I must say it is a pleasure to meet a female world leader. Princesses like myself seem to be everywhere, but queens and empresses are still quite rare. Perhaps it is merely a statistical anomaly or yet another symptom of the ever-patriarchal nature of society. Forgive me, I'm going off topic. I am writing to you today with certain questions about how your country balances civil rights with the authoritarianism inherent in the application of Maoist thought. As I understand it, Maoism revolves around complete control of the state by and for the proletariat. While governance by the common man is a laudable goal, the use of 'mass line' theory and its apparent emphasis on the ideological conversion of those who do not ascribe to Maoist thought concerns me. How are people who differ in their beliefs treated by the state, or their fellow citizens? How much freedom does the press have to report on or espouse views other than those consistent with the Republic's official governing ideology? How free are individuals to express differing views from those of the government?

Before answering, I'd like to make a quick clarification about our nation's ethnic makeup. Although you referred to us as 'fellow Koreans', it would be a mistake to assume all of our nation is Korean. In fact, less than 15% of the population of the Socialist Republic of California is actually Korean, with the remaining 85% including various other ethnic groups and races found in the former United States. Nor is our country a Korean country in any way outside of me being in the position of Head of State and Head of Government.

Now, to your query. You ask if we have returned to the approximate level of development before the incidents that led to the Balkanisation of the United States- namely, the First and Second North American Conflicts. My answer would depend on what criteria you are using for measuring development. If you wish to use GDP, then we are still a long ways off: our GDP per capita at 30,000 Euros remains less than half of the pre-war average. Technology has roughly recovered as well, with our most advanced computers being just behind the pre-war standard. Notably, in other aspects- particularly those you as a Democratic Socialist might consider to be more important- life has improved. Lifespan has increased, particularly among previously lower income households. Healthcare and housing has become universally provided by the state. Working hours and conditions have improved, while inequality has been lowered drastically."

Your concerns about authoritarianism are reasonable and valid, given how certain socialistic movements in the past century of our world's history have led to rather unfortunate regimes with the opposite effect as intended of leftist nations. Nevertheless, I hope my explanation will bring you some comfort and convince you of our system's dedication to proletarian democracy. Of course, I will need to correct certain misinterpretations you've shared in your question before proceeding: you mentioned how 'mass line' in practice means the control of government by proletarians only. 'Mass line" as originally intended does not mean complete control of government organs by the masses, but rather that their viewpoints are considered and applied if necessary in government policy. In California, the situation is even more removed from classical Maoism; rather than taking input from the masses directly, party cadres are encouraged to inform them before taking opinions. Such methods seem to provide people with more nuanced, moderate policy proposals and serve as a "filter" if you will of the more damaging ideas that may emerge otherwise from uncontrolled mass line. What is more, Maoism itself (as a form of Marxist-Leninism) still places the guiding power within the hands of a vanguard party, but I digress.

Now, to the main reason why we're here: your questions. You ask me about the freedom of press and freedom of ideology within our nation, and what if any consequences there are for those who do not follow the main ideology. There are in fact many political parties in our Parliament which do not endorse Park Hyeja Thought, such as the Anarchists, Greens, and Democratic Socialists; there are even some who reject socialism such as the Liberal Conservatives. Political ideology is generally well accepted, as is free speech with the exception of hate speech towards any race, gender, religion, or sexual status. Freedom of press is also guaranteed, although I do admit we only permit state-run press due to our economic structure of present.

Slide. Hyeja's fork missed the slippery slice of cantaloupe, almost knocking it off her plate.

Frowning slightly, she readjusted her grip and aimed again, but once more her fork bounced off the surface.

On the third try, Hyeja finally managed to spear the evasive fruit on her plate and was about to place it in her mouth when the opening notes of 2NE1's I am the best started sounding from her pocket.

She gave her brunch partner- Charlotte, because who else could it be?- an apologetic look before sliding open her phone. Clicking the new message button, she saw she had just received some mail from Baizou, that mysterious nation from a world where apparently Japan wasn't the land of the rising sun. There were a variety of questions for her from foreign delegates and personalities, ranging from her opinion on nuclear defense to establishing monarchism in California. She flipped her phone closed and had already picked up her fork to eat that elusive piece of cantaloupe once and for all, but now it was Charlotte's turn to answer her phone.

"You too?" Hyeja asked when Charlotte had read her own messages, and she replied between bites of perfectly cooked strawberry waffle. "Mmm, I'm mmmm to mmmm!"

