Welcome to Normandy & Picardy!

Firstly I would like to congratulate Normandy & Picardy and Frédéric Duchamps and Annabelle Vallence for winning the 56th World Hit Festival, after the nation had waited a long time, coming agonisingly close on multiple occasions. Frédéric Duchamps and Annabelle Vallence won the festival with the song "T'es tombée sur ma main" with 37 points. The first French song made history as the first song that won the Festival - congratulations once again.

The show must go on! We return to having normal (non-orchestral) World Hit Festivals, and for the first time since Avranches at the 33rd World Hit Festival, Normandy & Picardy will host their fifth Festival in Amiens. We very much look forward to the upcoming World Hit Festival and wish the SRNP the best of luck.

What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries.

The World Hit Festival has had a very long history in NationStates, and a thread by the second overseer (Euskirribakondara) has been created to compile this long history. Below you can find the rules of the 57th World Hit Festival!

Rules and Regulations...
ENTRIES
  1. For an entry to be accepted, must have at least a tune and a complete set of lyrics. Incomplete, inappropriate or disorganised/unclear entries will not be accepted at the discretion of the host and the Overseer.
  2. Reserved RL Tunes Nations must not send a reserved tune from this list. Songs that have been reserved are those that have placed in the quintile of any participating Festival, including Junior World Hit Festival. Songs that do not place in the top quintile are reserved for a year from the IC date of the Festival. You can find all information, and more, by browsing that link. The Overseer will be responsible for checking tunes, with the host double-checking before transferring the entry to the IC.
  3. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
  4. In order for Semi Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
  5. The maximum amount of nations that can participate without more than one automatic qualifier (ie the host) is 18 nations per Semi-Final. Once this number has been broken, the top 6 (including the host) will automatically qualify to reduce 18 nations to 15 in each Semi.*1

CONTEST
  1. A nation is allowed to submit 2 puppets maximum to the contest, meaning that a user can be controlled at most 3 nations in the contest.
  2. Users must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens. If users usually split their rankings across multiple participating nations (master and at least one puppet), they are free to provide only one ranking - provided it directly aligns with how many points given out across the user's participating nations. Otherwise, the user must send a ranking per participating nation they own. Rankings should not be displayed by any given user until after the Festival has been completed.
  3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
  4. When participating with multiple nations, users can only give themselves 8 points maximum. Votes will not be accepted if users give themselves, through any of their nations, more than 8 points.
  5. In the event of a tie, the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - 6th places, 7th places etc.

HOSTING
  1. The winner of the competition will automatically be given the right to host the competition. The winner will have 72 hours (maximum) to announce their interest in hosting the Festival to the Overseer.
  2. The host can reveal they will host the World Hit Festival after talks with the Overseer on when to do this. It will still officially be announced on the WHF Network.
  3. If within the first 72 hours, the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, the nation who came 2nd will be asked and so on until it reaches the Overseer. The Overseer can give hosting responsibilities to a user placed below them if they are willing to host.
  4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
  5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

Bienvenue à Amiens | Welcome to Amiens
Welcome to Amiens, the beating heart of the Republic of Picardy. For the second time in the history of World Hit Festival, Amiens (which the first time was billed as Picard, as part of a hosting pooling the resources of the wider region) will host the World Hit Festival, having last hosted in the 21st World Hit Festival; this is the 5th time the country has hosted the contest after its 6th win. SRNP chose Amiens to host after a very competitive bidding process which also saw Rouen, the Federal Capital, and Avranches, host to many of SRNP's offices and studios, and both of which have also hosted the contest before, bid to host. In the end, SRNP decided to show the world the capital of the underrated side of the country, alongside a wider narrative of the joint national history of the two Republics. These two impulses are indeed reflected in the logo of the contest itself that you can find at the top of this page, with the A for Amiens represented relatively abstractly and also reflecting Normandy and Picardy's long and close relationship with the sea and the waves. The logo is designed by local Picard designer Julienne Louissaine, known for her simple but effective designs.

