Welcome to the 31st International Basketball Championship! The United Republic of Delaclava is honored to, at long last, invite the national basketball teams of the world together once again, and it is exciting to see a record field of sixty squads take aim at the IBC title. I will also post results in this thread as well as keep this original post updated with tournament details. Format

Qualifying Round: Ten groups of six where every team will play each groupmate twice (once home, once away) for a total of ten games. Standings will be determined by Wins, head-to-head record, overall point differential, head-to-head point differential, then RP bonus. If a particular tiebreaker resolves a tie of three or more teams, but two or more teams remain tied, the tiebreakers will restart to resolve the new tie.) The top two teams from each group will advance to the Final Group Stage.

Group Draw Procedural Notes:
- TJUN-ia was randomised into Pot 1 and Kriegiersien into Pot 2.
- Delaclava was seeded in Pot 2 according to its ranking, and placed in Group A at the beginning of the draw.
- Squidroidia, Indusse, and Cassadaigua were randomised into Pot 3, and Southwest Eastnorth and Hebitaka into Pot 4.
- Of the unranked teams, United States of the Adirondacks were randomly selected into Pot 4. The rest were randomly drawn into Pots 5 and 6.
- At the end, the order of each group was randomised for the purposes of determining fixtures.

Final Group Stage: The top two teams from each Qualifying Round Group will be invited to Delaclava and split into four groups of five, and a single round-robin phase will be played. Like the Qualifying Round, standings will be determined by Wins, head-to-head record, overall point differential, head-to-head point differential, then RP bonus. The top two teams from each group, for a total of eight teams, will advance to the Finals.
Consolation Group Stage: Ten other teams will be invited to Delaclava, consisting of third-placed teams from the Qualifying Round. This is intended as a non-competitive phase, with the main purpose of providing additional RP opportunities. They will play two groups of five, followed by single-elimination playoffs that determine their final ranking.

Finals: The top two teams in each group of the Final Group Stage will advance to the quarterfinals, and a single elimination bracket will be played to determine the 31st International Basketball Champion.
Additional playoffs will be contested by teams eliminated in the Final Group Stage and in the Finals to determine their final ranking.

The Consolation Group Stage will take place concurrently with the Final Group Stage. The classification matches for places 21st through 30th will be scored on the 24th. The classification matches for places 9th through 20th, consisting of teams eliminated in the Final Group Stage, will be scored on the 24th and the 26th. The classification matches for 5th through 8th place, consisting of eliminated quarterfinal teams, will be scored on the 26th and 27th.

(Note: The host bid incorrectly stated that the cutoff window would be 6pm-7pm US Eastern time. I was trying to be more accommodating to a larger population of our IBC players and in the process simply confused myself. However, the UTC time provided in the bid was correct.

Roster/Roleplay Notes

Please post a roster that at a minimum includes your starting five players and any other bench/reserve players. This is in consideration to your fellow RPers so that they can more effectively roleplay a completed or upcoming game. Your roster may also include any further information that you may wish to include, such as national background, player and coach descriptions, home court and uniforms, etc.

It is recommended that you post the following list of RP permissions in your roster, along with a choice of "Yes" or "No" (or a more specific explanation if you'd like) for each item. This will allow you to cooperate with your opponents and fellow competitors when either you or your opponent RPs is the first to RP about your given match. Please respect the listed permissions of your competitors, as well as their roleplay itself if they have completed their RP before you. If you have any concerns regarding this, please contact me via TG or the Discussion thread.

IBC31 Guide to Delaclava


Overview

Welcome to the United Republic of Delaclava! We are a large, diverse nation located in southeast Atlantian Oceania, and we pride ourselves on education and scientific development, culture and music, a well-developed public transportation system, and active lifestyles with an emphasis on recreation and sport. Internationally, we are particularly notable for our book publishing and basket weaving industries; advanced education and research; high quality of living due to low tax rates, greater than average disposable income, and strong community and family structures; and vibrant music and nightlife from the larger cities to the smaller niches. In the sports world, one of Delaclava's greatest claims to fame is the National Athletic Complex, situated in Catherina, the former national capital and to this day an entertainment hotspot. The Complex has hosted a portion of every major championship that Delaclava has organized, across multiple sports.

The Final Group Stage, Consolation Stage, Classification Playoffs, and Finals will showcase a diverse group of locales around the vast geography - old cities to the south now distinguished as artistic and historical hubs; sparkling new metropoleis on the west coast noted for industry and commerce; and a variety of islands off the mainland, each with a different culture on offer. With the advanced public transportation systems available - monorails on the mainland and mass-transit speed boats to the islands - you should have plenty of time to explore not only the cities described below, but any other cities you see on the map (or aren't on the map yet!). Group A

Athens
Athens is one of the hallmarks of what could be considered Old Delaclava, a seaside architectural marvel known for stone and marble houses and castles, well-preserved historical and government buildings, mountains and foothills, beaches and caves. The city of Athens has often enjoyed the privilege of hosting international sporting competitions due to its distinctive features, even as the population and economy sometimes dwindled. In recent times, it has enjoyed a certain revival thanks to the new influx of tourists, as well as an increase in concerts, golf courses, and tennis courts; Athens also serves as a gateway to Delaclava's major non-contiguous territories, Verceola and Firinsymnia. Competitors in Delaclava's three main sports - tennis, athletics, and cagefighting - as well as cycling have re-discovered Athens an an optimal headquarters for training, and in the basketball world, the emergence of BC Athens - the team of Djordje Zubić, Pekko Ranta, and Zachary Bates - has drawn renewed interest in the city.

Group A games on Days 1-3 and one Quarterfinal will be hosted at the newly-opened Charybdis Hall (seats 45,000) as well as the Triamvos (20,000), home of BC Athens.

Arana
The province of Arana is home to the highest-rated provincial university system in Delaclava, and this city and capital of the same name is defined by the flagship Arana State University. Doctors, teachers, lawyers, and policymakers from all around the nation can trace their academic roots to the slightly inland eastern city, which has an economy and culture committed to its students and professors - as well as its collegiate athletics. The sports programs of Arana State and Arana are routinely in the upper echelon of nearly every sport contested in the Delaclava University Sport Association. Arana also benefits from the economic and financial sphere of influence from the hulking metropolis of Manchester.

Group A games on Days 3-5 will be hosted at Biotheque Center (28,000) and Aces Astro Arena (23,000).

Group B

Valeina
Valeina is one of the products of the west-coast explosion in recent years. It is considered the current Delaclav leader of advances in technology, cybersecurity, and software engineering. Due to this industrial focus as well as its location, it is well suited for communication and collaboration with the rest of Atlantian Oceania. Like many cities on the west coast, it retains a character of humility and warmth, but with a more youthful and fast-paced identity. Even in a country renowned for its public transportation system, the light-rail network is a particular standout among metropolitan systems, and combined with the high prevalence of flexible work locations and hours and superior internet speeds, Valeina is one of the cleanest and most forward-looking cities in the United Republic. The Group B teams who start here will really be seeing a new Delaclava.

Group B games on Days 1-3 will be hosted at OmegaComm Center (35,000) and Frostbyte Court (14,000).