"Lotte, you shouldn't speak while chewing, it's not very elegant." Hyeja admonished, and she received an unmoved expression from Charlotte for her trouble.

After finishing her mouthful, Charlotte spoke once more. "It seems rather urgent...shouldn't we respond as quickly as we can?" she asked Hyeja, who shook her head.

"Not before cantaloupe-nim and I have our decisive final battle" she proclaimed proudly, before reaching for her fork only to find the cantaloupe had somehow fallen off during the time they had been conserving.

To the amusement of Charlotte, Hyeja said something very un-empresslike.

Before we begin with this particular question, I hope you'll forgive me for any technical inaccuracies I may make in my response, as despite Lotte's fondness for teaching me all about her work I have yet to find any interest in weapons development. Furthermore, there may be specific parts where my answer has been removed for purposes of security, which I believe you'll understand were deemed necessary given our situation and what harm might be done were these communications to be intercepted by an enemy.

You've asked about the general outlook of society on nuclear weapons both pre and during the two Conflicts which destroyed our continent and shattered the existing systems of government in North America. The truth is that there appears to be no one consensus among historians, and what answers do exist are further complicated by the poor historical records we have of that time period. Based off of foreign documents and literature however, we are able to deduce a sizeable and growing opposition to their usage starting in the early 21st century. By 2025, just two years before the First North American Conflict, it is believed almost 60% of those living in the former United States had begun to favour disarmament, perhaps as a result of rising tensions and perceived danger. Nevertheless, such a move was not possible either politically or economically, and so disarmament remained a dream.

Then came along the events of the First North American Conflict. When what was left of the United States government attacked the United Southern States with nuclear bombers in the war's closing stages to speed up the end, the backlash both domestic and international essentially forced them to give up much of their arsenal. Other smaller nations, such as California, Cascadia, and various independent provinces in the central regions retained their nuclear weapons. We remain fortunate that the Second North American Conflict never saw the use of such devices in actual combat, even if the conventional weapons were still extremely destructive and deadly.

My personal opinion on nuclear weapons? I do not know if disarmament then would have caused the war to drag on longer, but at the same time it may have cost the lives of many innocent people that are now gone. It is also a miracle that the Second North American Conflict remained conventional only, for I shudder to imagine what could have happened if nuclear weapons were used then. In all cases, a leader has to balance the maintenance of a nuclear arsenal's benefits- such as deterrence and defense against aggression- with the risks, such as nuclear warfare or accidents. The existence of nuclear weapons in all other major North American nations' arsenals including our enemies, along with other advice from my Cabinet, has convinced me of the necessity of retaining nuclear weapons for present. This is why, despite their inherent drawbacks, we still have [removed] ICBMs, [removed] submarines, and [removed] warheads in our possession.

Do I foresee complete disarmament someday? Perhaps, but at least not before our enemies have been pacified and declawed, which is indeed a long ways away from now. Our nation does not plan to [removed] except in extreme cases, and [removed].

I know this may come as a disappointment to you and fellow pacifists, but that is my answer.

It seems you have some questions related with and curiosity towards the status of my motherland prior to the foundation of the Socialist Republic of California. Before I begin of course, I make give you the disclaimed that I was born barely two decades before the nations' founding. So I have only memories of the tail end of pre-republican times, and even then much of what I remember is mostly personal stories far from the larger picture. The rest of that which I'm about to tell you is gained from the same impersonal sources any historian might use: literature, movies, music, and oral stories of times past. Nevertheless, I am more than willing to tell you if you're willing to listen.

Most of my childhood was indeed spent in our commune of twenty thousand not far from what is now Los Angeles, and mirrors the environment many children of the time were raised in: communal, agricultural, and loosely governed. Even though my parents were said to be 'leaders' of the commune, my family received no special priveleges, nor were we excused from the necessary work for maintaining our communes self-sufficiency: planting, harvesting, plowing, and so on. Outside of self-sufficiency though, there were also other reasons for enacting such measures. According to some historians today, the prevailing belief of the time was that classes and their distinctions could be slowly withered away by removing diversification of labour. In other words, the intellectual took on agricultural duties, the officials (such as my mother and father) volunteered to work in factories, and both factory workers and agricultural workers were encouraged to balance their production with self-improvement and self-education. For those reasons, it was truly a society in which 'everyone did everything'; there was no skill that we didn't learn or trade we didn't participate in. Such was the situation in not only our commune but also hundreds of other communes, each with tens to hundreds of thousands of residents which strived to operate in their closed systems.

