The Kriegerburg - Gratberg, Kherkov

A few weeks earlier.

A short man walked through the streets in central Gratberg. From the outside he blended in with the city’s commuters, with a long winter coat and wide-brimmed hat casting shadows over his face; but internally he flinched at any slight glance he was given by passers-by, believing for sure that his presence in the city had been noted.

Looking up from his marching feet he had found himself outside the Kriegerberg, the seat of government in Gratberg.

He made a beeline to the open street entrance, with every step expecting to be pounced upon by the imposing soldiers.

He walked with such urgency that at the entrance he collided straight into a Kherkovian officer leaving the building. The officer erupted in German at him, and paused waiting for a response, but the man hesitated to respond for fear of revealing his foreign accent.


The tense standoff was broken when another Kherkovian recognised the officer and called him away.

Recovering his composure, the man pulled out a sealed envelope from his jacket and walked straight up to the secretarial desk, dropping the mysterious package into a basket full with other post.

The secretary glanced up to see who had dropped the envelope, but he had already disappeared.



The Archon’s Palace - Athiteia, Kaarland

The sun crept along the horizon, signalling the end of another sleepless night for Aeolus, the Archon Alexander’s most trusted councillor. Consumed by senate papers and dusty scrolls, he worked long into the night, responsible for Alexander’s affairs when he was away, as he was now visiting in Cimmeria.

His morning was suddenly interrupted by a young clerk at his door; himself having clearly only just awoken, dressed untidily and with drowsy eyes, he apologised for the early interruption and handed Aeolus a telegram.

After reading the telegram, Aeolus had immediately called for the others of Alexander’s inner circle that were here in Athiteia; including his closest friend and general Strategos Hermaeus, and his younger brother Navarch (admiral) Helio.

After passing the telegram between them, Hermaeus spoke first. “Where is Alexander and the family?”

“We don’t know yet” Aeolus responded. “We’re trying to make contact with the island but there’s nothing coming out”.

“A fucking rebellion, and whilst my brother is there!” exclaimed Helio. “Well, what are we waiting for? We have to send in the forces right now”.

“I’ve already called for the Senate to convene; we’ll have boots on the ground by the afternoon” Aeolus reassured the others.



The Senate House - Athiteia, Kaarland

The chamber door stood imposingly before any who wished to enter. As tall as three men stacked upon one another, and gilded in silver and gold. The body bore eight panels, each displaying the seal of a Hellenic state of Kaarland.

The door was flanked by two guards of the house, adorned in armour and equipped with aspis shield, sword and dory spear, all relics of the past.

Upon Aeolus’ signal, the guards pulled the heavy doors aside in tandem, revealing the glistening marble of the chamber in the morning sun.

The room was abuzz with noise, frustration, and bemusement at the purpose of this unscheduled session. The Senator of every state had been called, every councillor and aide, every clerk.

Aeolus gestured to the Senate guards who banged their spears against the marble floor. Silence fell across the room. He began to address the chamber.

“Esteemed Senators, trusted councillors, I have troubling reports from the East. The territory of Cimmeria has fallen to revolutionaries. Our intelligence has revealed that a group calling themselves the ‘Cimmerian Liberation Front’ has seized the Island. We can assume their goal is independence for Cimmeria. We have also received reports of piracy against our shipping lanes, no doubt part of the rebel coup. Many of you may already know, our Archon King Alexander, and his family, are currently in Cimmeria. As yet we are unable to locate or confirm their status, although we have no reason to believe they have been captured”. Apprehensive chatter followed this last information.

“Senators, councillors, we must decide our course of action, where to strike back, and how”, Aeolus concluded.

Bursting forward came Strategos Hermaeus (Chief of the Kaarite Army General Staff), “We must act now. Mobilise the armed forces. Drive these rebels into the Euboean Sea!”

Senator Eris from Laerta stressed caution, “The island garrison should have been more than capable to put down a rebel insurrection; it’s likely they have outside help. We must be careful in our approach. Helio, what are our chances with a naval invasion”.

Helio, Chief of the Kaarite Navy General Staff, responded, “They’re good. Regardless of what equipment they’ve captured or been supplied with, we can expect full control of both the sea and air”.

Eris turned to Strabo, Chief of the National Defence General Staff.

“I agree. From what we know of the situation, this should be a relatively straightforward operation”.

Strabo then proceeded to outline the various military options available to the senators, and what intelligence had so far been gathered.

Aeolus then directed the senators to a vote on the immediate invasion plans; each senator called ‘aye’, until they reached Senator Zephyr from Argomon, who called ‘nay’.

The room erupted. Aeolus struggled to bring order, “Zephyr. There are no other options. If we do nothing, we will lose the island. And every minute we delay puts the Archon closer to danger.”

Zephyr responded directly to Aeolus “There are other options”, and then to the wider room, “A reckless invasion will just as likely kill the Archon than rescue him. We have another option here; diplomacy”. He was met with jeers but continued, “We should try and negotiate with these rebels. See what they want. If only to secure more time to locate Alexander. Have we even tried talking to them?” His words began to be drowned out by the disagreements from the room.

Aeolus attempted to rescue the situation but Zephyr refused to change his vote, and without it, no army would leave Kaarland’s shores.



The Archon’s Palace - Athiteia, Kaarland

Aeolus, Hermaeus and Helio sat around a roaring fire in one of the many meeting rooms of the Archon’s Palace.

“I don’t trust him”, said Aeolus.

“You’ve only just decided that” quipped Helio.

“Ok, I never trusted him. But this is different” Aeolus responded.

Hermaeus, who up to this point had been pacing in front of the others, interjected, “Send the Aphenian forces. They’re under our control.”

Aeolus tried to calm him, “We can’t. It’s…”

“It’s against the law yes; but what does that matter when our king’s life is at stake?”, retorted Hermaeus.

“Because Alexander believes in the league more than anyone; he would never want it’s future to be put in jeopardy.” An uneasy silence followed Aeolus’ words, as the three men realised the difficult predicament, they were in. “But you’re right, we can’t do nothing. We can’t mobilise the entire forces, no. But maybe a smaller, more discreet party could go unnoticed. To try and locate the Archon, and prepare him for extraction when we can get a more ‘legal’ authorisation.”

He spoke directly to Hermaeus, “Contact Agis back home in Aphus, ask him to organise a search and rescue party with the highest discretion”. As Hermaeus turned to leave Aeolus stopped him, “The highest discretion Hermaeus; no one can know.”

Hermaeus left the room, leaving Aeolus and Helio alone.

Helio turned to the older man, “What are we going to do about the fallout from this?”

“The fallout?” queried Aeolus.

“If we leave a vacuum on the island, I can think of many others who will seek to fill it” Helio explained.

“Well without force on the island there’s not much we can do”. Aeolus contemplated in silence for a moment. “We’ll talk to Sophos in the morning, get him to speak with the Chair and call an emergency meeting.”

“Is that wise, involving the commonwealth in this?” questioned Helio.

“I don’t think we’ll have a choice; and this way we can set the agenda”, Aeolus concluded.



Senatorial car - Athiteia, Kaarland

Senator Zephyr sat alone in his car, save the driver up front, and the man he was talking with over the phone.

“Yes, it’s worked out quite nicely” … “I don’t think we need to worry about that. We just need to sit back and they’ll all unravel themselves. There’s no stopping it now. Have you heard from our friends?” … “Good. I’ll see you soon”.



The Governor’s Residence - Cimmer, Cimmeria

A new dawn rose over Cimmeria. The Liberation Front had successfully taken over the entire Island. Coordinated assassinations and insurrections had immobilised the local forces, key points of infrastructure, roads and bridges, had been seized. A short and bloody urban battle had seen the capital fall. The rebel leader, Akkadian, now stood in the Governor’s residence, surrounded by all its grandeur, but unable yet to celebrate his victory. He knew the hardest battles were yet to come.

In preparation the rebels had fortified the towns of Atmoni, Arrechi, Nezak and Zaria, and had made the capital Cimmer their command centre.

A bloody violence had followed the rebel victory, to prevent any hint of counter-revolution.

Nearby shipping lanes were raided to fund the rebel cause, and disrupt any challengers to the island.

Any foreign diplomats, who had failed to evacuate the city, had been seized as hostages by the new regime.

Akkadian was well aware that the Archon and his family were still in Cimmeria, but they had so far evaded capture, and made finding them a top priority.

Akkadian turned to his brother and general Abbas, and his second in command Batis. And then to the open balcony, which looked out upon a sea of people, gathered in the plaza before the palace.

Stepping out onto the balcony he was greeted with jubilant cheers from the gathered militia.

Adjusting his microphone, he addressed the crowd, “Comrades, my comrades, today is a famous day. We have kicked out the invaders and won back our home! But the war for our freedom has only just begun. The hardest battles have yet to come, and all citizens will be called upon to protect the new Republic. Look to your defences, equip yourselves as best you can, the future of the republic lies in all our hands!”.



Lapenai Air Base - Aphus, Kaarland

Strategos Agis (Chief of the Aphenian Defence General Staff) stood in an empty aircraft hangar addressing 50 soldiers of the 1st Airborne Division, a special forces unit of the Aphenian military.

“You’ve all been briefed on the situation. Your officers have your orders. Remember, officially you’re not there, that means no insignia, and no tags.”

“We’re sending you because you’re the best we have. Remember why you’re there. You’re all that stands between an army of savages and your king. Bring them home boys.”

Agis then watched as the men piled into their transport helicopters, and rode off into the East.

"...and so it is with great regret I must announce that my party, the Liberals, will be withdrawing from the coalition with immediate effect."

Nick Kennedy stared directly out of the television screen, the caption below him displaying his title: Leader of the Liberal Alliance. Until just a few minutes ago it would have also described him as the Deputy Prime Minister. His serious expression, captured by every camera in the room, gave an indication of how much this decision weighed on him. The Liberals were in their best position in more than a century and he was risking it all on this gamble paying off.

"BLOODY HELL!" Roared the Prime Minister, the TV remote narrowly missing the screen as it flew from his hand. "THE BASTARD HAS ACTUALLY DONE IT!"

Prime Minister Rooke, a stocky man a few years Kennedy's senior, had received word some thirty minutes prior that the Liberals would be exiting the coalition, but hadn't been able to truly believe it until the announcement was broadcast on all the nation's major news networks. He hadn't imagined that Kennedy, despite all their disagreements over the latest finance bill, would have had the guts to withdraw from the coalition altogether. A little push back was to be expected, but the Prime Minister had believed that he would be able to get both Labour and the Liberals to come to the table and thrash out a deal, leaving him and his SDP colleagues looking like the strong and reasonable force keeping the government together.

"We have to get past this little stunt and we have to do it quickly." He said to no one in particular through gritted teeth, still visibly frustrated by Kennedy's actions. "We need to show people that we don't need the damn Liberals." He motioned to an aide. "Call the whips office, tell them the schedule for the finance bill is unchanged."

The Prime Minister's mind was going at a hundred miles and hour. If he could get this bill passed despite the Liberals walking out over then he would look in control while they would look like melodramatic fools. With the general election only months away he could not afford to show even the slightest weakness. His party had 172 votes by themselves and Labour's votes would bring that total up to 210, just 40 short of a majority. The socialists were almost certainly going to vote his way on this, as would one or two independent MPs but that only secured him a small handful more. It was still possible however, if he could get the right people on side.

The offices of WorldEye.bc were rarely a hive of activity, but at 8:30 on a Sunday morning they were practically deserted. Located in Ida's city centre, only a short walk from the Assembly of the Commonwealth Society, it was ideally placed for it's purpose: coverage of the complex international relations of the region. The website itself was niche, drawing acclaim from foreign policy wonks across Britcan and the Commonwealth while being almost entirely unheard of by the general population. Their front page was currently almost entirely devoted to the developments in Cimmeria, an analysis of the potential Kherkovian responses taking pride of place. However, tucked away below the headlines, was a breaking story: Eric Vaughan, the widely respected Chair of the Commonwealth Assembly, was rumoured to be resigning. Without knowing it this niche website had broken the story that would signal the start of the Assembly's paralysis.

The large meeting room was abuzz with murmurs from the various government officials and military officers stood within it. Smoke from cigarettes, cigars, and pipes wafted gently upward to form a low-hanging fog that permeated the room. The old and historic décor contrasted sharply with the modern technology that adorned the tables. Large, state-of-the-art flatscreens were juxtaposed with old paintings of Prukovian monarchs along the walls. The men, dressed in Victorian-style suits or military dress uniform, wore touchscreen watches upon their wrists and carried smartphones. Upon every glowing screen an image of the Imperial Coat of Arms was present, the dim light casting a faint glow on the collecting smoke before it disappeared through the ventilation shafts. Armed guards, dressed in traditional Kherkovian military parade dress, lined the walls. Chins raised, helmets polished, and rifles poised, they stood at attention, ready to pounce at the first sign of insurrection – not that it was expected this evening.

The large doors at the rear of the room creaked loudly as they were opened by two guards, revealing the Kaiser, flanked by several members of the Cabinet and yet more soldiers. A cold, calculating man out of the public eye, the Kaiser’s uniform was impeccably starched, and his boots shined almost like mirrors. He furrowed his brow slightly as he surveyed the room. Trained in matters of state from childhood, the gravitas of his presence had the weight of decades of achievements in politics, war, and grand strategy behind it. As the group entered the room, the officials already present clicked their heels and gave a sharp salute in the Kaiser’s direction, crying ”Your Imperial Majesty!” in unison as they did. As the Kaiser approached the head of the table, the men began to gather around the edges of the long table. After the Kaiser had assumed his seat, the other men took their seats straight after, placing their hats and helmets down on the table in front of them.

“Gentlemen,” the Kaiser’s voice echoed around the room, enhanced by a hanging microphone and a speaker system, “I believe you will all have worked out why you have been summoned here today. As of 0500 hours, the rebel group on Kemaria, or… Cimmeria, in the local tongue, has taken complete control of the island. Of course, we have been monitoring the situation closely. Our Fatherland has desired control of that island for quite some time. Indeed, we believe that this may be the situation that the anonymous tip-off warned us about. Gentlemen, the time has come for our nation to seize this island.”

With that, the eyes of the men sat around the room widened. Some leant forward, others stubbed out their cigarettes on the glass ashtrays dotted around the table. The Kaiser’s voice came though the speakers once more. “With the collapse of the Britcani coalition government, the Old Enemy is in no position to object to any military action we might take. With these rebels raiding our vital shipping lanes, it is more than ever in our interest, indeed, the region’s interest, for us to step in and restore order, which is what we shall do. As for how we will do it, I shall leave you in the capable hands of the Minister for War.”

“Thank you, Your Majesty,” came the voice of Generalfeldmarschall Duke Otto von Kaunerst, the current Minister for War. Standing up, he pulled the nearest microphone towards him, and began to speak again. “We have had plans in place for an invasion of Kemaria for quite some time, however recent events have required their tweaking. The documents should be appearing on your screens now.” As the Minister finished, the screens attached to the table began to change, a large text document appearing upon them, titled Operation Fernrohr. “After the Reichsvolksmarine establish a naval blockade, and the Reichsvolksluftwaffe conduct raids on key military targets, an Imperial Task Force will be assembled, led by Generaloberst Count von Tormarck, to capture the island. While it will take some days to assemble the full complement of forces, we will be dispatching rapid reaction forces of fighters, bombers, and paratroopers in a few hours. Ships designated for the operation that are close by will also be dispatched to defend shipping lanes, and go on to form the initial blockade. Luckily, our Eastern Fleet stands on high alert, due to the tip-off we received some weeks ago. We anticipate little resistance from the air or sea. As for the Kaarite League, well, you all know the saying – ‘A bickering Kaarite is a happy Kaarite’. Please read the document and raise any questions you might have.”

