the Medical Field for helping in maintaining the health of those chronically ill, physical or mental.

Thank you to all religious organizations, for though I am secular; you have guided the moral philosophies of the people which though I may have promoted policies that transgress your views, your service to Cavirfites are beyond excellent.

Thank you to those who farm Cavirfi's soil and fish her waters, the original people of the island, for feeding our people.

Thank you to those who build Cavirfi's infrastructure you are an honor to us all by providing the fuel for this nation in the forms of bricks and cement

Thank you to those who fuel the nation through other means; those who work in the finance sector, the manufacturing sector, or any other sector for that matter. You are an honor to this nation and a hope to the world.

Today is Tuesday, November 16, and I have in my hand Chancellery Resolution No. 7. This has passed the Great Tribunal by a verdict of 5 to 1. With that said, this resolution is therefore ruled constitutional. So now, it is up to us, after 2 months without a meeting, and 4 months without ever discussing a law, to finally discuss this resolution I will propose.


The Chancellor grabs the paper holding the resolution and starts to read from it.

Chancellery Resolution No. 7 - Order Operation Flashpoint



We, the Chancellery, concerned by the low number of refugees who are citizens of the Chanic Councils of Crabaiaia safely entering the Free Land of Cavirfi under the amnesty of both the First Barnumberg Accords (Barn I) and the Second Barnumberg Accords (Barn II), now seek to make sure that that safe passage is provided by the Cavirfite Navy and the Ministry of Economics, therefore, we, the Chancellery, would like to order Operation Flashpoint

1. DEFINING a refugee as a person formally seeking asylum from the (alleged) abuses of a state whether that be due to political persecution, war, famine, or any other form of political or apolitical crisis, through the formal filing of asylum and the sending of that application through an international body. As well as a person who informally seeks asylum from said abuses of a state by simply escaping that country whether that be through dangerous journeys through water rafts or walking through treacherous trails.

2. DEFINING a citizen as a person who is guaranteed rights and responsibilities by the formal law of a country, such as the right to vote, the right to own license within that country, and the right to reside in that country.

3. DEFINING safe passage as the process in which a state ensures or rather supports the path in which a refugee seeks asylum to said state or another state who is in cooperation with the state providing safe passage

4. DEFINING the First Barnumberg Accords (Barn I) as the peace treaty between the Free Land of Cavirfi and the Chanic Councils of Crabaiaia signed on March 7, 2021 to end the First Chano-Cavirfite War, which allowed an exchange of reparations between the two states, as well as the allowance of 500,000 refugees from the Chanic Council of Crabaiaia to enter the Free Land of Cavirfi.

5. DEFINING the Second Barnumberg Accords (Barn II) as the non-aggression treaty between the Free Land of Cavirfi and the Chanic Councils of Crabaiaia to ease tensions between the two states, by ordering a one month prohibition on aggressive activities by both states from September 22 to October 22, 2021, as well as the extension of the allowance of the number of refugees from the Chanic Councils of Crabaiaia to enter the Free Land of Cavirfi from 500,000 refugees to 1,000,000 refugees.

6. HEREBY ordering 'Operation Flashpoint' for the process of which the Federal Government of the Free Land of Cavirfi shall now provide free passage for refugees who are citizens of the Chanic Councils of Crabaiaia to enter the Free Land of Cavirfi.

7. ORDERING that the Cavirfite Navy send 50 Battleships and 300 Frigates to international waters for the interception of refugees who are citizens of the Chanic Council of Crabaiaia to enter the Free Land of Cavirfi for 30 days.

8. REQUESTING that at least 10,000 members of the Cavirfite Navy join in the operation listed in clause 7.

9. NOTING that there are currently 305,000 refugees who are citizens of the Chanic Councils of Crabaiaia residing in Cavirfi, therefore only allowing the interception of 695,000 refugees.

