Science In Your Nation (2nd Edition)

Postby Estado Novo Portugues » Tue Feb 16, 2021 1:56 am

Hey everybody! You might or might not remember the first version of this survey, which was abandoned for quite some time. But in the middle of the current pandemic, science denial is a serious and concerning thing, more than ever. So I thought I'd reboot this nation survey with brand new questions, about how science is treated by your citizens and society as a whole, not just by the education system and religious groups (which is what the original survey was primarily about). There are also now comprehensive questions about scientific freedom and censorship, as each government likely has different views on which types of science are harmless, and which types are dangerous or immoral. You won't be judged or graded on your answers, so please be honest. Enjoy! :)

Instructions

1) It should go without saying, but this survey is about your nation in the game, not where you live IRL.
2) If one or more questions doesn't apply to your nation (as an example, the Education section if you don't have any schools), you can delete them altogether.
3) Feel free to include additional information and context, beyond what's asked in the questions, if it's related to the broad topic of science in your nation.

I. Nation Overview

Name and pretitle: Holy Catholic State of Portugal
Government type: Authoritarian traditionalist Catholic nationalist theocracy.

Technology level:
[] Past Tech (PT)
[x] Modern Tech (MT)
[] Post-Modern Tech (PMT)
[] Future Tech (FT)
[] Fantasy Tech (FanT)

What percentage of your nation's GDP is spent on education? 6 %
What percentage of the population has completed at least secondary school (or equivalent)? 20 %
What percentage of the population is literate in at least one language? Close to 100 %.

What is your nation's official religion (or largest, if none exists)? Catholic Christianity.
What percentage of the population identifies as religious? 100 % (membership in the Church is mandatory for all citizens).
What percentage of the population regularly attends religious services? About 65 %. On holy days like Christmas and Easter, that number goes up to 95 %.

II. Science and Government

Does your nation's government provide funding for scientific research? Only if it directly benefits from the research, such as development of military technologies.
Does your nation have a government agency dedicated to promoting scientific research? What is it called? Used to be the Ministry of Education and Science. But it was disbanded in 1970 by Civil Director Afonso Salazar, and its role was taken over by the Ministry of Religion and Culture.

Is scientific research censored for political or other reasons? Science that goes against the Church's teachings is banned as heresy, and strictly suppressed. This includes well-known theories like evolution.
Can scientists freely publish their theories and views without fear of government retribution? Knowingly publishing heretical statements is punishable by death, if found guilty in an ecclesiastical court.
Which of the following topics are legal or illegal in your nation?
(O for legal, X for illegal)
[X] Artificial intelligence (AI)
[O/X] Astronomy (allowed as long as geocentrism is supported)
[X] Cloning
[X] Evolution
[X] Gender identity
[X] Genetic modification
[X] In-vitro fertilization (IVF)
[X] Sexual orientation
[X] Stem cells
[X] Transgenderism
[X] Transhumanism

III. Science and Education

Do public libraries exist in your nation? yes
Do public museums exist in your nation? yes

Is science taught in your nation's schools? Is it mandatory or optional? It's optional, like every subject other than reading, writing and religion.
How popular are STEM (Science, Technology, Engineering & Mathematics) programs in your nation? Does it vary by gender? STEM programs aren't popular in the Holy Catholic State. On average, less than 1000 people study them each year. About 80 % are male.

Is scientific education censored for political or other reasons? Science that goes against the Church's teachings is banned as heresy, and strictly suppressed. This includes well-known theories like evolution.
Are schools allowed to teach about astronomy (especially heliocentrism)? no
Are schools allowed to teach about evolution? no
Are schools allowed to teach about sex and reproduction? no
Are schools allowed to teach about sexual orientation and gender identity? no
Can students or parents opt out of science classes for religious reasons? yes

IV. Science and Society

How is science viewed in your nation's society, and why is that? At best, science (and academia in general) is viewed as a useless waste of time. At worst, it's viewed as Satan worship. The reason has to do with the Holy Catholic State being an extremely conservative and traditional society, where progress and change are met with incredible hostility. The Portuguese would rather trust their Church, which has been around for millennia in some form or other, as opposed to a bunch of upstarts who only really gained traction in the last century. As written by Civil Director Afonso Salazar: "Portugal, without her Church and her traditions, is worse than no Portugal at all. A Portugal without Salazar is a Portugal not worth living in."
How likely is the average citizen to trust science as opposed to superstition? Not at all likely.