Quinniville
This old and historic west coast city seems to defy many conventions of large cities, particularly those of Delaclava. It is unassuming, quaint, lush and green. It is a metropolitan area of 3 million people where everyone knows their neighbors; it is a productive yet workers-first economy; the people never put on airs yet regularly demonstrate the best of Delaclava. Yet the more recent west-coast explosion in Delaclava, including even larger cities such as Santa Lourdes, Valeina, Crystal Lake, and Salem, are a natural outgrowth of the Quinniville foundation - bigger, faster-paced, younger and more modern, yet still humble and smiling. Quinniville is also a significant gateway to the rest of Atlantian Oceania, and it is a city that gladly evolves as it takes in migrants and cultural imports, while remaining fixed in its core identity. Recently, Sullivan Stadium, a 70,000-seat gridiron-only stadium that is home to defending DGL champions Quinniville Aces and the Quinniville Institute of Technology football team, hosted two quarterfinals and a semifinal of the 39th World Bowl. The “town” of Quinniville is friendly and charming, but the victorious teams in Quinniville will not be lulled into a false sense of security by the time they take the court - and neither should you.

One of the hosts of the Final Group Stage in IBC7 - including several of host Delaclava's games - the venues of that time have been kept in great condition and are considered for usage to host the Group Stage games and a Quarterfinal. Delaclava has already played one game at Morrison Court in this IBC, and the fans of Quinniville are ready to welcome more visitors with the same hospitality.

Group B games on Days 3-5 and one Quarterfinal will be played at TeQIT Arena (30,000) and Morrison Court (23,000). Morrison Court previously hosted games in IBC7.

Group C

Corcorran
Corcorran was the first city of Delaclava - in fact, it still carries the "First City" moniker - as well as the country's first capital, and as Delaclava first grew its international presence, Corcorran was one of the most frequented Delaclav cities by tourists. Although still for many decades the second-most populous city after the founding and development of Catherina, Corcorran became somewhat of a big "ghost town" as citizens realised there were many other places in the nation to live. The isolation era of Delaclava facilitated somewhat of a revival for the First City, which first found its footing as a historical city notable for its distinctive stucco and brick architecture, to a once-again booming research city and tourist attraction. In recent times, it has also formed somewhat of a "supermetropolitan area" with the Olde Trapezoid that also includes Christiana, Cleopatrana, and Beliri, each a former major city that has come back as a cultural and economic centerpiece of south Delaclava.

In all the ebbs and flows, Corcorran has remained a centerpiece of Delaclav sports history, routinely hosting key home matches as well as international events, including part of the Final Group Stage of IBC 7. The teams who come here will have the opportunity to play in historic venues in front of an enthusiastic, appreciative crowd - including fans of the Corcorran Flash, which stars Phoenixes small forward and captain Rick Jones. The people here are largely no-frills, hard-working and humble, and passionate about bringing events to a large yet intimate community such as their own. There's a lot of history to be found here - and now you'll be part of it too.

Group C games on Days 1-3 and one Quarterfinal will be played at Flash Forum (14,500) and Press Court (13,500). Press Court previously hosted games in IBC7.

Carnstone
Santa Lourdes is without a doubt the entertainment capital of Delaclava. But it's not everyone's speed: some people want to live in a smaller city, a more intimate community, a culture that's a lot less "pop" and more artistic. Carnstone has recently become the answer to that desire, and it may well be Delaclava's best kept secret. It's a favored hot spot for indie, alternative, and symphonic music, and is also a key piece of Delaclava's booming education and book publishing industry. With a diverse array of entertainment and dining options, it is welcoming to tourists without ever being saturated by visitors. In the sporting world, Carnstone has become a niche for the resurging domestic baseball and lacrosse leagues, with the Carnstone Coyotes the two-time defending champions of the United Lacrosse Tour, and the Carnstone Cardinals reaching the most recent DBL Super Series. Some of the more familiar cities represent the past and present of Delaclav sport - perhaps Carnstone represents its future.

Group C games on Days 3-5 will be played at Crème de la Crema Hall (12,000) and St. Ives Hall (9,500).

Group D

Crystal Lake
Another city resulting from the rise of the Delaclav west coast, Crystal Lake is in many ways cut from a similar cloth to its progenitor city of Quinniville. It's a bit smaller and quieter, quaint and idyllic, with lush green landscapes and vibrant seaside communities. But like Carnstone, it's also a little bit indie, a little bit hip, home to a kind of edginess and counterculture. In a time where Delaclav is becoming more traditional and socially conservative, Crystal Lake remains a haven of youth and liberalism, nudity and polygamy, a sex-drugs-rock 'n' roll mentality that sometimes clashes, yet usually somehow co-exists with young professionals, a healthy middle class, and quiet retirees alike. There's something for every citizen and tourist here, and the teams that make it through this group won't just be the best basketball squads - they may also be the players disciplined enough to avoid temptation here.

Group D games on Days 1-3 will be played at Spydr Court (24,000) and Onyx Productions Arena (15,500).

Orton City
Orton City has evolved as an industrial and manufacturing focal point, centrally located between the capital of Catherina, western port cities such as Santa Lourdes and Quinnville, and the rest of Atlantian Oceania to the north and west. Orton City civil and transportation engineers were also the driving force behind a separate, underground industrial transportation matrix. A largely working-class, no-frills city, the Orton City council and tourism board has made great strides to enhance the culture of the area, with a more robust downtown area, gaming and gambling outlets, and bringing to the city sports teams such as the gridiron Orton City Oilers. Orton City is relatively new to bringing in such an international presence, but it is one of the most financially stable and thriving cities in the nation, and has now the opportunity and willingness to take part in this international event.

Group D games on Days 3-5 and one Quarterfinal will be played at Brass Motors Arena (16,000) and Forest Hills Garden (11,000).

Consolation Stage

Catherina
This large, sparkling, opulent, real-life “city on a hill” could not be a more perfect national capital, both in physical geography and design. It is located in the center of the large Atlantian Oceanian mainland, on a massive and sprawling plateau adjacent to the Alexandria Mountains and surrounded by the “Three Rivers” - Alexandria, Ulysses, and Odysseus. In pre-isolation Delaclava, the city continued to grow and develop its infrastructure and culture, shaped by global exchange, and in its own right was representative of Delaclav culture and society to the rest of the world. During social and government reforms that took place in the isolation era, the people sought to perhaps find a new location as the Delaclav capital - but a better-suited locale simply did not exist. Thus, Catherina proudly remains the capital, outfitted with new ideals but retaining its usual splendor.

Catherina has been chosen to host the Consolation Stage for two reasons. For the fans: even though Manchester has been selected for the Finals, Catherina and the DNAC have been such a gracious and capable host of so many international events, the people of the capital deserved to see some elite basketball. For the teams: your trip to Delaclava may not be as long, or as high-stakes, so we hope to show you as much of Delaclava as we can - and what better way than to bring you to the jewel at the center of it all, the hub in which you can see and do anything, and from which you can go anywhere? So come on over and make the most of your time here!