After a lengthy discussion, the room finally began to settle down. Most were wholly supportive of the plan, and only minor adjustments were made. “Excellent progress, gentlemen. I shall be delivering a speech to the people this afternoon, and will serve a notice to the Commonwealth Society of our actions. I shall draft the message to our Krepost allies soon after. We will achieve Vorherrschaft for the Fatherland.” The Kaiser stood up and gave a salute. He was joined almost inhumanly instantly after by the men surrounding the table. As one, they all let out an emphatic cry:
”LAND UND BLUT!”

The Siegplatz in front of the Kriegerburg was covered in a mass of people gathered to listen to the Kaiser. Kherkovian flags were waving across the plaza, and one could be forgiven for missing the crowd beneath the sea of black and white. Television crews were placed strategically around the plaza, cameras aimed toward the podium on the balcony, broadcasting live to the wider nation and internationally. Imperial Guards surrounded the crowd, and lined the front of the palace walls, as well as the balcony overlooking the crowd, shining parade helmets glinting in the afternoon sun. After some time, the anthem of the Imperial family began to play, sounding from the giant speakers that surrounded the plaza. The people began to cheer, waving their flags with vigour as they sang along to the Imperial anthem.

As the song ended, the Kaiser took his place at the balcony podium, waving to the crowds as they cheered, before speaking. “My comrades,” came the Kaiser’s voice, booming through the speakers, “I have sorrowful news. Sorrowful news of the plight of an allied people. The island of Kemaria, owned by our Kaarite allies, has fallen to a terrorist group known as the Cimmerian Liberation Front. These Godless, heathen terrorists have overthrown the legitimate rulers, attacked Kherkovian and Kaarite shipping lanes, and mercilessly executed innocent civilians of the island, and heroic Kaarite soldiers who mounted the defence. Our Fatherland shall not idle on as this injustice continues to be done! We shall respond to the attacks on our merchant fleet and our comrades with strength! Our valiant military has already set in motion plans to capture the island from the heathens that control it. The terrorists will be found and put to justice. In the name of law, order, and security, Kherkov – and indeed our allies in the Krepost pact – shall act swiftly. Our nation shall restore peace to Kemaria and the surrounding seas! In this year, the one thousand and five hundredth year of the great Zohlburg dynasty, as our people always have, and will continue to do so for one thousand five hundred years more… Kherkov shall prevail!”

With this came the greatest cheers yet, the crowd clapping and beginning chants of ‘land und blut’ as the Kaiser waved and exited the balcony. With his exit, the national anthem began to play from the speakers, the crowd singing along in almost perfect harmony as it did.



Squadron Gustav

A first wave consisting of squadrons of Schakal aircraft had already been sent over the skies of Kemaria, in order to perform reconnaissance and attain air superiority – although the CLF lacked any significant number of pilots and planes. Squadron Gustav made up part of the second wave, consisting of Falke bomber aircraft and Albatros transport planes, ready to drop the members of the 2nd Fallschirmjäger Division. The bombers had orders to attack identified military targets as well as major towns and cities across the island in order to cause chaos and confusion amongst the ranks of the rebel forces. The Fallschirmjäger would be dropped towards the north-west of the island in order to gather intel for an incoming amphibious assault, and harass enemy positions near the landing site. As Squadron Gustav approached Atmoni, the Chaplains on board the transport planes finished their speeches to the troops. The bombers began to release their payloads above the town and military sites within range. The Fallschirmjäger, attempting to make the most of any confusion caused and avoid enemy AA fire, began to drop.

“New orders, men.” came the Captain’s voice, as the other officers looked up from their positions. The Silverfin was a Lanzenreiter-Class destroyer of the Reichsvolksmarine. Its Captain, Bachmann, was also in command of three other vessels: A Hammer-class frigate, and two Schwertfisch-Class corvettes. Until now, they had been on a routine patrol of the waters off of Ralberg in eastern Kherkov. “We’re being reassigned immediately, to the waters of Western Kemaria. We are to engage with any terrorist vessels attacking civilian shipping, and begin to form a blockade around the island as we await reinforcements from Eastern Fleet Command.” The Captain had been placed on high alert for the past fortnight, and had been following the situation in Kemaria over the past few days. It hardly came as a surprise that his Flotilla was being redeployed. He shook his head. Like all Kherkovians, he had been raised from birth as a fierce patriot, and military man. Bachmann could only feel pity for what was – in his eyes – a weaker nation, lacking the strict sense of hierarchy and discipline that kept Kherkov safe and strong. “Get those orders relayed to the other ships. And make sure we assist any Kaarite sailors that have fallen victim to these terrorist swine. The Kaiser has commanded chaps, and we obey. Land und blut!”

Ally, comrade, and old friend,


As you will undoubtedly be aware, our brave comrades in Kaarite Kemaria have fallen to a group of terrorist extremists, and have been tormenting the populace, as well as damaging shipping lanes around the island. I wish to extend my sympathies, and the sympathies of my people, toward the Kaarite nation for the loss of life that we have seen over the past few days.

For Kherkov, the rebellion presents a different - but important - issue: not only are a comrade’s citizens under threat, but the shipping lanes past Kydaseia are vital for the Kherkovian people, providing an important link to our southern territory of Pirzollt, and facilitating overseas trade.

Kherkov will be taking military action to restore order to the island. As the rebels likely received their supplies from elsewhere, I request naval support from your nations. This will be in order to assist in forming a blockade around the island, stopping any ships that may attempt to enter or leave the island, save from Krepost vessels.

I hope that you will join me in this virtuous quest. Together, we will prove to the region that the Krepost Pact is a force for order and security in this world.

To: All Commonwealth Society Member States


Fellow Member States of the Commonwealth,


The Kherkovian Imperial Government has been monitoring the situation in Kemaria, or Cimmeria, with great sorrow. I hope that you will all join me in extending our condolences to the Kaarite States, and their peoples.

While not a full member, Kaarland is an Observer State of the Krepost Pact, and as such the Pact itself will be acting swiftly to restore order to the island and the surrounding waters. We are an organisation that stands for law, order, and security for all peoples of the Commonwealth, and the choice to take decisive action in Kemaria is made with this goal in mind. As a nation that has chosen to align itself with Krepost through Observer status, the Pact will extend its guiding hand of order and justice to Kaarite Kemaria.

To achieve this, our forces will be establishing a Total Exclusion Zone, covering a circle of radius 445 nautical miles from the centre of Kemaria. These forces will regard any approach on the part of non-Pact warships - including submarines, naval auxiliaries, armed civilian vessels or other military vessels - to amount to a threat to interfere with the mission of Pact forces in the Delph Sea, and they will encounter the appropriate response. All non-Pact aircraft, including civil aircraft considered to be engaged in surveillance of Pact forces, will be regarded as hostile and are liable to be dealt with accordingly.

The Krepost Pact will return law to the lawless. We will restore order where there is disorder. And we will bring security where there is anarchy.

Queen Wilhelmina was sitting in her office when her computer shouted out loudly ‘You’ve got mail!’ Annoyed at the silly computer sound she clicked on the email. ‘From the Krepost pact?’ she thought ‘this can’t mean anything but trouble.’ After having read the email, she called Minister-President Willem Drees into her office. He had seen the email too. Both were anxious at what this could mean for peace and stability in the eastern Albionian region. This region had long been plagued with troubles and these new ‘freedom fighters’ or less respectfully ‘terrorists’, would not prove beneficial for Batavia’s long term goal of peace to bolster economic growth.

“Willem, what do you make of this?”

“Well, your majesty, crisis means opportunity. But this crisis could come out to be particularly touchy. It is well known that the Kherkovians don’t shy away from… let us say less than legal means of conquest.”

“Why, yes but I don’t see how it would be of relevance in this scenario, seeing as they are merely fighting rebels to secure their shipping lanes. The island belongs to their ally Kaarland after all and I doubt they’d want to alienate nations on their continent even more than they already do.”

“You say that, but hasn’t Kherkov always put itself first? Their national cry is ‘land und blut’ for God’s sake, I wouldn’t call them exactly rational, more blindly nationalist.”

“Perhaps, but we mustn’t speculate too much, there is as of yet no word from Kaarland, they may have requested the intervention.”

“I don’t think that is likely, the fools can barely agree on a king, let alone requesting outside help. If outside help were called it would have been one of the individual states, which I doubt would happen since that could mean the end of Kaarland as we know it.”

Before Wilhelmina could respond again, one of Willem’s secretaries came in with a recording to show. It was the speech held by Kaiser Valentin III just after a meeting with his general staff.

“See, this doesn’t sound very ‘conquesty’ does it now Willem?”

“Well, your majesty, I still maintain we keep vigilant. With these Kherkovians, you never know.”

“Oh Willem, what would I do without your ever-vigilant mind? I say we send a communiqué to Kaarland and the Krepost pact where we express our opinion, now how do we word our distrust for Kherkovia in a flattering way?”

“Well, before we start writing, I think we need to consult with Saint-Auguste as they most likely have a better understanding of the situation.”

“Quite right. ERIKA! ERIKA!”

“Yes, your majesty?” Erika said nervously

“Get me Prince Eugène on the phone.”

“Of course your majesty.”

After waiting roughly twenty minutes, conversing with Willem about the conversation she was going to have with Prince Eugène she was finally connected through.

“Bonjour, Prince Eugène, comment allez-vous? I am sure you know why I called?”

“I assume the situation in Cimmeria has you concerned non?”

“Why, yes, I’ve spoken to my minister for foreign affairs and we’re concerned with the silence on Kaarland’s part, we fear Kherkov might be up to something.”

“Your majesty, isn’t Kherkov always up to something? But yes, this has us worried as well, especially as it pertains to the shipping lanes and their economic value.”

“Of course Prince Eugène, if there is one thing I can always rely on it is our shared fondness of economic prosperity. That is why I called since Kherkov often does not have free trade in mind during its geopolitics.”

“Well your majesty, piracy is a serious issue with which you have much experience. I fear for the stock markets if Kherkov makes any moves, before you know it there is another embargo by the Britcani’s and I am suddenly worth… I meant and suddenly unemployment goes up!”

“I am in agreement Prince Eugène, we wouldn’t want to increase unemployment now, would we. Perhaps we should, together, propose something to avoid all these unnecessary economic burdens.”

“Oui, oui of course, how about a combined anti-piracy task-force?”

“That sounds wonderful, but what if we requested the entire commonwealth to join? That way we have enough firepower and international eyes to make sure Kherkov doesn’t pull any tricks with the island.”

“Your Majesty, perhaps we could propose the creation of a commission in the emergency session rather than a temporary task force if we are going to do it with the commonwealth regardless?”

“Prince, you are full of good ideas today. I do suppose we have to worry about the total exclusion zone?”

“Yes, we could mention in its founding treaty that should sovereign nations refuse access to the anti-piracy forces they must honour it.”

“That way I doubt anyone can oppose this new commission, well Magubu perhaps.”

“I don’t think we have to worry about Magubu. Draft a proposal and send it to my office where I will stamp it to officially co-propose with you this anti-piracy commission. I'll also talk with my son, Prince Pierre, about the proposal and try to rally support"

“Of course Prince Eugène, you’ll hear from us soon.”

Esteemed members of the Krepost Pact,

We in Batavia see your ever-present vigilance against piracy operations as a much needed good in the region. If so-called freedom fighters resort to such methods as theft no government in our commonwealth could oppose your military intervention.

That being said, we in Batavia worry about the potentially one-sided conflict. There is as of yet no word from Kaarland on the situation, this worries us. Intervening against terrorists is always a domestic issue first. As such we would appreciate reassurances that Kaarland’s government has agreed to the Krepost pact’s swift and decisive action. We have no doubts that you ensured their government’s agreement before intervening in their sovereign territory, but to satisfy political factions at home we must ask.

We would also like to ask for your support in the upcoming emergency commonwealth assembly session. We plan to propose, together with Saint-Auguste, an anti-piracy commission, voluntary of course, to make sure the shipping lanes stay secure and to further improve inter-commonwealth cooperation and prosperity. Such a commission will be able to combat piracy not only in Cimmeria right now, but all forms of piracy in the future. We hope you are open to such a commission and wish to see your support.

We wish you and your soldiers the very best in dealing with these terrorists.

Us Batavians feel with your nation’s plight against breakaway terrorists and pirates. Having our fair share of experience with such pests, we understand how troubling they can be. Due to our understanding of your plight, we have proposed to the commonwealth, together with Saint-Auguste, a voluntary anti-piracy commission for our navies to take part in. We hope to get your support for this commission and your entry into it once it is founded. Should this proposal fail or should you not wish to join such a commission, our government’s dedication to combating piracy will remain steadfast and we’d be willing to sign a bilateral treaty instead.

We are glad to see your allies in the Krepost Pact are taking swift and decisive actions against these revolutionaries. We hope and assume they consulted with your military forces prior to this attack. Although we assume nothing has gone awry, the lack of a message affirming the Krepost’s intervention on Kaarland’s part has caused some concern within our government. We hope to see a message regarding this soon.

The Batavian government has taken note of the recent events in Cimmeria. Our people have their fair share of experiences with pirates and terrorists. It is because of this recognition and experience in the international struggle against piracy that we, and we hope with us all of you, see this piracy problem that has erupted in Cimmeria not just as a singular instance, rather a systemic lack of anti-piracy activity. Our seas are of the utmost importance to our shared economies. They give us wealth through fishing, tourism and of course trade.

We must all come together to combat this issue, we must all unite to protect our shared waters. It is precisely because of this need that the Batavian government, together with the government of Saint-Auguste, intends to propose the creation of a new commission in the emergency meeting. This commission, the Commission for Maritime Security and Anti-Piracy, will function as an international body to ensure our wealth does not fall into the hands of pirates, terrorists or criminals of other kinds. We hope all of you will support our proposal in the emergency session so we may solve this issue not just right now, but solve it for the future as well.

Prince Eugène rested his head in his hands at the desk of his chambers after a phone call with Queen Wilhelmina of Batavie. At the ripe age of 83, every action he took looked like it could be his last. He called the Minister of State to arrange a meeting with the Crown Council to discuss the Cimmerian crisis.

The palace grounds ooze their staggering beauty as the sole building on Beauharnais Island, one of the three islands in which Les Trois-Îlets gets its name. The Crown Council Chamber rests in the right-wing of the palace, which has views of the city bay and financial district. The military police patrol and guard the entrances to the building, and can be heard marching around the marble floors. The palace was calm amid the crisis, and sounds of the birds chirping and the water features flowing echoed in the room as the Crown Council members entered the chamber and took their seats.

“Prince Eugène, I believe our priority at this time should be the safety and security of our shipping routes that run through the Delph Sea.” Minister of State Jean-Paul expressed, kicking off the meeting.

“I am in agreement with you Jean-Paul, I have just spoken with the Queen of Batavie, we are going to propose a new commission, the Commission for Maritime Security and Anti-Piracy, together. My son Pierre will be able to assemble a commonwealth-wide task-force to deal with the security risks once the commission has been approved.” The Prince replied, coughing mid-sentence.

