A Quarantine Extravaganza: The 2020 Annual Review

The GA is for resolution lovers!

Because we apparently get some 'donation' write-offs from the GAO on our nation's AGI from doing this, the United Commonwealths of Imperium Anglorum Diplomatic Corps are proud to present a quarantine extravaganza 2020 Annual Review. For real this time. We tried to do it last time, but there were some major... problems... specifically with vote stuffing. I can affirm, however, that Dominion Voting Systems had nothing to do with it. And that the last voting system was not created by Hugo Chavez. Returning to our featured programming with our strangely knowledgeable master of ceremonies...

Voting

Because of the number of resolutions, the second most ever in a year, I've decided to move away from the old system of splitting into buckets and doing a limited forum vote, in favour of doing a parsed form which will allow for both verification and easy tallying. The final round will be a poll for the 10 selected (maybe +1) resolutions to select a winner. Because we are promoting 10 resolutions to the final round, about 20 per cent of resolutions will be promoted.

This vote will be automatically tallied and verified with a Python script. See end for code. Because of this, you will need to follow the instructions. If you can't follow the instructions, I guess this isn't the thing for you. You may find this section a bit snarky. It is snarky in proportion to the willingness of GA players to complain about mundane difficulties.

Guidance on ballot formatting.
  • Do not number improperly (eg with '1.' or with list tags) because the brackets are used to parse position.
  • Numbers only go up to 10.
  • To ensure that people can vote and discuss at the same time, encase your ballot with the hashtags. Do not put any extraneous information between the hashtags.
  • Because fuzzy matches are annoying to deal with, use the names of resolutions as provided in the resolutions table (case-insensitive). The site currently displays repeals differently from how they used to be displayed. Use the traditional format.
  • If the parser throws an error and you fail to correct, your vote won't be counted. Given that many democracies have rules on the form of voting, this should not be very controversial.
Eligibility. You are eligible if you passed an NSUN resolution, passed a GA resolution, or are a co-author on a GA resolution. You must vote on the nation with the author or co-author credit. The check is based on my resolutions database. If you do not appear in it, then there is a fall-back to check whether your nation has a GA or NSUN author badge. If do not appear in the database but do have an author credit, point me to the crediting resolution.

If you do not have such a credit, then you are not eligible to vote. If you have a nation with a credit but you refuse to vote with it, reconsider your choices before registering complaints. You do not need to have WA membership. I will apply a check for puppets (just in case Ufoc somehow gets his nations back and casts four ballots on all his puppets for himself).

Some people may say 'Oh no! It's the WA elite'. Those people apparently haven't thought of just recruiting region-mates to cast ballots. If you want to play GP shenanigans, go to the Security Council 2020 Annual Review. If you pass a World Assembly resolution for the sole purpose of voting in this poll, you will be counted. That's a lot of dedication just to vote and I can respect that.

How votes are counted. Votes will be tallied with an arithmetic progression positional voting method. Each position is given a score. The resolution marked with (1) are scored as 10 points, then (2) with 9, (3) with 8, etc. The winners are the resolutions with the most points. Unmarked resolutions are given 0 points, resolution (10) is given 1 point. Ties are broken by per cent vote in favour of the resolution.

Anonymity. Obviously, due to votes being cast by nations publicly, votes are not 'anonymous'. Given that the GA is a game which occurs in public and is notedly different from something like the NSG Senate in the magnitude of that publicity, I am unconvinced that the privacy interest outweighs the validity interest. No right is absolute.

To interject some of my own views on voting: you should not vote just for the popular resolutions; good resolutions are bold. And being bold is not always popular.

One thing I like about this is that the explicit ending permits putting comments in the same post. And the code that I wrote skips duplicates which means it should automatically ignore quoted ballots. Of course, if your first post is quoting a ballot, you might be screwed. And you should not have more than one ballot in a post.

I didn't have a second ballot? I'd deleted the one you said was ineligible and reposted it on my eligible nation. And whelp, too late for that now. I'll edit it out.

A few changes to announce.

  1. If you passed an NSUN resolution you are now eligible to vote. The script was changed slightly to make this happen. Eligibility was changed after I realised that Araraukar would be ineligible to vote based on a check just for author badges. You are now eligible if you passed an NSUN resolution, passed a GA resolution, or are a co-author on a GA resolution. If you are marked ineligible but you have a co-author credit, tell me. The resolutions API parsing code uses a pile of regular expressions to try to parse co-authors and it will not pick up a co-author which is marked with a non-standard co-author credit like 'Shoutout, YOLO, to Imperium Anglorum'.

  2. Ties in the tally are now broken by the per cent vote in favour of the resolution. Eg if two resolutions have 10 points, then the resolution with 99% will be selected rather than the resolution with 51%.

  3. A chart was added displaying the number of resolutions passed per calendar year in the comparative.