The Catherina games will be played at the National Athletic Complex, unquestionably one of the most distinctive characteristics of the Delaclav capital. The Complex has been home to virtually every single international competition that Delaclava has hosted. The United Republic has countless regions, cities, and venues to showcase to the rest of the world, but ultimately all roads have led to the DNAC. Most notably for this competition, the DNAC hosted the final stages of the 7th International Basketball Championships. The following courts will be used:
  • The Amphitheatre (~40,000, air-conditioned and weather-proof outdoor)
  • Peterson Arena (30,000)
  • Gerhart DeNancy Court (8,000)
  • Rydan Woodsmith Memorial Court (8,000)
  • Jason Pierce Court (5,000)
  • Green Court (5,000)

Finals

Manchester
Manchester is to the modern United Republic what Catherina was to pre-isolation Delaclava: the largest and most populous city, the center of economic growth and technology, the heartbeat of mainstream culture, the flocking point for immigration, new beginnings, fresh ideas and innovations. Unlike the centrally located Catherina, Manchester is located on the east coast, occupying a sharply tapered peninsula penetrating the sea, pointing out towards Paripana and to the rest of the world. Fittingly for this competition, it also maintains an impressive sporting legacy - to name a few points, it is home to the St. James University Eagles, the most decorated athletic program of the past century; the new Pride of Manchester, the 110,000-seat stadium that recently opened and has hosted numerous World Cup qualification matches; and the Manchester Grass Court Championships, the most prestigious competition in the Delaclav national sport of tennis. Recently, Eagles Stadium, a 75,000-seat gridiron-only stadium that is home to the St. James Eagles football team, hosted two quarterfinals and a semifinal of the 39th World Bowl.

Due to its population, infrastructure, and basketball heritage - from prolific national champions St. James Eagles, coached by Phoenixes head coach Jim Levins, the alma mater of Rick Jones, and the current team of backup center Jordan George; and consistently excellent professional team Manchester Lions, whose lineup includes Phoenixes starting point guard Simon Rybakov - Manchester was the obvious choice to host the Finals, yet it is the first time a major championship will ever be decided here, and the people could not be more excited for this distinction. Played here will be every classification match, all the way up from 30th place to the Final Four and the championship. It will be staged in ascending order over the final few days of the competition, drawing the fans in with the increasing level of skill and pressure all the way until IBC31 is decided. Regardless of what place you compete for while you're here, the people of Manchester can't wait to see you play. You'll hear the energy and feel the noise, and you'll know it's your time.

All final placing games, the Semifinals, the 3rd place playoff, and the Championship will be played at the 60,000-seat Red and Black, home of the St. James Eagles basketball teams.

Notes:
- We almost always play a 1-3-1 zone defense. It works well with this team, which has lots of size, and is getting faster, especially at guard. Situationally, we will switch to man to man or a box and 1 if the other team's star player is hot, but the 1-3-1 is the base.
- This team is built very different from past teams. They space the floor much better, they have spread the floor with a lot of players who can hit jumpers, especially three pointers. They also like to play fast.
- This team will run at almost any chance they get. While rebounding, especially on defense, is the team's weakest link, when they do get a rebound, they are able to push the ball, and so quickly.
- For the initial group stages, this team's rotation runs 12 deep, as they will almost certainly shorten the rotation to 8 players come the knockout stages. The rotation will shrink as they get deeper into the tournament- probably around 10 players for the second group stage, and down to 8 if they go any further than that.

Recent History
The recent history of the national basketball team, or the Lions, has to start with Banija’s return to the international fray in the 24th IBCs- when they first made a name for themselves on the international stage. With Alonzo Busk hired as the head coach, and their play centered around their star front court players, the pair of 7’2 foot twin brothers, this was a team that won with a front court based game. The two were quality free throw shooters for their size, of course, and they stunned everyone in the IBCs by even getting out of their group, finishing with a 7-3 record in IBC 24 after starting 0-2.

They then made a deep run into the tournament, until they ran into the buzzsaw of St.Kanye- who beat them in the semifinals en route to their third IBC championship in a row. Running into one of the sport’s all-time great teams, things seemed to be looking up for the Lions. And then, came IBC 25- the first time they truly faced disappointment. On home soil, in a tournament co-hosted with Filindostan, they went 10-0 In the group stages, emerging as a favorite to cut down the nets in Filindostan. However, for them, they ran into Drawkland, who stunned Banijan fans by pasting the Lions by 20 on their home floor, en route to winning the tournament themselves.

After that, the team got their first major trophy- winning the Gold medal at the Commonwealth Games for the men. That gave them hope flying into IBC 26, and they did well in that tournament, winning their group for the second straight tournament, this time from Pot 2, and getting into the knockouts. They ran into the defending champs, Drawkland, in the quarterfinals, and that was the end of the run for the Lions.

Three IBCs, three knockout stage appearances, three knockout victories- not a bad run for Alonzo Busk. But it was all a disaster at the Olympics. They went 3-3 in the group stages at the Republica Olympiad, the Savaneh twins swan song with the Lions. And that was it for that iteration of the squad. The Savaneh twins retired, and Alonzo Busk, the head coach, resigned after the Olympiad, saying that it was time for a new era of Banijan basketball to commence.

And IBC 27 was the beginning of the new era. With a new head coach in Isaiah Lavaga, they run a different kind of offense entirely- the team running through a pair of quick, quality guards. They shoot a ton of 3s, and try to stretch the floor- almost the opposite of teams past. And with their #4 ranking in the IBC standings, the expectations for this team are extremely high- with even Lavaga himself saying that anything less than a quarterfinal appearance, with the talent on this team, would be ‘a failure’. This team, though almost getting eliminated in the Round of 16, won four in a row over Valanora and the Royal Kingdom of Quebec(respectively), to run into the Vannish buzzsaw in the semifinals.

The IBC 27 Semifinals, going into which Banija had so much hope, was humbling. Vangaziland is clearly a cut above the rest of the multiverse in terms of basketball skill, and they will be the measuring stick, as the Lions hope to do what the national soccer team did to Vilita- prevent them from winning a third consecutive championship. IBC 28 was another strong start for the Banijans in what was a surprisingly short tournament- just 3 group stage games. They won all their group stage games, and their Round of 16 game to boot, before being upset by the Free Republics in the Quarterfinals.

This most recent cycle was the most painful one yet. They finally broke through in the IBCs, finally winning a semifinal in their third try, against rivals Drawkland, only to fall in the final to the resurrected basketball powerhouse, Newmanistan. The pain was added onto the year after, at the XIV Summer Olympiad, taking place in Banija's largest city, Istria. This men's team navigated the group stages and had a strong showing all the way to the Gold medal game, where the sellout Banijan crowd witnessed another disappointment in the biggest moment for Banijan basketball, as they lost and walked away with an Olympic silver medal.

All that pain ended up being worth it, however, in Graentjfall for IBC 30. The Banijan national team went a perfect 14-0, crushing nearly all comers as they refused to be denied one last time. They had blowout win after blowout win during the group stages, going a perfect 10-0 in group play with their closest game being a 13 point victory over the hosts. After a 30 point blowout win in the Round of 16, this team had a slugfest against Kriegiersien, winning a legendary basketball game by just one point, 128-127, after four overtimes. It was a stunner of a match. Two Banijan starters fouled out in that fourth overtime, but we survived, as a buzzer beating floater by Kriegiersien at the end of the final overtime period was swatted away by the Banijan/Kalactanian dual-national Oluwasegun Tionge, who decided to play for Banija. After a blowout victory over rivals Quebec in the semifinals, they reached the IBC final for the second straight tournament, to play the team that beat them on the final play of the IBC 29 FInal, Newmanistan.

This time, it would be the Lions that would triumph. It took two overtime periods, but the Banijans eventually pulled away and won, 91-85, to win our first ever IBC title. And now we're back at it in Delaclava, trying to reach our third consecutive IBC championship game.

While most of Savigliane's attention has been focused on their football national team, even before the Red-and-Blues' shock qualification to the World Cup, basketball has always been a favorite of Ligurie, the Francophone region of Savigliane. The Trinité-based national team is mostly Francophone and, even before the cataclysmic Event that transported them into the NSSniverse, not particularly good.

