Welcome to Nova Orontes, the Purple Republic. To learn more about this great Greater Díenstadi city-state, visit our tourism board's website. It tends to always be a work in progress, an evolving documentation of our urbanity, so check back frequently to learn new things about us.

Alas, you need not know anything about Nova Orontes to know of the Greater Díenstad Regional Council, heretofore referred to as the GDRC.

Nova Orontes has been rewarded for the strict policy of geopolitical neutrality it has followed since at least the 18th century. It has been rewarded with being chosen as the site of the newly founded GDRC, the non-binding regional assembly of the mighty region of Greater Díenstad. Any tourist visiting the city can see the council's headquarters, the historic Cazala d'Pintalo. The formidable castle sits upon a central rock, surrounded on all sides by war, and reachable only via a medieval bridge that crosses to the mainland peninsula of the city-state.

The Cazala d'Pintalo is a symbol of Greater Díenstad's heritage, but it alone does not do justice as to why Nova Orontes was chosen as the site for the council's headquarters. The city is a blend of both history and future, and monumental stoneworks are met by the more expansive urban forest of concrete, steel, and glass-covered all over by a vibrant, visually overwhelming veneer of overly-colorful marketing. Indeed, to the north of Cazala d'Pintalo is the district of Coronado, the home of all assembly members' embassies. To reach Coronado by land one must travel through districts like New Town, Downtown, and the International District, where post-modernity thrives to an almost exaggerated extent. They may see more robots than people in some places, and even where people abound they are often a mixture of digital and cybernetic technologies and enhancements. And, in fact, while you may think you're speaking to a human, you may only be conversing with an AI that has gotten the better of you.

This stunning and timeless cacophony, joined by the city's neutrality and its role as a financial center of the region, is why Nova Orontes is the headquarters of the GDRC.

Enough for introductions, however. Let us discuss the GDRC, its nature, and its rules.

  6. All legislation is non-binding and represent treaties that can only be voluntarily joined.

NATURE OF DISCUSSION

Not all discussion will be a formal presentation of legislation and then the voting procedure. There is much to be agreed upon and discussed before legislation can even be formed. The GDRC serves as a forum for all members to not just propose formally, but informally in the forms of suggestions and thoughts. Therefore, the majority of conversation in the chamber may be in the form of questions, thoughts, and recommendations. This, in fact, is an excellent way of getting buy-in before the proposal is officially made, including from the five other assembly members that are needed to bring a proposal to a vote.

There is no standard a conversation is held to, except that it must be productive and relevant to the role of the GDRC.

Kríerlord Andro Kilomen had arrived at the city-state the week before the council's inauguration for the purpose of meeting all those who mattered, as far as the council's function and vision were concerned. Andro had spent a lifetime within the trappings of the ambassadorial corps of the Golden Throne, first as a mere embassy staff member in Guffingford, then as a direct subordinate of the ambassador to Ordena, and finally as jogornos to Lamoni. All of his positions came with a certain prestige. It was a career destined to great things, but he had never counted on being promoted to the status of kríerlord. Such a promotion was nothing to balk at, because it meant nothing less than admission to the privileged and exclusive circle of councilmembers to His Imperial Majesty Himself. As a newly minted kríerlord, Andro now had the task of officially representing the empire to the region within the chamber halls of the Greater Díenstad Regional Council.

He sat upon the cushioned marble steps of the chamber, looking down below toward the now-empty platform on which would stand the representative officially presenting a piece of legislation to be voted on. Then, his gaze swept over the other constituents of the council, all his peers that sat above, below, and to either side of him. Smiling, he stood and above the murmurs of a conversing assembly, he spoke loudly.

"Greetings," he said, "there is a threat to the sovereignty of the respected states of Greater Díenstad and I have no other option to bring our attention to them. That is the threat of the privateer, the private military man. We have all used them and they certainly have their use, but unconstrained they threaten to bring about demolition of the state-based world order that we know. We have seen it already in the Killian Republic, where for a short time a consortium of companies ruled the country in all but name."