“I think a joint session with the National Council is required to discuss this crisis, I know my party will be in full support of this, I can’t say that much for the democrats though.” Rosalie MP of the Union Augustine party replied.

“In times like these the people must have their say it seems, I will put motions in place to arrange this. I know your presence in front of the National Council would be most encouraged Your Highness.” Jean-Paul said, looking to the Prince for approval.

“Perhaps you are right, I will show my old face.” The Prince chuckled, followed by the laughter of the rest of the council.

An air of anxiety surrounded the National Council chamber, it had been a while since the Prince last visited the building, let alone participated in open forum discussion with the National Council. A fleet of black limousines arrived directly outside, surrounded by police cars. A crowd of office workers on their lunch break begin to form with police forming a line to keep people back. The Prince emerged from the central limousine, dressed in his full ceremonial robes, to the cheers and applause of the crowd. He was followed by the rest of the Crown Council members. The Prince walked slowly up the stairs into the building, surrounded by military police, with the rest slowing down to match his speed. As the Prince entered the main chamber with military police still around him, the National Council stood to welcome him, with the majority of MPs applauding him.

“Welcome Your Serene Highness, we are delighted to have you here at the National Council to hear the voice of the people, in times like these it is important that we come together to discuss these issues.” began Nicolas Brasseur, leader of the Democratic Party.

“Thank you, I’m glad to be here, I will hear the people.” The Prince said, with a slight smirk on his face.

“It is our understanding that Kherkov and Viperia plan to take this crisis into their own hands and conduct military operations on Cimmeria without Kaarland’s approval, and better yet, they have set up an exclusion zone that would see them attack any ship that enters Cimmerian waters, and shoot down any plane that flies over the island. This is an abomination to the Commonwealth, and to be honest I expect no less of the repugnant Krepost Pact. How can we justify doing nothing about this? How can we sit here and let this happen? It is time the Commonwealth took serious action. Sending a few ships to protect shipping routes just won’t cut it.” exclaimed Nicolas, directing his message to the Prince.

“The situation is far more nuance than you realise, Nicolas. The region is fragile, Kaarland has barely had control over the island. We have no business telling Kherkov and Viperia how to respond to an issue on the far east of the continent. Our priority is simple, to protect our economic well-being and stability. We wish for a peaceful solution and to end hostilities.” The Prince replied, looking directly at the Democratic Party leader.

“With all due respect, Your Highness, we purchase much of our energy from Kherkov, our money is going directly to their military and funding the violence currently taking place on Cimmeria. It is our duty to do something about this.” Nicolas said, seeking support from around the room on the energy issue.

“Our trading relations have nothing to do with this crisis. I will not hear anymore about it, our success as a nation relies on our international trading policies and ambitions.” The Prince said, frowning slightly and coughing throughout his speech.

“So you will not hear the people?” Nicolas replied instantly.

“I think I’ve heard enough, I will no-” the Prince was coughing heavily and stopped his sentence, then resumed. “I will not sit here and be interrogated as if I’m on trial.” The Prince looked to his Minister of State and to the military police. “I will take my leave now, get Stéphanie, she will take my place.”

“This session will resume three days from now.” The Minister of State said, ending the meeting.

The Prince left the room followed by the Crown Council with the military police. The chamber was loud with muttering echoing from all sides.

The Imperial Regime had spared no expenses when it came to celebrating the 40th anniversary of the Emperor Hallicus I's reign, throughout the Imperium, what was known as Imperial Day was being celebrated. One of the largest rallies the Imperial Regime had ever put together was currently taking place while the Cimmeria Crisis continued to develop. That mattered little today as the Emperor who was nearing his 60's moved forward towards the podium to give his annual speech on Imperial Day, he had to smile to himself as he felt some satisfaction over remaining in power for so long while names and faces of old political enemies from his younger days appeared in his mind. In his old age he knew that many more names would be added to that list for he had no intention of giving up power anytime soon and as he stood in front of the podium he intended to remind the world that today.

Tens of thousands of soldiers stood in formation before the Emperor as he saluted them and shouted into the microphones, "Long live the Imperium." The thundering response echoed as the soldiers responded chanting in unison three times," Long live the Emperor, Long live the Emperor, long live the Emperor." After the words were spoken the third time, the Emperor broke the silence by starting his speech while his words were broadcasted throughout the Imperium and the rest of the world.

"We are all sons and daughters of the Imperium, never before has our beloved Imperium been stronger than what it is today. My reign of forty years is a pale comparison to the thousands of years of history that our Imperium holds. Alas here I stand today to declare that the Imperium shall reign supreme for another thousand years. We shall not falter in securing the future of our beloved Imperium as we shall strike down every enemy that raises to oppose us."

Slamming his fist down into the podium he paused for a few seconds as his harsh gaze looked out to those gathered in front of him as he declared" You all are the standing testament of the might of the Imperial Military, few can dare to stand against Imperium. Remember Strength through Unity, we all must perform our duties to secure the future of the Imperium"

Throwing his arm forward into a salute the Emperor finished his speech with a simple, "Long live the Imperium." The chants this time thundered back even louder as the soldiers shouted in unison over and over again, "Hallicus, Hallicus, Hallicus." The Emperor soon vanished into the shadows of the Imperius Mountains military complex away from the eyes of the Imperium and the world. Several aides followed closely behind him as his guards escorted them into a secured location within the vast complex. Snapping a command the Emperor informed one of his underlings from the I.S.D (Imperial Security Directorate), "I want to know everything that the I.S.A (Imperial Surveillance Agency) knows about this crisis in Cimmeria. It needs to be handled now and our response will be one of strength to remind the world of our power, every Imperial Credit lost to these damned insurgents that dare threaten to seize imperial ships and cargo, has to be repaid tenfold immediately."

The Axium Naval Strike Force finally appeared in the waters near Vieux Fort, Saint-Auguste. While officially they were dispatched for military games with Saint-Auguste some days earlier it was now becoming obvious they were instead going to be used to reinforce the Imperial presence on the continent of Albionia. Rumors were spreading throughout the fleet that they might be dispatched further east near Cimmeria due to the raising complaints of imperial shipping coming under attacks by nearby hostile forces that had seized the island. However Imperial Command was still debating on how to handle the situation as they didn't wish to escalate things into a full blown international crisis turned war with the established powers of Albionia. For now the Axium Naval Strike Force would be used to reaffirm the partnership between the Imperium and Saint-Auguste but everyone within the Imperial High Commander knew the presence of two imperial carriers and the naval vassals that formed carrier strike groups would draw attention from the international community.

Imperial Foreign Ministry communication to all Member States of the Commonwealth


His Imperial Majesty, Emperor Hallicus I, has instructed that the Imperial Foreign Ministry state that the Imperium of Halleon is observing the ongoing escalation of violence of the situation that is known as the Cimmeria Crisis. Any and all hostile threats to imperial shipping will not be tolerated and imperial force will be used to deal with any and all forms of piracy that threaten imperial ships conducting trade in international waters or even the waters near Cimmeria. On the behalf of the Emperor Hallicus I, the Imperial Government wishes to declare its intention to hold the Hellenic League of Kaarland as an whole responsible for monetary damages caused by Cimmerian Insurgents against imperial shipping in the area. Therefor the Imperial Government reinforces its view that according to international law that Cimmeria is considered territory of the Hellenic League of Kaarland and it is their responsibility to restore law and order to the Hellenic League of Kaarland territory known as Cimmeria. The Imperium of Halleon expresses strong intentions to see a swift end to the chaos in Cimmeria and the return of law and order in the region.

Gaumata's hands were shaking, for two reasons. Firstly because this was his first time in the capital, and gazing up at the imposing buildings around him had set off his agoraphobia, and secondly that there were 10 pounds of various volatile chemicals in his backpack. He thumbed the detonator nervously in his coat pocket, not a great idea with the shaking and all, but in a situation like his, no one's critical thinking skills are in perfect condition. He thought back to those days in a dank basement, when he and a few friends from university were searching for a purpose - a meaning to latch on to. Reading those first newspapers about the rebellion on Cimmeria, he felt a first tiny drop in that pool of belonging which had ran dry so many years ago. He could trace his Cimmerian lineage back... well he couldn't, but his uncle had lived on the island for years, so he was basically a native.

Sourcing the materials wasn't particularly hard. Being on good terms with the custodian at his alma mater meant that access to the Chemistry cupboards was a cheap bribe away. He knew what he had to get, meaning this was the first time he had used his degree since he tried to brag to that one girl about how smart he was. They did not get on like a house on fire. This, however, literally would be.

As the wind whipped his scarf about, he couldn't hide the smile creeping up on him. Finally, his plan to push the Silverlandian government into action would come to fruition. No longer would those fat idle politicians toe the line of neutrality, he would force them into action... in one direction or the other.

"This is a breaking story, the Caenian Military Ministry has been subject to a terrorist attack!", Micky Redbone almost screamed. What had appeared in the morning to be a slow winter newsday had suddenly livened up with the news of a bombing in the capital. "Police are currently searching for the suspect, said to be a short male in a beige jacket and red baseball cap. More on the attack as it arrives."

Inside the Caenian Military Ministry
A brick flew through the air in the exact way a feather doesn't. It landed on a pile of many others like it. After the whole kerfuffle of having the windows blown through and painting the wall with the receptionist, the Ministry building now was actually about as loud as before the blast. Not much happens there - the last act of terrorism in the capital had been in around 1450, when a disgruntled apple farmer burned down the house of a taxman for overcharging him. More recently one of the IT guys had ordered a pizza and the delivery man was particularly boisterous, but usually it was a quiet place.

Baron Hecard Mosul was an old man, he did not understand technology well. However, when a building in the capital is bombed, his inexperience with Zoom suddenly becomes easier to overlook.
The other seven Barons of Silverbergiadomland appeared in little boxes on his laptop, each with varying degrees of discomfort on their faces from being awoken so late. His steward came in with more coffee. He knew this would be a long night.

"The primary suspect for the bombing in Hadrian Tor has been apprehended,", said Micky, relieved at finally being able to leave the office after 2 hours past his clock-out time. "Gaumata Hatti is a 23 year old graduate from Edessara, who is the leader of the "Cimmeria for Cimmerians!" Friendbook group. It is believed that this bombing was in support of the recent coup on the island. Here to add his view, Cimmerian philosopher..."

"We must retaliate!" exclaimed the Baron Damascene. "They think that we are milquetoast cowards who will bend to the will of terrorists!"
"Perhaps a more amiable approach is required here,", interjected the Baron Antioch. He was markedly more calm than the Baron Damascene, which he put down to the yoga routine he had started a few weeks ago.
"These are not children throwing rocks at a school bus, Clarence! We must take action before these terrorists destroy our beautiful country." There was definitely more spite the second time he had said 'terrorists'. He meant it. Frantic reports by his military advisors tell him that there could be well over a thousand supporters of the bombing attack, and Baron Solus Damascene did not intend to let a single other person get hurt on Silverlandian soil. Protocol 004 had been initialised when he had heard of the attack, which immediately sent a wave of algorithms searching the internet for Cimmerian support coming from Silverlandian IP addresses. By tomorrow morning he would have an expansive list of the most volatile citizens in his county, and well-dressed police officers would be sent to each of these houses, ready to exercise an ancient right which allows "shire reeves" to do as they wished in the name of keeping the country safe.

Later, during downwards dog, Clarence would let a thought meander through his head, that of "I hate it when he calls me Clarence".

For several days, the halls of the Viperian Government had been abuzz with murmurs and whispers, all discussing the escalating situation in Cimmeria and the growing international response. Now that a meeting had finally been called on the matter, however, the room was strangely silent. The various ministers and advisors who had been assembled were waiting patiently for the meeting to being, and for their turn to speak. After composing himself, Premier Zhelezo began and the wait was over.

"Comrades, let us begin. As you will no doubt be aware, for some time now we have been monitoring the growing situation on the Kaarite island of Cimmeria. That situation has finally come to a head as terrorist forces, calling themselves the Cimmerian Liberation Front, have taken control of the island. To make matters worse, it would appear King Alexander remains on the island, trapped in the middle of this mess, although it is unclear whether he and his family have been able to evade capture. Of course, we are deeply troubled to see such unrest befall an ally and Krepost Pact observer and are deeply saddened to see a close friend in such danger. We cannot, however, overlook the danger this presents to ourselves. The Delph sea represents a major shipping lane for us and many of our allies and we simply cannot risk a rogue state emerging that could present a threat to our vessels there. Before any decisions are made on our part, let us first discuss the international response. Foreign Minister Novak, please proceed"

"As this crisis is still fresh, there are currently only a handful of nations who have responded publicly and fewer still have made any major declarations. Leading the charge, as expected, are Kherkov who have declared their intentions to intervene militarily. They are establishing an exclusion zone around the island of Cimmeria and are mobilising forces to the region in large numbers. In his address, the Kaiser implied the Krepost Pact was involved as opposed to Kherkov working alone-"

The Minister for the Krepost Pact, Mikhail Luvchenko, interjected "We received communications shortly after the Kaiser's address regarding the stance of the Pact on this matter-"

A raised hand from the Premier silenced him. "We will discuss that in due course. Yury, please continue"

"Besides the Kherkovian address, there are no nations who appear to be taking immediate action. The nations of Batavie and Saint Auguste have jointly proposed a Commonwealth Society anti-piracy commission and the Imperium of Halleon have declared their intention to hold Kaarland responsible should any Imperium vessels or goods be lost or damaged"

The Premier nodded and gestured to Minister Luvchenko who acknowledged his turn to speak.

"Apologies for my earlier interruption. As I mentioned, after Kaiser Valentin's address we received a Krepost Pact communication detailing the growing crisis and the immediate Kherkovian response. Further, the Kaiser has requested assistance in establishing the aforementioned naval blockade. An address was sent afterwards, from the Krepost Pact to the Commonwealth, informing them of our actions. Finally, the Pact received a communication from the government of Batavie acknowledging our swift response but calling in to question its legitimacy. They have also asked for our support for their anti-piracy measure"

Taking a moment to process what he had heard, Nikita Zhelezo once again composed himself before he addressed the room.

"While this situation may not currently appear to be of major international concern, I have no doubt it will quickly spiral out of control if swift action is not taken. While the nations of Batavie and Saint Auguste may currently be happy to pay lip service to addressing the crisis, in the form of another useless international commission, they have also shown that they are potentially willing to involve themselves, as usual, in proceedings which do not immediately concern them. The response from the Imperium, too, is worrying. Kaarland has enough on its plate without having to keep Halleon at bay. We must do all we can for our ally in these troubling times. Further, Kherkov has called for aid as an ally and a member of the Krepost Pact. We must show the region and the wider Commonwealth Society that we, Viperia, and we the, Krepost Pact, remain strong. Instruct Fleet Admiral Potemkin to dispatch vessels immediately to Cimmeria to establish the naval blockade and secure the exclusion zone. Minister Luvchenko, inform the Pact immediately that we will honour our commitment to maintaining peace in the region. I will make a public address shortly"

The quiet murmurs slowly lessened as Premier Nikita Zhelezo took to the podium and the broadcast began.