Julia Fournier is cognizant of the fact that Savigliane simply does not have the raw physical talent to compete with the IBC's leading nations. Instead, she's built an egalitarian playstyle around a skilled nucleus of veteran players. The nominal starting five of Rigaudeau, Beaubois, Schiarra, Reynaud, and Rinaldi is undersized but all incredibly skilled and dangerous offensively. While Rigaudeau is the team's primary ballhandler, all five starters are very skilled with the ball, leading Fournier to turn to a "4.5-out" offense for maximal spacing (either four-out or five-out, depending on whether Rinaldi has a mismatch in the post). However, unless the incredible passing and handling of Rigaudeau gives the Swans an immediate opportunity, Fournier will turn to a motion offense, with constant screening, cutting, and passing throwing opponents off-balance long enough to generate good looks. Savigliane tend to run down the shot clock to get the best possible shot; this makes them relatively weak in transition.

Defensively, the relative lack of athleticism on the team, as well as the lack of any elite talent, means that Fournier will need to again turn to a more skill-based style of play on the other end of the court. The Swans will switch everything, with long, lanky defenders like Beaubois, Sciarra, and Reynaud trying their best to blow up plays and Rinaldi (as well as his backup, DuBois) more than capable of coming out onto the perimeter. They'll also frequently seek strength in numbers, throwing doubles and traps at the opposition's best players if necessary. However, they are vulnerable to dominant big men (especially if Rinaldi can be switched onto the perimeter), as well as more athletic, fast-paced offenses.

Savigliane tend not to stagger starting and bench lineups, instead opting to build chemistry among all nine rotation players in order to plug anyone in if necessary. Aurier offers a more incisive presence and a clearer off-ball threat, Weis provides microwave scoring and gritty perimeter defense, Dieudonné's length, hustle, and raw athleticism make him a welcome outlier in the rotation, and DuBois is a versatile defensive specialist whose lob threat provides vertical spacing.

Basketball is an avid sport in Drawkland, with huge cheering crowds and near-constantly playing pep bands the norm. If you've never been to a basketball game in Drawkland, you may want to bring a pair of earplugs. Or two. You'll need them.

As you may notice, the Drawkian team is sorta massive, as far as height goes. This is perfectly natural for Drawkians, as the national height average is 7'5" (they're not related to humans evolutionarily besides the shape and proportions and such). They also may seem like they're "middle-aged," but that's wrong. In fact, most professional Drawkian athletes don't retire until around the age of 50, since the average lifespan is around 150.

After having their best group stage in their history in IBC 24, the Net Corps went on to get annihilated in the Round of 16 for the fifth straight time (once by Royal Kingdom of Quebec, once by Vangaziland, once Abaja, once by Ceni, and now once by Banija). Finally, they decided they weren't going to take no for an answer. A decade of playoff disappointment took a heel-turn as the Corps made an unprecedented run to the championship game. Drawkland won the game in convincing fashion to Royal Kingdom of Quebec, and finally claimed the title of IBC Champions.

While they lost in the semifinals of IBC 26 to the team they defeated in the previous semifinals, Newmanistan, they still had the skill to make a deep playoff run. And that they did, by making it to the finals of IBC 27 against Vangaziland. Unfortunately, Vangaziland was the outright better squad and took the series in two straight games. The Net Corps was far from out of the mix, though. Despite the short format and taking a loss in the group stage, Drawkland stormed through the IBC 28 playoffs and defeated Vangaziland by 30 points in the final to capture their second title. Drawkland hoped to go back-to-back with IBC 29, but fell short in overtime to Banija in the semifinals. The IBC 30 campaign featured a first for the Net Corps ... a quarterfinal loss. Obviously they'll be hoping to bounce back into more success here.

For the Net Corps, the Drawkian International Sporting Council (DISC) hand-picked team members, some high performers from last edition, a couple different all-star club players, and even a few collegiate players who REALLY shined in the NSCAA. For the first time, a member of the original squad has retired, so the starting line is now slightly different. The team is co-ed, and even the coaches are specifically selected now.

The Buio'Dzz
Before every match, the team members (including the designated substitutes for the match) will perform a traditional ritual, called the Buio'Dzz on the pitch just before play begins. The Buio'Dzz performed by the Maplish sports teams are from the Mapli-ane, one of the largest aboriginal groups in Mapletish. The Buio'Dzz originated from the sun god, Inaka, a Mapli-ane creation. To celebrate the birth of his son Arone, Inaka broke into a dance while humming a poem to celebrate the occasion. This continued to be the foundation of all tribe dances done by the Maplish aboriginals. The Buio'Dzz is just one of the many tribe war dances from the aboriginals of Mapletish. It is meant to awe and to challenge their opponents in the sports context today. This is similar to the [RL] New Zealanders' haka before their matches. It is performed by a group of people, with intensity and vigour. Actions are performed rhythmically including foot-stamping, tongue protrusions, rhythmic body slapping, clapping of the hands, and an accompaniment of shouting in the aboriginal dialect, which may represent tribal poems passed down from the ancestors of the particular tribe, or a poem that marks the events of a particular tribe. This ceremonial dance ritual also fulfills social functions such as weddings, funerals and celebration of great achievements, occasions, other than the anticipation of war from its earlier intentions. This would be performed unless the hosts of the match in question object to the ritual.

Notes
The International Basketball Championship 31 (IBC) will mark the Dragons' fifth appearance in the multiverse basketball scene. The Dragons' participation in the IBC competition stretched back to their debut in IBC 13. The Dragons have not had any luck advancing out of the qualifying group stages in the IBC competition, having participated in IBC 13, 17, 20 and 26. The Dragons, however have had better luck in the Summer Olympics Basketball, bagging two medals, in the VIII Olympics with the Men's taking the silver medal while the Women's winning the Olympic Gold medals in basketball. The popularity of basketball might not have as much media attention and coverage as the bigger sports of football, rugby and ice-hockey but with the advent of the Mapletish National Basketball Association (MNBA) tournament playing regularly and providing quality basketball to fans in Mapletish, the scene has gradually picked up over the seasons. However, following the dispute between the national sports organisations and the Mapletish Board of Sports Organisations (MBSO), the professional basketball clubs or the Big twenty Sports club were unwilling to release their players to participate in the IBC 31. Despite that, Kerry Poole tried his utmost to assemble the best team he could from the semi-professional and amateur pool of players. Media attention has just currently shifted on Kerry Poole like his counter parts Jonathan Ford in the WLC 36 and Bernhard Floris in the WC87 Qualifying.

If one doesn't take a closer look at Kerry Poole's profile, one is bound to think that he is pulled into the setup against his free will. However, like his counter parts in lacrosse and association football which are the two most recent Maplish teams to return to multiverse play, Poole is determined to pull a good result with the resources that he is given. Having played the game in the semi-professional setting, Poole is relatively unknown in the pro-ball scene and would not have been given the chance to lead the Dragons if not for the dispute between the MBSO and the national sports organisations. Like his counterparts, Poole might have his quirks and may seem a little off putting but he is determined to show that he is capable of at least getting the engines started for the basketball team that has been consistently underperforming in the IBC, but with a heavy handicap, not using any of the professional players in the MNBA.

