OVERVIEW AND GREETINGS

We, the Democratic States of Ezmwalia, greet you cordially and in the spirit of furthering bilateral and multilateral relations. We thank you for visiting our information site, and would ask that embassy applicants are respectful of all other states engaging in diplomatic relations with us while here.

The Democratic States of Ezmwalia is a large country of 138 million inhabitants within Central Adralia. It is bordered by a great many states, those being (in alphabetical order) Aswaila-Kwesse, Carvieta, the Central Adralian State, Chutwana, Gwaland Ngoni, Naaland, Non'go and Sotoda. Ezmwalia is a linguistically and ethnically diverse nation, with eight major ethnolinguistic groups, mostly following the boundaries of the eight Ezmwalian 'Lands', or Unkoseve, and have physical features which appear closely analogous to the Bantu ethnicities. The majority of the population is secular, with minorities of traditional religions and Christian-traditional syncretisms. There is no official state religion, and the state language is a government-sanctioned dialect seen as a 'neutral' form of the Ezmwalian languages, known as 'Standard Ezmwalian'.

Ezmwalia is a product of colonial ambitions within Adralia mixed with a resurgence in national identity during the postcolonial era. Ezmwalia, or to use its colonial name, Ezmouria, was colonised mostly by the British, and was divided into three main colonies - Ntyanga, covering most of modern-day Ntyanga Ankoseve, East Ezmouria, covering Lower and Upper Byopo, Thwaja, Nthwassa and Non'go, and finally West Ezmouria, covering Kwelosso and Phosso. In the breakup of colonialism, West Ezmouria and Ntyanga were granted independence, while East Ezmouria fought a protracted internal conflict between the government that had been set up by the British and the PEF, or People's Ezmwalian Front, a socialist militia group. The PEF was victorious, and by 1966, East Ezmouria had become fully independent. It became organised into a federation along tribal and ethnic lines. In 1969, West Ezmouria was incorporated into the new state, becoming two Unkoseve within the new state, and in 1971, Ntyanga joined the union as its seventh state. Ezmouria reformed into Ezmwalia, forgoing the name imposed on it by the British in exchange for a native term. Ezmwalia was engaged in three major conflicts subsequent to its adding of Ntyanga. The first was a 1977 conflict with Naaland, who claimed a portion of Ntyanga as part of their patrimony. This conflict resulted in a few skirmishes, but no territorial change and no large-scale battles. The final was a 1997 conflict with Aswaila-Kwesse, which resulted in the annexation and incorporation of East Kwesse into Ezmwalia. The second, however, a 1983-1988 conflict between Ezmwalia, Gwaland Ngoni and Non'go, was a far more sordid affair. To this day, relations with the Non'goni military junta are frosty, and even relations with Gwaland Ngoni are affected by it. The conflict, based around the ownership of the Non'go Corner-Lower Ngoni Disputed Area, resulted in the annexation of the Non'go Corner from Gwalandi control, but thousands of casualties on each side. Nowadays, the Ezmwalian Non'go Corner is a part of the Ezmwalian Land of Kwelosso. The military of Ezmwalia now serves a mostly humanitarian and peacekeeping role on the international scene.

The Democratic States of Ezmwalia is a federal semi-presidential democracy, with clearly defined executive, legislative and judicial branches of government, and with powers granted to each of its 8 constituent subjects, the Unkoseve. The head of state is the President of Ezmwalia, an office currently held by Jordon Mole, with Matthew Bawe acting as Vice President. The Prime Minister, in capacity of head of government, acts as a unifying force between the Senate, Parliament and President, and the office is held by Kwekwezu Mye. The Senate is the upper house of Ezmwalia, made up of 25 representatives from each of the Lands, while the Parliament is made up of 470 directly elected municipal delegates. In terms of economics, Ezmwalia is a rising economy, with the harsh legacy of colonialism negatively impacting on the state of the country, but as education rises, and Ezmwalian products are sold on the world stage. Ezmwalia's primary industries, traditional to the nation, are strong, and her secondary industries, far more recent developments, are growing. Ezmwalia exports machinery and equipment, locally-produced automobiles and clothing, on top of its traditional primary industries; agricultural goods, gold, tin and coffee. Public ownership of industry is strong, with a weak private sector. Geographically, Ezmwalia has a mixture of savanna, semi-arid and humid to maritime climate zones.

