How are regions deleted?

OK so big moment I just had, I had seen a few deleted regions and I thought "How are regions deleted?" I honestly don't know, and I'm hoping some nice people on the forums can tell me.

Every 12 hours the game updates. If a region has no nations in it when it updates, it is deleted.