Ms. Chancellor; the Federal Government of Crabaiaia shows no remorse when it comes to their treatment of good men and women, it is absolutely within the legal right under the Barnumberg Accords, both first and second, for this Government, to make sure that safe passage is provided to people who want to escape the absolutely abhorrent regime that is the Chanic Councils of Crabaiaia; the Chanic Councils of Crabaiaia doesn't deserve any form of praise by ANYONE, because they as a nation has done nothing good and they will continue to do nothing good until their leadership changes or the people of this country decide that enough is enough.

If anyone wants to know the various human rights abuses that the Crabaiaian regime commits here are some of them

1. The erosion of free speech - The Crabaiaian regime has a record of exiling prominent political opponents, to other countries, for the crime of simply speaking out, exposing the crimes that this country commits. This is a violation of the 1st Treaty of Citia, which they are a signatory of.

2. Brainwashing - The Crabaiaian regime has edited their curriculum to the point that History is painted in a way that hides any things that they have done in the past, this is a violation of the Article on Education of the 1st Treaty of Citia, which they are a signatory to. They have used the media to control the narratives of their present crimes for example; when Crabaiaia reported on the rise of abuse in 2009 they did it in a way that blamed the people who were working hard to end this abuse to the point that the consequences of their ultra-biased reporting are still being experienced by Crabaiaians, young and old, to this day and not only Crabaiaians are affected by the consequences; but Estimans, Americans, and us Cavirfites too, this is a violation of the Article of Political Openness of the 1st Treaty of Citia, which they are a signatory to.

3. The erosion of the rule of law - The Crabaiaian regime have filled their courts in a partisan manner, the Federal Tribunal of the Chanic Councils of Crabaiaia, has 7 justices; 3 of the 7 justices are members of the ruling party, while another 2 justices are members of the main opposition. Do you not see how biased this is? Not only is the Federal court of Crabaiaia filled with partisan justices but local courts as well. For example, the Court of Civet City has 5 members, 3 are part of the ruling party and 1 is part of the main opposition. This is yet again another violation of the Article of Political Openness of the 1st Treaty of Citia, which they are a signatory to.

These human rights abuses are being committed by the Crabaiaian Government ever since the 2008 Financial Recession. These human rights violations must be stopped, Crabaiaia must be disciplined to the point that they obey these human rights treaties that THEY signed. We as the Free Land of Cavirfi must continue to pursue disciplinary measures against the Crabaiaian state until they finally submit to treaties, not treaties that they were forced to sign, no; there is none of that, the treaties they CHOSE TO sign without anything that will stop them from not signing said treaties. Ensuring the safe passage of Crabaiaian refugees ensures that the Crabaiaian regime knows the consequences of their atrocities, so therefore we must come in support of this resolution.

If we do not support this resolution, and the Great Farmer continues to babble about how we will discipline Crabaiaia, then I would like to say that this Government is ineffective and we have failed not only ourselves but citizens of Cavirfi and refugees from Crabaiaia.

The abstentionist MP rises up

Ms. Chancellor; while we must protect refugees coming to our country, I think that we should be more pragmatic with our approach to this; I think we should first focus on the refugees from the Chanic Councils of Crabaiaia that have already arrived here before we can intercept and bring in more refugees to this country.

Yes, the Crabaiaian Government commits atrocities, but let's be honest; a lot of governments commit atrocities, do we REALLY have time to discipline them all, if we decide to discipline them all one by one it will take years or even decades to end human rights violations once and for all.

However, to be fair on the support, despots are not lenient with time, sometimes if we do not take action to intercept refugees in time; the Crabaiaian regime may continue and even worsen their atrocities. However I am still confused about what decision I should make as a member of this council.

On one hand, the Crabaiaian Government is far from the only Government that commits violations against the 1st Treaty of Citia, on another, their political seasons are so short that their leaders will most likely not be lenient with time. Because of this confusion and stress to pick a side in this debate, I have decided to abstain from voting on this resolution and I wish people take this topic with a grain of salt before voting on this resolution whether they support it or not, this resolution will affect the relations and the progression of the rivalry between this country and their country.

So everyone in this council, keep to your beliefs, but be wise before you pick them up.

