We Stephen IV, By the Grace of the Celestial Bureaucracy, Celestial Emperor of the State of Starwell, do hereby authorize our Government to direct all necessary funds and resources to the Directory of Foreign Relations for the creation of an embassy program in order to establish relations with the rest of the world.

About Starwell
Starwell, officially the State of Starwell, is a sovereign unitary monarchy consisting of one primary island and several outlying islands located in the Pacific ocean. Starwell was granted full independence by the United Kingdom in 1991 when had been overseeing the State’s affairs since 1820 when they took over from the Portuguese with only a brief interruption for when Starwell was under Japanese occupation. Today, Starwell is a thriving modern nation noted for its many nightclubs, casinos, and other tourist attractions as well as its thriving arms, mining and alcohol production industries.
Embassy Locations
New Coventry Parish: New Coventry Parish (pictured above) is the capital Parish of Starwell. Embassies will be located in new constructions on freshly reclaimed land. Important locations within this Parish include the Moot Building, The Imperial Place, Starwell International Airport, and the Wolfe Family Holdings Complex.
Victoria Parish: In addition to the above the Government Starwell was willed by the late Ed Yu a limited number of lots in Victoria Parish for the purpose of the creation of embassies. Victoria is noted for being the location of many of the private retreats of the upper class of Starwell. Important locations within this Parish include the Minamiita Estate, Coralin Manor, and the Imperial Hunting Lodge.

Notes on the Embassy Request Form.
1. Starwell subscribes to international standards with regard to diplomatic immunity for Ambassadors, their family and staff.
2. Weapon Laws in Starwell are generally very lax with it being considered a basic right of any citizen of Starwell to be able to be armed with any weapon that can be effectively used with one hand, or most non-automatic rifles. This right is extended to Ambassadors and their staff. All other items require approval of Imperial State Security.
3. The Practice of providing tribute to the Celestial Emperor is an ancient tradition that has continued to the modern day. This is not to be an expensive item just something culturally significant to your nation (e.g. A portrait of your leader, a bottle of wine, a book by a noted author.)
4. It is common practice, when allowed by local law, to grant the title of Seigneur to the Heads of State of Foreign powers that have entered into relations with Starwell if you do not wish to receive this for any reason please let us know.