"Citizens of the Commonwealth Society. As I am sure you are aware, Kaarland is facing a growing crisis on the island of Cimmeria. It has troubled me to watch this situation grow and I can no longer, in good conscience, sit idly by as a citizens of a close ally, and fellow member of the Commonwealth Society as well as an observer to the Krepost Pact, are accosted by terrorists. Furthermore, we believe King Alexander and his family remain on the island and we are keen to ensure the safety of a respected head of state and personal friend. In line with the communication already put forward by the Krepost Pact, and following fellow member Kherkov, Viperia will be sending a fleet immediately to the naval blockade in the Delph sea to ensure the Cimmerian exclusion zone. We hope this situation can be dealt with swiftly"

After answering a few, pre-approved, questions the Premier departed.

Meanwhile, orders received and preparations made, vessels of the Viperian Navy were headed east, for Cimmeria.

I stopped reading after attacking pirates." *Sound of papers being snatched* *a few minutes of silence* "Scratch what I said earlier, If there is one thing I hate more than pirates" * practically screaming* "its terrorists! What makes you think they will stop in Cimmeria? What next? Hadrian Tor?"

Adeel: "Actually sir, yes, just hours ago a bomb rocked the Caenian Military Ministry."

Sultan: *Breaks into a traditional prayer asking for strength and guidance* "I will help help any friend who asks for defense from those that wish to topple their rightful nations. It is my duty as sultan to help! My father once protected our colony on Hostelis from barbaric tribes threatening their sugarcane production you know. Sultan: "Asad, I asked for this ages ago! I've had time to go off on 3 separate tangents while you were gone!"

Asad: "My apologies, we had ran out of your special reserve bourbon. I opened the emergency barrel and arranged for more to be flown in for next week's Government Appreciation Day"

Sultan: "Yes, well, make sure we have enough! You remember how we ran out last year and the nephews took to grabbing what they could find in stores around the palace?"

Asad: "I do, we do not want a repeat of that disaster. Now, the email?"

Sultan: "Yes! I have a lot to decide, how many medals I will wear hunting the pirates, what social services will be cut to fund the excursions... I feel like I will be up all night going over the possibilities. And the terrorists! I dare someone to try to hurt my great nation. We'll have them wishing they never saw a PVC pipe in their life! Listen to the office recording and send an email to Wilhelmina. Just write down what I said and send it, it is good. Let the Commonwealth know as well, I have much to say on the subject! I am salivating at the number of tangents I would get to go off on. If need be, the Sultan would pledge military and logistical support to the Commonwealth Nations in order to combat these great evils. “...therefore all assets in Britcani of any individuals connected with the acts of piracy in Cimmerian waters have been frozen.” Kelly Hurst, Britcan’s Foreign Minister, surveyed the press pool before her. This would usually be a job for a junior minister or department spokesperson but, given the current situation, getting the news channels to cover the situation in Cimmeria instead of domestic politics was useful. She didn’t mind of course, as knowing that the press office wanted her in front of the cameras meant that their private polling had verified what pundits had been saying for months: she was one of the more popular people in the government, her approval ratings outstripping those of the Prime Minister.

“Minister, were any Britcani citizens in Cimmeria at the time?” A newspaper correspondent asked. Hurst glanced down at her notes.

“Several small group of tourists, forty-seven persons in total, were evacuated from Cimmer the day before violence broke out. We don’t maintain any diplomatic presence on the island and have no reason to believe that any more Britcanis are present.” The correspondent once again raised his hand, requesting a follow-up. She gestured that he should proceed.

“What about Britcani ships? Were any attacked by the rebel forces?” She nodded.

“We know of at least one ship that received small arms fire. At least two members of the crew were wounded though the ship was able to avoid being boarded. We are unable to release their names at this time, but hope to be able to do so later today.” The correspondent scribbled notes hastily while Hurst pointed at another individual in the crowd.

“Is the Prime Minister monitoring the situation?” They asked. Hurst was experienced enough to know instinctively that this line of questioning would quickly devolve into asking if the Prime Minister was distracted by domestic events, the exact opposite of what this press conference was meant to do.

“The Prime Minister receives regular intelligence briefings on all relevant matters of international security, including the situation in Cimmeria. I'm sure you'll appreciate that I can't go into detail about the contents of those briefings.” Hurst replied, avoiding answering the question directly. She knew that the PM had been far too focused on the domestic political situation to pay much attention to the crisis. She quickly pointed to another reporter, eager to avoid a follow up question.

“Minister, extensive activity has been reported at the naval base in Ronton. Are you preparing for an intervention in Cimmeria?.” The reporter asked, eyes on the minister and notepad at the ready.

“It is standard protocol to move to a state of increased readiness in a time like this.” Hurst replied, matter-of-factly. “Given the attacks on civilian shipping, including those flying the Britcani flag, this naturally involves increased naval activities.” Before she had a chance to call on a different person the journalist had begun to ask a follow up.

“Minister, Kherkov has declared tha-“

“I declared in January that I’d stop eating chocolate, but that hasn’t happened either.” Hurst stated to a few chuckles, cutting him off.

“What I mean is-“ The journalist started to say, his voice slightly elevated to be heard over the smattering of laughter.

“Kherkov has no authority to restrict access to international waters, must less those of Kaarland. The fact that Kaarland is an observer state of the Krepost pact does not alter these facts, nor grant Kherkov the right to seize control of Kaarite territory as it seems they are intent on doing. The proper channel for dealing with international piracy is through the Commonwealth Society which is why we will be supporting the joint proposal made by Batavië and Saint-Auguste of a Commission for Maritime Security and Anti-Piracy.” The Minister paused as the press pool hurriedly took down what she had said. While domestic politics would still dominate tomorrow’s papers, Hurst had at least managed to win some column inches.

“Now, next question?” She asked with a smile.

Prime Minister Rooke rubbed his temples, the stress of the long negotiations was killing him. Unsurprisingly the Liberal Alliance as a party had stood firm in their opposition to the bill. He had hoped to get at least some of their MPs to rebel against their leadership and sow some discord with their ranks by voting in favour of the finance bill, but his efforts had been frustrated. It seemed the Liberals would stand united on this. He hadn't even bothered talking to Conservatives - Abbott wouldn't support the bill if his own mother was proposing it. In contrast the meeting with the Agrarian Union had gone well, the clauses in the bill that guaranteed minimum prices for grain had unsurprisingly gone down well and a few soothing suggestions about rural areas getting priority on new digital infrastructure had sealed the deal. Clarke and the Moderates had, unfortunately but entirely predictably, been massive a pain in the arse. They refused to do anything without guarantees of an intervention in Cimmeria to prevent Kherkov seizing the island. Rooke stating that the situation 'could wait' hadn't helped.

Rooke sighed, absentmindedly signing a document granting Eric Vaughan's deputy the right to cast Britcan's vote at the Commonwealth Society Assembly. His party whips had given him the tally: he was eleven votes down on the finance bill and knew what this meant. Only one party were left and they were the most unsavoury of the bunch: the National Party, right-wing populists with dodgy connections. He didn't like working with them, no one did, but they could guarantee him sixteen votes and Rooke was getting desperate...

Fellow Member States,

The Kingdom of Britcan welcomes the motion for the establishment of a Commission for Maritime Security and Anti-Piracy that has been jointly proposed by the Kingdom of Batavië and the Principality of Saint-Auguste. Piracy is often an international crime and is never bound by national borders. As such the response to it must, by necessity, be an international one also.

The Kingdom of Britcan rejects the declaration of the Imperium of Halleon that the responsibility for piracy lies solely with the state in the waters of which pirates operate. Such a declaration has no basis in law nor convention nor precedent. The Kingdom of Britcan calls upon the Imperium of Halleon to desist from making such claims.

The Kingdom of Britcan shall, at the Emergency Session of the Commonwealth Society Assembly, vote in support of the proposal and oppose the baseless declarations advanced by the Imperium of Halleon. The Kingdom of Britcan calls on all member states who truly desire to prevent piracy to do the same.

The news of the coup on the island of Cimmeria was causing a stir across the globe, with multiple news agencys, to include the Magubu National State News, reporting on it. The coup was certainly unexpected and came as a shock to many thinking that Kaarland was a stable and secure state with little in the way of insurrection. It appeared that those were merely naive perceptions of the nation and it's smaller islands. This event, while noteworthy, did not concern the Democratic Republic of Mogubu as it was normally busy with it's own internal security issues and international image. The rogue nation constantly found itself at odds with the Commonwealth Society and world powers and this situation was to be no differen't. The Minister of Foreign Affairs, Rawa Nagum, was to quickly release a statement on the matter, no doubt in opposition to the war mongers and imperialists.

It is with regret that once again the powers of the Commonwealth Society are attempting to suppress the voices of native peoples. The ongoing situation in Cimmeria is just another example of the hypocritic and disastrous handling of national security and national stability. These are the same nations who constantly complain about our great Democratic Republic and our President and Supreme Commander Magati, a honorable man whom they have savaged for doing what was best for his people. Instead of a proper response it seems the Commonwealth Society finds it fit to destroy and burn a sovereign people. We therefore recognize the right of the Cimmerian people to achieve nation hood and demand the Hellenic League of Kaarland recognize these people. Was it not enough for your imperialists ancestors to remove and ursurp the Dzungarian tribes or were you looking for more peoples to cast into the ash bin of history?

The Archon’s Palace - Athiteia, Kaarland

Aeolus sat at his desk, opposite the other key figures of the Archon’s government: Hermaeus, and Helio.

He offered his cigarette case to them both.

“Have we heard from Agis?” he asked.

“This morning. He’s made contact with the forces he sent. They’ve set out near Alexander’s last known location” Hermaeus responded.

“Good. And Sophos?”

“He’s calling the emergency session as we speak” Helio replied.

“Good.” Aeolus paused, then dropped a letter over his desk. “So, what do we make of this?”

Helio broke the silence, “well they are our ally”.

“Indeed, so you may have thought they’d venture to ask us before ‘restoring order’ within our own territory” said Aeolus clearly annoyed.

“That would have been the civil thing to do” Helio offered.

“Civil! Have you ever met a Kherkovian?” Hermaeus joked. “But I agree it’s not a good look. Do you think it means anything?”

“Who knows” Aeolus said, taking charge of the conversation, “we mustn’t let this look like we don’t have control of the situation”.

He looked at Hermaeus who had raised an eyebrow at this, as if to say ‘doesn’t it already’. “Or any more than it already does”.

“Write them a letter”, Aeolus continued, “ask them directly, what their intentions are. I don’t expect it’s anything more than a little hot-headed proaction on their part. But it couldn’t hurt us to ask. Meanwhile, we must make sure no one else steps a foot on that island. Which comes to their request for a blockade; a good suggestion, I think. We’ll send ships immediately.”

“But the vote, Argomon’s veto, how can we mobilise our forces?” Helio questioned.

“We won’t do such a thing. We will simply move our fleet, from their docks, or positions at sea, to our waters outside of Cimmeria. They will not engage unless in defence. Moving the position of your ships, Helio, is perfectly within the law”.

“What about the letters from Halleon and Batavie?”, asked Hermaeus.

“Hmm. Emperor Hallicus seems to think any nation ought to be liable for the ‘crime’ of being attacked. We’ll ask Sophos to address this at the assembly. We don’t need to legitimise this any further with a private response”.

“And Batavie?” Helio asked.

“Yes, their proposal for a region wide anti-piracy mission. Interesting. I don’t think something like this can do us any harm, a shared initiative to keep trade links free of pirates would be in our interests I believe. We just have to make sure an organisation like this doesn’t try to overstep its bounds. But other than that, I think we can support this motion. Get a response to Batavie saying as much.”

Helio turned to leave, and make the agreed upon communications.

“And reassure them Helio; it must appear we are in control of events”.

Aeolus then turned to Hermaeus who he was left with. “We need to update the Senate”.

Hermaeus nodded, then mused “So much for avoiding military action to keep the Archon from harm”.

“Well, that’s one less reason Zephyr can have. Have you found anything out of his motives?” Aeolus asked.

“None so far”, Hermaeus responded.

“Keep looking”, Aeolus concluded.

Command Centre - Cimmer, Cimmeria

Reports from across the island came flooding in, from Atmoni to Zaria, of unidentified bombers blitzing the towns and military encampments. AA guns were utilised but without proper training the rebels struggled and chaos ensued, with civilians and rebel fighters searching for a refuge. Among the chaos, there were reports of paratroopers, both in the north and south, but impossible to verify by the command. In response and precaution of enemy landings, patrols were stepped up and all militia placed on high alert. Although still perplexing to the rebel command was who exactly were they fighting? All they knew was that they were not, surprisingly, Kaarite forces.



The Euboean Sea - Seas off Cimmeria

Rebel naval captain Hubaia was leading a flotilla of 3 small merchant ships, converted to raid shipping lines. Although no warship, they were capable of catching large cargo vessels and overpowering the crew. This raid had appeared no different from the outset; they waited for a passing vessel, and it was not long before a Kherkovian cargo ship had fallen into their grasp. However, as they approached the vessel, seemingly out of nowhere appeared a Kherkovian warship, masked by the fog. Panic set in across the flotilla and captain Hubaia froze as still as death.



The Commonwealth Society Assembly - Ida, Britcan

The Kaarite ambassador and Vice-Chair of the Assembly, Sophos Xenia, was locked in a stuffy room surrounded by his staff. He had been there for hours, receiving reports from his home capital Athiteia, and trying to put together some kind of report he could sell to the gathered assembly.

“What in hell do they expect me to do with this!” thundered the ambassador, as he threw the conference-speaker-phone from the table, and across the room. “In a matter of moments, I have to go out there, onto the assembly floor, in front of the World! And explain to them that Kaarland has decided to what? Nothing! Nothing”, he resigned. Reaching into his pocket he pulled out his silk handkerchief, wiping away the beads of sweat which had formed in anger across his forehead.

Placing his hands, and leaning his weight, upon the ornate dark wooden chair, padded in royal blue leather, he spoke again. This time with the calmness and control befitting his position, “We mustn’t appear weak to the international community. We push emphasis on the blockade. We cannot allow any more foreign forces onto our territory, for their leaving will not be guaranteed. As relayed from Athiteia, Kherkov is already in the process of restoring order to the Island. The Vice-Chair listened as the Presiding Officer brought the assembly to heel. Stony faced he sat, impossible to read, as many were clearly trying to. When the time came, he stood to address the assembled delegates of the Commonwealth Society. “Gentlemen, esteemed ambassadors, and friends of Kaarland. I would first like to offer my thanks to the outgoing Chair, Mr. Eric Vaughan, and wish him a peaceful and happy retirement.”

“In his absence it’s clear there are several matters pertinent for us to discuss here in the Commonwealth Assembly.”

“Firstly, the situation in Cimmeria, of which you are all in no doubt all aware of. My government would like to thank the international community for their concern expressed, but seeks to reassure you all that the situation is under control. Our friend and ally Kherkov has been eager to assist in restoring order to Cimmeria. And we have sent the greater part of our fleet to place a blockade upon the island. This is to prevent any rebel forces from spreading their disease elsewhere, but also to shield the island from any external actors. We must ask that you respect this blockade.”

“Secondly, of the intentions of the Imperium of Halleon to hold Kaarland liable to any losses, economic or otherwise, stemming from the terrorist actions of the rebels in Cimmeria. It is clear to my government that such a litigation would have no basis in international law, and if this assembly were to concede to such demands, it would constitute a threat to all nations. Indeed, how a nation can be held responsible for being invaded, bemuses me.”