Assistant Coach: Robert Chavez, 39
Robert Chavez volunteered the role together with Kerry Poole. Similarly, Chavez is also a relatively unknown in the pro-ball scene, having also plyed his playing days in the semi-professional ball scene in Mapletish, Chavez might not have the experience of the professional coaches in the MNBA but what's most important for him is his relatability to the players whom the Poole and him are bringing to play in the IBC this time round, a bunch of young semi-professional players just like they had been. Despite not having the appropriate "qualifications" as being the most qualified to lead the team, Chavez's expertise in sports management, physiotherapy and psychology might be of good use here. The skills manic took it upon himself to prioritise his technical skills development during his playing days as an alternative route to playing ball professionally.

Near the start of IBC 30, the Qasden Basketball Organization (QBO) had been presented with an unprecedented dilemma. Yao Lan and Ishidou Sai, the head coaches of the National Team, had fled the host country of Graintfjall following a third consecutive defeat in the group stage. In an awkward meeting set up later that night in the hotel lobby, the veteran star forward, Louis Boxton, offered to take the reigns of coach for the remainder of the tournament, going as far as to appoint an heir to his jersey the next day. Under his newfound direction, the Vans went on to win 5 of their 7 remaining games, finishing just outside of knockout territory. While a disappointing end, the organization couldn't have been more impressed with the new management, with talks eventually leading to Boxton becoming the official head coach for the team.

In the present, Boxton is now tasked to lead the team once more as Qasden prepares for arguably the largest International Basketball Championship to date. With a record field of 60 teams, the Vans' daunting road to Delaclava will begin with a qualifying group, in which the team must outlast the hospitality of 5 other nations in order to reach the stage they once roamed. To treat the growing worries, the team had recruited multiple new players to fill positions left by aging legends like Rebecca Tazel and Andrew Markins. Among the official newbies is Devin Ransom, the surprisingly skilled rando brought in as Boxton's replacement back in Graintfjall, now donning the Number 4 with his own name printed on it. But even with the new look, can Qasden redeem itself from it's early woes of the past? Or will the added qualifiers prove to be too much for our (slightly) younger crew? Venue- All home games for Qasden in the qualifiers will be held at MaxCap Stadium (68,000) in T.V. City. An epicenter to orange spheres in the land of cats, "The Cap" serves as the largest indoor stadium in Qasden. Excluding the large amount of seating for fans from all around, MaxCap offers several other amenities ranging from gourmet restaurants to a full-scale sportsbook where all bets are welcome. In regards to history, the stadium has played host to the 23rd IBC Final and 17th IUBC Playoffs, among other, smaller tournaments.

In common with other Græntfjaller teams, the Super Wolves have size and strength – but not pace or skill. They are also, how to put this delicately: a team of “scrappy gym rats”. Now to put it indelicately: they’re painfully white. The team’s offense is run through Noel Skíðisson, who led Kyrkdorf to an improbable Cinderella semi-final run in the last IUBC; an ephemeral shoot-first-ask-questions-later combo guard. His backcourt partner Tom Farmasson has a more limited offensive set but shoots well from the line and is an excellent perimeter defender with great size for his position. Elias Karstensson is a 3&D wing. Up front is a twin-towers pairing of Auðunar Kristdórsson and the exciting young talent Benjamin Iirosson. Both are defensive stalwarts but offensively limited, while Auðunar would be vulnerable to hack-a-Shaq if anyone could figure out a word to rhyme with his name. On the bench is a mixture of 3 point specialists and defenders.

In the absence of a single dedicated national arena, games will be played around the country. It is currently summer in Græntfjall; basketball is a winter sport here so the GBC arenas are not in use. Græntfjaller summer is warm, not hot; Græntfjallers are welcoming of foreign tourists, but mostly to wring every króna out of their pocket; accepting of female and non-human players (if they might get a stare or two); and enthusiastic but not wholly knowledgeable basketball fans.

MD1: Florus Basketball Arena [non-commercial name: Altendalur Basketball Arena]
Altendalur is Græntfjall’s westernmost city. An industrial powerhouse with a large working class population, pretty unreconstructed from the Communist days from which it not-so-secretly still pines, vanguard of the western schism that hates the easterners. It’s the warmest city (which is not saying all that much) and visitors might be able to survive with only two or three coats on. The Florus Basketball Arena is a new, purpose-built arena, very modern, home to the GBC title winners the Western Rifles.
MD3: IceBank New Park [non-commercial name: Hinteram New Park]
Hinteram is a suburb of Háttmark, better known for its highly successful ice hockey team, but the predominantly middle-class community have the enthusiasm for basketball to convince the club to expand with a GBC franchise and build a small, but modern, new arena.
MD4: Kyrkdorf MSK Arena
Kyrkdorf is a city at the foothills of the Græntfjaller Alps, which dominate the southern half of the country. It was home to the most successful basketball team in the country in the old GSL; the Tungsten Miners have been unable to replicate their success in the new GBC. The Kyrkdorf MSK Arena is small but newly refurbished.
MD7: Royal & Imperial Recreation Club Arena
The historic arena in the capital, Háttmark, got a makeover when the new GBC franchise the Blizzards decided to locate there, bringing a splashy modern sensibility to a fusty old relic of 19th century sporting traditions. So under fencing trophies and regatta banners, teams scrap for rebounds and buzzer-beaters. This arena hosted the final of IBC30.
MD10: Grander International Arena
Steinaux, Háttmark, does not have a new GBC franchise, but it will host the final match all the same. The arena is big, modern, slightly soulless. Perfectly Steinaux, then.

After losing in Overtime against later Winner Banija in the quarterfinal the same team is out for revenge and the title, it is a combined team of men and women and with a pony (Ivory Fire) and Orcs (Rogbut, Bugezog, Murbol) in the team, the rest of the squad is human.
Only Frits Michael ended his career and was replaced by the upcoming young star Ian 'Milk Machine' Bald

DANIJEL MATKOVIĆ - 26 year old, Club Katanija Zmajevi (Katania Dragons),PG position-playmaker, one of the best player on that postion in League, twice champion of the first League , fantastic overview of the game, fast transition of the ball and an extraordinarily great shot for 3 points.the most beautiful and handsome in the team, in his free time he is also a model. We recorded several commercials and the most popular singer hired him to appear in the video.
His calendar for the humanitarian action "Let's Save the Lost Dogs and Cats" on which he is naked was sold in an incredible 20 million copies.

STJEPAN MARKOVIĆ - 25 year old, Club Bisuta Nuova,position SG the best shooter and the best scorer in the league with an outstanding performance from the game. In addition, it has the most enrolled double-double. He plays the position of a shooter and is very fast.Named the league's Most Valuable Player. His services are also sought outside of DR Srednjaci, and the question is whether he will stay at his club this season, considering that offers are coming from all sides. This is his chance to show himself on the global stage.

IVAN KOTROMANOVIĆ - 27 year old, Club Katanija Zmajevi,playes SF position, Born in Dormatisi ( town with 700k habitans),He originally played volleyball but later, at the urging of a friend, switched to basketball, already in high school he showed enviable skills and quickly caught the eye of a club from Catania. At the time of breaking into the first team of Catania, he had a motorcycle accident that took him off the floor all season. He came back last season and played superbly.He plays both defense and attack equally well.

Davor Paradinović Captain- 26 year old, playes PF position ,CLUB MELARIT,two years ago he was the best player in the league and the South Voytan region. Most of his career has triple-double and triple-triple effects.
He was also called the flying King of Basketball in the media. Great on and off the floor, he leads this team like a captain. He is a favorite among athletes across the DR Srednjaci. He also graduated from the Faculty of Law and plans to pursue a doctorate at the Faculty of" International Relations and Diplomacy".