Contuining, "Valo'Kap's case is easier to parse and punish. There was no great state standing behind them. Bringing them to justice will be easy and it will be done by the Golden Throne. But, most of our experience with private military companies is of a different nature. They fight thanks to the payment of a greater state, a state that applies them to self-interested ends, but nonetheless distances itself from the company and its actions. The latter we call plausible deniability and it is a cornerstone of the use of private military companies — as we all know. While these backing countries will never come forward and facilitate the punishment of private military companies that commit harm to a legitimate and sovereign state of Greater Díenstad, their backing is not necessary in the case when the contractor has been captured as a POW. But, in these situations, there is hardly a guarantee of transparency or due process. And, thirdly, there are cases when the contractor will not be captured at all. And, in fact, it's often not the contractor we care about, but the corporate leadership or its representatives on the field. This is especially an issue in the case of war crimes committed by said private military contractors."

"What shall we do about this?" he asked. "Are our hands tied behind our backs because the backing state is not interested in participating in justice? Or because the leadership has not been captured? I admit a foolproof solution is not possible. But there is a solution that, although imperfect, I believe to be sufficiently efficient to warrant its implementation. What is it that I propose?"

Andro paused for a moment to take a sip from a glass of water sitting on a small table before his seat. Then, he said, "The rough outline of my proposal is two-fold, and of course this would be further elucidated in a formal proposal that I would in theory put forward granted that I receive sufficient support. First, a tribunal made of GDRC members who are voted into that position of judiciary privilege. For how long these members remain active, and how often we vote, I do not know, that is something worth discussing further. This tribunal does not have the power to wantonly try private military contractors, or war criminals more broadly, but can only do so when requested by a member state. For example, I as representative of the Golden Throne would be able to request the trial of a war criminal and this would give the tribunal jurisdiction over the case. Members states need only accede to the tribunal voluntarily and may choose their own systems in lieu of the GDRC's, but this would be for state's that seek to prove transparency in their treatment of POWs committed of crimes and other war criminals. Second, I propose the creation of a police force staffed by the GDRC for the capture of war criminals. It would not necessarily require the permission of a state hosting the criminal, for that state may be a terrorist or narco-state, or otherwise a state which promotes injustice. But, when given jurisdiction by request of a member state aggrieved, this force would be able to covertly retrieve the war criminal and bring them to trial."

"Again," he concluded, "I do not expect this system to be perfect. I do not even expect this system to bring to trial most war criminals. But, it would be a start toward greater transparency and the extension of justice to war criminals now hiding behind the privilege of their backer's deniability. It would be one step toward some regulation of the private military industry in Greater Díenstad by way of punishing extremely unjust behaviors."

He ended there, leaving the floor open to others.

It was as good of a time as any for Cartoonia to take the world stage against tyranny. To many within the organization, Cartoonia stands as a world-class military and industrial power. Her empire stretches from sea to shining sea, just as much as its predecessor the United States of America have, and continues to evolve too. The global reach of Cartoonia has become so widespread that there too are nations that wish to see the fall of a glorious empire such as this one. But no, these powers are relegated as minor and puny. Cartoonia stands strong in the face of such tyrants as one from The Imagination Animals. True it has become a democracy, but only time will tell if it will continue to stand for freedom.

The first delegate appointed by Cartoon House is Kiku Honda, a well seasoned ambassador in Cartoonia’s ambassador circles. Having served as ambassador to Japan in the eighties and served as Secretary of Foreign Affairs in the nineties. Like many before him, he pushed for the safety and well-being of not just the nation’s youth, but for all young peoples world-wide. His appointment to the GDRC is the hope of Cartoonia to secure faithful allies in times of need.

He arrived weeks early once the construction of the embassy was complete to oversee construction of tourist and cultural outlets within the grounds. He plans to share the culture of Cartoonia by sharing the nation’s love for orchestral music, which a concert is planned later in the week as an inaugural opening for opera house that is currently in construction, as well as for the inaugural week of this new organization.

On the day of the first meeting, Ambassador Honda takes his seat within the sacred chamber halls of the GDRC. He listens to the first issue to be debated upon, and acts accordingly.