“Thirdly, the motion put forward by the nations of Batavie and Saint-Auguste to create a commission for maritime security and anti-piracy. Kaarland believes this initiative to be a fruitful one, and welcome discussion on how its scope may be managed as to ensure the sovereignty of all nations is protected.”

"And one final point my government seeks to make clear, its rejection of the assertion from Magubu that the terrorists operating in Cimmeria are in anyway a legitimate organisation. Cimmeria remains a sovereign territory of the Hellenic League of Kaarland."

With that the Vice-Chair ceded the floor.




Ghizil Forest - Cimmeria

The forces of the 1st Airborne Division touched down on the outskirts of the Ghizil Forest, meeting little resistance.

The soldiers split off into several different contingents, some heading south towards the town of Gara, others north towards the capital and surrounding towns, and others into the forest itself, each following a possible lead of the Archon’s location.




Hey everyone, just to let you know the plan is to run this CWA emergency session until Tuesday 9th evening UK time, then the session will be concluded. IRP the session will actually run over 2 days, Monday to that Tuesday.
And at the end we will have a vote on the two issues: creation of the anti-piracy commission and whether Halleon's legal challenge holds up

Some days before the Emergency Commonwealth Assembly Meeting


The Emperor Hallicus I, was surrounded by the leading men and women that formed the leadership of the Imperial Regime. At the end of another long and detailed report from the Imperial Foreign Minster involving the Kingdom of Britcans diplomatic message, the Emperor decided to speak breaking the silence that followed after the report. "These Britcani are always so fond of speaking but they never act upon it, I assume they will threaten sanctions against the Krepost Pact and that's it, while telling us that we're in the wrong for holding a nation responsible for piracy committed in their very own territory?" At the end of his words the Emperor laughed as one of the generals in the room remarked, "They're known as the toothless Albionia Lynx for a reason, my lord."

"We can only hope that the next Prime Minister has a few teeth in his mouth to offer some kind of bite towards the Krepost Pact, it looks like another island will soon be annexed to their empire. It appears according to all reports that we can expect the ever growing unpopular Prime Minister Rooke to be ousted from power as he continues to fail to even get his finance bill passed in the Britcani Parliament, "and the Minister of Foreign Affairs spoke the words with confidence with a amused look apparent on his face.

The Emperor didn't appear to be amused as he stated, "It is my desire that we through back channels, of course. Desire to work with the Kherkovians on this Cimmeria matter. Let them know that the Imperium is considering making considerable efforts into joining the Krepost Pact to ensure action is taken in regards to this Cimmeria Crisis. I'm under the impression that the International Community through greed or lack of willpower, will simply bend the knee and not raise to the challenge this situation imposes on all of us."

With those words being spoken the meeting was adjourned for the time being. The Emperor left the Imperial Ruling Chambers with a scheme already forming in his mind. As the Imperial Foreign Minister was left to compose the response to the Britcani's and the rest of the Commonwealths Society.

His Imperial Majesty, Emperor Hallicus I, has instructed that the Imperial Foreign Ministry state that the Imperium of Halleon outright rejects the views of the Kingdom of Britcan and wishes to state that the international community must hold all member states of the Commonwealth responsible for the actions of piracy being conducted within their sovereign waters. The statements made by the Kingdom of Britcan has caused the Imperial Government of the Imperium of Halleon to reconsider its vote on the matter of the Commission for Maritime Security and Anti-Piracy.

Therefor the Imperium of Halleon wishes to state its concern for the abilities of the Kingdom of Britcan in regard to the Britcani Kingdom leading the international community in matters concerning the Cimmeria Conflict such as piracy and the exclusion zone imposed by the Krepost Pact. These concerns are due to the domestic problems such as the finance bill, Prime Minister Rooke is currently facing in the Britcani Parliament. Despite these concerns, the Imperium of Halleon looks forward to calling upon the International Community, during the Emergency Session of the Commonwealth Society Assembly, to directly intervene in Cimmeria before matters become worse and furthermore threaten the stability of the region.

The man appointed to represent the Imperium of Halleon was known as Thomas Buren and he was quick to calmly speak after the Vice-Chair was done speaking, "With all due respect to the Vice Chair, the Imperium of Halleon wishes to immediately question the legality of the exclusion zone imposed by the Krepost Pact upon the International Community. Is it not the international standard that anything beyond 12 nautical miles is considered international waters?"

"Therefor the Imperium of Halleon furthermore wishes to question the defense of the Vice Chair on the behalf of his country. We were all under the impression that the crisis in Cimmeria revolved around a native upraising of the natives of the island, exactly who are you being invaded by,"and after finishing that sentence he turned to glance at the Kherkovian ambassador for a few seconds before returning to address the chamber.

"Nations must be held responsible for piracy committed within their waters. The same standard has been held against other countries, "He briefly glanced at the Magubu representative, hoping to spark a reaction from Batavie representative before he finished with his statement, "Allowing a nation the ability to refuse to take responsibility for piracy in their sovereign waters yet allowing them to claim 433 nautical miles of international waters, is what bemuses me esteemed Vice Chair, I yield the floor,"and after that Thomas Buren sat back down and knew that the true fiasco was about to begin.

It was the start of another cold day as dawn broke over Gratberg. The Kriegerburg, both the Kaiser’s personal residence and the headquarters of his advisory government, was still – save for the muted shuffling of late-night cleaning staff, the sunrise marking the end of their shifts. The halls and rooms of the palace were all lined with ornate statutes and detailed paintings, seemingly endless in number, matched only in quantity by the abundance of security cameras and screens in the palace. As the sunlight increased in intensity, the vast array of chandeliers that had illuminating the complex began to dim, as the automated systems of the palace began to power them down. With the morning beginning in earnest, office workers who had been working through the night slowly began to raise their heads from being slumped over their desks. Blinking rapidly to clear their heads of drowsiness, they returned to their tasks, as yet more ministers and officers began to pile into the various offices. The palace had been especially busy over the past few days, as the crisis in Cimmeria continued to create work for the civil servants and military officers of the Imperial government – although it was often impossible to draw a line dividing the two professions in Kherkov.

Amongst the early birds’ number were the Reichskommissars for War and Foreign Affairs; Generalfeldmarschall Duke Otto von Kaunerst and Admiral Duke Gottfried von Augustbach respectively. Von Kaunerst was a stocky man, his greying hair indicative of a life devoted to the Imperial government. His family was firmly cemented in the military aristocracy, being able to trace its roots back to one of the original governor-officers appointed by King Frederick the Great in the 18th century. They could be firmly counted amongst the most staunch supporters of the Zohlburg dynasty. By contrast, the Von Augustbachs were a relatively young addition to the Imperial government, despite the slender and tall Duke Gottfried’s white hair indicative of his old age. Originally a Kherian noble family, the Augustbach family had been some of the most outspoken supporters of King Heinrich’s Imperial Confederation Association, and had defected to Prukov in the Unification Wars. Despite some initial rumblings against Duke Gottfried from the traditional Prukovian Junker class, he had the Kaiser’s favour, who repeatedly affirmed him as one of his most loyal and most skilled supporters. The two men were amongst the highest-ranking military officers and government officials in the country, and as they paced towards the Principal Drawing Room, guards, officials, and palace staff alike stopped their tasks to salute as the duo passed.

As the doors of the Principal Drawing Room opened to reveal the pair of saluting Reichskommissars, the Kaiser stubbed his cigarette out in the nearest ashtray, and motioned for the men to take a seat at the small round table by the room’s fireplace. The Kaiser’s ‘casual’ lounge suit and waistcoat contrasted with Von Kaunerst’s grey military uniform adorned with medals, and Duke Gottfried’s more formal morning suit. After offering each man a cigar or cigarette, the Kaiser spoke. “To business, then. Of pressing concern is the progression of the Kemarian campaign.”

“Indeed, Your Imperial Majesty,” came the voice of Duke Otto, “it progresses smoothly. The Imperial Expeditionary Force is well on its way to Kemaria, and carrier-based air operations as well as naval bombardment should commence this afternoon, with the landing to begin shortly after. Our Fallschirmjäger have provided us with enough intelligence for us to begin a landing within the week. With the addition of Viperian and Kaarite naval assets to the blockade, the TEZ line is secured even further. Operationally, everything is progressing as expected.”

The Kaiser nodded. “Excellent work as ever, Reichskommissar. Have Von Tormarck and Von Korberg continue as planned. Of course, operations are just operations… politics is another beast entirely. I would like to know your thoughts on the international response, Duke Gottfried.”

The Foreign Affairs Reichskommissar laughed. “Testing an old man, Your Imperial Majesty?” he quipped, as the other men chuckled. “I must admit that the political situation has progressed better than we might have anticipated. Thus far, there has been no direct, official international response denouncing the military action, save from Britcan in a domestic interview. As expected, the Kaarites are attempting to save face and appear in control, although they have asked of our intentions directly – so if there is not suspicion, there is confusion. Magubu also seems to have condemned Kaarland, without any reference to our actions specifically, so for now, we should ignore this. The joint Batavian-Saint-Augustine Commission proposal could pose an issue, however. It is not as yet clear what sort of authority such a Commission would have, and how it would operate. My instincts tell me to oppose it. But, if we are to attempt to uphold our desired image as a responsible member of the international community, it might pose problems if we were to outright denounce it. Batavia is already asking questions about our commitment to the wishes of the Kaarite government.”

The Kaiser smiled. “As sharp as ever, Gottfried - I see that age has not dulled your senses! I had reached much the same conclusions. This opportunity to influence such a vital piece of territory is too tantalising to pass up, but we must bear in mind the repercussions on our international image. Perhaps… we could turn this conundrum into an opportunity also. Those money-grubbers will salivate at any chance to deepen their pockets… we could trade Kherkovian support for this Commission for future support for our economic projects. I’m sure Zhelezo had the same reaction as you, Gottfired, as did I. But I am sure that I can persuade him to see the benefits of making diplomatic overtures.”

“A fine proposal, sir,” Duke Gottfried began, pausing momentarily to tap the ash off of his cigarette, “and this leads us on to the issue of Halleon. Personally, sir, I view Halleon as somewhat of an enigma. On paper, they are a potential sensible partner to us on the world stage. However, their current boisterous proposals to impose liability on our ally Kaarland suggest otherwise. Either they truly feel their wallets have been hit by a modicum of piracy, or – more likely – they are attempting to strongarm their way into the crisis. While they could be a future partner to us, it is more important now, and overall, far more beneficial, to stand with the Kaarite government internationally, rather than supporting Halleonian claims. Not only must we maintain our support for Kaarland, if we take a stand against this, we can hopefully paint ourselves as standing for an international legal order that protects smaller nations - ideally in spite of the current circumstances, of course.”

“And Halleon might then come across as raucous and ungainly. A utilitarian view, Gottfried,” the Kaiser continued, “positively Realpolitik. Very good. We shall address all this in the Commonwealth Assembly. Send instructions to Franz-Ackermann, have him gloss it all over with his usual diplomatic tact – there is no benefit in offending Halleon unecessarily. I will respond directly to the letter sent by the Kaarite government shortly. Until our next meeting.”

As the men saluted and left, the Kaiser paced over to the large glass windows overlooking the Kriegerburg grounds, and smiled. Things were getting interesting.

After the Halleonian delegate had spoken, the Kherkovian Permanent Representative and Commonwealth WA Delegate – Generalmajor Lord Albert Franz-Ackermann – leapt up from his seat to speak, closing his laptop as he did.

“Mr. Chair, most honourable Permanent Representatives to the Commonwealth Assembly, I would like to begin by first offering my personal condolences to the most honourable Delegate for Kaarland, and indeed all his people. Whatever your opinion on the issue, surely we can all agree that the loss of innocent life is tragic.” He looked towards Sophos Xenia as he spoke, and bowed his head slightly.

“As you can plainly see, the Kaarite government fully supports the actions of our alliance on the island of Kemaria. They have recognised our actions for exactly what they are – a concerted and valiant effort to restore law and order to the island and surrounding seas, as well as safeguarding civilians who, without quick action by Kherkovian and Viperian forces, would be subject to the brutal reign of these terrorists for even longer. It must be plain to see, most honourable Representatives, that swift and decisive action in the face of this crisis is of benefit to us all. And I must remind all Representatives that it will be Kherkovian blood shed in the name of law and order, and Kherkovian blood shed to protect the lives of innocents.”

“I must emphasise that the Total Exclusion Zone being established is, as measured, 450 nautical miles from the centre of Kemaria – not 450 nautical miles from the coasts of the island. I must emphasise that this is quite standard and logical practice in conflicts similar to this one, in order to ensure operational effectiveness of our forces. The Krepost TEZ is designed to cut off the rebels’ vital maritime bloodline. In addition, our blockade ensures that no civilian ships drift too close to rebel pirates, and due to the rebels’ use of converted civilian vessels, avoid unnecessary confusion. I would like to reassure the floor that the TEZ will be completely dismantled after the cessation of hostilities in Kemaria.”

“On the two issues raised by the most honourable Representative for Kaarland and the temporary Chair, I feel compelled to remind the floor of the two great pillars that this organisation was founded on: Equality and Sovereignty. As I am sure you are all aware, these twin pillars are what make the Commonwealth Society great.”

“I direct the issue of Equality toward the most honourable Representative for Halleon. I must concur with our Kaarite colleague on the matter of legal liability that your Government has raised. While the loss to shipping is certainly regrettable and problematic, the legal precedent that the success of such a challenge would bring is perhaps even more so. ‘Invasion’, ‘rebellion’ – this is all simply semantics. The legal facts are thus – piracy has been conducted by a 3rd party, not the Kaarite government. Imposing liability for 3rd party actions in nations’ territories, as you seem to be suggesting, would bring about unconscionable implications for Commonwealth international law. I am sure that the judiciaries of all nations have come to much the same logical conclusion in their own domestic legal orders – it is by and large not appropriate to find liability in one party for the sins of another. Why, then, should we do so in international law?”

“It is also Kherkov’s belief that such a precedent would impact smaller nations - that may not be able to police their lands as effectively – far more than their larger counterparts. Not only is such an imposition of liability bound to produce legal unconscionability, it also offends the first core value that this organisation was founded on. My government feels that we must emphasise this fact for the benefit of all nations, and to uphold the values of this organisation. As such, I must implore the Halleonian Government to reconsider their proposal, as I am positive that this was not the intention of Emperor Hallicus.”

“And, I must direct the issue of Sovereignty to the most honourable Representatives for Saint-Auguste and the Batavian Kingdom. The Kaiser and his Government recognise your proposal as one with a valiant motive. But we feel that we must ask the two honourable Delegates to provide some reassurance that national sovereignty would not be impacted by the introduction of such a Commission, and to provide further details of how such a Commission would operate without infringing on sovereignty. Indeed, such a Commission could be viewed as the first step on a path toward ‘Commonwealth Peacekeepers’ – an abhorrent thought, as I am sure many of you will agree. In light of this, I must ask the two most honourable Representatives for clarification on how such a proposal would not offend the Commonwealth’s second core value. Mr. Chair, most honourable Delegates, I thank you.”

Franz-Ackermann resumed his seat, glancing over to the Kaarite Representative, attempting to read him. The Kherkovian was fully aware that permission from Kaarland had not been sought before action was taken, and that they were likely outwardly supporting Kherkov to save face internationally. With his request for a private meeting, Franz-Ackermann had to prepare himself to deflect.