But anyways, more about Amiens. As noted already, Amiens, or Anmyin in Picard French, is the capital of Picardy, one of the two Federal Republics that make up the country of Normandy and Picardy, and is also the capital of the Somme Département. It is home to 136,000 people alongisde the largest cathedral both in Normandy and Picardy as well as the largest in French speaking Europe, which is also a World Heritage Site; the author Jules Verne best known for 20,000 Leagues Under the Sea and Journey to the Centre of the Earth; and the Musée de Picardie. Home to the Ficelle and Macarons D'Amiens amongst other gastronomic wonders, you can follow your taste, both food and music wise, around its quartiers, from Saint-Leu, home to the beautiful Place de Don overlooked by the Cathedral and the Somme Canal, to Saint-Maurice, the former industrial heart and now home to Amien University's Faculty of Arts and the École supérieure d'art et de design d'Amiens (Art and Design College), alongside many venues (though not the one hosting World Hit Festival, more on that later). Alternatively, you might head down to Saint Acheul and the famous Hortillonnages, a marshy region to the east of the city where nowadays many people have allottments where they grow vegetables, and travel about by boat. It might not be a big, modern city, but Amiens certainly has a lot in store for you when you eventually come, and we can't wait to welcome the world.

Run by the Métropole of Amiens, the Zénith d'Amiens will be the host venue of the 57th World Hit Festival. The audience for the contest will be smaller than an average contest, albeit unsurprisingly larger yhan the orchestral edition last year, with a capacity of 6,000 people for the arena itself, and preference will be given to locals, although there will be still be a few thousand tickets for the jury show/rehearsal and the final available for Festivaliers. There were will also be a wider series of events to engage a wider fan base who we hope will come to take in the contest which will be discussed below. In any case, the Zénith. The venue is on the outskirts to the south of the city, part of a larger complex which includes a large conference centre, the Mégacité, which will host the greenroom for the contest due to a lack of capacity within the Zénith itself, alongside sports and other venues. The arena itself, opened in 2006, has a long experience of hosting major musical acts and large scale productions; pretty much every major Normand and especially Picard artist has performed at the Zénith at some point. It has also been home to many major live productions including award festivals and televised live performances, and so it is well suited to hosting an event like the World Hit Festival. But what about those other events I hear you say? Indeed, we hope to turn the entirity of Amiens into a World Hit City for the duration of the contest, with live performances by both the competing artists and local Picard talent and a whole roster of cultural events which those who come to visit the city will be able to enjoy. This includes large events in the Place de Don in the centre of Amiens and at the Stade de la Licorne and Mégacité not far from the arena itself on the night of the final, with screens presenting the contest live and other performances and ways to interact.

For the genreral plan of the arena, see here; please note most of Zone P has been lost to allow for the stage and camera equipment etc. A few small groups will be allowed around the edge of the stage, and these tickets will be more expensive.

Knowing where the artists should turn up for on the night is all well and good, but what will serve as their backdrop? That will be the stage pictured above and given a test run for the incoming artists, designed by Lucien Élul, a designer based in the city of Beauvais in Picardy. Again, the focus has been on simple but effective design, in this case such that could fit within the arena whilst losing as little seating as possible, and also so that it will look great; we're certain that it achieves that. The stage features a background made up of 3 LED screens, with one slightly further back than the others, alongside a long LED strip along and down the centre of the stage, the rest of the floor being plain black. There are also LED strips along with lighting rigs along the length of the stage, which we are sure will provide the delegations with plenty to use, whilst also adding the challenge of working with a somewhat longer and more intimate stage; there's certainly less likely to be wide audience shots, we are aware. Otherwise, the stage also has all the usual features that you might need, namely pyrotechnics, water, smoke, wind machines, and other effects; if you have any questions, feel free to ask the delegation and we'll try to accomodate you as well as possible.