Ezmwalia's current foreign relations include bilateral relations with bordering Adralian states, and the membership of numerous international groups. However, aside from unresolved territorial disputes, Ezmwalia maintains mostly positive relations with the rest of the world, and wishes to continue on its current path of gaining partners, allies and friends in the international scene, with the goal of extending peace and security to all people of the world. EMBASSY CONSIDERATIONS
  1. Embassies are permitted to display national icons of the represented state on embassy grounds and immediately outside.
  2. Embassies are to act as if they were the territory of the represented state as much as able. This includes being able to follow laws of the represented state while on embassy grounds, allowing asylum at the behest of the represented state, or other situations not covered.
  3. Embassies may act (at the represented state's discretion) as living spaces for some or all of the embassy's staff, immediate family, pets and other persons of interest to the embassy.
  4. Embassies may conduct internal embassy affairs and affairs of the represented state without the approval or notice of the Ezmwalian government or authorities.
  5. Embassies are permitted staff numbers deemed appropriate by the represented state. Embassies may append their staff numbers with local citizenry, up to the level listed in DIPLOMATIC IMMUNITY.
  6. Embassies and embassy staff are permitted up to 10 imported automobiles, with diplomatic plates provided by the host nation (Ezmwalia). Military vehicles are not required for conditions within most of Ezmwalia. Embassies may append their vehicle count with local vehicles.
  7. Embassies are permitted one air vehicle for transport from the embassy to an airport, and one aircraft for international transport at the airport.
  8. Heavy weapons, including machine guns, rocket weapons, grenades etc., are not required for conditions within most of Ezmwalia.
  9. The Democratic States reserves the right to refuse an embassy request for any reason whatsoever.

The Democratic States of Ezmwalia has ratified the World Assembly's Diplomatic Protection Act (GA22). Moreover, the Legislature of Ezmwalia has passed the Foreign Diplomat Freedoms Law (D12-2001[2017]). This guarantees the freedom of diplomats and ambassadors from legal challenge for minor offences within the Democratic States of Ezmwalia. However, it is important to note that offences which constitute a clear and present danger to the people of Ezmwalia will result in the host nation seeking response from the represented state for damages caused or measures taken to ensure repeat incidents do not occur. The Democratic States does not guarantee diplomatic staff freedom from temporary incarceration to ensure accuracy in reporting, processing and filing of complaints. However, this shall not exceed twelve (12) hours, and shall only be done in cases of imminent danger to oneself or others or due to lack of assurance regarding diplomatic status. Also of note is that the Democratic States will issue traffic fines to the embassy for diplomatic vehicles parked illegally outside of a one (1) kilometre radius from the entrance of the embassy's parking facilities. Fines left unpaid after one (1) year will cause a lack of renewal for the vehicle in question. Vehicles within that radius will not receive fines.

It is recommended that one reads up on the foreign relations of Ezmwalia. Of particular note are the following:

  1. Ezmwalia has two ongoing territorial disputes, regarding the East Kwesse region and the Non'go Corner.
    1. The East Kwesse dispute is ongoing with Aswaila-Kwesse who claim the region as their own. Ezmwalia came to control the region during the 1997 Kwesse Conflict. The conflict arose gradually over many years, with claims from Aswaila-Kwesse even going so far as to claim they would assist in a Naalandi invasion of Lower Ntyanga. Due to the already sizeable number of Kwessele people living in Ezmwalia, East Kwesse was taken in the peace talks after the conflict. Aswaila-Kwesse still claim the land as theirs. Ezmwalia disputes this.
    2. The Non'go Corner dispute is with two nations - Gwaland Ngoni and Non'go. The 1826 Non'goni Treaty between the colonisers and a Non'goni client state defined the territory of Lower Ngoni and the Non'go Corner as territories of said Non'goni state. However, the subsequent 1888 Treaty of Bankport ceded the land to two colonies - West Ezmouria and Marwalia. Ezmwalia sees the 1888 treaty as valid, due to the fact that the grazing land of the Non'go Corner, which had been used by the Ezmwalian people, including lowland Non'gonis for centuries, was forcibly taken away by colonisers to placate a potential client state, with walls set up to keep the boundary solid. In a just world, the land would be available to be shared, though the Military Junta in Non'go refuses to cooperate without ownership of the land itself. A final subsequent 1952 Treaty of Gwaland defined the territories of the Non'go Corner and Lower Ngoni as part of Gwaland Ngoni, then simply Gwaland. The Ngonili people do not inhabit either the Lower Ngoni nor the Non'go Corner. This final treaty was a last ditch attempt by colonisers to rebalance the politics in the region, and should not have been allowed to stand. Ezmwalia now de facto controls the Non'go Corner, and while Marwalia ought to control Lower Ngoni, it gracefully conceded its claim to end the 1983-1988 Non'go-Ngoni Conflict.
  2. A final third territorial dispute is the Lower Ntyanga dispute, where the nation of Naaland claims Lower Ntyanga as their own. However, they have long since conceded their claim, seeing it as meritless, and our two nations now enjoy strong relations, including collaboration on a hydro-project in the Ntyanga basin.