Politically however, such an arrangement had many weaknesses. Our communes were loosely grouped together if they had relations with one another at all. Our economies, focusing on regional self-sufficiency and lacking trade, were unable to advance beyond the primitive stages of agricultural society. Furthermore, scientific advancement and military defense remained backwards after wartime devastation, leaving us vulnerable to an invasion. This was seen during the Second North American Conflict, when the communes tried to create a common People's Army but failed miserably to coordinate their independent militia, resulting in high losses and low effectiveness. It was for those reasons that there became a greater push to unite all of California- and indeed, North America- under a united government. In 2060 the first steps were made when some of our largest communes merged together; and in 2061 the entire process was complete when all communes fell under the Central People's Government of a newly established Socialist Republic of California.

The difference between pre and post Republican California? I suppose the main one is the feeling of strength on many levels. 'Unity is strength!' or so the saying goes, and I admit that does have some merit. Now, our nation can finally defend itself, fully feed itself, supply goods for itself, and govern itself without outside interference. There is a sense of pride which rises in my chest when thinking about the advancements we've made over the past few years alone. Of course, I understand that there are also some problems with the method of governance and there are some critics who perceive us as having gone 'backwards'..but we will eat that part of the elephant when we get to it, so to speak."

    I have to say, there is a part of me which finds the destruction of the American nation somewhat relieving. Though the peoples of the United States still suffer, it is good to know that, at least for a while, many others can rest without the Giant watching over them.

    Still, eventually, the throne of the Americas is going to have to be filled by someone, whether through cunning diplomacy or brute force.

    I presume you have a plan for the possibility that either one of you could be that reunifier. My question is, what is that plan? How will the New America fair, and what place do you seek for it in the global stage?

    I understand that you both have had rather interesting ways to get into the offices you both sit in now. Now, as for nation-building, no man - er, woman, rules alone, and no woman rules alone over an empty desert. How did you both manage to reorganise and build-up the socio-economic systems of your respective republics?

How did I manage to change the structures of power in my nation? Well, it may surprise you to hear that most of the work - at least when it comes to the underlying foundations of bureaucracy, planning, governance- was already completed by the time I became part of the Central Commune of the Socialist Republic of California. My only real major change- the establishment of the office of Empress- did involve some initial difficulty; after all one doesn't declare their nation socialist because they want more hierarchy from above. But even I was shocked by the people's far higher willingness to accept a monarch with power than one with mere ceremonial value, which for all intents and purposes seems contradictory. Perhaps it's just another part of life that we'll always be searching an answer for.

Anyways, in 2065 I was first coronated as Empress, which became ratified by our existing Parliament without issue or much opposition from either the public or lawmakers. The centralisation of industries and focus on self sufficiency as well as usage of top-down planning had also began prior to my rule, but my personal directives did increase their priority. The most difficult part of enacting changes came from developing mechanisms within government to encourage and promote Park Hyeja Thought, which was done through the cooperation of worker's councils and the Prime Minister's cabinet. Those changes continue to present day."

From what I have read, your nations were part of an even larger state, "the United States of America", right?
Well, what are your citizens' feelings about the great secession that hit your former country? Does anyone regret the past?
Also, if you have a plan for the reunification of the country in mind, how do you think you will be seen by the citizens of other American states, your rivals? Do you think you can set up a network to fuel dissent among your enemies?

    I have to say, there is a part of me which finds the destruction of the American nation somewhat relieving. Though the peoples of the United States still suffer, it is good to know that, at least for a while, many others can rest without the Giant watching over them.

    Still, eventually, the throne of the Americas is going to have to be filled by someone, whether through cunning diplomacy or brute force.

    I presume you have a plan for the possibility that either one of you could be that reunifier. My question is, what is that plan? How will the New America fair, and what place do you seek for it in the global stage?

The question of reunification... is one which has come up time and again, and the subject appears in our nation's popular discourse so often one could easily go an entire day in political circles without hearing anything but. Nor is reunification only an issue for our nation; as you've mentioned there will sooner or later appear another leader of a hopefully more united and peaceful North America. Currently, the situation is that every single power within and without our continent is vying to place their own person of that throne. If our nation alongside our friends to the north in Cascadia is to make the former empire whole once more, it will have to face a very perilous struggle indeed.

