16th World Junior Hockey Championships ~ Delaclava

Delaclava is a large democratic republic in southeastern Atlantian Oceania; while it boasts a well-rounded sporting reputation, ice hockey is most prevalent in the north mainland and northwestern and northeastern islands of the nation. Ice hockey has taken shape in modern Delaclava as a grassroots movement, driven in both enthusiasm and talent development by local youth, high school, and junior programs. On a larger scale, the national team came back to international hockey emphatically, with a runner-up finish at the 7th Atlantian Oceania Hockey Championship and a Round of 16 finish at World Cup of Hockey 39, losing to eventual champions Siovanija and Teusland. This bid for the World Junior Hockey Championship is inspired by the local spirit of Delaclav hockey and attempts to shine a light on the communities and cities that embody that attitude.

Format: As of the writing of this bid, there are 27 signups. The expected and minimum field size is 28 teams. They will be drawn into four groups of seven to play a single round robin, which takes place entirely within Delaclava. This will allow for a wider variety of opponents and for new RPers to get many chances to develop and score points before facing potential elimination. The top twenty teams will advance to the single-elimination knockout round, and seeded according to their overall performance but with respect to their group placing (group winners are seeds 1-4, runners-up are seeds 5-8, etc.). The fourth- and fifth-placed teams will be required to play into the Round of 16, after which the bracket will be played through until the champion is determined, A third-place playoff will precede the final.

The tournament field can be increased by multiples of four (32, 36, etc.) if signups demand it. The group stage format will not change in principle, simply increasing the size of each group. The Round of 20 may potentially expand to a Round of 24, with the top eight teams receiving byes, depending on numbers.

Tiebreakers for the group stage are points (2 for a win, 1 for a draw, 0 for a loss), wins, overall goal difference, head-to-head points, head-to-head wins, head-to-head goal difference. A three-way tie or more is deemed broken when at least one team has been separated by a criterion; if a tie still exists, the tiebreakers will be applied in their entirety to that new tie. (Some may refer to this as "restarting" or "cycling back".)

Role-play and Skill: A starting skill level will be calculated based on performance at WJHC 15, WJHC 14, and WCoH rankings, for the purposes of scorination and seeding for group draws. However, the majority of a team's skill will be determined by their roleplay, rewarding both consistency and quality (defined as clarity, thoughtfulness/effort, successful collaboration/respect for other RPers, and presentation).

Scorination: xkoranate 0.3.3, with the SQIS no-shootout formula and additive style modifiers. The RP cutoff window will be 6pm-7pm US Eastern time (0200-0300 UTC). Scorination frequency and off days are described above.

Hosting Experience: Delaclava has hosted the 55th World Cup, 44th and 46th Cups of Harmony, 72nd Baptism of Fire, 7th and 31st International Basketball Championships, 11th, 15th, and 39th World Bowls, 31st AOCAF Cup, and numerous minor tournaments.

To preface, I am aware of at least two different versions of the post-WCoH 41 rankings - the version worked out by Valanora and presented in the signature of the Federation Account, and the version that you have calculated. I will review both versions and perhaps take my own calculations with respect to WCoH 41 - for the sake of demonstrate, I will use your rankings, which I have linked.

The starting skill will comprise of 50% WJHC 15 performance, 25% WJHC 14 performance, and 25% WCoH ranking. An overview of each of these, for reference:
  • The WCoH ranking considers each team's point-per-game average in the past three editions, with recent editions more heavily weighted, and awards bonus points for reaching certain stages of the knockout round. Per the "Græntfjall method", the top-ranked team is Siovanija and Teusland, with 31.93 points.
  • The raw points for WJHC 15 will be calculated in a similar manner to the WCoH ranking - the points (2 for win, 1 for draw) will be divided by the maximum number of games played, then multiplied by 4, and one point will be added for each knockout game played. The highest raw score was accomplished by Anthor, who accumulated 19 points in 11 games and, as champions, played four knockout games, for a total of [(19 / 11) * 4] + 4 = 10.909.
  • The raw points for WJHC 14 will be calculated in the same manner. The highest raw score was accomplished by Siovanija and Teusland, who accumulated 13 points in 7 games and, as champions, played four knockout games, for a total of [(13 / 7) * 4] + 4 = 11.429.

A team's starting skill will be calculated by dividing their WCoH ranking points by the maximum; dividing the WJHC 15 raw score by the max raw score and multiplying by 2 (since it is weighted more heavily than the other two factors); dividing the WJHC 14 raw score by the max raw score; and adding those three amounts together.

As an example, I will use Savojarna, who has competed in all three events:
  • Per the "Græntfjall method", they have 25.93 WCoH ranking points; dividing by S&T's points results as 0.812.
  • They achieved three points (1-1-5) in WJHC 15 and did not advance to the knockout stage. Their raw score is (3 / 11) * 4 = 1.091. Dividing by Anthor's total, then multiplying it by a weighting of 2 results as 0.2.
  • They achieved eight points (4-0-1) in WJHC 14 and advanced to the quarterfinals, the second knockout round. Their raw score is [(8 / 7) * 4] + 2 = 6.571. Dividing by S&T's total results as 0.575.

Adding up those three marks results in a starting skill for Savojarna of 1.587. The theoretical maximum of this calculation is 4; the likely highest mark will be Siovanija and Teusland, ranked #1 in the world and WJHC14 champions, who would have a starting skill of 2.4.

As an overarching point, the effect of this skill calculation is not large - it will mainly be used for seeding purposes in the group draw, hopefully to evenly distribute the more established hockey RPers, and will quickly be overtaken by bonus points awarded for rosters and RP posts.

I hope I've made this as clear as possible - please let me know if you have any questions.

This is great, thank you! I may weight it a little differently for the skill calculation, with only two counting tournaments, but at the very least I really appreciate having the data already compiled!

It has just come to my attention that Daylight Savings time in the United States starts on Sunday, March 14. Cutoffs have been around 7:00 AM in my time zone, and my intent is to keep it that way. What that means - since the clocks are skipping an hour, there will be approximately 23 hours between the Round of 20 and Round of 16 cutoffs.

If you live in the United States, Canada, or another region where Daylight Savings takes effect this Sunday, you can plan to have your RPs in by the same time as normal; if you live elsewhere, the cutoff will be one hour earlier than normal, so plan accordingly.

I'm excited to crown a champion in a few days' time - best of luck to all the remaining participants!

I wanted to take a moment to apologise to the hosts and other competitors for my lack of RP inspiration for this particular tournament.

The results panned out the way I would expect for a team that lost its best player and biggest scoring threat, but the RP angles I hoped to work with didn't come to me in time.

Of course, doing most of my RPing on a mobile phone doesn't make for great work even when I am inspired.

I'm hoping we'll be able to get somewhere close to normalcy soon and I'll be able to do the bulk of my RPing from a desktop or laptop computer again!