Admiral Count Gustaf von Korberg watched as the Chaplains preached sermons to the aircraft that were beginning to sortie. The aircraft had been dispatched to add to Kherkovian air superiority, scouting targets for immediate naval artillery and missiles, and confirming intelligence provided by the Fallschirmjäger. As the last of the aircraft took flight, he was joined on the bridge by Generaloberst Count Albert von Tormarck, the overall commander of the operation.

“Quite the apt physical manifestation of the Kaiser’s will, don’t you think, Generaloberst?” stated the Admiral, still watching the aircraft as Von Tormarck approached him.

“Quite so, Admiral. And so it begins.” The Generaloberst stood next to the Admiral, just catching the last glimpse of the aircraft, passing the naval officer a cigarette from a metal container case.

“In earnest. I look forward to it. Rest assured, the Navy will vigilantly maintain the blockade and provide support to ground operations. Land und blut, Generalfeldmarschall.”

“Land und blut, indeed, Admiral. Gott mit uns.” With that, Von Tormarck left the bridge to begin preparations for the landing, as the dull thud of modern naval guns firing and hiss of rapidly-accelerating missiles began to echo around the fleet and surrounding waters.



The 2nd Fallschirmjäger Division

North-western Kemaria, Kaarland


After the drop, the units of the 2nd Fallschirmjäger Division had gathered their bearings and headed northwest – toward the proposed landing points. While many were new additions to the force and had not seen combat, scattered amongst the ranks were a number of Unification Wars veterans, especially in the officer ranks. Whether a new recruit or veteran, all had undergone an extensive and gruelling training programme in order to qualify them as Kherkovian Fallschirmjäger. They had scouted the area overnight and provided rough coordinates for rebel strongpoints to Kherkovian intelligence, moving to take point afterwards in the wilderness so as not to get caught in friendly ordnance. Their new mission was to spread out and hunt down any rebel patrols in the area, in order to stop – or at least slow down – the news of an imminent naval landing reaching the rebel leadership, and slow down any reinforcements sent to the beaches. After the landing, the troops also had secondary missions across the whole of the operation – locate the Kemarian Royal Family, and secure any foreign nationals that may be present on the island.

“Enemy vessels sighted!” The alarm was sounding in the bridge and across the entire ship. It sounded soon after on the other ships of the flotilla. The guns of the destroyer and accompanying corvettes folded out and were trained in the direction of the enemy. The corvettes began to speed toward the vessels as the larger frigate and destroyer manoeuvred into a combat-ready formation. Captain Bachmann took out his binoculars and assessed the enemy. “Slightly unfair fight, lads,” he chuckled with the crew as he put his binoculars away, “three of them. Blast two out of the water immediately. I want the corvettes to pursue the middle one, and take them alive if possible. We should be able to outrun and capture them, but if not, destroy them too. Our primary objective is to save that civvy ship.” Shouts of ‘Yes, sir’ were heard throughout the ships as the flotilla began to open fire with their huge guns upon the two flanking enemy vessels.

I am greatly pleased to see that you all have understood our actions – although there was no doubt in our minds that you would do so. Indeed, the decision to intervene without warning in the sovereign territory of an ally was not a decision taken lightly whatsoever.

While Kherkov is determined to respect the values of international law, ultimately, the decision was made to put Kaarite and Kherkovian lives first. My generals assured me that any delay would greatly undermine the operational success of any mission - as delay would would allow the rebels to consolidate their strength.

If we had delayed, every minute spent not fighting would be more Kaarites and Kherkovians added to the already vile death tolls.

We welcome the addition of your fleets to the blockade greatly, and wish nothing more than to fight side by side with Kaarite troops – domestic politics allowing, of course.

Rest assured, our intentions and priorities lie with saving lives, and upholding collective security.

As the situation in Cimeria started to unfold the assembly had been noticeably tense. Everyone in the building knew what was coming when the news of Krepost intervention had reached Britcan. Preparations for an emergency session had been underway since the moment the news broke. Rumours that Eric Vaughan was going to step down soon didn’t help the already tense atmosphere in this international hub of diplomacy. Noah was certain the Queen was going to use this crisis somehow to their benefit. He was excited, the last few months had been dull for him and such a session would finally allow him to show off again. He hoped he could create quite the spectacle so the media back home would notice him, ever the opportunist he was, like all Batavian politicians, not unaware of the current Prime Minister’s advanced age.

Then his computer screen lit up, Wilhelmina had sent out a few communiqué’s to the international community. He read them attentively, visibly getting excited at the chance he was given. He called for his legal aides and gave them the job to start on a Resolution as soon as possible regarding a ‘Commission for Maritime Security and Anti-Piracy’. “I’ll come help out in about an hour, just write some preambulatories for now.” He grabbed his mouse and moved it to the top right of his screen, he pressed the large colourful plus sign to write an email asking Willem about pointers for the Resolution. Within 15 minutes of sending the email he got a reply.

’Make sure it doesn’t step on anyone’s toes, the Krepost pact might use that to oppose this intervention, also make sure somehow the task-forces can’t be abused. I am sure you can figure it out, if you do this well there’ll be a nice promotion in it for you. I am sure you can figure out what that promotion will be.’

Noah, elated at the thought of this promotion, walked into the room where his aides were already hard at work. ”Alright guys, Stefan, I want you working on clauses that ensure the Resolution respects sovereignty. Abel, I want you to work on defining piracy. Freek you make sure to come up with some way to make sure the commission can’t be abused, and the rest of you figure out who’s gonna help who. Good luck guys, we need this done in 3 days.”

Walking back to his office, Noah felt good. He was going to start talking to delegates, lobbying their votes. This was going to be a good month.

Wilhelmina is quiet, staring out across Willem Stad, seeing the many colourful buildings and houses of the sprawling merchant city, she ponders on the best way to approach this Commonwealth assembly. She has full trust in Batavia’s Commonwealth delegate; Noah Visser. She’d met Noah some 6 odd years ago when he was hired as a strategic advisor to the Prime Minister. He had quickly made a name for himself as he was the only one in the government fluent in Arabic. Wilhelmina took a liking to his confident posture and after a discussion with Willem they had decided to send him as support staff to the Commonwealth delegate in 2016. Noah proved invaluable as he could communicate with most other delegates in their native tongue as he spoke English and German too. Which led to his promotion to delegate in 2017.

“Your Majesty, Delegate Visser on line 1.”

“Thank you Erika.”


She presses the flashing button on her telephone.

“Noah! Long time no speak, what’s the situation in the assembly like?”

“Well your Majesty, it’s quite hectic. We were unprepared for your proposal of a commission so we had to have our aides work 2 days without sleep to write a Resolution. Nothing we couldn’t handle. I feel confident for the vote, we’re gonna make history your Majesty.”

“It always does me good to hear your confidence Noah, it really does. I place my full trust in your ability to guide this Resolution through to its acceptance. I just read your speech as well, I think it’s really well thought up. You’re going to make headlines.”

“Thank you, Majesty, I am excited to perform it. Now would you excuse me, it’s almost time and I have to practice some more.”

“Of course, Noah, I wish you the best of luck. I know you’ll make the fatherland proud.”


She put the phone down and looked out once again to the colourful houses of Willem Stad, taking it all in. Her vision for a stronger Batavia was taking shape nicely, she thought back to her grandmother Emma who had first started writing this new chapter of Batavia’s history and thought that she’d be proud of what they had achieved. Wilhelmina sighed and went to her next meeting, the day was not yet over.

After the Kherkovian delegation had ended their speech, Noah stood up and walked towards the podium. He was ready to perform.

“Honourable chair, fellow delegates, at the beginning of our speech, we, just as the Kherkovian delegation before us, want to offer our sincere condolences to the nation of Kaarland and the families of those innocent lives lost on Cimmeria.”

In passable French:
“We want to first speak of the joint proposal we made with Saint-Auguste, by now you should all have copies of our resolution. We want to thank Saint-Auguste for their friendship and cooperation in this Resolution.”

In fluent Arabic:
”We also want to thank our great friends in Demesetelis for their unwavering and unrelenting support of Batavia for the past century. Without you, we would not have been where we are now and it is always an honour to have your support. We thank you for all you’ve done for our great nation and the many things you will do for us in the future.”

In fluent German:
”Then to the honourable delegation of Kherkov, we understand you have certain worries with regards to our Resolution. We understand these worries and we’ve written in clause F precisely for this purpose. This clause ensures that our international anti-piracy efforts do not become forces used to infringe on sovereign nations’ right to exist and protect their borders. Hopefully after reading it you will be willing to support this new commission.”

In fluent English:
”I will now continue the rest of my speech in English, so the translators need not worry.
We want to speak directly to Halleon in this instance, we believe Halleon is a valiant country, we have the utmost respect for their dedication in the past to just causes and we fully expect them to continue in this endeavour. That being said we believe it is not just to request money from Kaarland for the actions of a third party. Just as with the failed group of terrorists that call themselves Magubu, these terrorists need to be held liable, not those that oppose them. This is why we can not support holding Kaarland liable. We believe you to be honourable, fierce and relentless in your dedication to the fight against piracy just as we are. To this end, we believe it only makes sense you’d vote in favour of this international commission to combat piracy. We fully understand that the loss of life, the loss of ships and their cargo is a horrible thing, but rather than get stuck in petty squabbles over the present, let us look to the future. We must work together against piracy, we must ensure that the question of who is liable for pirates’ actions becomes irrelevant, for there should be no pirates. Only together can we put an end to international piracy. Piracy is a problem which any one nation can not solve. Pirates are international, their crime is international and only an international coalition can stop them.

Now, on to the total exclusion zone around Cimmeria. We don’t agree with a prolonged blockade of international waters, we do, however, completely understand why in this situation it was necessary. Kherkov should not let this blockade take longer than it has to and I am sure they will not. This does not mean that their actions should be accepted by us in the international community. We do not believe in the legitimacy of a blockade in waters that belong to all of us. This is why we want to propose that the Krepost pact provides the commonwealth with daily updates on the status of their blockade. Should they refuse to do so we believe it is fair for all of us in the Commonwealth to hold them liable for the economic damages their blockade has caused us. Their swift actions have the support of Batavia as we oppose all terrorists and pirates, but now it has been many days since the original start of this crisis and this prolonged occupation of international waters has a toll on all our economies, it is only fair that the international community be engaged in affairs in international waters.

Lastly, we strongly urge all delegates to vote in favour of the commission for Maritime Security and Anti-Piracy.
Ceterum censeo Magubuem esse delendam.”


As Noah stepped down and went back to his seat he realised the words spoken to the Krepost pact were a risky gamble, sure to pay off should they agree to update the international community, but equally likely to backfire should they refuse. ‘Alea iacta est’ he muttered quietly as he reached his seat.

After the incident involving the Prince and democrat leader Nicolas Brasseur, news of the event spread like wildfire across Saint-Auguste. However, this was not due the fact that the Prince effectively stormed out, or of his failing health, but because this is the first time that Princess Stéphanie has been called up by her father to take on official government duties. It appears that the Prince himself knows that his time on the throne is nearing its end. Princess Stéphanie is nothing short of an icon in Saint-Auguste, the first female heir-apparent to the throne of Saint-Auguste, despite this, little is known about her political aligning or how she will direct the nation. Only time will tell.

Floods of paparazzi crowded around the entrance to the National Council HQ in anticipation of the Stéphanie's arrival, a small building by any standards, a symbol of how little power the National Council truly has. In the same fashion as her father, the Princess arrived in a fleet of blacked out limousines and police vehicles. Surrounded by bodyguards she swiftly entered the building to the sound of cameras clicking and journalists asking every question imaginable. She was dressed in a business-casual dress, carrying only a small purse and her sunglasses, somewhat of a statement to the kind of monarch she might become. The council chamber somehow felt busier than usual. The floor was left open for the Princess to address the council.

"Good morning everyone, it is a delight to be here to talk to everyone, despite the circumstances that bring us all here. First of all, I have to speak on behalf of my father due to his current health concerns, he is currently having tests at Hôpital Royal de Versailles and is receiving treatment from the best doctors in the country. As for now, I have been briefed about the entire situation from my family and advisers. I am more than happy to take questions from the council on how our government is responding to the crisis." the Princess was full of charisma and spoke with finesse.

"Princess, I spoke with your father a few days ago in this very chamber before he left. I only asked a few simple questions before he became very irritated. Will you listen to the people even if asked difficult questions?" Nicolas asked, rapidly before anyone else could.

"That is not a question regarding the crisis. But from my understanding, there's more than one person in this council Nicolas. My father answered your questions clearly, yet you failed to listen. I will answer the questions of the people, of which you are one of many, next question... yes, you there in the red shirt!" the Princess said calmly, with not a shred of emotion, only smiling towards the end of her sentence, knowing she had just put Nicolas in his place.

"Princess Stéphanie, how does your brother Prince Pierre intend to use the Commission for Maritime Security and Anti-Piracy if the vote is successful?" an MP from Canala asked.

"My brother Pierre will make that very clear when he delivers a statement to the Commonwealth in the upcoming emergency assembly. But I can tell you that only wishes to use the commission only when necessary, and not does want to infringe on the sovereignty of any nation state. It is an international effort to protect our shipping lanes that travel through international waters." the Princess explained.

The Commonwealth Commissioner, Prince Pierre of Saint-Auguste (second child of Prince Eugène III), is a seasoned politician having worked much of his adult life in the international affairs of Saint-Auguste and more recently being voted in as Commissioner for the Commonwealth. He was dressed and groomed immaculately. After the Batavian delegate had spoken, Pierre stood up with a big smile on his face and turned to Noah, the Batavian delegate.

In French:
"Your French is good, I'm honoured that you spoke my native tongue here. I hope to see more of you good sir. Your words mean a lot."

Pierre then turned his focus to the rest of the room.

In English:
"Esteemed delegates and members, I wish to express my agreement with my Batavian counterpart here today as the delegate for Saint-Auguste. As your Commissioner, I can assure you all that if this vote passes, to establish a new commission, the commission will not overstep any sovereign nation's territory, this will be written formally into the paperwork. To my Kherkovian counterpart, I hope this answers your concerns, it is not in my interest to create any form of Commonwealth Peacekeeping force. The purpose of the commission would strictly be only to tackle piracy and ensure the protection of shipping, and will be done so in international waters primarily. The government of Saint-Auguste wishes to express their deep concern regarding the events unfolding in Cimmeria. We hope for a swift end to the violence and bloodshed, and we wish to see a peaceful resolution that sees Kaarland maintain control over the island. The government of Saint-Auguste will respect the TEZ and wishes for no unnecessary conflict whatsoever. Saint-Auguste maintains that its primary focus is to protect trade from piracy, and we will be voting to approve the Commission for Maritime Security and Anti-Piracy, and we urge every nation here to do so as well, for the good of all of our economic well-being."

Pierre took his seat, having said his piece as the Commissioner and as the Saint-Augustine delegate.

Thomas Buren read the note that one of his aides had written for him before he rose again from his seat after the Saint-Augustine delegate spoke and said, "The Imperium of Halleon is willing to dismiss its claim of holding the Hellenic League of Kaarland liable for monetary damages caused by Cimmerian Piracy, however we will not be giving up the claim that every member of the Commonwealth Society should be held responsible for the actions of piracy committed within their sovereign waters and therefor encourage every member of the Commonwealth Society to do what it necessary to secure their sovereign territory and waters. I have to express my governments concern over the lack of a military response to this problem on the behalf of the Hellenic League of Kaarland itself."


