We would like to employ SternGuard agents to train the newly-formed Kongsinese Territorial Police Force as a security force in Kongsi, within which a Police Tactical Unit (PTU) which would behave as a SWAT team or a paramilitary depending on situation. As the Kongsi Socialist Front (KSF) and the Kongsi Maoist Liberation Force (KMLF) had not been completely destroyed in the short months after their capitulation, with mounting pressure to demobilise at least parts of the Nacradian Armed Forces in Kongsi, it was decided in the most recent Policy Outline that the Kongsinese Police Force be trained.

This force is to act as a police force in cities firmly within Nacradian control, those being Nanchang, Jiujiang, Jingdezhen, Yichun, Xinyu and the urban parts of Ji'an, but will act as a paramilitary force in areas threatened by insurgent activity alongside Nacradian units. We request that SternGuard assist in training this force.

Your request for an amendment to your request (Ref: MOD-2020-09-0006) is hereby accepted. The administration required for this amended is well within our capability to enact immediately. A potential escalation of force was envisaged as a foreseeable outcome, albeit with a more combat centric belief. That being said, training personnel for local law enforcement training was factored into estimate figures, and so the inclusion of 250 operators to train this new tactical police force will be deployed to Kongsi.

RE: Combat Deployment to Sharfaristan

To whom it may concern,

Here at SternGuard we value and consider any and all approaches and proposals from current and prospective clients. All get full hearing and are thoroughly deliberated by our departments at SternGuard GHQ.

We regret to inform you that your proposal for combat operations in Sharfaristan is hereby rejected.

The Champagne Socialist Sharifistan, otherwise and henceforth referred to as the Sultanate of Sharifistan, is currently a client of SternGuard and has been since November of last year. Amendments and new contracts have since been taken out by this nation-state due to the superb service we deliver and the excellent working arrangements we have fostered. We are aware of the general instability and civil war that is currently taking place in the Sultanate of Sharifistan and the various factions that have a vested interest in the outcome of the war. We are further aware of the fact that many of these actors are foreign and heavily outweigh the domestic actors of the conflict. The political affiliations of these actors have no sway on whether or not a contract is accepted, and this can be seen by way of the nations we conduct business with.

However, during the course of our investigation we have concluded that the Sultanate of Sharifistan retain political claim and territorial claim over the the breakaway group Communist Sharifistan. This actor in the civil war is directly supported through conventional means in the civil war by you, New Antarcticania, and their goals are to overthrow the defending political entity that is the Sultanate of Sharifistan. This being the case, SternGuard operatives that are deployed on operations to Sharifistan are considered hostile foreign actors in this conflict to the opponents of Sharifistan (Which includes your country) - regardless of the fact they are deployed in non-combat roles.

Therefore, as per Section 2 of the SternGuard Terms and Conditions, we reserve the right to refuse your contract offer on the grounds that there is a conflict of interest with SternGuard in that SternGuard operatives could feasibly be engaged in combative action against each other. This conflict of interest is further extended by your application for full combat operations, which include reconnaissance and intelligence gathering. Given that SternGuard has acute knowledge of the inner workings of high profile officials of the Sultanate of Sharifistan, it would be highly unethical of SternGuard to accept your contract offer.
Given the circumstances of your country's proposal, however, Sections 3, 5a, and 5b, do not apply as the civil war has started before you made the contract and no agreement has been made.

It is worth mentioning that as a current client, the Sultanate of Sharifistan reserves the right to renegotiate or apply for any contract to expand SternGuard's presence and operations, which may include combat operations.

SternGuard services remain open to New Antarctica for other circumstances that do not involve the civil war in Sharifistan.

