The Republic of Keflistan is a historic nation on the continent of Ostria on Terra Ceralis. From 2008 until 2020, Keflistan had be locked in the throes of a civil war, after the previous supposedly democratic government was caught faking election results. In late 2020, the Keflistan Democratic Front, the largest then rebel faction, secured leadership positions in most of provincial governments, and re-established a central government. Keflistan today is a federal democracy trying to rise from the ashes.
All embassies will be located in the Federal District, which includes the national capital, Kefli City, and several suburbs. Kefli City is a modern city of 1.4 million is the heartland of the nation. Kefli City was developed as a planned city under the old Kefli Monarchy in the early 1920's. The Kefli Peoples Party created the Federal District that broke the city and its suburbs in the early 1990's. Consulates may be located in any other city.
The seat of government is located in Old Town, located along Montagne Lake, including the Presidential Residence, the Capitol Complex, Supreme Court Building, and many of the executive department headquarters buildings. South of Old Town is Downtown, home to the headquarters of most Keflistani businesses and most foreign representation.
West across the National Highway 1 freeway is the Capital Heights Neighborhood, home to many of the nicest and most expensive homes in the nation, as well as the largest concentration of Colonial Style homes in the aftermath of the Civil War.
The Federal District is served by a two line metro network, Kefli City International Airport, National Highway 1, as well as the nation's best developed bus network. The city is also consistently rated as the safest in the country, as safety is a major concern from the international community as the new government establishes control over the territory.
Rules
Keflistan recognizes Diplomatic Immunity for all staff of embassies and consulates. Diplomatic Staff have full diplomatic immunity when on official posting, and all other staff have immunity for their official actions and when on the chancery. There are no explicit limits on the number of staff, weapons, or vehicles, beyond a reasonableness standard. Weapons are only limited to personal, non-incendiary weapons. Any civilian vehicles, which may be armored, and are exempt from local vehicle regulations. (i.e. window tint) Civilian aircraft may also be kept in Keflistan, with helicopter pads allowed to be constructed at chanceries.
