The Secretary General pauses for a moment in some shock, and returns to the podium. “Ladies and gentlemen of the assembly, today we will hear debate on the situation in Rhodesia and the UAC. But first, I must provide this body with some updates. Intelligence suggests that since last week’s protests in Greater Rhodesia and Madagascar, a war between several heavily armed factions has begun. Indiscriminate bombardment has killed an undetermined number of civilians in government territories. In addition, embassies, police departments, business districts, the parliament building and the president’s residence have been completely devastated. This tremendous carnage must be condemned vigorously. However, we must discuss the bounds of our strength, and justification for intervention. We cannot afford to exacerbate this violent situation. I will hear arguments from our representatives now, and evidence from the conflict.”, the Secretary General finishes.

The continuation of this war will only bring the deaths of innocent civilians and hunger and suffering to many more. But the fastest to bring stability and happiness back to the region would be have a conversation and negotiate a peace treaty."

He has been researching the conflict and has recommended that ICDN member nations supply around 200,000 troops to support the current government. This is because the rebels, who are know as "Federation of Liberated African People", have committed many horrendous acts. Such as, this announcement made by Greater Rhodesia and Madagascar about the attack on the city of New Salisbury by the rebels:

'Parts of the outskirts of New Salisbury have been taken by the ALA. Businessmen, farmers and police officers are being publicly decapitated.'

. Another example the radio chatter from Belshekistan, a rebel ally. It said this

'Black Sea Fleet is now in cruise missile range. Cruisers and submarines standing by, targeting at ALA discretion. Give us coordinates and we'll hit them.'

Operation Antelope
Under the command of General Rasselkopf, 2,500 infantry will be deployed at the borders with UAC, New Lusitania, Rhodesia, and Madagascar. The United Australian Commonwealth will assist in creating a demilitarized zone in the territories it controls. A no fly zone will be established over all of Rhodesia and its territories, enforce by the ICDN. A peace conference located in Dresden will be convened between the Rhodesian Government, the Army of Liberated Africans, and all other parties involved. In addition, all ICDN members are to accept refugees from Rhodesia and provide safe transportation and shelter for them until able to return to Rhodesia.

Miles Montgomery, after phoning Corrish Prime Minister Madeline Fletcher, has said that “Madame Prime Minister Fletcher and her cabinet are supportive of any peacekeeping effort in Rhodesia”. Following this, a message from the Prime Minister herself is played.

”I am sure that the majority of the Corrish Parliament will join me in condemning totally this unprovoked aggression by the Federation of Liberated African People. Their terrorism and lack of regard for civilian life has not a shred of justification and not a scrap of legality. Should Parliament vote in our favor, Corrington will be prepared to deploy 9,000 personnel from the Royal Marines, 5,000 tonnes of military and aid equipment, and 70 military aircraft to the site of the conflict.” — PM Fletcher

Representative Montgomery adds “However, if we are all to deploy troops to end this lawlessness, I propose that we gather our forces at several common areas of operation. Does any nation in this assembly possess land secure but close enough to the conflict which may act as a staging ground for operations?”

As delegate Montgomery noted, we need to set up a common base of operations. Additionally, we need to be prepared to face guerrilla warfare, and brazen acts of terrorism. I will personally appeal to the militaries of Dalmannia and Akhenium to supply part of its drone Arsenal for the purpose of reconnaissance and precision strikes. We require a bold and thorough strategy to prevent further acts of violent slaughter.”

The Dalmannian Parliament enters an emergency session to determine whether or not to intervene in Rhodesia. The Parliament membership was largely shifted after the recent 2020 election, in which the many of the “Warhawk Federalists” were largely elected out of their seats given public animosity against the costly Dalmannian military intervention in Ohkhos. It will not be an easy vote to pass. At the moment, Prime Minister Brennan and Deputy Prime Minister Richter are debating among each other on whether or not intervention should occur, with Richter supporting a strong military presence and Brennan arguing for more pacifism.

AN UPDATE:
The first vote of intervention is passed in the National Council (House) despite the efforts of Speaker Scharlotte Helm to encourage restraint. The success of the effort can be attributed to the adamancy of an unexpected coalition of Nationalists, Revolutionary Conservatives and War Federalists who supported their argument with the undeniable success of heavy handed intervention in Ohkhos. Representative Zofia Likhutina von Majevski (FED) stated that:

“Only when we implemented the surge strategy some months ago to commence with Operation Gematria, were we able to sweep Ohkhos clean of the terrorists and warlords who ravaged the citizenry. Our military need to be given the go-ahead to use no restraint in dealing with such vile criminals today so that we may restore order to Rhodesia” - Rep. Majevski (FED)

The total count in the National Council (House) was 282(Y) and 217(N), with two abstentions from the two freshman Faithful National Front representatives, who vowed to partake in no vote of war or conflict on the grounds of moral principle. Now, the vote will enter the Federal Council (Senate) to determine the fate of Dalmannian military intervention on the behalf of the ICDN in lieu of a separately established peacekeeping force.

In the Federal Council of Dalmannia (Senate), the vote to dedicate military force to intervene in Rhodesia is narrowly passed by two votes. Despite the best efforts of Centrist Jürgen Schneider to corral as much support into the Prime Minister’s column, the Federalist-Nationalist-Revolutionary Conservative coalition was able to persuade enough senators from the margins of other parties to vote on intervention, with the vehement presentation of genocidal atrocities being committed in Rhodesia. The newly-elected Independent wing, which had rallied under Rasselkopf’s campaign only months ago, was especially receptive to the pro-intervention bloc. With a vote of 52(Y) and 48(N), the Federal Council opened a joint committee to draft up a formal declaration. Parliament then submitted an Authorization for Use of Military Force resolution jointly-drafted by Gereon Harrison (S-FED), Zofia Likhutina von Majevski (R-FED), Hans West (R-NPD) and Alesia Woodhouse (R-NPD).

The Dalmannian Armed Forces will send a maximum of 7,300 soldiers, 40 tanks, an aircraft carrier, 3 destroyers, a submarine, 27 KTA-4 “Horseman” fighter jets, 12 KTA-1 “Phantom Lord” Stealth Air Superiority Fighters and a number of “Athena” and “Icarus” model solar powered UCAVs. However, given the introduction of a new and deadly virus, air campaigns and the selective use of special forces troops equipped in combat-ready hazard equipment are favored above a sweeping ground campaign until antidotes to the Manchurian Virus can be widely administered across the board.

The combined military forces of ICDN member states may at the time convene at military bases at Dalmannia’s protectorate in the Mediterranean: Auctorum, before moving to sites in the UAC.
