Boat people rejected by Pheu

Since January boats from Bamar have been trying to find a harbor that accepts them, instead every nation just resupplied them but refused to let them station or resettle in their territories.

The Bamarian refugees who escaped massacres at the hands of the Bamar military reached Pheu, which rejected boat people too.
The government expressed it's sadness at the decision but stated that was a forced choice, due to the small population and territory of Pheu, that would have destabilized the economy.

The government though offered medical cures and a period of 3 days of stationing, where the refugees would also be resupplied, at the harbor of Punthehim.

The Green Party of Pheu threatened to leave the government coalition if the government didn't take at least some of the refugees, the move could force early elections or the formation of a caretaker government.

The Federal Republic of Countesia will not sit by idly as a humanitarian issue goes unnoticed and uncared for by the rest of the world. Therefore, both President Nathan Carter Smith and Prime Minister James Emmanuel officially offer the Bamarian refugees the right to settle within the border of our overseas territory of West Caustoles. Should the Bamarian Refugees accept this offer, ships from the Countesian Federal Navy will rendevous with the refugee fleet with ample supplies of food, water and medicine before personally escorting the refugees to the territories primary port, Farmans Bay. Where they will be allowed to settle and given opportunies to work.

The National Assembly of Pheu has voted on authorizing the entry of foreign military vessels in order to facilitate the countesian humanitarian resettlement mission.

The special decree passed with 64 Yes, 10 No and 6 Abstentions.

All the deputies who voted No or Abstained were from the National Popular Party of Pheu.

We are grateful to hear that the Government of Pheu has given The Countesian Federal Navy authorisation to enter your nations waters. As per your wishes, we are contacting your government to inform the releveant authorities that the Destroyer CNS Rideal and the Frigates CNS Cooper and CNS Samson will be entering your territorial waters to meet up with the Bamarian Refugee fleet. After the crews Countesian vessels have documented the refugees and taken any sick individuals on board for treatment, the ships will depart for the territory of West Caustoles where the Countesian Government has permitted them to settle.

We would also like to suggest a diplomatic meeting to discuss the issue of the Bamarian homeland. Clearly the refugees fled from a life of certain death, and it is in the interests of Countesia that we come to the rescue of those unable to flee.

We can agree to taking some of the refugees if they sign a contract saying they agree to working in our factories for 4 dollars an hour.

We can also send a vessel to help patrol your waters and some medical personnel to help the refugees.

The Southeast Asian Treaty Organisation was notified on this issue, and has scheduled to discuss a solution to the humanitarian crisis in the Operating Executive Committee. After a short meeting, it was decided to adjourn and invite the representative from Pheu.

Pheu's ambassador to SEATO arrives in Nacrad, as all were expecting he gave a briefing on the situation to other nations' representatives.

Ladies and gentlemen,
I have come here to denounce a catastrophic humanitarian situation which originated from -Bamar-.
The Rahini muslim minority is being tortured and forcefully expelled from their native territories flooding the waters with makeshift boats, with hundreds drowning or dying of thirst and heat.
The rahini minority is made up of around 400.000 people and all are to be considered potential refugees, may i remind you the population of Pheu is less than that thus we are willing to cooperate but not taking the burden of leading the humanitarian work.

Nevertheless, due to the interest shown by SEATO and other international players, we've agreed to allow all the 562 refugees to disembark and we've equipped them with a 2 months residence permit which will allow them to move freely around the District of Punthehim, we're building tent camps and giving food clothes and a one-time handout of PUB 120 ($ 43) each.

We are expecting for around 3.000 refugees to reach our shores within the next two months.

Our small military has been overstretched because of the ''Thpaei Plekphaei Mission'' of soldiers patrolling the Punthehim district border and the patrolling of waters west of Pheu.

The SEATO Operating Executive Committee (OEC) representatives, made up of those from Nacrad, the Republic of China and Imperial Majapahit, along with one from Thailand, were waiting for the Pheuian representative.