“Greetings, I am the delegate from Cartoonia. My name is Kiku Honda. I must agree with Mr. Kilomen here. Mercenary companies acting on their own private terms is most troublesome. If it hasn’t been made apparent, we had to deal with what we believe were rogue mercenaries from outside our borders. Many of you are aware of our troubles with Anti-Child Extermination Incorporated, otherwise known as ACE that has worked within the government of The Imagination Animals. As nations go, the ACE has toppled their government and caused numerous amounts of political instability there as well as causing a scare within the Cartoon government. Their campaign of turning the world’s youth into animals has us most concerned. And we are not just talking about anthropomorphic animals or demihumans, they want to turn them into regular zoo animals. No human personality or intelligence whatsoever. But that is just a tale from across the sea. I can not bear to imagine something like this to happen within the regional borders.

On the whole mercenary thing, what Cartoonia has done is have government/military oversight on what the mercenaries do. Watching over who they support and where they are heading off to. Companies are liability on their mercenaries as well and are not above military code of conduct. On the whole, we support the actions proposed by Mr. Andro Kilomen. It is Cartoonia’s hope that it will help bring ACE leader to justice”.

With that, Mr. Honda sits back down.

Gregor Diederich had heard just about enough after the representatives of the Golden Throne and Cartoonia voiced their opinions on regulating PMCs and the proposal to create a international police force in order to bring criminals to justice. Sitting in as the GDRC representative for the Ordenite Reich, Diederich was and is a loyal and hard working member of the National Socialist Party of Ordena. He worked extensively in the Party's foreign affairs department and even under the Reich Minister. The powers that be within the Ordenite regime saw fit to appoint Diederich as their representative to the Greater Dienstad Regional Council, an appointment he felt honored to be given. He now spoke on behalf of his Fatherland and on behalf of his fellow National Socialist comrades back home in Ordena and he would make sure their voices were heard.

"Greetings fellow delegates of the Greater Dienstad Regional Council" he began his words marked with a heavy Ordenite accent. "No state in the region have experienced what wanton acts of destruction and villainy these privateers are capable of more than the Ordenite Reich. In 2025 with the onset of war with the then Red Star Union, the People's Unified Federation hired and deployed such privateers to join the ranks of the Union Red Army to fight against us. The Red Star Union being a communist totalitarian state known at the time for it's widespread use of forced labor and repression against it's political opponents. Navitek utilized privateers in toppling the Dominic Templeton led government of Holy Panooly, and we all know how better it's fairing under the Golden Throne." Diederich snickered at his own use of sarcasm.

"Now more recently the Valo'Kap consortium, a largely native Macabean operated consortium might I add robbed the Killian and Hailian people of it's own country to pursue a pointless war against the Ordenite Reich. The results I may add have been publicized across the region. Nevertheless i second the proposal of a judiciary tribunal to see true justice come for these reckless and abrasive privateers." Diederich paused and took a sip from his glass of water before continuing.

"However I must completely abhor and reject the proposal for a international police force on the grounds that they would be allowed to without permission engage in criminal acts to bring said war criminals to justice. This goes against everything the Council stands for and I for one cannot in good conscious support it."

"An Ordenite, judging on criminal acts, I thought I've seen it all," scoffed Andro.

Turning to the rest of the chamber, he addressed the other chargers. "As our peer, Mr. Diederich, reminds us, it was mercenaries who initiated the toppling of the Templeton regime in Holy Panooly. It was the same mercenaries who assassinated Templeton. And it was the same mercenaries who extended the Reich the invitation to invade and occupy the southern third of that country, an invitation that the Reich accepted eagerly. By contrast, it was the Golden Throne who brought justice to the leadership of Tarn Defense Solutions, the company under Navitek's contract and the company that committed all the above crimes. The fault for Holy Panooly's destabilization lies at the feet of the Reich, if anything. And thank Will and Fortune that the Golden Throne sacrificed its own blood to reunify that country and give it the hope of a better future. But, what wounds me most of all is that when Orange-Stoner and the other companies that flocked to its banner broke into Ordenite Krasnova during the Second War, it was the Golden Throne that closed the gates to its base and gave the Reich the privilege of punishing said company. That was, by all means, a mistake, as we now know that the Reich is fundamentally immoral and, better said, evil state that could not define justice even should it have a dictionary in front of it and open to the very word."