I would like to additionally report that your additions for Sternguard personnel on the West Island Military Complex have been completed for several weeks now. I've noticed that several of your contractors have continued to utilize hotels in the local townships for their resting periods, so in the hopes of attracting their attention to the base I personally requested a release of information detailing their security clearances and choice of rooms and offices. Since I have not heard anything back yet, nor have heard whether or not they took up the offer, I wanted to include this information in this message so as you may forward their full approval to move into their new buildings at their leisure. They have top of the line offices and bedroom facilities with all the requirements for a comfortable, long-term stay and I would enjoy to see your Contractors rewarded for their hard work.

Ms Boulianne,

Your request for the combined combat services of SternGuard to counter the activities of Asadabad, and by extension also the Potthani Brotherhood, is hereby accepted. The nation of Castille is an esteemed one, and SternGuard is excited to partner with, and provide service to, yet another Greater Dienstad power. Your request, however, is a phenomenally large one – but within our remit to be able to provide.

Three brigades will be provided; with one brigade as the principle actor in in kinetic operations, the second in support, and the third in reserve. We believe that this will allow continuous and uninterrupted combat and combat service support operations to be maintained at full efficiency.

We are further thankful for the additional description of the presumed task organisation, which involves brown and green water naval presence. This waterway and subsequent river Kala is described as critical to the success of your operations – therefore a flotilla will be supplied to guarantee your access to this waterway that will include 10 OPVs and three corvettes. There is scope to increase the presence to include a cruiser but this will be withheld unless circumstances dictate a renegotiation for use of additional assets.

With the combat deployment being so large, it will be necessary for it to be combined arms, which will include ground assets that involve the use of armour, rotary assets and fast air. For this, SternGuard will request some use of friendly airbases or aerodromes and/or space to build these ourselves. In furtherance to this, space should be allocated for SternGuard to erects temporary forward operating bases and patrol bases as necessary.

Chain of command of SternGuard operatives will primarily filtered down from SternGuard knights, however they will answer to Castillian officials or military personnel in line with your current Order of Battle. To that end, and in deference to the enormous contingent to be made available, the head of commitment will be Master Barnabas Decius Eldrichia and should answer to friendly force supreme command HQ elements and, ideally, sit within mission planning for theatres that involve SternGuard operatives.

Deployment will begin immediately with limited recce groups to assess potential stronghold locations and but measures into force to allow a steady and uninterrupted flow of logistics. Initial force elements will arrive shortly afterwards and we anticipate full combat operations within a month.

We hope this will be the beginning of a fruitful and enduring partnership

To whom it may concern,

SternGuard is most humbled by what is a shining endorsement by your nation to our company. Your application for two entire divisions, is as astounding as it is huge, not least because of the time required to be contracted is stated to be ‘continual’.

However, despite this incredible offer and the considerable wealth it would bring to SternGuard. We must sadly reject your application.

There are many reasons for this:

1) SternGuard is client focused, not profit focused
Your application would command an immensely large price tag for your nation. While we do not doubt you could fund it, hence the application to us, but it would easily make SternGuard one of the richest private military contractors in the world almost overnight. However, profit is not our primary guiding force, though is taken seriously. Continual access to two divisions worth of combat operations is akin to the United American-Israeli Empire having permanent access to a private army without any goal or purpose. SternGuard works on the principle of being “Duty Bound to High Risks”, and working to deliver results to clients. Having ~50,000 operatives on standby with no goal or aim is not delivering results and ultimately deprives other nations of our talent and would waste the talent of good operatives.

2) SternGuard does not have the manpower to commit two whole divisions.
Two divisions is the equivalent to approximately 50,000 operatives. SternGuard is a PMC, not a standing military of a nation-state. SternGuard does have the resilience for prolonged operations. However, the logistical implications of having that many people deployed to one theatre is something that should not be taken lightly. These are war winning services we provide, and the deployment of a division would be a bespoke service that we do not offer ‘off the shelf’.
The request for two divisions is not only unusual, but also suspicious and has played a significant part in the rejection of your application.
Furthermore, SternGuard could not envisage a way of having two divisions on hire continually without a specific purpose or goal. Deployment and/or maintenance of a standing army is incredibly expensive, and divisional sized units are no different. We understand that your nation will be paying, but the reasoning sits uncomfortably with SternGuard.

