International Freedom Index - Public Consultation Phase [NOW CLOSED]
Greetings to all nations of the world. The Drongonian Government, partnered with several NGOs and private research institutes, has compiled a questionnaire which seeks to establish the amount of development within any given country. We invite all heads of state (or their representatives) to take part in the survey and provide both us and the rest of the world with valuable feedback regarding who we should trade, ally and have diplomatic relations with. The International Freedom Index (IFI) is designed to be the ultimate freedom assessment tool, addressing shortcomings of other indices developed in the past, as well as being the most thorough to date. NOTE: Do NOT fill out this questionnaire - this thread exists as a preview and a chance to provide feedback on the index.


Outline
This thread is designed to give nations a chance to give feedback on areas of the index. Primarily about the questions asked, but also about the content of the description and any other features. If you like the index, please be sure to say so. This public consultation will last approximately one week. However, this may change at the sole discretion of the Ministry of Foreign Affairs.


Index Scoring System
Nations are given a freedom score which ranges from 0 - 100, with zero being least free and 100 being a perfect score, indicating the highest possible levels of freedom accounted for. Please note that the scale below is wide and variable. For example, a nation which scores 69.9 is far more free than a nation with a score of 50, but they share a bracket and therefore a classification.

Free (85 - 100)
Real world examples: Norway, Finland, Australia, New Zealand, Ireland, Scotland, Canada, Japan
Nations scoring in this range are very highly developed and free nations in which their citizens enjoy the world's highest tier of freedom. This includes fundamental freedom of expression, association, identity and freedom of movement. The press is also totally free to conduct investigations and report on Government and civilian matters as they see fit. Economic freedom is also outstanding, and these are generally good places to do business.

Mostly Free (70 - 84.9)
Real world examples: United States, United Kingdom, Spain
Nations scoring in this range can be considered mostly free and overall good places to live, although they may not feature all of the freedoms found in the above category. Common examples of this may be restrictions on the freedom of press, or restrictions on certain areas of free speech and economic activity.

Somewhat Free (50 - 69.9)
Real world examples: Cuba, Seychelles, Egypt, Bolivia
Nations scoring in this range can be considered free to a point. The populace can generally get through their day without much trouble, but members of the press and businesses will likely have to watch their steps.

Not Free (20 - 49.9)
Real world examples: Pakistan, China
Nations scoring in this range are simply not free. Citizens are generally expected to follow a fairly strict set of rules, or risk the consequences. The Government is likely not democratic, and the press parrots the Government's talking points, as do businesses.

Oppressed (0 - 19.9)
Real world examples: North Korea
Nations scoring in this range are entirely oppressive. Individuals in these nations are likely not afforded freedoms of any sort and are expected to abide by a strict set of rules, lest they face prison time. Free companies and press are non-existant or merely exist to provide services the Government is unable to. The nation's leadership is dictatorial.

Looks very well structured, incredibly thorough, and I am looking forward to filling it out soon enough :) I can't see any issues with what's already present (excepting the repeat of the question "Are your nation's citizens permitted to practice their religion in their workplaces?" in section 6), but I can think of a few other questions that may be good to have;


In the area of economic freedoms (and maybe personal freedoms);

Something along the lines of "are your nation's workers to unionise/strike/collectively bargain?" and in the same vein, "are your nation's citizens allowed to chose their occupation/to retire/to be unemployed?" Some nations may employ corvée labor, outright slavery or indentured servitude, or wage-slavery. In fact, it might be worth outright asking if a nation's citizens are divided by caste or class - you never know, a slaver-state may try to sneak under the radar and earn good-state points they don't really deserve only talking about their 'first-class' citizens :p.

Also perhaps something akin to "are there economic/antitrust regulations in your nation to prevent monopolies" as an option if one possesses an economy allowing private enterprise.

In the area of religious (or educational) freedom;

"Are parents in your nation permitted to exempt their children from certain school subjects on religious grounds?" or conversely, for those nations that are non-secular, "Are parents in your nation permitted to exempt their children from school-based religious services or education?"

In the area of political/governmental freedoms;

"Do Members of Parliament and the Judiciary (or your equivalent) possess qualified immunity?" I could also see a whole sub-section on Judicial freedom/independence. Additionally, a question along the lines of "are citizens guaranteed an official response to a public petition?" or even "are citizens allowed to petition the government?"

In the criminal rights section;

"What type of justice system does your nations use?" and perhaps a broader "What type of legal system does your nation use?" For the former, the big split IRL is inquisitorial versus adversarial, with the latter question being more about where the laws come from (primarily judicial precedent as in common law, legislation as in civil law, scripture as in religious law, or other forms and hybrids).

It could be worth asking "does your nation have a constitution?" and in such a case "is the constitution the supreme document of law in your nation?"

I have an inkling that perhaps a question involving intellectual property and/or copyright could be stashed somewhere...

I like this Index alot! I consider it a good rule of thumb to avoid "number and percentage" questions, since these are things that people tend not to have set down in stone, and may find it difficult to come up with a figure that is realistic and accurate for their nation. Or maybe that is just me, but I tend to actively avoid questionnaires that are full of these "hard figure" type questions.

Your questionaire only has one of these, and it's total population, which tends to be a fairly easy one to answer, so that's great. Your questions are not only interesting topics to think about, but should be easy for most people to answer confidently. I look forward to the chance to submit one of my own!

(one more thing I will add for the future: I also avoid questionnaires where the OP has not updated the master list in a very long time. So I hope you stick with this!)

So far, this looks very good and exhaustive. However, there are a few potential blindspots. Here are some suggestions:
  • Include a question on corruption, as well as the capability of special interest groups (military, security forces, economic oligarchies, religious groups) to influence the normal operation of the government through irregular means.
  • Include a question on whether citizens can freely form or join political parties without interference, with a potential exception for the smallest nations which might not have political parties because of their small population.
  • "Transgenderism" could be considered offensive in some circles, but we recommend consulting with other nations that are more familiar with the topic.
  • A question could be included measuring freedom from slavery, labor exploitation and human trafficking.

We might come up with more later. But as stated, this looks really good.

I understand the rationale behind this (and the other similar/identical) comment/s, however, there is only so far the index can stretch to fit different classifications of nations in while staying consistent. In this case, I don't see how these questions can be edited without significantly altering the outcomes for the vast majority of nations which do have the Internet, radio, TV, photography etc etc.

Since this question also affects my state I should join in.

My suggestions would be asking if magic is publicly used and taught. Whether there are regulations or bans on certain types or if magic in it's entirely is bad.