Those words against the Ordenite representative said, he turned to his Cartoonian peer. Truth be told, he was somewhat confused by all the talks of animals, but he had rumors from kríerlords who had seen it that not all the world was human. Andro suppressed a shudder. "Mr. Honda, thank you for your words. I am truly sorry for the crimes committed by ACE. Should this proposal pass, perhaps we can make them one of our first examples."

"I must say, however," he continued, "that the Golden Throne prides itself for governing Tarn, a city known for its private military contractors. Hundreds of millions of veterans from militaries far and wide flock to Tarn every year to join the rank of one company or another, and it has become the core of that city's economy and, by extension, a significant portion of the imperial economy. That is an industry we want to protect. Thus, any solution that this assembly votes on should still consider the interests of the PMC industry. I believe Mr. Honda hit the nail on the head. Any proposal should make explicit the definition of war crime, so it is not the mere act of hiring private military personnel but specific actions committed by said personnel. Thus, Mokastana should not be punished for hiring contractors to fight a war against the Ordenites, for there is nothing illegal in that alone. Rather, the crime more specifically would be, for example, PMCs responsible for the murder of civilians or the mistreatment of prisoners in accordance with reasonable standards of war behavior. This brings us to another question: would this standard be one that we hold only PMCs to or all militaries? Would those standards look different for each group? And if they are the same standard, should this standard be set in a different proposal that this PMC one would build on?"

Finally, before again surrendering the floor to others, he spoke to the Ikherian representative. "Mr. Ruttinger, welcome and thank you for your words. That is an interesting proposal. I can think of two important blocks. One: what if the local police force is not interested in cooperating? We run up against the problem of the employer state not looking to incriminate those who work for it. Two: what do we do when such cooperation is improbable, not because of lack of want, but lack of means? For instance, we have no central nervous system for local police forces in the Golden Throne. Indeed, large cities may have separate, disparate police forces that dispense justice not just in different districts, but in overlapping districts due to the nature of competition in the market for justice in our empire. A police force under the control of this council would help overcome both of those issues."

deLesseps Leasse Litheau took his appointment as Federal Ambassador to the Greater Dienstadi Regional Council in stride, and as the Federation's representative in the regional council, he had a laundry list of items to take to the council for consideration. That would however have to wait, as the Macabeans were quick to take to the floor first, as they were with anything. Known affectionately as "Chet" by friends and the general public in Castillia alike, he came from the immensely powerful Litheau family and was formerly the mayor of the city of Marais Besançon before being selected by President Faring for the post. Well-kempt and regarded as a political heartthrob within the Besançon newspapers, Chet had a public image as a reformer and a staunch advocate of international trade, Marais Besançon's status as an emerging trade hub in Eastern Greater Dienstad was due mostly to his efforts, and earned him the well-deserved ambassadorship to the GDRC.

Before traveling to his post in Nova Orontes, many many briefings were held between Chet and various agencies of the Federation, as well as several meetings with the President himself. By now, Chet had a very good idea of where to take Castillian policy when it came to the legislative activities of the GDRC, and the current discussion at hand was adamantly opposed to the idea of international courts and policing agencies. As there was truly no formal etiquette yet established in the council's chamber, Chet simply waited for a break in debate until he could iterate the Federation's position.

"Fellow delegates, respected Kríerlord," Chet began, rising from the lavish leather seats which were rumored to have been sourced from the skins of adolescent seals in the far south of Dienstad. "I must disagree with the idea of international courts being established; such an institution can be abused by various power blocks in our region. As an area of the vast globe we live upon that seemingly prides itself on the fierce defense of national sovereignty and the refusal of allowing others to meddle in a nation's internal affairs, establishing any judicial institution that would be able to try Castillian criminals in front of a tribunal of foreigners is something our nation would never allow. Being the Representative for the People's Unified Federation to the Greater Dienstad Regional Council, meant that whoever held this job would be influenced by hundreds of competing and conflicting interests from the Federation. Although formally a representative of the Foreign Ministry, many influential corporations would gladly pay a representative to swing a vote, even if it meant that said representative was booted and replaced. Whoever took this job had to have nerves of steel, and the willpower to resist competing interests that offered both silver, and lead, to ensure the Federal Government's will triumphed over the competition.

Alfonso Rivera, representative of the People's Unified Federation, was currently that man. He waited patiently for his turn to speak before beginning.

