6th Rugby Sevens World Cup - OOC Thread (Sign-ups OPEN)

Hello and welcome to the 6th edition of the Rugby Sevens World Cup (or R7WC for short). This would've been up months before but no one seemed to have been interested in hosting another sevens tournament and this whole thing just kind of died. Still, hopefully everyone's looking forward to high-octane, fast paced 7-a-side action. If you are, get a post up in this thread and show your interest. If you're hoping to enter a puppet, then go ahead although only ONE PUPPET PER NATION allowed. If you're hoping to host the competition (and anyone can, really), then get a bid up and hope for the best*.

*Due to the fast-paced nature of sevens, where matches last 15-20 minutes (including breaks) and there are usually at least five matches per day, we're ideally looking for the one stadium to host it, though two is acceptable if it's in the same city or area and if we get a LOT of sign-ups. The deadline for host bids will be Sunday 18th April at 00:00 UTC (or Saturday 17th April 18:00 CST); voting will close exactly one week later on 25th April at the same times.

Grearish Bid to Host the 6th Rugby Sevens World Cup

The Forsho conurbation comprises of a large number of metropolitan areas, cities, towns, suburbs and outskirt-villages; the heartbeat of the city, however, is in the Forsho city proper, which is bidding to host the presitigious Rugby Sevens World Cup in it's sixth edition. The city is the lifeline of the 3-million-strong conurbation, which in turn is the lifeline of 90-odd million Grears living throughout the mainland. The port city is well-known for its tourism value, as both air and sea travel to and fro is bustling all-round the year. The international shipping port and international airports are the main entry into the city, with rail and road (national highway) connections with the other six major cities of the Union, should you choose to land elsewhere and travel to the venue for the weekend rugby extravaganza.

About the Venue and Rugby

Historically, the burly sailors of Forsho grew weary of football, once they were introduced to the much more physical game of rugby, that suited their body types and tastes in terms of the kind of exercise they wanted. This created a love for rugby that remained within the sailor class, and condensed into the being of a stadium in recent times - the Seagull Cavern, set in the heart of the city, with a few hilly undulations in the horizon behind (aside from the regular skyscrapers, of course). The stadium seats 30,000 spectators on the upper side, on a good day of rugby, and has a beautiful retractable fibre roof that enables the stadium to be a safe shelter in times of cyclonic storms as such, for the locals, while also allowing for nice, rainy rugby match when required, with the roof retracted.

Why Grearia?
The Grearish Union has recently been trying to actively host international tournaments despite a few nibbly issues with the economic situation at home. This is mostly to attract sponsors, investment and to provide an impetus to industrial advancement, growth and innovation through international recognition. The country has recently hosted the 13th edition of the GCF World Twenty20 Championship in cricket, the Salvador Hills Open in the NSTT tennis calendar and has a bit of experience with hosting.
To help with scorekeeping, a deal with the Xkoranate™ brand has been negotiated, where it has been made clear that the Rugby Union Sevens event formulas will be used for better scorekeeping in the event. It is also made known by the Grearish Rugby Federation, that good reporting of personal, national and unrelated issues by the participating nations will be encouraged generously via scorekeeping points. The latest NSRB sevens ranks will be used in this regard.
The organisers are keen on having 20 teams to start off the tournament with 4 pools of 5, progressing to quarters, semis and a final. In this format, the expected games per team would be at least four and at most 8. The next best number for this format would be 24.
In the case that we have 18 nations, we shall propse 3 pools of 6, with the first 4 from each pool progressing to 2 elite pools (Elite A and Elite B) of 6 teams each. The top 2 from these groups then progress to a semi-final and final arrangement. This, however, is not a preferred format due to the density of games against time, and we would have to include the Forsho Sailor's University field to fill in the gaps. Thus the government would really appreciate a 20-team field.
The government has announced that it shall be active on these international forums and shall answer any questions that the multiverse may have. It would also like to apologise in advance for any misprint in the bid, owing to their feeble (but determined!) understanding of rugby.