How common is science denial in your nation? Does it vary by age or other demographic class? Very common. Overall, age doesn't make a difference—young people are just as likely to reject science as their older counterparts. Lack of Internet means youth are no better informed than anybody else.
How common is rejection of medicine (such as "anti-vaxxer" movements) in your nation? Does it vary by age or other demographic class? See above.
How common is climate-change skepticism in your nation? Does it vary by age or other demographic class? See above.
How common is technophobia in your nation? Does it vary by age or other demographic class? See above.

Since Lillorainen's geography is currently being overhauled a 'tiny' bit, most information on it posted before December 12, 2018, is not entirely reliable anymore. Until there's a new, proper factfile, everything you might need to know can be found here. Thank you. #RetconOfDoom (Very late update, 2020/08/30 - it's still going on ...)

(At the moment, economic and industrial power are largely held by a predictive-extremist 'party', which uses highly advanced simulation to direct economic production. So far, they have done a pretty good job, so it actually resembles socialism.)

Population (IC):
16,804 citizens
496,134 non-citizen slaves

It is worth noting that there is a SHARP disparity between citizens and slaves in the Disorder. They have some extreme societal segregation.

Technology level:
[] Past Tech (PT)
[] Modern Tech (MT)
[] Post-Modern Tech (PMT)
[ X ] Future Tech (FT)
[ X ] Fantasy Tech (FanT)

What percentage of your nation's GDP is spent on education?

In an economy with scarcity but no currency, this is hard to quantify exactly. Depending on how you want to count it, this could be as high as 40%, if you count all the opportunity-cost of time spent on education, all assets that end up getting used for education, and all science-related infrastructure expansion.

What percentage of the population has completed at least secondary school (or equivalent)?

92%. Then again, this is a society whose 'primary' school teaches you how to intercept and dock spaceships, troubleshoot closed-loop space station life support systems, and build nuclear reactors. The Disorder has a brief term of compulsory military service upon joining (1 galactic year), and these subjects are their version of basic training. <1% of slaves receive any formal education that could be termed 'scientific'

What percentage of the population is literate in at least one language?

>99%. It's marginally possible that some legendary berserker could manage to get into the Disorder without learning how to read or write, and once they're in, they could use telepathic communication for all data exchange. The slave literacy rate is around 90%. Being able to read written orders is deemed useful.

What is your nation's official religion (or largest, if none exists)?
No official religion exists for Disorder citizens. Praying to a god that doesn't grant you superpowers is generally seen as a sign of mental illness (though in an anarchic society, it's your right to be as nutty as you want to be). The most popular religion among citizens could be loosely described as 'chaos worship'. Slaves have an official & imposed religion, one where they are required to worship their masters as literal gods.

What percentage of the population identifies as religious?
Citizens: 3%
Slaves: 98%

What percentage of the population regularly attends religious services?
Citizens: 2%
Slaves: 100% (Attendance is mandatory)

II. Science and Government

Does your nation's government provide funding for scientific research?

Massive amounts of it. They build giant particle accelerators and do unimaginably fuel-intensive high-energy physics experiments, on the off chance that they might discover something.

Does your nation have a government agency dedicated to promoting scientific research? What is it called?

The science council (which is also the closest thing the Disorder currently has to a ruling body). Scientists are in direct control of the statistical majority of all industrial systems.

Is scientific research censored for political or other reasons?

On incredibly rare occasions. It has only happened once so far, and only in regard to primordial chaos magic. However, even this 'censorship' is a temporary measure, and its necessity is re-evaluated at the beginning of every galactic year. Furthermore, if somebody else figures out primordial chaos magic on their own, the science council admits that they have no right to stop it. The existing inventor of the magic has merely received majority-approval to not post their findings on the telepathic internet.

Can scientists freely publish their theories and views without fear of government retribution?

Absolutely. In fact, it is expected that scientists post their findings, so that all the Disorder may benefit from their discovery. The free and transparent exchange of knowledge is the reason why they built an ultra-high-bandwidth telepathic internet. Briefly, the Disorder tried to make data-sharing mandatory, but among a society of anarchists, that proposition failed HARD.

Which of the following topics are legal or illegal in your nation?
(O for legal, X for illegal)

[ O ] Artificial intelligence (AI)
[ O ] Astronomy
[ O ] Cloning
[ O ] Evolution
[ O ] Gender identity
[ O ] Genetic modification
[ X/O ] In-vitro fertilization (IVF)
(Population growth via reproduction is illegal, the Disorder expands only by recruitment. However, the generation of nonsapient life or slaves in the laboratory is wholly unrestricted.)
[ O ] Sexual orientation
[ O ] Stem cells
[ O ] Transgenderism
[ O ] Transhumanism

III. Science and Education

Do public libraries exist in your nation?

Yes, vast data archives exist on every cityship and every asteroid habitat. These archives also store memory-clones, which can be used in the event that a citizen dies. Slaves are denied physical access to data archives, and are not allowed on the Disorder's telepathic network.