Thank you Ms. Chancellor, I will be honest that sarcastic tone was a bit immature:

Anyways, the Crabaiaian Government already fears us they gave us a verbal condemnation for strengthening our military, and we conducted a 50-day military exercise because of it, if we react this harshly with words making them afraid to even do a hundredth of what they used to do before this country existed, can you imagine how they will react when we actually send naval ships to international waters uncomfortably closer to theirs?

The Crabaiaian Government is showing signs of improvement in their human rights record, the General Commander has backtracked their previous statement on how they will "end the entitled mentalities" of good men and women, which quite frankly don't even exist. He has went away with focusing on the uprising that his predecessor ended up causing and has now started to focus more on the more mundane political health aspects of his country like the economy and government stability. Let's be honest do we need to scare them even more; do we need to accelerate the reversal of the process that they started 10 whole years ago? You know, ending tyranny is okay but doing it with too much pace will only worsen it. Time is an endless resource, the Crabaiaian Government should have every right to take things slowly, take time to reflect on what they have done and trace the path which they went down to get back up to freedom and liberty for their good citizens WITHOUT our interference.

Plus like the abstinence Honorable Randolph just said; we need to focus on the refugees that have already landed here instead of focusing on the refugees that plan to go here; the Ministry of Economics cannot conduct a census on the number of homeless people in this country because they are unable to find a way to properly calculate the rate; fun fact. So we need to build houses for refugees that have already arrived here from the Chanic Councils of Crabaiaia.

Also what do we need 18 trillion dollars for? 695,000 maximum potential refugees for 18 TRILLION?! Why do we need to spend that much for this amount of people, can't we spend it on other stuff?

Anyways, I do not waste time for this council, so I will just say this; we need to stop telling other countries how to solve their problems especially we do nothing to solve or even discover ours.

That is why, Ms. Chancellor, I am opposed to this bill and I think the council should block it.

Now, while I understand that the Crabaiaian Government are now understanding what they are doing is wrong, to answer the rhetoric that the opposition goes behind that we shouldn't be accelerating this process because it will "only make tyranny worse"; WE SHOULD ACCELERATE THIS PROCESS; 11 years of full on tyranny and 28 years of discrimination is TOO MUCH for good men and women. You know even a second is too much; of course discrimination is inevitable, but state-endorsed discrimination?! Come on!

Crabaiaia needs to stop endorsing social discrimination against good men and women IMMEDIATELY, this resolution once passed will speed up the process that Crabaiaia stops what they are doing, which is not only wrong but ILLEGAL under treaties that THEY signed on their own accord.


No we shouldn't be forcing other countries to do what they are already doing. We need to stop intervening in the business of other countries, they are already starting to end a political process that was yes immoral yes tyrannical yes illegal, but we should stop accelerating that, we do not need to accelerate anything, I stand by my point.

Plus, we have our own problems and read the resolution; we are going to spend 18 TRILLION DOLLARS on 695,000 PEOPLE?! You want us to spend 26 MILLION DOLLARS PER REFUGEE?! If we accept this resolution, we are going to waste this much, and welfare resolutions that will spend more than the lowest paying wage per unemployed person per month in most countries in the world is considered supporting laziness, for us to spend 26 MILLION?! Man, unless you don't support the standards in which countries are put to when handing out welfare to the unemployed; you shouldn't be supporting a resolution like this.


You have a fair point and I will agree with your point;

I DO NOT SUPPORT THE STANDARDS that countries are put when offering benefits to the unemployed, governments should continue to support the disadvantaged, not only because its better for the economy because then businesses will pay more to their lowest paid workers to ensure that they continue working instead of going on unemployment, but also because it's right; no one should ever be disadvantaged, we must help others otherwise they will resort to immorality, I accept your argument.

So yes, we should spend this much on refugees, we have a lot of money coming in daily, the cost of this resolution is actually, surprise; 10% of what we are getting the treasury daily, we have lots of donations coming in the government treasury, it will be wise to spend that money on helping others, we should help others escaping this oppressive regime not tomorrow, not next week, NOW!.

