[TITLE] To leash or not to leash?

Description

With reports of an off-leash @@ANIMAL@@ tearing up a building and injuring several people, citizens are debating whether @@ANIMALPLURAL@@ should be allowed to go off its leash on the streets, trails, and parks of @@NAME@@.

[VALIDITY] The national animal is kept as a pet.

Option 1

"This is inhumane!" shouts @@DEMONYMPLURAL@@ For the Ethical Treatment of Animals president @@RANDOMFEMALENAME@@ and owner of the rabid @@ANIMAL@@, who is known for her over-anthropomorphism. "My little Bongo was told he had to be on a leash in @@AN@@ @@ANIMAL@@ park. @@AN@@ @@ANIMAL@@ Park! Say no to a nationwide leash law! Equal treatment for animals!" She raises her fist, in the process breaking your chandelier and getting dragged out of the room by security.

[EFFECT] @@ANIMALPLURAL@@ are treated like any other citizen.

Option 2

"Did you see what that "Bongo" did to my lawn?" says eccentric old geezer Theodore Longbottom, who frequently complains about kids "destroying" his lawn. "He trampled the flower beds and ruined my prize petunias! It should be mandatory that @@ANIMALPLURAL@@ be kept on leashes, even in designated parks like that one! More than that, we should arrest anyone playing on my.. er.. lawns that aren't theirs. Yeah! That's totally what I meant! No trespassing, whether by those little bra.. er.. kids or annoying @@ANIMALPLURAL@@!

[EFFECT] "Get off my lawn!" is a secondary national motto.

Option 3

"Perhaps there's a compromise." says your Minister of Neutrality. "Make off-leash pet @@ANIMALPLURAL@@ illegal in most places, except for designated "Off-Leash Zones" where they can run free. Yeah, that would totally work! Really. Just trust me on this one.”

[EFFECT] @@ANIMALPLURAL@@ can go wherever they want, as long as it's in a designated area.

Good, but why isn’t there a choice where you can raise environmental stats by 100000%? I mean, everyone needs that!

I'm surprised there's not an issue on this already. "Tearing up a building" sounds a bit weird, maybe make it more specific about the foyer of a hotel or something, or just refer to the garden that it talks about later. I think you should change Option 2's fallout from "is known as the other national motto" to "is a secondary national motto." In the text of Option 2, is he talking about a lawn or a garden? Oh and in Option 1 the chandelier and security thing seems a bit superfluous and not related to the topic, at first I thought you could make a joke about her raising her fist and forgetting she's holding a leash but that wouldn't actually make much sense since she's anti-leash law. Maybe the raised fist could be a command to her dog that she accidentally gives?

Why are you using @@ANIMAL@@ for this? Not all animals are suitable for keeping as pets, much less for taking out for a walk on the leash. (My national animal is the dolphin, so you'll have a hard time convincing me that there are people walking their dolphins on a leash in my country. And we are absolutely not an underwater kingdom. :p )

You can keep a fish as a pet. You can keep a worm as a pet. I don't think you would keep either of these pets on a lead or walk them in a public park, so the current form of this issue doesn't make sense for some nations. I'd probably follow Frieden-und Freudenland's advice and use "dogs".

I ask this as a dog owner- how the fudge did a dog at an off leash park do that much damage to the community? Leash free parks and beaches are specifically designed to be segregated from anywhere where an off-leash pet would be a nuisance. Leash-free beaches generally aren't fenced, but many parks are. Did the @@ANIMAL@@ escape the beach and run away? Whilst that happen, most pet owners would be able to control their pet by the time they can go and cause damage. Unless under extreme, rare circumstances, an animal can't go far enough from an off-leash beach to cause damage. The problem would be with people who allow their dogs off leash in places where they're not allowed to, or feral/stray dogs (dogs with no owners), neither of which can be solved by legislation. An other thing is that @@ANIMALPLURAL@@ are native, aren't they? How does a native animal cause so much damage? (I would suggest using dogs, instead of @@ANIMALPLURAL@@)

Actually, I'll change "dog" to "cat". If you allow your cat to go in the backyard unattended, you run the risk of letting your cat wonder off unsupervised killing native birds or shittong in the neighbours' yards. Dogs don't

Cats can be asses, especially to native birds and such, but this issue is talking about injuries to people - a large dog is easily more able to seriously injure a person than a cat is. Tearing up a building seems a little more unrealistic, though.

The assumption this issue is making is that the nation has no law regarding the national animal (dogs if the suggestions are followed) on leashes, and well, I'd imagine most people assume a leash in public is the default.