Do public museums exist in your nation?

Yes. Interior spaces are frequently set aside in asteroid habitats to commemorate important events or scientific discoveries. This is largely for posterity, but the only thing it costs is some interior space. Slaves are denied physical access to these museums.

Is science taught in your nation's schools? Is it mandatory or optional?

Mandatory. In fact, the Disorder's recruitment process deliberately screens out & rejects people that hold anti-science views. Slaves are not subject to these recruitment criteria, nor do any significant number of them receive scientific instruction.

How popular are STEM (Science, Technology, Engineering & Mathematics) programs in your nation? Does it vary by gender?

STEM programs enjoy ubiquitous 100% popular support. Even hardcore military berserkers recognize the unquestionable necessity of scientists developing a better understanding of the universe - because that means that the fleet gets better weapons. Slaves are generally unaware that the Disorder has ongoing science programs.

Is scientific education censored for political or other reasons?

It is marginally possible, under one very specific and narrow instance: The Disorder is at war with order and its institutions, and at some point in the future, the forces of order may attempt to infiltrate the Disorder. Information that poses a cosmic extinction-level threat to all chaos (in the event of its misuse) may be subjected to censorship-like countermeasures. Slaves are generally prohibited from receiving scientific education.

Are schools allowed to teach about astronomy (especially heliocentrism)?

Not just allowed, but required.

Are schools allowed to teach about evolution?

Not just allowed, but required.

Are schools allowed to teach about sex and reproduction?

Not just allowed, but required. It is worth noting that population growth through reproduction is illegal within the Disorder. Contraception & abortion are available to Disorder citizens. Slaves are not allowed to manufacture more slaves of their own accord. If the Disorder wants slave-offspring, they will make them in a lab.

Are schools allowed to teach about sexual orientation and gender identity?

Yes.

Can students or parents opt out of science classes for religious reasons?

Nope. People who are anti-science have their application to join the Disorder denied.

IV. Science and Society

How is science viewed in your nation's society, and why is that?

Science is essential to existence. The Disorder is a rogue nation of mad scientists. The rigorous study of science and magic (and its unrestricted application) has made them what they are, in literally every way.

How likely is the average citizen to trust science over superstition?

Extremely likely, bordering on 100%. There is always the stray person that thinks some experiment is a bad idea, because a tiny bit of data exists to support their hypothesis of it being a bad idea, and they think their data outweighs the other data. But scientists do as they please, they don't need anyone's permission to do anything, ever.

How common is science denial in your nation? Does it vary by age or other demographic class?

Non-existent. Citizen recruitment criteria, to date, have never failed to reject an anti-science individual from joining the Disorder. Science-denying slaves probably exist, but they don't have a say in regard to what happens in the Disorder.

How common is technophobia in your nation? Does it vary by age or other demographic class?

The Disorder is pretty close to being the polar opposite of technophobic. Techophilic would be a proper term to describe them.

I. Nation Overview

Name and pretitle: The Commonwealth of Syndic Australia
Government type: Federal Parliamentary Syndicalist Republic
Population (IC): 34.91m
Technology level:
[] Past Tech (PT)
[X] Modern Tech (MT)
[] Post-Modern Tech (PMT)
[] Future Tech (FT)
[] Fantasy Tech (FanT)

What percentage of your nation's GDP is spent on education? Education & Academic spending is spread throughout all levels of government, so an exact figure is unavailable. It does, however, get the third-largest chunk of the pie, after health & welfare and transport & infrastructure.
What percentage of the population has completed at least secondary school (or equivalent)? Completion of at least Secondary education is compulsory.
What percentage of the population is literate in at least one language? more than 99%

What is your nation's official religion (or largest, if none exists)? No official religion; Christianity is the largest with 28% of Australics belonging to a Christian denomination.
What percentage of the population identifies as religious? 43.5%
What percentage of the population regularly attends religious services? The census does not ask this question; presumedly somewhere betweeen 15-25%

II. Science and Government

Does your nation's government provide funding for scientific research? Funding for scientific research is approved by the relevant Federal Consolidated Syndicate - generally the Federal Consolidated Academics Syndicate or the Federal Consolidated Industrial Syndicate. All professional scientific research is undertaken publically, as no private educational or academic institutions exist in Australia.
Does your nation have a government agency dedicated to promoting scientific research? What is it called? As above, this is under the purview of the Federal Consolidated Academics Syndicate. That is to say, of the academics themselves, as the syndicates are governmental trade unions.

