Can you all tell me what you think of this proposal? would it pass? Is it legal? please review it for me, it would be an excellent help!

The General Assembly,
Acknowledging that fossil fuels, such as coal, and oil are very important to the economies of member nations.
However concerned with the effects of using these resources for centuries.
Seeking to find better sources of energy that will build a better economy on the national and international level.
Hereby:
1. Defines the following terms:
a.) Climate Change: A global change in climate, hot or cold, caused by natural weather or human interference.
b.) Global Warming: An increase in the average temperature on a global scale, caused by many factors, especially human interference.
c.) Global Cooling: A decline in global average temperatures.
2.
a.)Establishes a committee of 100 member WA nations of diverse political ideologies, known as the "International Economic & Climate Committee", or "IECC", to investigate causes of global climate change, and to create bipartisan resolutions that will have a positive impact on member nations' economies, and a positive impact on the global economy, also providing solutions that will give future generations a cleaner future with billions of clean energy jobs worldwide.

This is illegal because of the committee rule: your proposal's only action cannot be to establish/change the job of a committee, and you cannot define who gets to staff said committee. Also, these are my tips for the proposal itself- make the title of the thread [DRAFT] My proposal name. Instead of "defines these terms," just put "defines;" and everything needs a bit of polishing.

Edit: also, you should read some old resolutions to see how they are written (I'm not saying to plagiarize), and take some notes on formatting and such. Also, I recommend reading the rules for proposals.

First of all, slow down. You're making a mistake I made too, and that's rushing the hell out of the proposal. Take it slow, this process usually takes several weeks before the product is passable. Again, make the title of the thread "[Draft] Proposal name." Also, instead of making a new reply when you have a new draft, make the edits in the original post. Also, I highly doubt clause 2a would even be legal, and I can guarantee it's not remotely passable. And, don't take my word for it, but I'm pretty certain clause 3a would be illegal for contradictions, and again, I guarantee it would not pass. Take your time with this, take suggestions, and maybe you will get a passable product. I do commend your bravery in writing a proposal.

OOC: Welcome to the World Assembly!

Global warming/cooling are terms you have defined but have not used, meaning defining them isn't necessary to begin with. You also mention "bipartisan resolutions" which doesn't make sense in the context of the NS WA for two reasons. First, there aren't any political parties, and second, committees can't draft resolutions. Your reference to 2036 is a bit arbitrary and also doesn't make sense in the context of the WA. For reference, member states don't necessarily have 21st century technology. Some countries are medieval, others are already colonizing space. Furthermore not every country uses the same calendar, so using 2036 as a standard would not work.

In terms of writing style and formatting, I would recommend reading through existing resolutions and see how they are written and formatted. For instance, you don't need a subclause a) for clause 2 if there are no subclauses b, c, d, etc.