3) Insufficient detail of operations
As alluded to earlier, the description of the proposed operations that will be undertaken are too vague for SternGuard to commit to. Your proposal states a preference for “enough forces for two divisions flexible enough to fight in modern warfare”.
SternGuard forces are not for purchase to allow combative acts to be undertaken at a whim. Separate contracts must be taken out for individual conflicts as all will be different and may not always align with our values and standards.
Our intelligence analysts have undertaken a threat assessment of the conflicts that your nation has a vested interest it, including the Uprising in Greater Rhodesia, the South African Bush War, and the Blackacrean Civil War, and we have concluded that given the investment already shown in these conflicts, the introduction of a further two divisions would be unnecessary, which makes the application for and their potential future use both surprising and suspect.

It is unfortunate that we cannot come to an immediate arrangement. We ask that the applicant resubmits the form with not only more detail regarding the “what and where” of the operations, but also a more conservative number of operatives needed.

SternGuard's greatest export is experience and knowledge from dozens of diverse backgrounds that include law enforcement and military sectors. In regards to your request, we are able to provide a service that is focused on use of proportionate force that is backed up with legislation designed to protect both offer, victim and suspect, which will foster an environment where armed officers believe they are justifiably right to pull the trigger and they have the legal top cover to do so too.

SternGuard will deliver a curriculum of learning that will embolden firearms officers, encourage them to confidently wield firearms, whilst fortifying a mentality that underlines the seriousness of their responsibilities and what is at stake when they pull the trigger. All training will be delivered by expert field experts with years or decades of experience. Your request for 1,500 operatives is somewhat high for what is required, so we will incorporate that as a maximum level and only provide what is require to ensure maximum training efficiency.

We hope that the training we deliver is up to expected standards; and should it fall below acceptable standards then feel free to contact SternGuard and we will rectify the the issue.

We will provide bespoke training areas and firing ranges, both indoor and out, and have areas for specific situations including, but not limited to, hostage/terrorism situations on trains, multi storey buildings, aircraft, wheeled mass transit, and subterranean environments.

All training will be delivered by expert field experts with years or decades of experience. Your request for 1,500 operatives is somewhat high for what is required, so we will incorporate that as a maximum level and only provide what is require to ensure maximum training efficiency.

I wanted to send this message to you first, with hope it arrives before said reports if any or applicable, to suggest that we extend the agreement between Sterngard and the Confederate States Military to include a wide array of training regiments which included but are not limited to all the displayed possibilities in your catalogue. I understand that this request will come at a cost and am fully prepared to up the monthly payments as necessary. On top of this, I would like to fully extend our commitment to this partnership for the next fifteen years and will pay as required for this contract change.

I would like to additionally report that your additions for Sternguard personnel on the West Island Military Complex have been completed for several weeks now. I've noticed that several of your contractors have continued to utilize hotels in the local townships for their resting periods, so in the hopes of attracting their attention to the base I personally requested a release of information detailing their security clearances and choice of rooms and offices. Since I have not heard anything back yet, nor have heard whether or not they took up the offer, I wanted to include this information in this message so as you may forward their full approval to move into their new buildings at their leisure. They have top of the line offices and bedroom facilities with all the requirements for a comfortable, long-term stay and I would enjoy to see your Contractors rewarded for their hard work.

SternGuard is happy to accept your contract renegotiation for additional training services beyond the original scope for the next fifteen years. SternGuard will broaden its activities and we will make arrangements for new teams to be deployed to Anagonia as required. It will mean a closer working arrangement between government, law enforcement and military training wings/departments/regiments, and the chain of command SternGuard deploys will adapt to whatever bureaucratic set-up is in place. SternGuard will try to harmonise training that is similar across all sectors but keep training bespoke where it is required or a niche is identified.

