For the former, unlike the other nobles of the Empire the Emperor does not flaunt his wealth. In fact, he doesn't have any wealth most of the time and outright rejects almost all forms of opulence. Having claimed the he "has no need for the stuff", he distributes the vast majority of his considerable paycheck to various charities. His cloth is poor and his old coat is now more stitching than fabric. The Emperor has a habit of traveling among and interacting with the common-folk the other nobles wouldn't so much as look at. The only signs that he is of a high office is by the way he carries himself and by the way he speaks. Many of the Imperial Upper Class have taken to calling him the "Champion of the People" and despite the mocking nature of the phrase, the Emperor seems to have actually taken up the title. When it comes to the foot-soldiers, the primary cause of the support is the fact that when the Emperor leads a campaign he does so from the front lines and seems to show genuine care for all those under his command.

The Castellan Emperor's strongest supporters are mostly more conservative politicians and those wishing to return Thialrer to its eastern roots. There is a significant minority in the Liberal Party supporting him, however, including the current Prime Minister. Most of Thialrer supports him to some degree, though.