But there is reason for hope. Our nations' economic, agricultural, and military strength has been growing by each day due to the victorious application of Physiocratic Socialism. The self-strengthening and self-sufficiency gained by such an approach has allowed for continued outreach to fellow socialist nations near and far, bringing us into the complicated web of alliances and cooperative movements across our fractured world. Our close relationship of mutual benefit with our neighbours to the north in the People's Republic of Cascadia is one example of our foreign policy's results, which we hope will provide us with the decisive military and political strength needed to not only fend off attacks from the imperialistic rival nations but also eventually subdue them and liberate their people. The means of such a struggle are not yet determined, but I imagine merely applying one type of force or another will not do when our opposition is both so numerous and so strong. Nevertheless, so long as our combined 80 million comrades continue on with pride in their bosom and hope in their minds, there is no reason the reunification cannot occur, whether by our hands or our northern allies'.

The post-reunification America will be a nation like no other before. Its area will make it the largest country in the world by far, and its population of over 500 million will easily rank among the top 3. Merely maintaining the domestic affairs will take up much of our time to begin with, and foreign policy will fall into secondary priorities. Replacing lost infrastructure, improving rural healthcare, achieving healthy diets for all citizens, breaking down the old habits and traditions that held back society for the past few centuries...those are but a few of the daunting tasks which must be thoroughly tackled first. However, as our nation becomes more unified and harmonious inside, we will once again step onto the world stage. When this occurs, our future leader will have to make a difficult choice: which direction to move in terms of foreign policy? Certainly nobody wants to see the return of the imperialistic nation that threatened, overthrew, and mercilessly attack any non-aligned nations and their citizens with reckless abandon. But at the same time, would it not be our nations' duty to the world to spread the socialist ideals to those areas which have yet to experience the garden of socialism or the sunny rays of egalitarianism? I...do not know the answer right now, but I am confident that a solution will be devised when the moment is appropriate."

However, you stand at the founding of a nation and the genesis of the throne. Where did the idea for California to have an empress come from? What has it been like to found the throne? You were already a leader before that as a Secretary and later Central Commune Member. How has becoming Empress been similar and different?

Your first question is about the monarchy in California as well as its founding and role. It is one I had to ask myself and then answer to my satisfaction prior to starting the process of reforms that would lead to my ascent and coronation as Empress. Even when I convinced myself, I still had to convince others- after all, there were many which criticised my decision then and believed it to be a step in the wrong direction. 'Why a monarchy?' they asked. 'Why centralise power when we had been doing fine without a larger government for many years?' But in truth, the nation as a collection of communes had been growing weak. Yes, we were strong on the surface, but we were lacking in many critical areas as defense, industrial self-sufficiency, agriculture, and full self determination in internal affairs. However, I also believed the Californian central government would required certain positions of influence or power which are not necessarily related to the bureaucracy, elected officials, and organs of power themselves. If we lacked such a central figure, then the Californian people, used to their divisive and fractured communal politics, might not agree to anything resembling centralisation. For those reasons, I planned the consolidation of power within a central government apparatus and also created the position known today as Empress. It was not a decision I made lightly, and in the days leading up to my coronation I often pondered if my reasoning was correct.

The difference between being on the Central Commune or Commune Secretary and Empress are vast, not merely in the ceremonial but also in the political sense. Unlike other countries which have long since dispatched their figurehead monarchs to the sidelines, California is structured as a constitutional monarchy where the head of state wields very real power only challenged by the Prime Minister and their cabinet as well as the Supreme Court. As Empress, I am responsible for checking over, approving, and proposing legislations of all sorts ranging from economic reform to social policies to foreign relations. However, just like when I worked as a Commune Secretary, my main feelings remain the sense of responsibility and duty to my people as someone who must work to better their livelihood however I may. The only change here is my every action is subject to being seen, analysed, and commented on; the lack of privacy in public has also taken some getting used to.

As for the future of the throne... I have made no plans for royal successors; if my children wish to gain the positions of power then they will have to do so through the usual democratic channels of election and selection. In fact, I have decided I will abdicate when it [the conditions for maintaining a centralised government without a figurehead] is appropriate, and I believe the throne may be gone before the next few decades are over.

"Hyeja and I are not actually from the same nation, which you would know if your foreign affairs ministry was even half competent at their work. But I suppose not everyone's bureaucracy works as well as they should.
Moving on to your question...yes, of course we have our fair share of differences as you might expect from two leaders who come from separate upbringings and hold different ideals. On matters relating to the role of the state, the method of achieving socialistic governance, and the use of military force we have clashed before. But those differences are minute and insignificant when compared to that which we can find common ground on. What is more, I would never let our political disagreements actually impact our friendship, even if some outside forces wish otherwise."