I am grateful for the forwarded security clearance information and it will be disseminated to our operatives on West Island. Staying within hotels is billed as expenditure to SternGuard so if appropriate accommodation is now available then SternGuard will be happy to pay Anagonia the subsistence rates for that rather than operatives claiming through the company. SternGuard understands that the concept of outsiders operating within your territory is a taboo issue, and therefore giving access to sensitive data and operational strategies may sit uncomfortably with your people. SternGuard is committed to any initiative by Airceltria to have our operatives undergoing security vetting for access to your intelligence data. SternGuard has received the operation briefing pack for Op BRIGADIER, the invasion of the Isaani African west coast as part of the interstate conflict between yourselves and Isaanistan. We are happy to inform you that your contract proposal for overt kinetic aerial operations in Isaanistan for the day of the invasion is hereby accepted. We have ensured that the conflict of interest with Sharifistan has not been met and we are happy to engage in operations against Isaani forces

The specific requirements you have requested will be easily fulfilled by SternGuard and are detailed below together with our own requirements:

4x VTOL Squadrons
SternGuard operates AV8B Harrier 2 multirole strike aircraft. These are S/VTOL attackers capable of deploying on combat operations with a plethora of munitions and support modules. Four squadrons equates to approximately 48 aircraft and 400 support staff.
The Harrier 2 is an older, but combat proven design, with enhanced avionics and weapon systems over predecessor models. This makes them no less capable than any fourth or 4.5 generation fighter when fulfilling an attacker role.
This will require the squadrons to have full access to their own carrier or assault ship, or to be distributed across your landing platforms. Re-purposed container ships or auxiliary support ships will also be sufficient for the role. SternGuard does not operate a carrier force due to lack of necessity, so appropriate operating platforms are to come from New Antarctica.

Task Org: Anti Air and Ground Objectives
You highlighted that SternGuard, together with friendly forces, will primarily be focused on the suppression of enemy anti-air assets and close support ground assets such as artillery batteries – with the caveat of not using cluster munitions.
Therefore, SternGuard will deploy its Harrier force armed with anti-air close in self-defence missiles but be primarily armed with anti-radiation missiles, and ground effect munitions. Anti-radiation missiles will target radar ground installations, artillery counter-battery radar, and radar guided/tracking anti-air assets. In the event the enemy is not using radar to guide their firepower or are adopting techniques that turn the radar on only when acquiring and firing, SternGuard Harriers will operate in pairs, one with SEAD missiles and the other with guided and dumb-bombs. Should the SEAD Harrier come under non-radar guided ground fire, the supporting aircraft will destroy the enemy position with conventional bombs.
Should your forces require SternGuard to operate in a more close support role, we can certainly provide fast air close support in addition to SEAD and counter-battery operations.

In order to facilitate a successful invasion, enemy air power must be diminished. SternGuard would like assurance that naval aviation assets and long range air force assets will provide air cover and/or persistent air supremacy whilst SternGuard conducts its SEAD operations.

SternGuard Requirements:
SternGuard notes that you require our services for no more than 0.1 months (3 days). We agree that the suppression of enemy air defences and artillery batteries as outlined in your operational pack for Op BRIGADIER should take no more than three days.
However, to ensure an efficient and professional execution of operations SternGuard would like to make some additional amendments/requests to the contract:

Use of STOL aircraft or support from New Antarctica air support assets:
In order for efficient air operations, a credible AWACS and command and control/mission command aircraft is necessary. Understanding that you will almost certainly be deploying with these assets, SternGuard forces deployed on Op BRIGIDIER will need to come under your order of battle and be directed on mission by this same support assets. SternGuard as a company will not be acting as an interested party in the war and so will not deploy its own mission command assets.
SternGuard will be sending a Captain who must be included in all strategic meetings and discussions regarding the invasion.
Furthermore, effective battle damage assessment is crucial to ensure the efficiency of any bombing operation. SternGuard has these assets available in the form of PHANTOM DRONE Series MQ-11. This is a STOL drone and the use of it is not specifically requested by you. We would like to operate this equipment to ensure our bombing missions are efficient, however if this is not the case then we ask that New Antarctica deploys these assets or else the progression of the invasion may suffer.