This is the stage that all the acts will perform on in the Zénith d'Amiens, but this will not be the only stage on which action during the night will take place. As already noted, the hosts and the greenroom will be based in Hall One of the nearby Mégacité conference centre. The hosts will present the show from here, both opening it up (although the opening performance will take place on the main stage) and carrying out the voting segment, alongside interviews with some of the competing acts over the course of the final. The winner's reprise will also take place in the main stadium; the two are close enough together to allow for a quick move over. In any case, you can see the design, also by Lucien Élul, for the greenroom and hosting area below. As you will note, this also has audience seating, to allow an extra thousand spectators to join us here too alongside the others already mentioned. They, and the stars of the show, will be able to watch proceedings from here, and be centre stage for the all important voting segment. All of this discussion of course brings us onto...

Indeed, the show itself! As has already been noted in the section above, the show will be split between performances in the Zénith and the hosting complex within the conference centre, but how else will the show work. In many ways, we are living by a philosophy of "If it isn't broke, don't fix it". Therefore, much of the general structure of the show will remain the same. There will be an opening section, beginning with a prerecorded introduction "La Rue vers Amiens" (The Road to Amiens), and a live performance in the stadium about which we'll keep our mouths shut for now. Then, we will turn to the hosts in the conference centre who will go through all of the usual discussion and guidelines. The show will be hosted bilingually in French and English; all broadcasting carried out by SRNP usually by law has to be in Normand Standard French or a local dialect, but SRNP have been given a special dispensation by the Federal Government to host the show in French and English for this contest. Don't worry, we'll make sure everyone can understand what is going on, and if nothing else, the commentators will pick up our slack no doubt. From there, we will move through the performances, with a break half way through the contest for everyone to catch their breath, for interviews with some of the artists. Then, through to the second half, and then, the voting. The voting will be held in two stages as per usual, the points from 1-4 coming first, and then the 5 points being revealed in the second round, with a third stage to break any deadlock. But how will you know who you are voting for? Let us turn to the graphical elements that viewers across the multiverse will see.

The above, a running order graphic based on the line-up of last edition in Todlichebujoku, is an example of the general graphical design of the contest, unsurprisingly sticking to the theme of the logo and carrying it through, as naturally would be expected. Again, you will note the joint French and English graphics, again due to the requirements as stated above. As regards the actual running order of the show, the picking of the running order will take place in the manner that has become customary. At a live event held at the Musée de Picardie in Amiens, the competing songs will be split into two halves by random choice, aside from the hosts, Normandy and Picardy, who will pick their place in the running order. After this event, the producers of the show will decided on a running order that will best showcase all of the competing entries.

In any case, we have talked about voting, and people have been able to pick up their phones and votes, but what will people be seeing on their screens as the votes are revealed? Look below for your answer.

Here we have an example of the voting graphics,using the Normand 5 points to Malta Comino Gozo in the second stage last year. As is usual, we will only only the scoreboard and the hosts in the conference centre for the first stage, before we go wizzing around the multiverse asking for people's 5 points as above. We ask that delegations let us know where in their respective countries their respective spokesperson is coming to us live from, and of course who they are, at the very least. During both sections, all the countries will be visible on the board and those receiving points will be lighted up in gold, until of course the very end when the winner is revealed.

Of course, one of the most important aspects of the contest are the little postcards that play before each entry, allowing the technical teams to get everything ready for the act to come, and providing a little break between songs. We want to use the postcards this contest to help introduce a wider audience to the many wonders and the culture of Normandy and Picardy via the lens of the artists. With this in mind, we will invite each of the competing artists to come to Normandy and Picardy where they will experience anything from cheesemaking at Camembert to the world heritage site and cultural landmark of Mt St Michel and everything in between. We also hope to use these postcards to highlight the musical heritage of Normandy and Picardy, and as such each postcard will have its own unique song attached to it stretching across time and genres, from classical music to 90s boyband music, and perhaps a few familiar songs from WHF's past thrown in there too. Each postcard "package" will be picked blindly by the competing delegations out of a whole host of options before filming for them takes place. Above, you can see an example of the closing section of the postcards before the songs begin, here using the Normand winning entry from last contest (with the second example in the spoiler using Kalosia from last contest) in the centre of Amiens, just to provide an example of what to expect.
