First you need bank, which you can get from junking the card (which destroys it in return for bank), or sell it (which puts it at auction). You can sell by scrolling down below the auction table where you will see a box for selling and buying. You can junk by clicking on the flag, and then a button will appear to junk.

Once you have your bank you place bids to buy, that button is under the auction tablet to the right of the sell button.

Most of these cards, minus the legendaries, are grossly overpriced. No one is going to buy them, nor will https://www.nationstates.net/page=deck/ ... 2/season=2 actually be bought at it's DV.