Cost:
The handling of the exchange of monies is normally conducted through our financial department, however this department can assure you that a total projected costing of 1.25 million $NSD is FAR BELOW what we, or anyone, should expect for a deployment of military assets and personnel to undertake kinetic operations. Basic operational costing per hour for flying 48x Harriers over 3 days in peace time is approximately 47.3 million $NSD – minus ground crew and the fact that these will be kinetic operations. Costing should be expected to be up to 150 million $NSD or more.

SternGuard understands that financing war can be difficult, and we are well aware your nation has been involved in extremely intense and protracted conflicts abroad in the past 12 months. SternGuard offers debtor payment packages to enable almost any nation to access our services. Otherwise, the deployment of four squadrons should be limited to one for the sake of affordability.

SternGuard notes that you require our services for no more than 0.1 months (3 days). We agree that the suppression of enemy air defences and artillery batteries as outlined in your operational pack for Op BRIGADIER should take no more than three days.
However, to ensure an efficient and professional execution of operations SternGuard would like to make some additional amendments/requests to the contract:

Use of STOL aircraft or support from New Antarctica air support assets:
In order for efficient air operations, a credible AWACS and command and control/mission command aircraft is necessary. Understanding that you will almost certainly be deploying with these assets, SternGuard forces deployed on Op BRIGIDIER will need to come under your order of battle and be directed on mission by this same support assets. SternGuard as a company will not be acting as an interested party in the war and so will not deploy its own mission command assets.
SternGuard will be sending a Captain who must be included in all strategic meetings and discussions regarding the invasion.
Furthermore, effective battle damage assessment is crucial to ensure the efficiency of any bombing operation. SternGuard has these assets available in the form of PHANTOM DRONE Series MQ-11. This is a STOL drone and the use of it is not specifically requested by you. We would like to operate this equipment to ensure our bombing missions are efficient, however if this is not the case then we ask that New Antarctica deploys these assets or else the progression of the invasion may suffer.

Cost:
The handling of the exchange of monies is normally conducted through our financial department, however this department can assure you that a total projected costing of 1.25 million $NSD is FAR BELOW what we, or anyone, should expect for a deployment of military assets and personnel to undertake kinetic operations. Basic operational costing per hour for flying 48x Harriers over 3 days in peace time is approximately 47.3 million $NSD – minus ground crew and the fact that these will be kinetic operations. Costing should be expected to be up to 150 million $NSD or more.

SternGuard understands that financing war can be difficult, and we are well aware your nation has been involved in extremely intense and protracted conflicts abroad in the past 12 months. SternGuard offers debtor payment packages to enable almost any nation to access our services. Otherwise, the deployment of four squadrons should be limited to one for the sake of affordability.

SternGuard gratefully welcomes your custom and our aerial operators will endeavour to deliver a punishing blow to your enemies that will, hopefully, bring a swift end to the conflict.

Thank you for seeing fit to apply for our services again. SternGuard likes to think it is a testament to our professionalism; and so, for you to request a higher degree of support from SternGuard in the form of defensive combat operations is most gratifying and humbling.
SternGuard gratefully accepts your request for a brigade of operatives for combat operations.

So you know exactly what you are getting, an non-exhaustive list and plan is hereby provided regarding the most pertinent aspects of the initial deployment and what may be required in future. A point to note is that funding should be of no real consequence and will be handled separately by the finance department, which will endeavour to deliver all you require via a competitive payment package.