Oh yeah and if you start talking about how we should help other refugees who have already arrived here as well as citizens of our country; I understand your concern and I'm willing to work with you and other members of this Council to work on a proposal to ensure housing for the unemployed.

So yes, we should help those who have already arrived, as well as those who are yet to arrive, it isn't one way or another situation we as a Technocratic Nation should be able to multi-task.


I see what you are trying to say, we must multi-task when handling our tasks and I respect your position.

Now onto the diplomatic practicality of this resolution; if we decide to scare the Crabaiaian Government by sailing to international waters close to theirs, we end up risking obstructing the peace process that the Great Farmer wished on a conference on the 23rd of October. I think we should allow negotiations between this Government and the Crabaiaian Government before we can pass a resolution like this.


The Great Farmer requested in that conference for the Chancellor to make this resolution, we need to understand that the Great Farmer wants this resolution to happen. We need to understand that she wants a peace process where Crabaiaia ends their abuses as soon as possible, she believes that this resolution will help speed up this process. The chances of her holding another negotiation with the Crabaiaian Government are low, so let's try to make sure that the peace process actually occurs the way the Government want this to happen, end this gridlock, and pass the resolution.

Great Farmer's address to the Technocratic Council to welcome 2022



The members of the Technocratic Council enter the main chamber briskly and take their seats waiting for the Chancellor to arrive.

9 minutes later, the Chancellor enters the chambers slowly and walks to her podium before crouching to grab the ceremonial sword given to her by the General Presidents, remembering the instructions around the Sword given to her months ago, she grabs the case holding it and puts it behind her podium. Symbolizing the Great Farmer's incoming presence in the chamber. She then takes her seat behind her podium and waits for Tortune to enter

Seconds later, Tortune enters and she is then greeted with a round of applause from some members of the Council, some of the members simply hand wave the Cavirfite Flag, and the rest simply stay silent in respect.

The Chancellor then announces

Ladies and Gentlemen, Members of the Technocratic Council.

The Great Farmer shall now give a speech to welcome in the New Year


The Technocratic Council all collectively clap while hand waving Cavirfite flags.

The Great Farmer then adjusts the microphone on her podium and begins speaking

Miss Chancellor, Members of the Wolf Pack, Honorable Members of the Technocratic Council, Members of the Great Tribunal, Ministers, and all people of Cavirfi.

Now that is the first time I ever said that word ever since this country started existing and that is a symbol of something. A symbol of something good not just for this nation but for the world. Cavirfi has made it to 2022, our nation of good made it this far, in a world full of moral imbalance and hatred, a nation of good is not expected to last this long, yet here we are.

You know what this means? It means that that by luck and skill, our hard work finally paid off!


Everyone cheers except Tortune

After 3 years of turmoil and hardship in dedicating ourselves to this project whether you joined it before this nation began or after. We finally we're able to prove the world that a nation like this can really survive


The cheering continues and subsides

We fought for our freedom, we got it, and we were able to maintain it for as long as the arrival of a New Year. Sure, this nation is only 10 months old, but most people who tried this experiment never survive the first week and that my friends is something to worry a little about. For it is clear that our people are being so persecuted that our desire for a nation yearns strong. But, because we are here now sitting in this chamber running a functioning country with its own laws, own identity, and own creed. We are the first if the only successful rendition of a project like this.

Do you know how we did it? Do you know how we as a people we're able to triumph now when we couldn't before. It's because now we managed to finally congregate people of all talents and skills to finally build this land up from scratch into a hub for finance, a hub for art, a hub for culture, for entertainment, for logistics, and most importantly for decency, morality, and unity. We didn't do that before in fact the times when our people tried this they just had small stratocratic rebellions that repressed the talents and the ability to pursue contentment of the people that lived under the land of these rebellions. We learned from these mistakes, maybe even questioned the reality of our goodness around that aspect for a bit and then decided that we needed both arms and talent to survive. That's what I find beautiful about this nation and this culture, we understand questioning reality is an essential part of improving our lives and improving the conditions that we are required to live our lives on.