Is scientific research censored for political or other reasons? No.
Can scientists freely publish their theories and views without fear of government retribution? Yes. One advantage of the Syndicate system for academics and scientists is that it provides a robust structure for peer review, as all members of the syndicates are academic peers.
Which of the following topics are legal or illegal in your nation?
(O for legal, X for illegal)
[O] Artificial intelligence (AI)
[O] Astronomy
[O (though the practical application of this science itself is frowned upon)] Cloning
[O] Evolution
[O] Gender identity
[O (generally for agricultural, environmental, or medical purposes - "eugenics" use is frowned upon)] Genetic modification
[O (though the practical application of this science itself is frowned upon)] In-vitro fertilization (IVF)
[O] Sexual orientation
[O] Stem cells
[O] Transgenderism
[O] Transhumanism

III. Science and Education

Do public libraries exist in your nation? Yes, all libraries are public. Most communes will have at least a small library, with the largest being in city centres.
Do public museums exist in your nation? Yes, all museums are public.

Is science taught in your nation's schools? Is it mandatory or optional? Up to year 10, science is a mandatory subject.
How popular are STEM (Science, Technology, Engineering & Mathematics) programs in your nation? Does it vary by gender? Many Australics will take on apprenticeships during their final two years of secondary school, or afterward during their civil service, including within STEM areas. There are no major variances in these areas between genders, though there are some perceptible generational shifts.

Is scientific education censored for political or other reasons? No.
Are schools allowed to teach about astronomy (especially heliocentrism)? Yes. Astronomy is a very popular branch of science, as the view from most of the country is very good.
Are schools allowed to teach about evolution? Yes.
Are schools allowed to teach about sex and reproduction? Yes, beginning in primary school. Such education is considered essential for the development of students into well-adjusted adults.
Are schools allowed to teach about sexual orientation and gender identity? Yes, as above.
Can students or parents opt out of science classes for religious reasons? No. Schooling is an important avenue for developing children to expand their frame of reference in all facets of life and to hear views that may oppose their own or of their relations; restricting this for any reason is an attack on a child's right to quality education.

IV. Science and Society

How is science viewed in your nation's society, and why is that? Science is viewed as the theoretical side of innovation; it drives advances in technology that lead to advances in society. Most Australics hold utilitarian views, and as such hold the more practical sciences in greater esteem - though that's not to say they don't appreciate areas such as philosophy, as all sciences advance understanding.
How likely is the average citizen to trust science over superstition? Very likely.
How common is science denial in your nation? Does it vary by age or other demographic class? Science denial is very uncommon; if more than a negligible number of people hold such views, they hold them secretly. Those who spread scientific misinformation or outright mistruths generally find themselves promptly corrected by their peers.
How common is technophobia in your nation? Does it vary by age or other demographic class? Though outright Luddites are uncommon, some rural Australics are certainly wary of newer technology as they get on just find with what they're used to.

[O] Genetic modification
[O] In-vitro fertilization (IVF)

[O] Transhumanism
There's no explicit ban on any of those topics. But that's because none of them have significant following.

Do public museums exist in your nation? No, all artifacts exist in privately owned collections.

Is scientific education censored for political or other reasons? No scientific education.

IV. Science and Society

How is science viewed in your nation's society, and why is that? Academic education in general (science included) is viewed as a useless endeavor by many Alzatians. That's because the population is predominantly rural, and the "factory model" of classroom education (developed with urban industrial life in mind) wouldn't do them any benefits—what's the need for calculus and Latin, if you're going to plow fields and butcher horses for a living? In addition, Alzatians are quite traditional and resistant to progress, so forcing a novel foreign invention on them wouldn't go well. In a nutshell, school has never been a part of the Alzatian way, and trying to shoe-horn it on the population would do more harm than good. This has been the stance taken by successive Princes and Princesses, and it's unlikely to change for a long time.
How likely is the average citizen to trust science as opposed to superstition? Not at all likely. Belief in the supernatural (ghosts, vampires, witches, fairies, etc.) remains at an all-time high in Alzatia.

How common is science denial in your nation? Does it vary by age or other demographic class? Very common for all ages. Alzatians prefer religious or superstitious explanations for unusual natural events.
How common is rejection of medicine (such as "anti-vaxxer" movements) in your nation? Does it vary by age or other demographic class? Very common for all ages. Alzatians prefer folk remedies over modern medication.
How common is climate-change skepticism in your nation? Does it vary by age or other demographic class? Very common for all ages. Alzatians view climate change as not their problem, especially as they don't have any cars or industries that contribute to it (this is a rural nation, remember?).
How common is technophobia in your nation? Does it vary by age or other demographic class? Very common for all ages. Alzatians have an immense distrust of any technological invention newer than the horse and cart.
