I'm probably going to regret speaking up here, but a piece of relevant information that you appear to have overlooked: The user was responding to a moderation action taken against them, as linked to above, and thus should not be spamming moderation unless my understanding of that rule is deeply flawed. Granted, the wording makes it unclear if the user is requesting an appeal, but regardless, it does appear to be a defense of sorts, which is a valid use of the moderation forum as far as I understand.