"To begin, War criminals, no matter their uniform, will always be guarded by friendly host countries, otherwise they would be hung in the public square upon coming home. So this proposal will, no matter what, require that it's proposed police force be able to infiltrate a sovereign nation, capture a target and either, A, smuggle them out alive for trial, or B, dispense international justice against the wishes of the host country. This would create a police force that intends to operate above the laws of our member nations. With our governments forced to either play along, or clean up after them."

Alfonso paused for effect, letting the audience understand the direction he was going:

"There was a time when southern Mokastana was considered by many to be a narco state. International police ignored our laws and sovereignty to bring their own claims of justice to our homelands. They claimed the glory of capturing leaders of stable cartels, and left us to deal with the blood as the sub bosses fought for control of what remained. They received medals at home, and we received car bombs in the public square. Mokastana is already familiar with the impact international police have. Therefore, The People's Unified Federation will object to any international agency, police or otherwise, who has permission to bypass local law enforcement to kidnap or kill anyone they consider criminal.

In regards to the conflict in the former Red Star Union, my government has piles of evidence of crimes against humanity orchestrated by the Ordenite government itself, against both civilians and prisoners of war. Crimes that PMCs employed by my government fought to stop. Crimes that are still occurring to this day, on lands they have defended from nearly every military power in the region. I have no doubt that the leaders who orchestrated those crimes, are free to enjoy the orchestra in downtown Berlina tonight if they so choose.

So tell me, what does it matter to the massacred innocents, whether the bullet came from a soldier on behalf of a state, or a corporation, often sponsored by a state? Is the goal of this proposal to bring war criminals to justice, or simply to have something to hold over Private Military Companies to keep them in line?

Therefore the PUF cannot in good conscious, back a proposal that grants international agents the right to invade our lands, while having no concrete proposals for dealing with actual war crimes, regardless of who commits them."

Lord Ravener Ser Alistair Kendrick, representative of the Commonwealth of Morrdh, sat and listened to the debate that began after the initial introductions. Lord Ravener was a particular title used for Morridane diplomats, at least those on the level of ambassador, as it herald a link to the messenger-ravens of old and signified a diplomat's status as the 'messenger' of the Commonwealth. Though his position was precarious given recent events in the Commonwealth, though as a relative of the newly installed Taoiseach it was because of those events that he held the position that he did. Besides, the only political or diplomatic experience he had was representing his Clan in various business interests. Being thrust onto the international stage was somewhat daunting.

"I believe I am seeing an issue that will no doubt crop up time and time again, possibly even cause a great many proposals to flounder in this chamber." He said out loud after clearing his throat. "It is of sovereignty that I speak of."

"I doubt that there is a single nation who wouldn't object to it's borders and it's laws being violated by a force in pursuit of a wanted criminal." Kendrick continued. "Alas, to get some powers to co-operate some teeth is required."

"The idea of some international police body could work in principle." He added. "Though the issue becomes one of how to sell the idea to get various nations onboard with it."

"A organisation of co-operation appears to be the most desired amongst those gathered here, so why not run with that? An institute staffed by officers from the law enforcement agencies of member nations, their task will be to co-ordinate the sharing of criminal intelligence and the issuing of warrants for persons of interest."

"Regarding the 'teeth' part; perhaps something like a carrot and stick approach?" Suggested Kendrick. "I dunno, say starting with a positive motivation in the spirit of co-operation like a monetary reward. For more reluctant members, diplomatic pressure could be a good place to begin with before moving onto more extreme things like economic pressure to coerce them into handing over a wanted criminal."

Now that the Ikherian and Morridane representatives had spoken, and noting that many of the objections were along the same lines, Andro said some final words regarding his original foray into a proposal around the policing of regional PMCs.

First, he addressed the words of the Castillian representative, and said, "Mr. Litheau, if you are afraid of the Golden Throne wielding its influence, then you should support a court like this one because that is exactly what it intends to bypass. Consider the membership of the tribunal, which we could make any number that seemed most reasonable, would be composed to a diverse range of member states. And if such a body would be open to influence from the Golden Throne, then this entire council is open to influence by the Golden Throne. But, we see the exact opposite in the experience so far. It would seem to me then that a transparent solution like this one would help accomplish the exact opposite, and that is to allow for a fair trial. Furthermore, it would not be complicated to devise a set of rules to determine the eligibility and legitimacy of claims. Alas, perhaps it is something I can put more thought into and return to later."