"Furthermore the Imperium of Halleon cannot and will not accept the current form of the Exclusion Zone imposed by the Krepost Pact. However we wish to propose a compromise that we believe is more than reasonable. We propose that the Exclusion Zone be reduced to twenty five nautical miles around Cimmeria in the form of a naval blockade and that a no fly zone be established over the island. Both of which the Krepost Pact on the behalf of the Hellenic League of Kaarland can enforce due to the Kaarland request of support from their allies. As the Imperium of Halleon does support containing the threat posed by the Cimmerian Crisis and we hope the International Community finds this proposal acceptable?"

Returning to his seat, Thomas Buren crumbled the note that he had read before speaking and silently to himself wondered why the Imperial Regime had decided to seek compromise with the Krepost Pact and wondered how things would evolve from this point forward. He knew eventually that he would have to declare the Imperium's stance on the Commission for Maritime Security and Anti-Piracy while also casting the vote involving the matter.

"Ah, sir. What will we do about our shipping and trade lines in the Delph?" commented the Minister of Trade and Economy.
"I believe, we shall prioritize the safety of our nation before our trade lines. We can offer detours, avoiding the unofficial zone located around Cimmeria." responded the President. Then asking, "Does anyone have any objections?"
No objections were made, and the president proceeded on with his speech on the case.
"We will monitor our nearby seas, including the Opal. If any of the Cimmerians were to attack us, we must know beforehand. However, most of us understand why the Cimmerians are doing this, but they have done some wrong, no?" stated the President.
He followed with "We will represent ourself in Ida, Britcan in the Assembly Hall of the Commonwealth Society. Our voice will most likely be different and may cause some tensions in the international battlefield. However, civilized nations will respect our opinion."
A representative spoke out: "Shall we be neutral in this crisis?"
"Of course." the President responded. "We shall not ruin our international relations over this crisis. We will monitor the situation and be present in international diplomacy, although."
"A question, sir, what shall we do if the Cimmerians gain control of the island? Surely we must make sure our nation's relations are stable with the Cimmerians." questioned a representative.
"If that is the case, we are already half-prepared for this. We believe that the Cimmerians are half right, and half wrong. It will be represented at the Assembly Hall in Britcan, and if the Cimmerians will win, we will show our opinions on their views." responded the President
"Does any parliament member have an objection on this?" asked the President.
No objections were made, and the President let the Head of the Hyoukkaigi speak.
"Representatives of the Hyoukkaigi. As you know about the Cimmerian crisis from the President's speech. Please make sure your family and your community members are safe during this crisis. Although we will not be intervening directly, do not stir up drama and cause a ruckus in Oshibe. I hereby dismiss this meeting" the Head of the Hyoukkaigi stated.

After the Halleonians spoke, the representative of Oshibe, Teyu Shibo stood up from his seat.

"Greetings, members and representatives of the Commonwealth Society. I come here to represent the Democratic States of Oshibe. We would like each and every representative and nation to respect our views on this crisis. I will now proceed with my speech."

"There are several matters and issues to discuss on. First, the Cimmerian crisis. We believe that both sides are right and wrong. The Cimmerians, striving for independence and voice in the government did this the wrong way, in our opinion. They have turned it into a full on revolutionary massacre. The Cimmerians had a valid idea for their independence, however, they took it the wrong way. The Kaarites and their allies are correct in one way, but this would have been avoided if an autonomous region or more voice in the government was given to the Cimmerian state. It is right for you to fight back in this case, however, it could have been avoided. Both sides could have avoided this crisis in one way or another.

"Now, onto the exclusion zone. We accept this proposed exclusion zone by Kherkov, but we will remain neutral in turning it official. Our ships in the Delph will be staying on the Western Shoreboard of Dishlin. We are monitoring the North and South Opal Seas, in-case of any Cimmerian attack. To the Kaarites and the allies of the Kaarites, do not worry about Oshibe, unless the worst comes."

"Onto the issue of a commission for maritime security and anti-piracy, proposed by Batavie and Saint-Auguste. We will gladly look into this, and if comes, we will participate in it. Oshibe is an island nation and we will enjoy any maritime safety in our seas."

"For our trade, we will be taking detours around the West portion of the Delph Sea. In general, we wish for peace between the two forces, and we will remain monitoring the situation. We wish to see a peaceful resolution on either side. We will not be intervening directly. We will not be sending any forces nor war supplies to Cimmeria nor Kaarland during this crisis. We wish for every nation here to respect our views. Bloodshed is not good for the wellbeing of our region, and we must end this crisis as soon as possible."

He ended with "Best wishes to the Kaarites and the Cimmerians.", then sitting back down, and concluding the response of Oshibe.

Anika chewed the end of her pen. It was a habit she'd had since childhood. Her teachers had scolded her for it at school, her parents had tried soaking her pens in lemon juice to make her stop, her boss had given her a box of toothpicks to chew on instead. None of it had worked, Anika still chewed on her pens. Thus it was not particularly surprising that, when Anika received the note that would result in her first ever front page byline, she bit straight through her pen and got a mouthful of ink. Grabbing a handful of tissues to wipe her mouth off with, she leapt up from her desk and ran towards her editor's officer. She knocked on the glass door of his office, not waiting for a response before barging.

"Yes Anika wha- ... Anika what on earth is that on your mouth?" Asked the editor, baffled, as he looked up at the journalist in front of him with half a biro worth of ink on her face.

"It's... Well it's ink. My pen... Look, never mind that! You need to see this." She handed him the note, using the tissues to wipe away some of the ink as her boss read the note.

"The Prime Minister was seeking support from the National Party? Bloody hell... You're sure this is legit?" He asked, glancing up at Anika.

"One hundred percent. This source is reliable, they're the one who tipped me off on the Waldrup story." She stated with a level of surety that was only slightly undercut by the residual ink stains.

Her editor paused for a moment.

"I want 500 words, quick as you can."



Britcani First Fleet

The ships had been a buzz of activity over the last few days. With the ongoing crisis in Cimmeria the entirety of the Britcani military had been placed on high alert. Just a week ago the sailors of the Britcani First Fleet had been on standby in the port of Ronton, looking forward to some rest and relaxation on their shore leave. Now they sailed east across calm waters blanketed by a thin fog, assigned the task of taking up a forward position from which the Britcani military could better take whichever future action was deemed necessary. Despite political turbulence and chaos on the domestic political stage, the well-oiled machinery of the Britcani state remained functional and the armed forces of Britcan were already readying themselves in response to the newly elevated threat level.

Intelligence reports from Cimmeria had detailed unrest on the island weeks ago but the development of open insurrection had surprised everyone in the international community. Reports of massacres of anarchy in the countryside and Kaarite citizens being murdered in the capital had trickled back ever since to the dismay of the Britcani Foreign Ministry. Britcani intelligence from the island itself was patchy, the distant Kaarite province had never been of major interest. The action of the Kherkovians, however, were easier to read. Keeping a watchful eye on their belligerent eastern neighbour had long been a priority of the Britcani intelligence services and they had developed a keen awareness of the way the Kherkovian state operated. They were well aware that, once the Kherkovians gained control of Cimmeria, they would have little inclination towards leaving.

Terrance Denton had a long career in the Britcani diplomatic corps behind him. He'd served in missions across the region, gaining a reputation for his instinctive grasp of minutiae. He had a reputation for being a solid and reliable figure, though perhaps a little lacking in flash. This had made him an ideal deputy for the ambassador to Commonwealth Society. He'd always known on an intellectual level that he may have to take the reigns, but he'd never expected it to actually happen, especially in such a high-stakes environment.

The recent missive from the Imperium of Halleon had amused him. Denton wasn't senior enough in the diplomatic corps to know the Prime Minister personally, but even he knew that the last thing Rooke would want was to be leading an international effort to intervene in Cimmeria and that was without considering the fact his attention would be focused on the domestic stage at present. Denton judged that the Helleonian posturing was indeed just that, posturing. He suspected that the end result would be them refusing to make any sort of move against Kherkov and decided to ignore them, regarding them as an irrelevance as far as this crisis was concerned.

The words of Kaarland were more intriguing. It was of course known that the Kaarite leadership had long prostrated themselves before the Kherkovians, but even so it was surprising to see just how completely they had debased themselves with their statement. If Britcani intelligence could see the Kherkovian troop movements for what they were then the Kaarites certainly could to. Yet they rolled out the red carpet for an invasion of their own territory. It was a sorry sight, but if they were so determined to supplicate themselves to their invaders then Denton could to little to dissuade them.

The contributions of the Batavian and Saint-Augustine delegates were most welcome, it was good to see that at least some other nations still possessed clarity of vision and thought. Their proposal had been well crafted and their speeches were insightful. He would be honoured to vote in favour of their proposition when it came to the floor.

Finally there was Kherkov. Predictably, Albert had obfuscated. He was good at that. The Kherkovians were unmatched in their penchant for doing so. The tactic had long become tedious to the Britcani delegation, but Denton knew they were not the target. Thus it was in response to the Kherkovian speech that he finally rose.

"Thank you, Mr. Acting Chair." He began, with a nod towards Xenia. "Friends, let us be clear about what we are discussing here. Two issues present themselves: the declaration of a so-called "Total Exclusion Zone" and how to address the issue of piracy that has unfortunately reared it's head. Let us deal with this in turn."

"The delegate from Kherkov's assertion that the zone is measured from the centre of Cimmeria is irrelevant. The fact remains that the declaration of such a zone covering international waters is an infringement upon the rights of every state represented here today by restricting their ability to trade and travel freely in international waters."

"The delegate advocates for our founding principles of equality and sovereignty. We welcome this. So let us then apply those ideals. International waters are the sovereign territory of none so that principle is not applicable, but the concept of equality between nations is certainly relevant here. The restriction of access to the vessels of some nations and not others is clearly in and of itself a violation of the principle of equality. Maybe then the delegate would advocate for equality in the ability to make such justifications? All having the same power to restrict transit may be an equality of sorts? Surely that is not how the delegate wishes to proceed? Not unless he'd be willing to accept the international waters around Pirzollt being cut off to Kherkovian vessels on the basis of such a declaration?"

"Now, a restriction within the waters of Kaarland may be allowable on the basis of sovereignty as the Kaarite delegate seems to have accepted it, along with the entry of Kherkovian forces to his nation, ex post facto. However, this cannot justifiably extend into international waters. If the combined navies of Kherkov, Viperia and Kaarland are collectively unable to contain a few scoundrels in skiffs within the internationally recognised waters of Cimmeria then perhaps that is all the more reason for supporting the proposal brought by the Batavian and Saint-Augustine delegations."

“Turning to the subject of tackling piracy, I would offer my tribute to the proposal brought before us here today. It is both proportionate and practical, recognising the problem before us and respecting the principles upon which this body was founded. I shall be honoured to cast Britcan’s vote in favour of it.”

“Equality and sovereignty are indeed the pillars upon which this organisation was built, but we must not forget the objectives that these pillars were intended to hold aloft. International cooperation, peace, and diplomacy. The proposal before us today asks us, as sovereign nations, to work together in the shared task of fighting enemies of peace. What finer tribute to the Commonwealth could there be? This proposal echos the ideals upon which this Assembly was founded nearly sixty years ago. Mr. Acting Chair, with the last moments of my time before this esteemed body I commend this proposal with the full voice of the Britcani people and urge the delegates assembled here to fulfil the promise their nations made upon their ascension to this most illustrious institution.”

The news had broken on the morning of the vote. It too late to change the date, too late to ensure the support for the bill was firm, too late to do anything except carry on and hope for the best. The whips had checked on the SDP and Labour MPs: some were unnerved about the headlines that morning and few liked the idea of being seen to be working with the National Party, but despite these jitters they were solid. Likewise the Socialist Party seemed committed to voting for the bill, though this was unsurprising given how well the legislation would play with their base. The wildcard in this situation was the Agrarian Party. They had been locked away in a private room since the news had broken this morning. Sarah Turner, the leader of the party and the Premier of the eastern Province of Forten, had apparently been in near-constant communication with the parliamentary party here in the capital via video calls.

The Prime Minister checked his watch: 14:20, only ten minutes until the vote.

In the chamber itself Sir John Clarke, the 82 year-old leader of the Moderate Party, was giving was giving one of his characteristically passionate speeches. He railed against the National Party and the Prime Minister for having the audacity to work with them. For their part, the MPs of the National Party heckled, booed and jeered him in response. The PM winced, Clarke was a truculent old man and all-round pain in the arse but he was also a decorated war hero who was still admired by a significant portion of the nation. Even if he won the vote today the polling next week was going to make for grim reading.

MPs were still shuffling into the chamber. Excepting a few illnesses and a couple of independents, almost every one of the five hundred members of parliament was expected to be voting today. However, the Agrarian Party was still nowhere to be seen. He looked at his watch again: five minutes.

Karen Keller, the Labour Leader, stood up to make her speech: one last chance to rally support for the government. It was a perfectly fine speech, but the Prime Minister wasn't paying attention. He was focused on the group of MPs entering the chamber en masse: the Agrarian Party. They were stony-faced, refusing to look anyone in the eye. Whatever decision they had come to, it hadn't been easy. The Prime Minister tried to gauge which way they were voting from their expression but got nothing, as if they were hardly sure themselves.

His eyes scanned the room. Kennedy was also looking at the Agrarians, eyebrows furrowed. The Liberals didn't seem to have any idea what was happening either.

"...we must support this bill!" Keller finished her speech, prompting cries of "Hear! Hear!" from Labour and SDP MPs and jeers from the opposing benches. Rooke snapped back to the situation in front of him, taking his eyes off the Agrarians and turning to the Speaker.

The Speaker rose, calling for order as the chamber quietened down. "We shall now move to the vote on the finance bill presented by the government." The Prime Minister was not a religious man, but in that moment he was praying to whatever gods there were...

After gathering its strength in the Augustine Sea at the Imperial Naval base in Vieux Fort, the fleet had set sail to the waters of the Meloric Ocean where they merged with another carrier task force but most importantly was the carrier known as the CVN 'Vikare' that contained Grand Admiral Thorne. Personally having been selected by both the Emperor and Imperial High Command, Thorne was considered one of the best admirals the Imperial Navy had produced in decades. Now he found himself in command of what the men that served under him was beginning to call the Axium Armanda, for the fleet being dispatched to the Delph Sea was one of the strongest fleets that the Imperium had assembled in his life time to deal with a challenge so far from home.

Grand Admiral Thorne had been given his order directly from the Emperor himself and knew exactly what the fifteen ships and forces placed under his command were expected to do. For now they were to patrol in international waters near the Exclusion Zone unless orders were given by Imperial High Command to sail directly through the contested waters in challenge of the Krepost Pact, however the Admiral knew that many within the Imperial Military wanted to directly intervene on the island through various different ways but for now everyone waited for the outcome of the diplomatic affairs.

Speaking to himself on the command bridge as he thought of the diplomatic games taking place on the international stage, Grand Admiral Thorne swore to himself in his native Tverian tongue, "I'm standing on over one hundred thousand tons of diplomacy."