KWENKOSEVE
Kwenkoseve is the capital city of Ezmwalia. Originally a small town, it was chosen for its central location between three of the state capitals of Ezmwalia - Kalanweve in Kwelosso, Nssosso in Lower Byopo, and Kwesseve in Thwaja, with slightly further but still notable proximity to Upper Byopo's capital of Mbejeve. It's not the largest city, even in Lower Byopo, but it has been planned from the ground up to be an excellent centre of government business and development. It is perhaps the safest city in Ezmwalia also, with low crime rates and plenty of space for a budding ambassadorial district. Indeed, many surrounding nations of Ezmwalia have already taken up the opportunity to buy embassies in this new city. The district of Nkētown is where the Ministry of Diplomatic Affairs is located, and would make an excellent place for new embassies. Pitla Street is the next street over from the Diplomatic Affairs Office in Lusenkovo Street, while Demokladya Street is closer to the Legislative Halls and the beautiful buildings around it.

MBEJEVE
Mbejeve, in Upper Byopo, is the largest city in Ezmwalia and one of the oldest too. Higher up in the mountains than Kwenkoseve, it maintains a mixture of Ezmwalia's rich cultural traditions, from the highlands to the river valleys. Mwāgwa Street was formerly the position of the Diplomatic service before it moved to Kwenkoseve to be with the rest of the government.

MŌLEDYEVE
Mōledyeve, in Ntyanga, is the largest city in the south of Ezmwalia, and another city of great cultural significance. Ntyanga originally comprised a separate nation to Ezmwalia-proper, but unified with them in the early days of postcolonialism. The best location for an embassy is Cwāskala St, the location of the Premier's residence, in the Boto district, lying close to the Ntyanga River.

OTHER LOCATIONS
In general, almost any state capital in Ezmwalia would be able to host some form of diplomatic mission. However, given the lack of political significance that many of these cities possess, the size of any embassy or consulate might be limited, or risking wasting money on a much further-flung endeavour. Generally, at the request of the represented government, Ezmwalia may make any accommodations to a diplomatic mission that best suit the nation in question.

He was born and raised in the city of Cairns, in the state of Capricornia, alongside a large extended family and four siblings. An astute student, Joshua entered into an apprenticeship as a land custodian, which he continued in during his civil service, and served a short time as the delegate to his local syndicate. After his civil service, he attended and graduated from the University of Capricornia with a degree in Consulic Studies, minoring in History (Industrial & Imperial). With his qualifications, Joshua applied for placement within the Consulic Corps, and has spent the last 5 years serving as an adjunctary staffer within several Australic missions, such as to Portugal, Zimbabwe, and - most recently - the ill-fated mission to Centroamerica.

- Number and Type of Weapons: It is customary, as part of our civil defence procedures, for consulic missions to possess an armory equipped to arm each Australic citizen employed within with, at least, one semi-automatic or bolt-action rifle (typically an Australic-made Owens AD-6 Semi-automatic Rifle). If this is not suitable under local laws, this armory can be limited to containing only side-arms (pistols). Security staff will, by default, have such side-arms, as well as non-lethal weaponry (i.e. batons, low-power tasers) on their person, with the weaponry of others (and all rifles, if applicable) safely stored away in case of emergency.

- Number and Type of Vehicles: The Consulic Mission will be provided with 5 A.M.I. Mindarie Sedans, and is authorised to acquire additional vehicles locally if necessary. These vehicles are primarily electric but can operate has hybrids. As for air travel, the Consulic staff can charter flights from our national carrier, A.N.C.A.S., should the need arise.

- Would you like us to establish an embassy in your nation (thread link appreciated but not required)? Yes (Our Consulic Program can be found in our signature).

- Would you like to enter into any further diplomatic talks? Upon initialisation of consulic relations, the F.C.S. C.A. will generally offer mutual treaties of non-aggression, and for the facilitation of educational exchange. The latter can also be expanded to allow for bilateral exchange for apprenticeships, should this be in Ezmwalia's interests. We, by default, have relatively open borders to most of the world, and Ezmwalia may choose to reciprocate some level of openness in turn. Aside from these, Australia remains open to offers from Ezmwalia.

It was a reorganization of the British Empire after a long, terrible world war in the mid-20th century, more like a military alliance-free trade area-personal union-pluricontinental confederation. The NAU is the leading nation of the UC (ironically), and despite that it has only legations and ministers for diplomatic representation. Per diplomatic reciprocity, a minister and legation for Ezmwalia would be in Philadelphia. This legation/minister arrangement is just my IC roleplaying. In fact, geopolitically, a NAU legation is just as important or more than a British embassy or legation. A legation/embassy from Britain is completely independent from a legation from the NAU, however. Any RPing involving Britain and the NAU depends on the circumstances.

*The EAF is a fictional nation, and part of the UC.

We would be willing to offer you 804 Demokladya St, your second choice of embassy location, as a replacement area for your consulate. This is done in the aim of standardising diplomatic processes between our nations.

We look forward for the continuation of diplomatic relations subsequently with the creation of an Ezmwalian embassy within Vynich.