"Before I turn to other concerns," he continued, still addressing the Castillian, "I would add that imagine that the Golden Throne act outside this hypothetical tribunal process to bring war criminals to justice. After all, a country like the Golden Throne does not really need a solution like this one. I meant this for weaker nations, nations that are easier to prey upon. But, assume that this tribunal system is in place and that the Golden Throne acts outside of it. Then you would know for sure when we are acting immorally or ambiguously. It would cast us into immediate shame, acting as an incentive to opt for what would be a more transparent system of justice. I leave you with that thought, even if we set this topic aside for now and focus on others."

He then addressed the Mokan, "A much greater concern is the proposed means of arrest. I will return to that because obviously that concern is widely shared. First, regarding whether the war criminal is a private contractor or a state actor, that does not have much bearing on the proposal. For, even if this is not a solution against state actors, that doesn't invalidate the concept of bringing war criminals in the employ of PMCs to justice. Should we let all injustices go unpunished because we cannot make all of them right?"

"But," he said, "I think that if we cannot agree to make up a police force capable of extracting legitimate PMC war criminals from states not wanting to cooperate, then any alternative solution is unlikely to be effective. I welcome other representatives to push those alternatives forward, and should they have support to bring them a vote, but the criminal PMC will always flee to a country where he or she is protected. That means that securing the cooperation of that police force is unlikely. While this is not a problem for the Golden Throne, as I said, a state more than capable of handling these things on its own, it is unfortunate for the less powerful states of Greater Díenstad not to have recourse against the depredations of larger states. Larger states that can use PMCs as a means of accomplishing their objectives while maintaining plausible deniability will have no constraint other than, perhaps, the good charity of a bigger watch dog."

"For the time being," he finished, "I will drop this line of discussion and allow others to pursue it, should they want to."

He flattened his crimson robes and the various badges of Delmontese high office glittered as he did so. Some of the badges denoted high honors and responsibilities. Some of them were probably made up.

"Essentially, we are considering jointly..." he put his hands together "Two items that ought to be considered separately."

At this he separated his hands as if to show two separate scales. "I move that we amend the docket and separate the issue of an international police force from the issue of a PMC tribunal. They are separate issues that deserve separate debate and attention."

Bashir Dudin had so far kept silent, except to thank some staff, who brought copies of proposals by for him to read. Bashir had a reputation among the Kolechian Foreign Ministry for enjoying parties, outside of his official duties of course. He did take his job seriously, but he certainly liked to have fun when he wasn't working. However, parties are never a bad place to meet people and discuss things, so in a way, perhaps he was always working, just less officially. He was now in his forties, but his brown hair had not grayed at all, quite strange considering his sporadic late nights and heavy drinking etc. He was personally quite honored and excited by this new position, he would also be working with the new Kolechian Ambassador to Nova Orontes, Yandar Aslakhanov, who had served a number of years as the ambassador to Leonnia, before being transferred.

Currently there was a proposal to establish tribunals for private military forces and/or war criminals, and attached to it, was the idea of creating a regional police force that would be able to arrest suspects and bring them from their country, regardless of their local governments wishes. He could support the former, but just on the face of it, not the latter, not completely. He could recognize that plenty of bad actors resided in areas that weren't really a country, but then who decided who was a country or not? If the GDRC had the power to decide who was a country, could they not revoke that when it was politically convenient? There were many issues and questions Bashir had on the proposal. Bashir agreed to the former, but not the latter, and there was the problem. However, it was also now being discussed on perhaps separating the two, which would be interesting.

The other proposal, was the creation of a regional stock exchange. Bashir could agree to this proposal, as Kolechian companies could perhaps attain greater wealth by opening up to dealing in stock. It was probable that Kolechian companies would participate if it were created, there was nothing stopping them from doing so. He would at least agree to what was proposed, assuming that was all there was. He would still contact Kashgar and inform them of this, they were working on a new strategy and this would be somewhat relevant.

The meeting continued and during moments of pause, he thought about seeing the city. He had not been here long (at least not as long as the Ambassador) and so he was very interested to see his new home away from home.

