If you want to repeal GAR #10, then you're going to have to explain why GAR #10 doesn't work. You have to acknowledge and explain the problems in GAR #10, not just state your opinion.

For clarity, since nobody here is particularly helpful, WA proposals are usually posted in the forums for editing and feedback and go through multiple revisions before being formally submitted. Common practices are to format the thread title as [DRAFT] Proposal Name - which you can edit by going to your first post here - and to be responsive to input from other users. GAR#10 is probably a tough one to repeal since people have pretty strong feelings about it, so you'll want to really consider your arguments and writing to increase your odds.

Additionally the rule of thumb (at least from what I've heard) is two weeks minimum on the forums before submitting any resolutions. Usually you will want to take more than two weeks. Having a rushed proposal means you are more likely to make mistakes, allow for loopholes, etc. which would make any resolution impossible to pass. Take your time, don't rush, and wait for feedback.
