Thanks, so does that mean i can establish a committee if theres another purpose of the legislation?

Is this better, would it pass now?
The General Assembly,
Acknowledging that fossil fuels, such as coal, and oil are very important to the economies of member nations.
However concerned with the effects of using these resources for centuries.
Seeking to find better sources of energy that will build a better economy on the national and international level.
Hereby:
1. Defines the following terms:
a.) Climate Change: A global change in climate, hot or cold, caused by natural weather or human interference.
b.) Global Warming: An increase in the average temperature on a global scale, caused by many factors, especially human interference.
c.) Global Cooling: A decline in global average temperatures.
2.
a.)Establishes a committee known as the "International Economic & Climate Committee", or "IECC", to investigate causes of global climate change, and to create bipartisan resolutions that will have a positive impact on member nations' economies, and a positive impact on the global economy, also providing solutions that will give future generations a cleaner future with billions of clean energy jobs worldwide. 3.
a.) Bans the usage of all vehicles powered on fossil fuels, with the exception of Aircraft, by calendar year two thousand thirty-six.
b.) Strongly encourages member nations to invest in wind, solar, and other clean renewable energies,
c.) Strongly encourages member nations to fund research into cleaner air travel.