NIKOLA TOMLJANOVIĆ- 24 year old, Center, Club Katanija Zmajevi,The greatest talent of basketball in DR Srednjaci. Incredibly agile for its 217 CM and 120 kg, agile. He has an extremely high reflection in the jump from a place of as much as 28 cm on average, which gives him an even greater advantage over opponents under the basket.
Another talented player who could go to far stronger clubs outside Srednjak. His performance of 27.6 points per game is amazing. No center in the league was close to that average. The best jumper in the league with 31.1 rebounds and 9.8 assists. A player who is sometimes headstrong and sometimes on defense loses his temper. Last season he had 3 technical errors which is a lot for one player.

OWERVIEW

DR Srednjaci is a young country and for the first time they are participating in big, global, sports competitions. A country known for handball, especially women's handball. Of the other indoor sports, after women's handball, men's basketball is the most popular.
DR Srednjaci sent 51 athletes to the XV Winter Olympics and achieved remarkable results, winning two medals so far, and on three more occasions the athletes took fourth place.
The capital is Katanija, the larger cities are Melarit, Tara, Bistua Nuova, Kula.
It is one of the fastest growing economies and the most is invested in information technology, medicine and sports.

Playing Style

The Lions are playing a small ball lineup this time around, with no player in the starting lineup and only one player on the entire team taller than 6'9. They want to spread the floor and force opponents to switch on defense to either create bad matchups for driving past taller, slower players, or shooting 3s over smaller defenders. They run whenever possible, and try to use their superior pace and stamina to wear out opposing defenses. They can drive, but their true strength is outside shooting. On defense, it starts with a 1-2-1-1 3/4 to full-court zone press that attempts to wear down opposing offenses, force them to burn the shot clock before setting up their offense, and to create turnovers. If the press fails, they typically fall back into a 2-3 matchup zone as the basic defense. However, the defense typically changes several times during the game, with the Lions showing a 3-2 against better shooting teams, a 1-3-1 if they want to trap and cause havoc, a triangle-and-two with Klein and Colbert glued to the two best players, a box-and-one with Matty Stewart in the terrier role chasing all over the court, or even a man-to-man if the situation calls for it. They also substitute frequently to maintain the pace of play and adapt their defense to the personnel they have and the opponents' personnel. It's a smart and athletic team, if not a particularly big one.

Hannasea, generally referred to as the Federation or sometimes the Guild Federation, is a small country in Esportiva. Its ventures into international sport have generally been limited to the Olympics, although it did host a World Cup of Hockey when everyone got confused (turns out, it was ice hockey). Field hockey, baseball and softball, gymnastics, and alpine skiing are the most popular sports in the country; basketball ranks above hateball (what Hannaseans call association football because of how much we hate it) but isn’t a majority sport. Nonetheless, stroll through a Hannasean neighbourhood and you’ll see hoops in back yards, indoor and outdoor courts, jerseys of foreign and domestic teams. Basketball definitely has its audience, just not a big one.

The Hannasean Basketball Association did not release players for the Olympics, so only a 3x3 team was sent, but has finally relented and permitted players to compete in this IBC. That said, these players are generally not the absolute stars of the league, with older veterans mostly opting out of selection. Most of the players on this roster probably belong in the Hall of Very Good: they’re either young talents looking to make a name for themselves, good players lacking one piece of the puzzle, or just high energy team guys who are never going to be stars but can be relied on to provide some good D even in the unromantic setting (phrasing…) of an away game against a fellow unranked side.

The HBA hasn’t really taken on the analytics revolution in the way the HBL has. Players are more likely to take low percentage 2PT jumpers than might be common in other leagues. Flashy play – big dunks, hero ball – is popular regardless of what the percentages say. Defence can be pretty fierce or utterly lackadaisical, never in-between.

Coach: Seb Cole, head coach of the Hannasean Military Academy team. Given how terrible the Hannasean military is, it’s surprising how good their team is. In fact, they’re a lot better at basketball than they are at military stuff. Cole can be counted on to keep his team in shape, but he’s no master strategist and given the players mostly hail from all different HBA franchises will be concentrated on putting together some basic schemes only.

4. Joe Tanner (PG/F, 6’10”, Chelcastle Force)
Not a typo for 0 or 1. He’s a true point forward who can guard 1 – 4 with terrific defence, use his long arms and outstanding court vision to sling sniper-accurate passes, and naturally slash to the rim against opponents he nearly always has a size or speed advantage over. He’s such a bad 3PT shooter, however, that he won’t even brick them, he’ll just pass up open looks.
6. Sylvain Vidal (PG, 6’4”, Oak Park Blue Bees)
A much more orthodox point guard option. One of the worst shooters in the HBA but a terrific past-first option who’s solid on D. Will probably run the second team offence but otherwise may be seeing limited minutes.

5. Ethan Cox (F/G, 6’7”, Pearl City Super Chickens)
A defensive specialist. Begins listed as starting SG but will see the most time on the bench in order to get 3PT shooters, which he is not, into the game for spacing. Probably the rawest player on the roster but respected for his terrific motor and hustle.
7. Logan Hall (SG, 6’5”, Coral Coast Dolphins)
8. T.J. Floyd (SG, 6’4”, Oakwood Jesters)
Hall and Floyd provide the spacing. Starting SGs in the HBA but here playing sixth-man roles. Floyd is definitely the superior defender, a legitimately excellent perimeter D guy, while Hall is more rounded offensively, and younger and fitter.

9. Tom Powell (SF/SG, 6’7”, Oak Park Blue Bees)
A popular, flashy wing whose 3PT shot is extremely streaky, middling career average but with some clutch moments to his name. Even when it’s not landing he’s fearless at jacking them up. His excellent defence, both as a perimeter guard and using his long arms grabbing steals to open up fast-breaks, but also with the physicality to guard bigger stretch-4s, is the main selling point. The offensive skill set, currently built around slashing, is a WIP.
10. Nate Evans (SF/PF, 6’8”, Greenfield Alligators)
11. Brody Navarro (SF/PF, 6’10”, Silver Mountain Supernova)
Evans and Navarro are good wing options, Evans a reliable scorer with a decent 3PT shot and intelligent, versatile defence, Navarro a flashy player who won this season’s HBA dunk contest and is reliable from the corner, less so above the break. Navarro’s defence needs more work. They’re both #1 options on their domestic teams so fitting into the rhythms of playing off the bench may take time.

13. Cash Pittman (PF/C, 6’8”, Greenville United)
Pittman is one of the most experienced players on the team, a terrific stretch-four with a great 3PT shot and a perennial league leader in rebounds. The knock on him is his defence, which even considering his size is poor.
12. Ben Santiago (SF/PF, 6’10”, Hillmouth Buxx)
An awesome 3PT shooter who offers a true deep threat. However he’s not as much of a presence on the boards as Pittman. His defence isn’t terrible, though his flashy steal numbers perhaps don’t quite reflect his overall impact.

14. Jacques Brazier (C/PF, 7’0”, Butterfly City Crazy Hippos)
A potent shot blocker and defensive rebounder, but there’s more to Brazier than just typical big-man defence. For his domestic team he plays as more of a stretch in the power forward, and hit regularly from the three while being a very good free throw shooter for a big man. One of the best rounded players on the team.
15. Joaquin Navarra (C, 7’1”, New Blopping Shade)
A much more traditional big man, Navarra is a routine league leader in blocks and dunks. He also improved his lousy FT shooting to the point where fouling him is no longer a get-out clause. He’s limited offensively but a truly spectacular defender.

