Remember, Picard never moralised in TNG. Especially not when acting as Data's defence counsel in Measure of a Man.

More like you don't like the direction he's going .
Q: Switching to Picard, what did you guys learn from the first season in terms of pulling off the show that you’re bringing into season two?
A: Figure out the end earlier. If you're going to do a serialized show, you have the whole story before you start shooting. It's more like a movie in that way — you better know the end of your third act before you start filming your first scene.

1. Much as I'm usually down to put NHA in his place, he basically did admit that:Q: Switching to Picard, what did you guys learn from the first season in terms of pulling off the show that you’re bringing into season two?

2. Implicit, that they had no idea where Picard was going to end when they started it, else that wouldn't be the lesson.
Not that any of us are shocked of course.

Mmm no he didn't. He admitted they didn't know where the ending was gonna be. As a writer myself I can tell you that shit happens more often than not. You have a premise, a plot trajectory, etc. but the ending is still up in the air as you try to weave those plot threads into a satisfying conclusion. Not knowing how your work is gonna end precisely, is not the same as "Doesn't know what they're doing."
that bit is just more of NHA's nonsense about how much he hates nutrek.

1. That implies most of ya'll actually have arguments worth anything to begin with. (Which is still yet to happen)
2. Well yes, Alex Kurtzman and Akiva Goldsman were writing it and Alex and Akiva are notorious for not planning anything ahead of time. For example, Alex wrote the final episode of STP mere days before they started actually filming it.
They also wrote a script of STD 12 hours before they filmed the episode.
For reference, in normal tv production, an episode needs to be written weeks or even months before filming begins. An episode written even 2 weeks before it'll be filmed is considered absolutely ridiculous to most studios, producers, directors, etc... Maybe even a fireable offense.