The Marshite Representative was one Bishop-Ambassadress Armani Rai sat and watched the debate unfold for some time. They had launched rather quickly into it, had they not? It had been difficult judging when it was time for her to state the Theocracy's position on the issues discussed. In time though, she decided that what needed to be said needed to be said, regardless of the gracefulness of her entrance.

"The Theocracy does not have a strong position on the regulation and overseeing of private military companies or mercenary organizations," she began quickly before allowing a small pause for attention. "It does not see the failure of states to engage and rout such organizations before they become nation-state threatening elements as proof of their need to be regulated, but a clarion call warning us of the eternal folly of militant weakness. We see no pressing need to oversee them.
We also so no great reason not to do so, so as to protect the weaker states among us who have reason to fear the aims of organized violence that answers to profit and not some higher calling. The fact that the strong may use them as deniable assets is true, and it is something that must be understood. We would propose that any nation that allows a PMC to station its headquarters, have its financial and training centers, or otherwise entrench itself as part of the fabric of their government-military organization, also be responsible for its actions abroad should they violate one of these so-called 'war crimes'. A deniable asset loses its teeth if the argument that it is a private company becomes moot, and a nation must respond as if it were its own forces who commit such acts." She finished. She didn't expect it to fly. Then again, she didn't think that bringing PMCs to justice for their alleged crimes was a likely result of this proposal regardless.

She took a drink, then continued. "A court system to try those deemed to have committed atrocity is not something we would disagree with," a pregnant pause, "as long as that definition of what makes something a so-called 'war-crime' is tied down with realistic anchors. The slaver and the cultist aren't people and the mass slaughter of them is no more a crime than the cutting of grass on lawn, and the detonation of a nuclear device in a city during a time of war is no less violent and awful than the mass clashing of tens of millions in a competition of arms. Civilians are no less a target than those in uniform, for all war should be total, so that it may end decisively and with terrible consequences."
She ended with an aside, Maybe then it would be used by states less as a matter of puffed chests and bravado and used for what it should be used for- existential survival."

She took a puff from her cigar.
"We see the proposition of a regional law enforcement organization, with the Morridane proposal added on, as something we could support as long as we can understand what it is that constitutes the crimes they will be trying to bring evildoers to justice over."

Rai then leaned back and shrugged. "As for the Stock Market, the Theocracy could not and would not be participating but sees no reason to lodge a formal objection."

Alfonso Rivera had been briefed on the idea of a Greater Dienstani Stock Exchange. The current head of the Foreign Ministry, a socialist by the name of Elizabeth Franshaw, did not like the idea of granting foreign capital even more influence over the Federal economy. However, the days when the socialists when the driving force of Mokan diplomacy were long gone, and the other political factions of the Federation embraced the idea of Capital quite well. Despite his personal hesitations, Alfonso stood up and gave a short comment:

"The People's Unified Federation will support the creation of a Greater Dienstani Stock Exchange."

Then sat back down. It seemed some of the competing interests didn't even need to threaten him to get him to vote their way, they already had their way in the Senate back home. Had Henry Milano still been in politics, it might have come down differently, but alas, the days when the socialist when the driving force of Mokan diplomacy were long gone...

WE PROPOSE the creation of the Greater Díenstadi Stock Exchange, hereby referred to as the GDSE for short.

The GDSE has a set of rules that determines the eligibility of a company to list.* These are:

  • Eligible companies must already have a minimum of 15 million publicly traded shares on a major domestic stock market.
  • The value of publicly traded shares must have a market capitalization of at least 1.4 billion.
  • A share listed on the GDSE must have a minimum value of $4 share.
  • A fee of $0.001 will be charged on all listings and, therefore, transactions.

FURTHERMORE, there shall be no other restrictions on access to the GDSE by member states of the GDRC.

FINALLY, only companies originating in one of the member states of the GDRC are eligible for listing.


*OOC: These are based on the NYSE rules, with the minimum number of shares and the minimum market capitalization upped quite a bit since this would represent GD's largest companies. For reference, the NYSE requires at least an existing 1.1 million outstanding publicly traded shares with a minimum market capitalization of $100 million.