Home court

The Pintook Monsters provide none of the players, but all of the hosting for home games. The 18,000-seater arena, the Monster MASH (Municipal Athletics Sports Hostelry), is located on the picturesque shores of Lake Took, while accommodation for visiting teams will be offered at the nearby Guild of Mercers, one of the oldest and most prestigious Guilds that rule the Federation.

Team Info: Basketball was not a very popular sport in Kohnhead until just recently when the domestic Basketball league was created with 8 teams who play a double round robin in one of the shortest schedules there is. They played very well at the Gold Coast Basketball Tournament in Northwest Kalactin finishing in second to 6-0 Sarzonia. The team looked a lot better than anyone had expected but couldn't really carry that momentum into the IBC finishing 5th out of 6 in the Yellow Group with a 3-7 record. The team has gotten better however and we should hopefully see them do better and maybe make the knockouts although that is somewhat wishful thinking.

Kohnhead looking to improve upon first IBC

The first IBC (IBC 30) that The Brains participated in did not go as well as some had hoped yet at the time we were an unranked nation fresh off of our first ever domestic basketball season. The Gold Coast Basketball Tournament was a small tournament held in Northwest Kalactin before the last IBC and we stormed to a second place before losing by a lot to Sarzonia in the Finals as expected. While we avoided teams like Banjia who competed people have to remember that this was an exhibition tournament where not everyone sent their best teams and it was an experiment under new 48 minute games that we adapted relatively well to.

No matter the causes for our surprise second place finish, people had quite high expectations coming into the 30th International Basketball Championship and while I don't want to say we wet the bed because again we were unranked, we certainly did not meet the lofty expectations set out for us. We started out 2-1 with wins against Indusse and Abanhfleft which led some to believe that we were just naturally really good at basketball as a nation. Five straight losses before a win against a woeful Ethane in the second to last match would eliminate us and make many realize that the climb will be a lot more difficult than previously mentioned.

However there are some positives that can be taken away from our first experience, for starters we got three wins and one of them was against Abanhfleft who finished second in the group. In addition depsite losing seven games our point differential was only -27 showing correctly that we were competive in most games even though we ended up on the losing side of things. This is the biggest basketball stage in the World and everyone especially then 17 year old starting point guard Francis McCall got some necessary experience competing at this level.


This year we have returned with the same exact roster as last year given that the next season of the KBL has not yet occured and the team really bonded well at the Gold Coast tournament and the IBC last season. In terms of our starting five, Francis McCall will be the primary ball handler as she is known for her dribbling skills, speed, and while she can shoot the three it's not a large part of her game. McCall has improved upon her skills in the passing game but defensively she really needs to improve as she can be a liability with a poor defensive IQ.

Sammy Winters at shooting guard is McCall's partner in the back court and he is probably the second best three point shooter on the team behind only Taylor Emerson. Winters is a shooter but he can never really be a primary ball handler and when McCall is out he never takes command of the offense preferring to be a spot up shooter. Defensively he tries hard and has a larger frame for a guard giving him decent stocks numbers.

Darren Summers at the small forward position is probably the best all around player and potentially scorer. Summers is the most versatile in the starting lineup being able to shoot the three without hesitation yet he also the handles and frame to drive into the heart of the defense. Defensively Summers pretty good although there are times where his overagression gets him in trouble but he is known for taking risks on double teams and help defense.

Marilyn Molina is probably the worst starter in the lineup at the power forward position. She is good at rebounding and has the build of a center but primarily plays the four position although she can play at the 5 if absolutely necessary. Defensively she obviously is a big help with her ability to get rebounds but she is also good at picking up blocks using her frame. Offensively crowding can be a problem as Molina is a dead weight in most places on the court, the fit between her and Nicholls is quite questionable.

The 27 year old Audrey Nicholls is a beast down in the center position, with everything you want in a center. She has an elite scoring ability and is known for dominating on the post up, while defenders are always hoping she settles for jumpers she can make those in as well and is used heavily in the pick and roll game. She also is more than decent at rebounds and is good on the offensive end with those however when I said she was a beat that's more on the offensive end. While her defense has improved since last time she is going to be consistently beaten as a defender.

Kohnhead have been drawn into a group with 3rd ranked Quebec, 17th ranked Vangaziland, and just like last year 25th ranked Chromatika who beat us both times. In addition two unranked teams in Crilland and East Lemyone fill out our group. I think a good goal for us is a 3rd place finish because while 4th would be an improvement from last time we want to beat our pot as a pot four nation.

KURJAK: Well, our application arrived at the last minute. As you know, we are also registered for the Kalrania Championship. We were in doubt so we decided to apply for this competition as well.

REPORTER: but then that also means postponing the start of the domestic league?

KURJAK: Yes, that's right. We postponed the start of the domestic league. The boys were doing preliminaries.

REPORTER: Delaclava, host included us in the competitions at the last minute?

KURJAK: Yes, we were actually the 60th contestant. We signed up at the last minute haha

REPORTER: What do you expect from the team?

KURJAK: Let them play without pressing and that will be good then.

REPORTER: Mr. Vitasovic. Is the team ready?

VITASOVIC: As you know, the team is full of young extremely talented players. Their hot blood can’t wait for the championship to start.
They are physically in great shape, maybe not very competitive, they will lift that part of the tournament. There are few league games missing, but it's all right, he will improve his form.
We played a friendly match with Raspotochje and we won.

REPORTER: The injury of the experienced Istvanic disrupted the preparations a bit. How much could he actually be missed?

VITASOVIC: Well, I think he could be lacking in counseling because he is still experienced and knows that basketball intelligence best, but as far as the game is concerned, we are well covered and he will not be lacking.

Through street basketball, they join this big one.

Ramsey takes a victory lap, promises budget surplus

With the passing of the new tax law, the incumbent Ramsey government is in high spirits. They've achieved their first big legislative priority, and they feel like they've got momentum heading into budget negotiations for this year. Even better, three members of the opposition voted for the tax law: PJP moderate Martin Harmon and two Liberal Secularists that emphasize economic liberalism, Katie Logan and Lucas Garrett. Of course, Kenneth Pearson of the PP voted against the tax bill, but the final vote was still 56-44, a comfortable majority.

Yesterday, which marked three days since the passage of the tax law, Ramsey gave a speech, celebrating the victory and also looking forward to future proposed government bills. In it, he called the law "the most significant tax reform in the history of our nation" and "a tax regime that will, with our executive efforts to slash red tape, will make Nova Anglicana one of the most business-friendly nations in the multiverse." He also promised that his government would move forward with a new budget, an overhaul of the welfare and healthcare systems, and "significant" education reform as their next priorities. He said that his government's first "year-plus" in power would be "one of the most productive sessions of Parliament ever".

When questioned as to the specifics of these plans, Ramsey was forthcoming with promises in regard to the budget. He led off with a promise to produce a budget in surplus for this year, stating that "this course of action both benefits us this year by axing unnecessary government spending and next year by saving this money for a time when we might need it." He failed to mention that they would likely need extra money next year, since the new tax law is projected to bring in significantly less revenue. However, this would be a first in Nova Anglican history. In the early years, the PJP government incurred significant deficits to improve the nation's infrastructure and promote economic development, while in later years, they ran small deficits or balanced budgets. Asked whether he would consider using the surplus to pay down the national debt, Ramsey didn't rule it out, but seemed more keen on the idea of socking it away for later.