The second reason why we were able to maintain our sovereignty was because of sacrifice, we were once afraid of sacrificing what we had in order to achieve our freedom but then we reached a conclusion that fearing risks only led to us not being able to live our lives to the fullest extent of liberty so what did we do? WE SACRIFICED...


HEAR HEAR!


...we sacrificed everything we had because we stopped fearing a loss, because the only true loss we will ever have in our lives is life itself. Material, emotional, and most physical loss is recoverable, but the loss of life itself is not.

The third reason that we were able to survive is discipline. Now you may say that discipline is the opposite of freedom, for it needs authority whether its from yourself or others, however discipline is needed to achieve freedom. Because when you discipline yourself, you are careful to not choose the choices that will harm you or others and when others are disciplined they are also careful to not harm themselves or others. When there is no harm, there is liberty, decency, morality, and unity. That is why discipline is freedom.

For it is the discipline of our people and of ourselves that we were able to achieve freedom, the discipline of others shall be their liberator.

So that are the three things that ensured and maintained our freedom: Talent to build this nation, Sacrifice, and Discipline to keep it running.

With our nation entering the new year, we must accept that the fight for the freedom of all good in the world has just begun, it's a never ending fight, and we must uphold these 3 principles in order for us to maintain our freedom and FOR TO LIBERATE THE GOOD OF THE WORLD!

1st Anniversary of Cavirfi as a nation, Military Parade, and address to the Council



It is a normal day in Cavirfi, the roads are busy, and civilians are parade for the 1st anniversary of their country. The Sovereign Guard has already began marching out of Forts, Ports, and Air Bases across the country to march in celebration of the 1st Anniversary of Cavirfi, they arrive at the border of many cities across the country. What's left now is a command for the parade to begin.

That command is 8 bombers

Empty spots of the country with no trees and barely any grass are designated for the bombers to drop their bombs, 8 bombers in the Edgebol Air Base take off for different zones of the country, after arriving at their designated spots they enter holding formations and are instructed to only fly over their designated bombing zones once all bombers are confirmed to be in their zones.

After a few minutes, all bombers are now at their zones and they in unison end their holding patterns and begin flying over their bombing zones. Once they reach a certain point they are ordered to drop their bombs and the bombs they drop land on empty spots far away from any homes or trees that may be damaged.

The troops are divided into 100 marching platoons of 50 troops each. The platoons themselves are divided into 5 lines of 10 troops each. The MC announces

The troops march in formation saluting everyone as they pass by, they march in a brisk style, not doing any flamboyant raising of the legs unlike in some parades and they are dressed in standard military uniform and are holding GP-01s the main rifle of the Cavirfite Sovereign Guard, they march to the centre of Barnumberg where they are expected to watch the Great Farmer give a speech. They finish marching to the centre and march to their positions.

After which, members of the Commoners Club, the main proxy war force begin marching as well, they are divided based on the same formation.

The crowd cheers again

The troops march in formation saluting everyone as they pass by, they march in a steady style and they are dressed in informal military uniform in which they wear trench coats, suits (and tuxedos), fedoras, and berets while they hold historical rifles on the side of their hand;, they march to the centre of Barnumberg where they are expected to watch the Great Farmer give a speech. They finish marching to the centre and march to their positions.

After which members of the Riding Hoods, the main espionage force begin marching as well, this time there are 1,000 marching and are divided into squads of 10 rather than platoons of 50.

LET US WELCOME...THE RIDING HOODS, OUR WATCHFUL EYE


The crowd cheers harder, air horns intensify as well as the waving of Cavirfite and Cavirfite Sovereign Guard flags.

The spies march in a less orderly fashion to symbolise the more decentralized nature of espionage they are wearing black shirts, black pants, and white running shoes, and are also wearing ski masks with a grey hood donned on it. They also hold the standard rifle of the Sovereign Guard and march to the center as well. They arrive at their position and await for the speech.

