Diplomatic Exchange Program
The Ministry of Foreign Affairs is the branch of the Makaarian government which is responsible for implementing the decisions of the Assembly with regard to the nation's foreign policy. Having examined the current state of global affairs, the Assembly has seen fit to expand the current embassy zones and re-open embassy applications for a site in Hambelgroun, our capital city. The Diplomatic Exchange Program has been launched by the Ministry to comply with this policy directive.

What is Makaar's foreign policy?
The Ministry of Foreign Affairs' objectives are primarily to promote Makaarian interests abroad through diplomatic means and to represent the Makaarian government and Makaarian citizenry abroad. It also promotes human rights abroad, viewing them as a universal doctrine rather than a cultural one. Finally, the Ministry promotes global peace and stability wherever possible.

Guidance Notes
In making our decision on whether or not to accept your embassy application, we will look at information from a variety of sources, including the history of your international communication and all intelligence reports gathered on your nation. In the rare event that we refuse an embassy application, we will provide a full and frank explanation of why this has been done.
Our policy on vehicles
It is Makaarian law that all vehicles operated on a public road should be roadworthy - that is, they must be in a safe condition to drive. Cars are certified as safe by licensed mechanics through a test known as the VSA Test. All cars which are brought into Makaar, even those for diplomatic missions, cannot drive on public roads unless they have passed the VSA roadworthiness test. Vehicles must also display license plates on the front and back - these will be issued to you once we have approved your vehicle request.
Requests for helicopters will be rejected out of hand. If your ambassador requires helicopter transport for official business, a helicopter will be provided for his use by the Makaarian Royal Air Force.
Our policy on security guards
We do not expect you to provide your own security. It is the policy of the Makaarian government that all embassies are guarded by Makaarian police officers round-the-clock, and if you wish, you may leave security to the Makaarian National Police Service. Officers of the Diplomatic Protection Group are routinely armed with G36 assault rifles and Glock pistols while on duty, and will fire on anyone attempting to gain entry to your embassy without proper authorisation.
However, these officers will not, under any circumstances, set foot on your embassy grounds unless they are requested to do so by your ambassador (or, if he is incapacitated, by the highest-ranking official in the embassy) or by your government. We therefore encourage you to maintain a small force to protect the interior of your embassy.
Our policy on weapons and equipment
In Makaar, civilian firearms are illegal (with the exception of a government-subsidised standard firearms issued only to farmers). We therefore expect that your security guards will not carry their weapons outside of embassy grounds; doing so is grounds for arrest. Within embassy grounds, we cannot stop you, but we ask you to limit the weapons of your guards to batons and pistols. We will not allow larger weapons to pass through our territory.
Diplomatic Immunity
It is our policy to extend diplomatic immunity to ambassadors and embassy staff and to the immediate families of all staff posted to Makaar on a permanent basis. Your security staff and support staff do not have any such immunity, except that we will not hold them personally responsible for any official acts they undertake.