The SternGuard intelligence wing on FOB Avalon has been following the developing situation on the islands of Kloefield, Arkeil, and Jeuilk, and it is regrettable that disaggreements between interested parties is already erupting into open warfare. It was notable to us because SternGuard has been contracted by some of these interested nations before, including your nation. Therefore, SternGuard congratulates you on being the first to enquire about our services as we expected one of these parties to lobby our company for a deployment of operators.

SternGuard sees the situation facing Federal Republic of Countesia on Kloefield as extremely favourable. SternGuard orbital reconnaissance satellites, and information garnered from third party geographic analysis, suggests that you occupy a strategic area of the island continent with a sea basin fed by a large river with dominating access to the rest of eastern basin and the rest of the eastern coastline of the island. Furthermore, the mountains provide a natural barrier to the south, and natural defences from any foreign intruder. The abundance of raw materials in these mountainous areas is also noted and has been factored into your strategic assessment.

Information regarding natives is sparse at best and amounts to only what SternGuard has garnered from intercepted communications from other interested parts on Kloefield island. It is believed that they are pre-industrial and reacting negatively to the foreign intrusion.

While SternGuard believes this is a worthy and honourable mission to have as your federal republic grows its colonial influence, we still believe that the greatest threat to your nation’s presence on the island is from other foreign actors. Regardless, SternGuard will place your primary mission statement front and centre of any and all operations conducted, and merely factor in other local national colonies as secondary concerns.

SternGuard’s intent is to SECURE key and vital terrain as identified by friendly recce or by Countesian strategic planning in order to set conditions for future colonial operations by Countesia.

The scheme of manoeuvre for SternGuard, in liaison with Countesian representatives, is thus:
A combined arms armoured brigade of operatives will deploy to Kloefield as soon as feasibly possible, and SECURE vital and key terrain, and any other objectives as identified by friendly forces, in order to set conditions for future colonial operations by Countesia. The force deployed by SternGuard will be known as ‘KLOEFOR’.

SternGuard’s Main Effort is to SECURE vital and key terrain, and designated objectives.

Other missions and tasks that fall out of SternGuard’s Main Effort:
1 - KLOEFOR will DEVELOP the current strategic picture for Countesian forces currently in Kloefield in order for them to conduct colonial operations more effectively. KLOEFOR will be prepared to stay on locations and support friendly forces as required.

2 – KLOEFOR will DEFEND key and vital terrain as designated by SternGuard or Countesian chain of command in order prevent locals or foreign powers achieving their objectives. KLOEFOR will be prepared to engage in local reassurance patrols to dissuade attacks on key and vital terrain.

3 – KLOEFOR will CONVINCE local populace of the intentions of Countesian and SternGuard forces. KLOEFOR will be prepared to engage in ‘hearts and minds’ focused operations and further reassurance patrols.

Initial recce for SternGuard operatives will begin immediately and take the form of a platoon led by a Brother-Captain, who will act as the permanent strategic liaison between KLOEFOR and Countesian military and colonial officials. This will breed an immediate notion of good will between parties and better coordination between SternGuard and Countesian forces.

The brigade will deploy once Countesia has provided SternGuard with appropriate mission objectives for their initial arrival, with additional secondary and tertiary objectives once forces have deployed.
This will be done via air and sea moves involving SternGuard fleet assets, including cruiser protection. (NOTE: This will incur a large initial cost due to the size of the deployment and the protection required. This can be offset by Countesia providing the necessary air and naval protection, which should likely amount to no more than one air squadron and a fleet escort of several destroyers and frigates).

SternGuard engineer and pioneer companies will deploy shortly after the recce team and begin construction of forward operating bases and patrol bases for prolonged operations. The footprint of these FOBs is likely to be substantial as at least one will include an airstrip. Use of Countesian infrastructure is most welcome at this time.
Once the main FOB is completed, the combat and combat service support elements of the rest of the brigade will be arriving by sea. From this point a cooling off period will commence lasting a few days before combat and attached engineers will move to SECURE the primary objectives as given – and from there, SternGuard’s initial twelve-month deployment to protect your interests will begin properly.