"Representatives and members, may I have a word please? I understand that we are all worried about the political and economical outcomes of this conflict. However, we must take into consideration of the death toll and the human lives. There would most likely be survivors hiding in half-destroyed homes, and refugees attempting to escape in the nearby seas. The Government of Oshibe would like to propose an organization that will notice and take action in the crisis of humans facing death and pain during wartime violence. We also wish to help refugees escape the island, and send them to any nation willing to accept them. If worse conflicts arise, we will be able to help if we are all prepared for this. We cannot simply ignore the crisis in a humanitarian view. People are living through this crisis, day by day, and we have done nothing to help. We can send liberation squads in to the towns of Cimmeria, and escort them off the island, however, we must do this in a safe way for our liberation squads and the refugees. Cimmeria is an island with a small variety of natural obstacles and landforms, which makes this significantly harder. However, we can use the forests and the mountains to our advantages. With this being used, we can surely rescue some civilians, which is, better than none." stated the Representative of Oshibe, then settling back down.

Arrechi, Nisa, Gara, and Comi are the closest, we will be able to sneak through the forests and retreat behind the mountains for escape. We should arrive at the Southeast and East shores of Cimmeria in a submarine, or some sort of quiet, small ship. Which I highly doubt will be enough. The other towns will be a harder approach, and we may have to go on with combat for that. And of course, for all this, I believe we will need foreign support for arms manufacturing and weaponization of troops." the President stated. "We also will not be able to do this plan without Commonwealth acceptance." he followed with, then soon ending the speech.

Noah got out of his chair and walked to the podium, visibly agitated at the previous speaker's speech.

“Honourable Chair, dear fellow delegates.

We of Batavia feel the need to speak after some of the propositions made and facts provided. Halleon has proposed to our assembly a limiting of the Krepost TEZ, we believe this proposal has merit as their blockade is not legal. Although we would be willing to make larger compromises in this scenario, we will vote in favour of this proposition. Britcan's speech we agree with in principle, but due to the extenuating circumstances a temporary impediment of international waters is not something we mind, this TEZ has, however, gone on for too long. We hope the Krepost pact can come with their own and perhaps even better proposals on how to limit problems arising from this TEZ, we are excited to see progression on this topic.

Now that was not why we felt the need to speak once more, this proposal just made by the honourable member of Oshibe has us worried. Throughout this session, Saint-Auguste and we have made overtures to ensure to the international community that we do not wish to see the sovereignty of nations diminished. Batavia is and always will be a strong supporter of national sovereignty. So this proposal from Oshibe to send ‘liberation squads’ and create a commonwealth wide refugee organisation has us worried. We do not believe it is our place nor should it ever be our place to dictate what nations should or shouldn’t do in their own country, it is one of the two pillars this assembly was founded on. That is not to say the humanitarian aspect should be ignored, on the contrary. This has to, however, be done by legal NGOs who have experience with such issues. National governments can choose to help Kaarland and the Cimmerians, and Kaarland and the Cimmerians are also within their right to deny this help.

The proposal made by the honourable delegate of Oshibe, to us, seems like a thinly veiled attempt at the superimposition of their liberal ideology on all nations in this assembly. We are certain Oshibe means well and we fully respect their nation and its great culture and history. We do not, however, respect the idea that for the sake of human lives the founding values of this assembly should be ignored. We do not believe that sending Commonwealth sanctioned soldiers into sovereign nations should ever be considered regardless of what good it might bring us short-term, long-term the meddling of the commonwealth assembly in affairs of sovereign and independent nations is a danger already spoken about by the honourable delegate of Kherkov. We understand Oshibe’s care for the humanitarian aspect of the crisis and as such we would strongly support NGOs from commonwealth nations, should they be legal in Kaarland, from helping the civilians on the island, we also support any national efforts made to help but we can not support efforts to undermine Kaarland’s sovereignty and as such the sovereignty of us all. We hope you all vote against their proposal.

Thomas Buren listened to the words of the other speakers with a keen interest but he knew how far he could personally go on the behalf of the Imperium without further consultation with the Emperor and the Ruling Council, he didn't even believe that some of these proposals would gain support from the Imperial Senate. He personally knew several factions in the Imperial Senate would mock the notion of "liberation squads" being used in any refugee crisis that might happen because of the developing situation on Cimmeria. After some deep thought, he decided to raise and speak after the other delegates were finished speaking.

"On the behalf of the Imperium of Halleon, I wish to respectfully request an inquiry on the refugee situation in Cimmeria, if one does exist, I believe such information would be vital to those interested in assisting in dealing with any complications that might arise from those fleeing from their war torn homeland. Even if such complications arise after the exclusion zone is lifted and the conflict is over, however we do not wish to overstep and support as the honorable delegate from Oshibe stated "liberation squads," and I mean that with all due respect for I do not wish to offend the nation of Oshibe, I believe that if needed Kaarland they they chose to could call upon refugee organizations to help assist them in this matter if needed."

In his mind it was only logical to deal with every situation in a efficient and organized manner but he had to remind himself that not everyone outside the Imperium, shared the same process of dealing with matters. Thomas had to remind himself that Halleon was known for its organized efficiency but the outside world was more chaotic in handling matters which caused him to not pledge full support for assisting any refugees at the moment until more information could be obtained and Imperial approval given to solve the problem.

Continuing to speak, "In regards to the Exclusion Zone, the Imperium of Halleon desires to at the very least set up a time frame for the reduction of the size of the exclusion zone imposed around Cimmeria and wish to state our interest in obtaining any related information regarding the progress of Krepost Pact efforts in dealing with the crisis so far."

Returning to his seat, Thomas felt that he had spoken confidently but respectfully on the matters at hand. While he had been told to challenge the established powers of Britcan and Kherkov to an extent, he had been instructed to avoid offending the other powers at play in this situation.

Franz-Ackermann sat stony-faced as the other delegates got up to speak. He would never show or admit it outwardly whilst in this dreadful building, but their foreign tongues were veritable nails on a chalkboard for him. A deep nationalism and xenophobia had been ingrained into the Kherkovian’s psyche from birth, thanks to the efforts of the Kherkovian – and earlier Prukovian – State. He often liked to joke with his colleagues from the Gratberg Officers’ Club back home that he disliked foreigners not in spite of his diplomatic occupation, but because of it. “There are two types of Kherkovian,” he would often begin, stifling laughter whilst swilling port and a cigar, “the one that believes all foreigners are useless, and the one that knows this to be true having met them.” That one always got a good chuckle from the other officers.

Albert Franz-Ackermann was a prime example of the Kherkovian military meritocracy. Born to a middle-to-low-income family, he had passed the nationwide exams that allowed him to be accepted into a selective secondary school, and went on to distinguish himself as an Army officer candidate. After completing tertiary education, he joined the military, and by the Unification Wars he was serving as a junior officer in the Prukovian Fallschirmjäger. Following the formation of Kherkov and Prukov subsequently joining the Commonwealth, a need arose for a more comprehensive permanent diplomatic staff in Ida. Franz-Ackermann’s educational history and diplomatic potential led him to be recommended by his superior officers, and he slowly rose through the ranks until he was given the position of the Kherkovian Permanent Representative some 10 years ago.

During his long career in the diplomatic corps, he had come to know the other nations of the Commonwealth well, and had deepened his prejudices against nearly all of them. In his mind, Kaarland is merely a pale imitation of Kherkovian might and glory, and Sophos is little more than a loudspeaker for a bickering national catfight, destined to be a puppet operated by Kherkovian strings. The Saint-Augustines and Batavians? Individualistic hogs that care for little more than how full their troughs are. And, the worst of them all, the Old Enemy, the Britcanis. Godless, weak-minded, cowardly… the list goes on and on, thought Franz-Ackermann. As Denton - the temporary Britcani Representative – spoke, Albert had to stifle a sigh. Denton’s predecessor had been a remarkably grey man, with little in the way of defining characteristics – save that he was a middle-aged man in a suit. Franz-Ackermann had been hoping for someone with a little more substance, but he soon realised he was foolish to expect anything more from a Britcani. He added ‘mundane’ to his mental list of prejudices against the Britcanis as Denton sat back down. After the other Representatives spoke, Albert took the opportunity to respond.

“Mr. Chair, honourable Representatives, I must start by offering my apologies to our honourable colleague from Britcan. I had not realised how fully detached they are from the crisis that unfolds before us all, and how incredibly busy they find themselves with their important, life-or-death party politics. For his benefit, I will have to repeat some concepts that are already crystal clear to most of us here, and for this I can only apologise to the floor.”

“Kherkov accepts the fact that the Total Exclusion Zone does indeed, regrettably, cover some international waters. But Britcan must also accept the stark reality that, as we all speak, innocents are being murdered. It was simply unconscionable to the Kherkovian government to not act in defence against attacks toward not only its own innocent subjects, but those of other nations. The TEZ is a simple and effective way to halt any supplies or intelligence reaching the rebel forces by sea or air. Indeed, the recent terrorist attack in Silverbergiadomland and the Maguban declaration prove that external sympathies for these terrorists exist. In addition, the zone serves to redirect civilian vessels and aircraft away from an active combat zone. The operational objective of the TEZ is far more wide-ranging than simple containment alone. Such zones have been used throughout history to great effect, and provide an important demarcation for combatants and non-combatants alike. I would also like to emphasise that Kaarite vessels are also involved in the operation. We would not dream of restricting Kaarland access to its own sovereign territory, and we have welcomed the addition of the formidable Kaarite fleet to the blockade. It is for this reason that the Britcani Pirzollt analogy is both inappropriate and misleading.”

“Ultimately, friends and colleagues, the TEZ is in place in order to ensure that order is restored as swiftly as possible, and to protect civilians in the area. Britcan may have the political luxury or military ignorance to be able to call these rebels ‘scoundrels in skiffs’, but I must emphasise to the floor that armed insurgencies cannot be taken lightly, and indeed, I must express my surprise at the Chair nation of the Commonwealth seemingly doing so. The Britcani Representative talks of cooperation, and yet cannot accept the diversion of some civilian shipping while Kherkovians, Viperians, and Kaarites fight and die to ensure safety and peace on Kemaria.”

“However, the Krepost Pact imposes the TEZ only out of necessity, and wishes to reduce it as much as possible, as soon as possible - without hindering the operational effectiveness of our mission of restoring peace and security. To this end, I would like to thank the most honourable Representative for Halleon for his sensible proposals. The Krepost Pact would be more than willing to reduce the TEZ to encompass only 12 nautical miles surrounding Kemaria a week from now, when Kherkovian forces have established a more concrete and secure land-based presence.”

“But I must make one thing clear to the floor: Kherkov, nor the Krepost Pact, will be releasing any classified military information on the operation en masse to this Assembly. This is a gross infringement on our sovereignty at best, and could impact the effectiveness of Kemarian operations – leading to a higher innocent body count and protraction of the crisis – at worst. For updates on the status of the conflict, I encourage the floor to tune in to the People’s Imperial Broadcasting Service international channel, like any other citizen of our great Commonwealth.”

“On the issue of the new Commission, it is certainly pleasing to hear that the most honourable Representatives for Saint-Auguste and Batavia have considered the issue of sovereignty in their proposal. However, after reading the document itself, I feel compelled to continue to emphasise the issue of ‘Commonwealth Peacekeepers’. The floor must recognise that this Commission is, quite clearly, of an altogether different nature to the ones that have come before it. It will be a physical tool and manifestation of Commonwealth hard power unlike anything we have seen before in the history of this organisation. As such, it must operate altogether differently from Commissions that have come before it. Indeed, Article G appears to be nothing more than allowing the Commissioner his own private fleet, a form of naval feudalism where ships can be levied at will by a new, empowered Commissioner-turned-monarch. The lack of any checks or balances to prevent the Commissioner from electing his own nation the commander of task forces is particularly concerning. It is necessary to have a more collaborative element to a Commission such as this, regardless of its voluntary nature, to provide an adequate check on the power of the Commissioner and the Commonwealth as an organisation. International peace, diplomacy, and cooperation are indeed the objectives of this institution, objectives we have all promised to uphold. But, contrary to what the Britcani Representative may believe, this does not entail the arming of said institution. The Commonwealth must be a neutral forum to promote dialogue and discussion, not an international policeman with its own fleet. We all signed up to the former, but certainly not the latter. The proposal, as read currently, lends itself to the latter.”

“I must emphasise to the floor that by voting for this Commission as it currently stands, we would be bestowing excessive power on the Commissioner. I must ask the floor, and in particular, the nations of Saint-Auguste and Batavia, to scrutinise this proposal in further detail. And finally, if no changes are made, I must advise the floor to strike down this proposal. Mr. Chair, most honourable Representatives, thank you.”

“Die for your Fatherland! Die for your Kaiser! And the Kingdom of Heaven shall embrace you with open arms!” came the booming voice of the Imperial Chaplain, who could still be heard over the roar of the hovercraft’s twin propellers. The craft swayed slightly as it glided over the water, guns blazing as it approached the beach. The aircraft and bombardment seemed to have done a fair bit of damage to the rebel defences, with rebel MG fire targeting the multiple hovercraft sporadic and fairly unorganised. As the hovercraft grumbled to a halt as it hit the beach, the Chaplain began to preach again. “This is it lads! God and the Kaiser are with you! Forward, to glory! Land und blut!” The Imperial Marines cheered as the ramp at the front of the vehicles opened onto the beach. Frettchen tankettes sped onto the beach, autocannons laying down fire into rebel positions. Fuchs transport vehicles followed shortly after, but their crews were disembarked and following behind. The rebel positions were fortified into the dunes and ridges of the beach, and as such it would be hard to manoeuvre vehicles through them. The best way to quickly dispatch these enemy units was to use infantry. As the vehicles pushed as far as they could, machine guns laying as much fire as humanly possible into the rebel positions, the troops began to make their advance, moving out from the cover of their armoured vehicles. As they began close range firefights with rebels, the first drops of Kherkovian blood were spilled on Küdassian soil.

The next wave of marines arrived in another hovercraft, adopting the same strategy as the troops before them. With this new overwhelming weight in numbers, the Kherkovian troops were easily able to push the rebels back, killing most and routing any survivors. The marines cheered at the end of the battle, and HQ was contacted to update them on the progress. They began to secure the beach and surrounding area, liaising with the troops on Bajonett beach, in order to establish a Forward Operating Base and provide an area of operations for further Kherkovian divisions to be transported to.

The Fallschirmjäger hunted down any patrols and routing units that came their way, staying hidden, using silenced weapons in an attempt to keep their whereabouts as concealed as possible. After a few hours of no activity, they received confirmation of the successful completion of the assault on both fronts, and so began to make their way down to the beaches, making contact with the landing forces in order to secure some much-needed supplies. It had been a long night, and various skirmishes with rebel patrols and this recent mission had left their ammunition stores depleted: before they could continue with their secondary missions, they had to resupply and recuperate.

As the sun began to set on the island, around half of the entire Kherkovian Expeditionary Force had landed and set up camp at the FOB. By now, the area was heavily fortified. Trenches lined the exterior of the base, walls behind them, watchtowers with floodlights in every corner. A vast network of tents had been set up to provide shelter for the troops, with larger tents serving as meeting places for officers, mess halls, and the like. Gun emplacements were found at the back of the camp, their sights trained southward towards Atmoni. With their first mission complete, the Imperial Fleet had split off and headed in different directions to join up with allied naval forces and extend the blockade. Since the initial attack, the Fleet had received reinforcements from home. Kriegeradler fighter planes were constantly on missions to scout the island, gain intel, and attack any isolated or otherwise vulnerable rebel military positions.