There was opposition to this proposal, though, as it hit too close to home. A Thai representative spoke in opposition.

"I disagree. As you said, the refugee crisis may continue, and we all have seen what that happened, back in the '70s. Don't you remember the Bắt đầu từ nay announcement that you did, honourable representative from Nacrad? Don't you remember how those Vietnamese people wrecked, and are still wrecking your security in the home field? Do you really want the Burmese, God forbid, to flood your streets, no less flood ours? And what about the IOUs issued by the UNHCR? Do you wish to just stomach the cost?"

The bickering continued among the representatives in the OEC for a long while, until the chairperson of the Committee invoked cloture, and asked the OEC to vote. At a narrow margin of 6-3, the OEC decided that it will set forth a quota for all of SEATO. What is left to do, is to determine the quota, and hope it goes through on SEATO Assembly.

There was an awkward silence in the meeting room. Burma was only admitted in 2011, after Burma had had its democratic transition. SEATO was in fact betting on Burma having lasting peace and democracy, but it definitely failed. In fact, the SEATO delegation was trapped in Burma for a couple weeks!

Finally, the silence was broken. Another Nacradian representative, Edward Tan, also a person of contact to the delegation to Burma took the mic.

"My thanks for this question. The negotiations mainly focused upon the release of the civilian government, and a democratic transition in the next year, along with the prevention of further hostile takeovers. While Tatmadaw did agree initially to our terms, it is apparent that they had no intentions of following through, having violated all of the terms negotiated, and demanding more favourable terms. The second round will go over much the same topic, reviewing them until it is found satisfactory.

It is hoped that we can, for lack of a better word, wait it out, but I believe we must brace ourselves for practically an indefinite refugee admission period, until the Rahini minority have fully moved out of the country. As a last resort, SEATO can also invoke Article 118 or 119, which will suspend or terminate Burma's membership -- but again, last resort."

At the same time, the Nacradian Navy has been notified of this issue. It is considering to send NNV Oswain, one of its amphibious assault ships, to the area to help perform humanitarian operations and take in boat people for preliminary care before being interned or repatriated. It sends a communication to Pheu.

The Nacradian Navy wishes to express its condolences, and interest to send NNV Oswain along with a small fleet to your territorial waters to aid in tackling the refugee crisis. May we know the honourable Pheuian Government's stance on our proposal?

I'd treat the wound rather than keep mopping the blood, the quotas solution should be temporary and Bamar should be made to stop the illegal expulsions and inhumane treatment of their minority.

We don't really care about them and what they do, nor do we want to entagle ourselves in their own politics but their mess is creating problems for us. I just want to let you know that this humanitarian approach our government is taking is highly unpopular at home, there's no chance we''ll sacrifice too much, while going against our people's will.

The quotas solution has to be negotiated in a periodical basis and the bigger nations should work it out among themselves at some point.
150 people for us equals to 0,04 % of the population, in the long term this could make our nation more unstable.

"I do understand Pheu's unique problems, but you must understand that SEATO is treading on eggshells with the Burmese question. The SEATO delegation is engaging in discussions with Tatmadaw as we speak, but if we know about coups, is that it never ends pretty. So my hopes that the crisis does end soon, and that we don't have to keep mopping the blood, putting it in the words of the Pheuian representative."

Seen as an agreement was reached, the OEC had voted to call it a day, and will present a resolution to the SEATO Assembly the next day, which was passed. The only representatives that voted in opposition are those from Burma.

