Hello! I’m a GAer and NS Roleplayer from the United Kingdom.
My pronouns are he/him.
Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Read the factbook here for more information; perhaps, I will eventually finish it.

Considering the UN and WA as one, where would you rank the following in terms of how much they've changed the game?

  • Introduction of repeals
  • Addition of new [non-SC] categories
  • UN -> WA reset
  • Switch from Jolt to NS forums
  • Addition of C&Cs and eventual splitting off of SC
  • Introduction of Factbooks/Dispatches
  • Changes to the telegram system
  • Change to having moderators give up most day-to-day moderation of the queue
  • A.N. Other

This is how I would rank them:
  • Most significant: changes to the telegram system
  • Very significant: introduction of repeals, addition of C&Cs and eventual splitting off of SC
  • Somewhat significant: UN -> WA reset, addition of new [non-SC] categories, switch from Jolt to NS forums
  • Not very significant: change to having moderators give up most day-to-day moderation of the queue
  • Negligible significance: introduction of Factbooks/Dispatches

I'd say the switchover to Jolt was more significant than the switch back. The failure of NS2 might have been a significant event too, considering it may have been one of the motivations for adding new tools to the game, including the SC.

By the by, separate query: has the no-amendments rule been rescinded?

Adding to that: given the basic workings of the GA's part of the game hasn't really changed, just additional categories of stats have been added to the gameside and proposals, amendments would presumably still be just as difficult/impossible to code as before.
This nation is a plant-based hivemind. It's current ambassador for interacting with humanoids is a bipedal plant creature standing at almost two metres tall. In IC in the WA.

Checking the new submissions that have been in queue, why haven't any of them been checked by the GenSec? There's even a plagiarized proposal in there but it hasn't been marked illegal nor taken down despite the reports in the illegal GA proposals thread.

GenSec is a team of volunteers. With jobs and families. We don't always get everything quickly. Chill.

...in that the General Assembly forum is a roleplay board in which ambassadors discuss precisely what resolutions should be passed into international law; when submitted, approved by 6% of delegates, and voted for by a majority of WA member nations, they then alter national statistics according to their category.

The Security Council only affects the nations and regions it specifically legislates on, and not in a statistically relevant way.

All Stat changes are predetermined based on category and strength or AoE. Admins make these decisions.

For a proposal on gun rights, if the rules wouldn't apply to all sapients (mine only applies to "mentally incompetent" beings), what would be the appropriate strength?

Carefully read GAR#399 section 5 first.

Generally nobody can judge strength without seeing the proposal.

Many are drafted off site. This is not always the best call.

I myself would prefer to see proposals drafted here since that's where you can get the best look at them. Offsite could be good, but obviously not everyone can see the process going on somewhere else. I usually mistake proposals submitted without a draft on the GA forum as "undrafted," which may not be the best assumption for every one of them.

Some people might have more specific ones, but basically the first few clauses of the usual format are nonbinding ones, where you try to explain what the problem is and why you think it needs to be legislated on - the arguments part is called the preamble - then come the binding clauses, where you actually tell nations what they need to do.

Look through the passed resolutions thread (at random works, but don't look at a single one because there are different styles) to see examples.

Do note that repeals do not have binding clauses (except maybe something like "hereby repeals"), only arguments.