Meanwhile, students of the Barnumberg Schulekonskripten program have now arrived at the entrance to Barnumberg and the MC announces

LET US WELCOME...THE STUDENTS OF THE SCHULEKONSKRIPTEN, OUR FUTURE SOLDIERS AND OUR FUTURE PROTECTORS.


The crowd cheers and parents of students start yelling the names of their children.

Contrary to the name, Schulekonskripten is an entirely VOLUNTARY program for kids aged 15-17 who wish to enter the Cavirfite Sovereign Guard, they enter the training as part of an extracurricular program and are not part of the Sovereign Guard.

The students of the program in Barnumberg are 2,000 strong, they march as one regiment and they march in lines of 50 student each. The front line are holding fedoras stabbed by a spear, while the 38 middle lines holding metal vexillums of the Cavirfite dragon and the back line holding Cavirfite flags on a pole. The students are wearing black hoodies, with theatrical smiling or frowning masks to make them unidentifiable from each other (or for some very comedic kids, they wear Ghostface masks from the Scream film), blue or black jeans, and diverse colors of running shoes this set of clothing is the main uniform for all Schulekonskripten students. The students yell

MORTEM IN TERRA, VIVAMUS IN CORDE (DEAD ON EARTH, ALIVE IN OUR HEARTS)


The people referenced in this yelling are the people who die for Cavirfi's (and all good people's) freedom.

As the frontliners yell the slogan, they dip the spears down for 54 steps, to symbolise the 54 years since the apparent "Crisis of Evil" began (which began in Estima, 40 years and Crabaiaia, 29 years ago) before lifting it back up again, they march to another spot away from the Centre where they meet with other Schulekonskripten students. They hand off their souvenirs (like the flags, vexillum, and spears) and hand it to those students instead, before running off and saluting to the crowd. They jog to Barnumberg Main School, the largest public school in Barnumberg.

Fireworks set off across the city and civilians cheer while waving fedoras and berets, 2 symbolic hats of the Cavirfist movement.

Meanwhile in THE Barn

MPs have now assembled for a session of the Technocratic Council, the Chancellor arrives and turns on cameras, connects them to Cavirfi One servers as well as display servers across parades in the country and begins recording. The Chancellor signals to the Great Farmer to enter the chamber. Margeaux Tortune enters the Chamber and is greeted with an applause by the members, both those who support Tortune and those who oppose her, symbolising the national unity in spite of political disagreements.

The Chancellor stows the Ceremonial Sword behind her podium to symbolise the presence of the Great Farmer.

Tortune walks to her podium and the applause intensifies, some even wave small handheld Cavirfite flags.

Order, order. We welcome the Great Farmer for the address for our 1st anniversary.

And with that, I would like to take the time to talk to this council and to the Cavirfite people about the flaws and tribulations that have struck our nation and the triglobal movement in this year.

First, let's address the triglobal movement. We have figures like Alice Braun in Wiessprussine and Remus Aleza in Animalia and I would like to say congratulations to them and I hope that they will be able to stand as a symbol of their national movements, however the growth of the triglobal movement represents not only the overall popular sentiment to resist evil, but it also represents a harsh truth that still controls the way that the world works. Evil is too powerful in this world, hate, division, all that. It bothers me so much that even our fellow people of the good men and women and other folks of the world are divided against each other because of wealth, because of a lack of friendship, because of a deep-seated hatred that has been drilled into our minds both by nature and by society, racism, sexism, religious and sectarian division, bigotry, all that remains a problem to our progress. I do not blame anyone for having hateful opinions that's a problem not of the individual but the society at large, we must instill a sense of discipline, a sense of unity, and a strong charismatic symbol that will act as a guardian to our freedom and a guardian to our prosperity.