Adopted by the Southeast Asian Treaty Organisation Operation Executive Committee on 24 February 2021


The Southeast Asian Treaty Organisation,
Observing the humanitarian crisis at hand with the Republic of Pheu regarding the Rahini minority in the Republic of the Union of Burma,
Noting the escalation of the crisis since the violent coup d'etat by the Burmese military,
Shocked at the gravity of the situation,
Reaffirming Resolutions 109, 1001 and 1200,
Reaffirming Article 137 of the Southeast Asian Treaty Organisation Charter,

1. Expresses empathy to the Republic of Pheu.

2. Establishes, within the Southeast Asian Treaty Organisation Assembly, the Committee on the Rahini Refugee Crisis, which shall delegate therein appropriation of resources to identify, intern and sustain the Rahini refugees, and to draw up further policies in light of changing state of matters. It shall be formed by delegates designated by the Operating Executive Council, and shall contain a total of seven representatives, of which no less than one shall be delegated from each of the Permanent Committee Member States, and no less than one from the Republic of Pheu.

3. Establishes the initial monthly quota of internment of the Rahini refugees as follows -
    a. Republic of China, State of Japan, Thalassocracy of Imperial Majapahit, Federal Republic of Nacrad: One thousand.
    b. Republic of Korea, Socialist Republic of Vietnam, Republic of the Philippines, Kingdom of Thailand: Five hundred.
    c. People's Republic of Laos, Republic of Pheu, Kingdom of Bhutan, Kingdom of Tibet: One hundred and fifty.

4. Enforces the monthly quota until 23 February 2022. Unless directed otherwise by further resolutions, the member states of the Southeast Asian Treaty Organisation are to no longer be obligated to intern refugees landed in or intercepted in the territory or the territorial waters of the state after the date herein.

5. Condemns the Armed Forces of the Union of Burma, and urges improvement for items including but not limited to the following -
    a. Human rights violations upon the Rahini minority.
    b. Blatant disregard of extant electoral processes.
    c. Undermining of the democratic transition, as mandated by Resolution 1124.
    d. Violation of extant agreement with the Southeast Asian Treaty Organisation as reached on 19 February 2021.

6. Calls for comprehensive action to rectify existing obstacles to democracy and stability in Burma.


After the resolution was passed, Nacrad and the Republic of China had further committed in discussions among the high command, and decided to each send their navies to the area to handle the crisis. They have resolved to each send one aircraft carrier or amphibious assault craft to help intern and take care of the boat people, and had agreed to form the Humanitarian Fleet to Pheu, with Nacradian Admiral Gerald K. Fung as the commander-in-chief for the fleet.

Following SEATO Resolution 1135, it was further convened between the Federal Republic of Nacrad and the Republic of China that naval assets be sent to Pheuian territorial waters to partake in initial internment, treatment and identification of Burmese boat people. The Humanitarian Fleet shall consist of the following:
  • Amphibious Assault Ship NNV Oswain
  • Amphibious Assault Ship ROCS Gvangsi
  • Destroyers NNV Kaohsiung, ROCN Haikou
  • Corvettes NNV Shatin, ROCS Wuchang
  • Hospital ship NNV Rapture
  • Resupply ships NNV Sharp Peak, ROCS Wu-yi

It is expected that the aforementioned fleet will arrive in Pheuian territorial waters and begin its tour of duty starting 4 March. The flagship of this fleet shall be NNV Oswain. Should you have any inquiries, please contact Admiral Gerald Fung of the Nacradian Navy.

Pheu Territorial Waters



The Rideal and her two escort vessels cut through the waves as passed entered the internationally recognised boundary of the Republic of Pheu's territorial waters. Below decks, crewmen worked to prepare the boats cargo of emergency food and water rations for distrubution to the Bamarian refugees, who had likely gone some time with limited amounts of both. The boats also carried several prefabricated shelters for the overflow of refugees to live in when they reach West Caustoles. Above deck in the command center, the bridge began to to transmit their prescence to the mainland of Pheu to announce their arrival to the authorities.

"This is the CNS Rideal, and escorts CNS Cooper and CNS Samson, we are requesting permission to rendevous with the refugee fleet" The captain of the vessel broadcasted. They awaited a response.

Polslovakia, though far away from Pheu, offers financial and humanitarian aid to the nation to cope with the refugees. The coast guard is also notified, and fast patrol boats and recon helicoptees are to be sent over. Any rescued boat people will be assured safe protection and supplies, before taken to the mainland. One hospital ship is also deployed, along with four cruisers, one destroyer and a corvette.

