Noting, that the first section says that just because he is a high ranking member of a region that we should Condemn him.

Also noting, that the next section says that just for promoting his regions goals he needs to be Condemned.

Again noting, the third section states that bigger regions are more important then small regions.

Denouncing all of these points and the idea that raiding is bad

Very illegal based on the usage of "he" and also doesn't even say "hereby repeals the condemnation." The bolded parts are the illegalities, not actually bolded by the author.

Also noting that raiding is very fun and many people love to do it
Also noting that The Black Hawks already have a condemnation
Asserting that raiding is not bad and if you were to condemn every raider, half of the nation would condemn

No they had a condemn Raionitu proposal that was deemed illegal. Withdrew that one as well.