I am under the notion that we Cavirfi do not represent just the nationstate of Cavirfi, but the entire triglobal movement and I believe that all Cavirfite citizens are citizens not just of the Cavirfite nationstate, but a member of the Cavirfist movement whether or not they support or oppose it doesn't matter. We, Cavirfi and the Cavirfist movement are one Cavirfite family, and an attack on one of its members by an outside force, I say, will be an attack on the entire family

That is my promise, OUR promise to the entirety of the Cavirfist movement, the New Order movement, and all good peoples of the world

Second, youth crime remains a problem in Cavirfi, it is in fact a rising problem that undermines the moral fabric of the Cavirfist movement, statistics from the Ministry of Justice show that the average Cavirfite between the ages of 6 and 17 will have committed 15 enforced crimes, mostly misdemeanors such as trespassing and shoplifting or will have committed 15 legal but questionable acts by the time they graduated from High School. You may think kids will just be kids and while that is true, that does not excuse allowing this behavior to continue to happen especially considering the goal of this nation. We want to create a safe and secure society and youth crime is simply not acceptable. Us of good moral standing will die that's inevitable and if we want to bring forward the future of a long-surviving good man's state then we need the discipline of the youth.


Lastly, there remains an economic inequality in Cavirfi despite going down the Socialist route, a Socialist economy especially a Market Socialist economy does not guarantee equality, however even then, the inequality in Cavirfi is terrible by left-wing economic standards and we must try our best to combat it whether it means tax breaks for the poor, stronger regulations to support the Cavirfite worker, strong welfare programs to provide for the needs of the unemployed and just the overall needy, whatever it takes. Poverty leads to immorality, because we live in a world where every mean can be justified with the end. It's Machiavellian philosophy and it's what rules our world even in our self-proclaimed good man's state, we cannot allow poverty to remain a threat to the social fabric of this nation. We must combat it, we must support the poor, and hold those who may exploit them accountable for their malevolent deeds.

BUT EVEN WITH THAT, WE HAVE STOOD VICTORIOUS TO THE TEST OF TIME.

The Cavirfite Anthem plays while ceremonial bombers drop bombs on empty hills. Soldiers hold up their rifles to marching position and Schulekonskripten students, where ever they are, give a salute.

The people in THE Barn, put their right hand on their chest and sing either silently or salute.

The anthem ends and everyone claps.

People across the country wave fedoras and berets as well as the Cavirfite flag, while unarmed bombers begin flying the Cavirfite flag and fighter jets start releasing colored powder of the Cavirfite flag's colors to start the second part of the parade. Soldiers across the country begin marching across cities, saluting to everyone waving the flag, however instead of towards a center, the soldiers start walking across the entirety of their respective cities, saluting to residential areas, industrial areas, schools, hospitals, political districts, among other places. The parade is accompanied by a civilian march where participants wave the Cavirfite flag and use patriotic souvenirs. Cars across the country start beeping in unison to celebrate the survival of Cavirfi into its first year.

The parade continues and ends with the raising of the Cavirfite flag in all city centres as well as a "Goodbye" demonstration similar to the "Welcome" demonstration that took place earlier in the parade.

Dissolution



After multiple delays, the 1st Technocratic Council of the Free Land of Cavirfi will finally be dissolved for the regular political cycle. Originally scheduled for April 9, the dissolution was delayed due to a then ongoing lockdown for the COVID-19 pandemic (which ended on April 5 in Cavirfi but for legal reasons, the lockdown ended on April 13). It was then scheduled for many different dates but were delayed for legal issues in the Constitution that were secretly settled between the Chancellor (who has the right to dissolve the Council's members) and the Great Farmer (the head of state, who has no such right).

The Members of the Council are called on to assemble in the chamber as the Chancellor prepares in her hand, the dissolution order. The Chancellor walks to the podium, stows the sword in front of the podium, and orders all members to stand up. She grabs her microphone and starts speaking

It has been more than a year since this Council has first assembled and considering the de facto customs that this Government has applied when it comes to the term length of a politician in this country, I hereby think that this Council is long overdue for its usual cycle to end, for that I now have here in my hand, the dissolution order for this council.

Order order, I am sorry but I think now is the time to end this Council and replace it with a new to start the cycle anew.

The 1st Technocratic Council of the Free Land of Cavirfi has now been dissolved, giving way for a 2nd Technocratic Council to act as the nation's new legislature for the next year.