It was a cool but windy night, the waves rocking a wooden boat back and forth. The moonlight cast on the ship in a vague dull white haze, impeded by the low clouds that had loomed over the area for days, but at least this is the last day of their 2-week journey across the South China Sea, being rejected by the hundreds of ships. The weather was worsening the further north they went, the thick overcast clouds threatening to rain on this group.

Onboard were 65 Rahini refugees, who had left the Gulf of Siam after hearing of the news. They knew that Nacrad, being the richest country per capita in the region, would offer them the best life. Deciding to try their luck, they took a few days of food, and unfurled their sails. That was a bad idea. Having already spent several days at sea, braving thunderstorms, the harbour is finally in view. They may refuse them, but at least they would be taken in for a few days, they thought.

Behind a hilly island, emerged a small boat belonging to the Nacrad Marine Police. The boat turned on its bright spotlight, piercing through the inky darkness just kilometers from land. Through a loudspeaker, the Rahini were ordered to stop, and after that the two boats met, the Rahini made to board the Nacradian boat. They were taken into Nacradian coasts, and were swiftly made to board a waiting coach to Shek Kong Displaced Persons Reception and Registration Center, the first of many such centers planned.

After about half an hour, the coach turned to drive on a narrow country road. Between village houses, a road sign pointed the way: Shek Kong Airfield. It turned to drive through an open gate, which read "MILITARY AREA DO NOT ENTER". The Rahini were told to disembark, and then were registered and told to take bunks in the former barracks, while additional buildings were being erected on the now-decommissioned runway.

This is a message to Bamarian refugees, the boat people. If you are starved, rejected and suffering, you may come and join us, the Sky Reavers. We have plenty of food, resources and a worthy cause, you can aid with your talents and skills. We always need more good and skilled people. In case you need aid of some sort, we will gladly spare some our supplies, be it food, drugs, or whatever else ya' need. Join us, and one day, some of you will be able to ride with us and avenge those massacred. We are waiting for response.

As Alaska is located much further away they decided to send ships to take the Bamarian refugees to Alaska.
They sent their three biggest ships, the Great Lotus, the Qhayü pearl and the Palilla as well as 2 smaller ones, the Voyage VIII and Toraberu II. What was not yet known, was that Toraberu II had a hole and would slowly sink.
The ships swam 2 days through the warm waters of the ocean until they finally saw small boats with Bamarian refugees getting rejected again.
Captain Yaru Vamenze, the leading captain of the mission, ordered the ships stop and he send Aceti Mara in a smaller boat to inform the refugees.
Aceti Mara swam for a while until he was right before the closest boat. He told the Bamarians about the ships and said they should follow him. The most complied while some were sceptic as they have never heard of Alaska before. The ones who complied were split up into groups which were then sent to certain ships. On Toraberu II there were 200 refugees.
Coming back didn't go as planned. On the second day, about 10 nautical miles from home, Toraberu II sank. 196 refugees have been saved as well as most of the crew. They were then relocated to Palilla and the Great Lotus. When the incident was reported to Alaska, two submarines were sent to inspect the sunken ship.
Finally arrived in Alaska, the Bamarian refugees were greeted with hospitality. They were granted immigration citizenship and were told if they could pass a certain test, they could become actual Qhayü citizens.

The Undersea Salvage and Recycling Cooperative and Ming Commercial House, RFS Registered Family Syndicate are in need of additional seamen for our boats and underwater operations. As these people are very familiar with the sea, we wish to test and recruit among the boat people for positions like Able Seaman, Sailor, and Boat Mechanic. We would offer placement for both men and women who passed a physical, psychological, and a drug test. Placement and training would begin immediately for those passing the test. After one years employment, we would offer sponsorship for life cards in the UniversalCommons and preparation for citizenship testing.