Ramsey also promised a "substantial" increase in defense spending would be a priority of his government in the new budget. He would not reveal what he might cut to pay for it and end up with a surplus, but hinted that the Foreign Affairs, Environment, Social Services, Health, Infrastructure, and Environment ministries were likely targets for a haircut. He also refused to discuss whether the Immigration Budget would receive a boost, saying only that "each member of the Cabinet will get a chance to make their case for more or less spending on their Ministry, and we'll go from there." It only makes sense that Defense and Immigration would get more money, as those were the big budget promises from the PP and National Party, and that ministries favored by the PJP would get less. It remains to be seen how much money will need to be cut or promised to be cut in the future for the Libertarians to stay on board. Their manifesto promised a reduction in government spending to 17.5% of GDP over the next decade, which would be about a 50% cut in percentage terms, and reductions of about AP 85 billion over 9 years, assuming robust economic growth. Obviously this will not happen, but the Libertarians will not be content with flat spending or symbolic cuts only.

As for the welfare, healthcare, and education overhauls, Ramsey was largely mum about them, saying only that "these programs will be reformed and we will see more market competition." Asked if this meant cuts in health spending, Ramsey largely repeated the line. Health cuts are never popular, but in order to actually reduce government spending, instead of just limiting future spending, the healthcare budget will need to be reduced. It would be no surprise to see a reduction in welfare spending, as all three government parties consider it to be too high, but we'll have to see what plans the government has for the healthcare system. On the education front, it's likely we'll see more charter and private school support, if the "market competition" line is to be believed. Of course, the provinces have more control over primary education than does the central government, but the central government plays a big role in secondary or university education finances, which means we could see significant changes.

Leader of the Opposition Hal Blackwood responded to Ramsey's press conference of his own, sounding a bit like Churchill at times. After dismissing the tax law as a "corporate wishlist", he excoriated the government as serving only the upper crust of society and forgetting about everyone else: "I don't see how anyone but the top ten percent can be happy with this bill. Ordinary Nova Anglicans are going to learn how much this hurts them when they see the new proposed budget." He mocked Ramsey's promises to deliver a surplus this year and avoid pain in future years: "they can do a bit of smoke and mirrors this year since revenues will be up due to our tax law still being in effect, but there's no way to avoid either gut-busting deficits or deep, painful, unpopular spending cuts next year." And he indicated that the Opposition was in no way inclined to compromise with the Government: "we will fight their budget, we will fight their welfare bill, we will fight their healthcare bill, and we will fight their education bill. We won't give an inch on the sensible, equitable, and caring social safety net we've built for our country."

Sounds like war, but if it is war, then Ramsey and his government are winning. They've passed their first major bill, with three defectors from the Opposition. The new tax law is likely to be fairly popular, since it does deliver significant tax relief for middle class families. If things continue this way, Ramsey's initial victories will turn into a thoroughgoing rout of the opposition. Blackwood had better hope he can stem the tide, or he really will be like Churchill, utterly dependent on the hope of outside aid to stay afloat.

There was a time long ago when Sarzonia could make an argument for being the pre-eminent power in basketball. Not only was the Sarzonian national basketball team the first one to win four titles overall, they appeared in seven consecutive finals. The first seven times Sarzonia sent a team, they qualified for the right to compete for a championship.

Those days are long past no matter how you look at time, whether your perspective of those Sarzonian titles and finals appearances are of their being from the ancient past, decades ago, or merely years. Long story short: Henry West isn't going to walk through the doors anytime soon.

Sarzonia's long road back to prominence began inauspiciously as former longtime assistant Matt Walton cobbled together a side that might as well have competed in an old timers' exhibition. He was dismissed, then the Stars turned to Thomas Manningham to lead the way.

Manningham led Sarzonia back to the knockout rounds despite his team being ranked 82nd, but they exited after one knockout round. The next time out, Sarzonia fell to the Royal Kingdom of Quebec three times, including the third place playoff. He said the team has greater expectations this time around.

"We're now a highly ranked team and we know we're going to get everyone's best shot," he said. "That includes the likes of a Quebec." Or Newmanistan, as Manningham quickly agreed when a reporter brought up the team that relegated the Stars to the consolation match.

Yes, Newmanistan. The times are different. Corey Ostroff, long a thorn in the Sarzonian side, recently died, so he won't be lining up for the starting jump anytime soon. The Rockets enjoyed success when they returned during Sarzonia's most recent period of isolation. Manningham quickly cautioned against looking at the Rockets as a current rival.

"We have a great history with them," he said. "Some of that has become part of the sporting lore in the multiverse, but it's still history," he said. "I'm focused on the present."

The present includes matchups against Valladares and Filindostan, to name two opponents in Group F. It includes Ethane, a country better known for its exploits in other sports, along with unranked newcomers Hannasea and Nateros Sill. The Stars may be favoured and Mike West, son of Henry West, may be the reigning silver medalist from the previous IBC's skills competition, but the hardest work lies ahead.

"We want to get back to the mountaintop," Mike West said. "Our journey begins now."

Basketball in Squidroidia
The sport, aside from schools and the local leisure center, had been unknown until the Squidroidian team embarked on their journey to the IBC, nearly pulling off an upset against Lochario in their first ever game. Even with the recent exposure from the last tournament, there are only some organized leagues for high school, college and the various leisure centers dotting the country, hence why there is no professional league to speak of. The Inklings making up the roster are also shorter in height than humans, and seeing as they are the only ones playing the sport, they don't do dunks that often, if at all. In the leisure center leagues, there might be 1 or 2 dunks a season maximum. Due to this, the Inkling basketball playstyle is about jumpers as the squids try to use their jumps to their advantage on the court.

For IBC qualifying, home games will be held at the 15,000 seater Mako Arena in the nation's capital Inkopolis. Sponsored by sportswear company Mako Designs, the Mako Arena has hosted the Squidroidian Sepak Takraw Champions Grand Final since the league's inception, and hosted the Final of the inaugural Sepak Takraw World Cup, won famously by the Corona twins and Puu Panda from Kriegiersien. For the home opener against TJUN-ia at the very least, expect the crowd to cheer on the Inklings as they hopefully make it to the Finals in Delaclava.

The Penguins are back, now ranked 25th in the World. They are led by Jung-Hyuk Park, back-to-back CBA Finals MVP, who can score on bunches and has great handling skills. Maude Zwahell and Annabelle Brit provide the muscle, while Lia Xiu and Anidra Roxanoff are scoring threats. Off the bench, Jordan Merkoff is the most prolific of the bunch, while Rowaine Maera is the best shooter of the bunch.

Strategy:
The Chromatik Team focuses on solid ball-handling and clean transition play, with an emphasis on always running the clock down whenever possible. This means that there aren't as many fast breaks, instead focusing on time of possession and making every possession count. They plan a zone on defense, and are rather good at deflecting shots but not very good at causing turnovers. This team's tentative goal is to enter the Final Group Stage.

Overview

Pemecutan or officially United Kingdom of Pemecutan is an island country located in southern of the region Melayu Archipelago. In this edition, Pemecutan under their association, Pemecutan Basketball Association, decided to entered the International Basketball Championship for the third time. The country have never managed to passed the Group Stage.