While the member representatives debated the odds-and-outs, positives-and-negatives of each proposal, a GDRC staff member of very little important edited the board to reflect the status of the discussion. The regional stock exchange proposal had three supporters, aside from the original proponent (the Golden Throne). Ikheria, Mokastana, and Morrdh were shown to back the proposal's passage to the voting round. Holy Marsh, which had spoken on the proposal, was not included, as their representative had said there were no objections, rather than explicitly stating support.

The docket was further edited to reflect the bifurcation of the first proposal, splitting the discussion into two distinct topics: the PMC war criminals tribunal and the matter of an international police force or police cooperation.

Her job complete, the staff member turned her attention back to the floor, as GDRC councilmembers continued to debate the merits and demerits of their positions with full, unrestrained passion and vigor.

Bashir had temporarily left the main chamber for a break. The discussion and debate continued, as he had made a phone call in a more private area, the hallways outside filled with people coming and going, speaking many languages. He had been directly linked to his superior, Timur Eldarkhanov in Kashgar. They spoke for some time, mostly about the proposal of the stock exchange, and to a lesser extant the issue of tribunals and international police. Somewhat stretched out in a soft chair, he took an occasional puff of a cigarette. They spent several minutes more making small talk, with Timur congratulating Bashir on his new promotion. The conversation was quite professional and normal, which is what Bashir hoped for, in case anyone listened.

Being a Representative he was at times privy to the operations and information that agents of the DGB dealt with, but that was not his main profession. Nova Orontes was according to his knowledge supposed to be a neutral ground, the host government even expressed that. Kolechia and Nova Orontes had had stable relations for sometime. That said, he was in the center of international meetings, with many foreign strangers. Regardless, he approached this country with the same mind he tried to approach any new destination, some open-mindedness, but also common sense. With his conference over he made his way back to the discussion chamber.

Re-entering as others spoke he took his place and waited for an opening. A Mokan and Ikherian Representative each laying out where their nations stood. He then addressed the room. "Ladies and Gentlemen, Representatives of Greater Dienstad. On behalf of Kolechia, I would like to ask, that Kolechia be marked down as supporting the proposal for the creation of a regional stock exchange. I would also like to state that our government has up to this point, not yet taken a stand either way on the other proposals, and are still currently discussing them. Thank you." With that he was done for the day. A massive toll was taken off his shoulders as he could leave and rest, explore and play in this new city for the evening.

The selection of the Havenic representative to the Greater Dienstad Regional council had left many in the Havenic diplomatic corps somewhat shocked, not least the man who had been chosen for the position. Two qualifications were thought to be absolute: the candidate should be Dienstadi, and he should actually be a diplomat. Aerkunlauh nos Variskura, sovereign prince of Harusq was one of the major war leaders of the 23rd crusade, the official name given to the far away but militarily important havenic province of Velstrania in northern Varathron. He was known as something of a radical, even in theocratic and freedom-obsessed Velstrania, and there were two possible reasons that were spoken of for his appointment...well 3 if you added the possibility that the foreign office staff who made the choice had taken leave of their senses.
Either the Haven didn't care about this organisation or it wanted to take its foreign policy direction in a vastly more radical direction. Aerkunlauh believed it was the latter.

The Haven had been humiliated by its inaction for decades as it allowed the institution of slavery, which it had previously sought to defend to the last, to effectively be destroyed by the growing coalition of anti-slavery voices. In the recent Ralkovian war, which had lead to the Haven finally choosing to voluntarily abolish slavery, Aerkunlauh nos Variskura had been the only voice in Velsturman politics who had fought against that province blocking the Havenic wish to come to Ralkovia's aid. Now with the abolition finally opening up the Haven even more to foreign markets and with slavery a question that was behind it, politicians in both Iros and Sondestadt had put their heads together and decided a new future beckoned. A future that was represented by Aerkunlauh nos Variskura as one of the Haven's most senior representatives.

8 ft 4 inches of silk-clad Velsturman rose from the benches and began to lay out this future in a booming baritone honed by years of preaching and military command.
"My friends," he began. "First allow me to express my happiness to be here today. To be chosen to be the voice of billions of Havenic citizens at an institution that holds such promise.

Firstly, I shall discuss the first proposal before us, regarding the proper regulation of private military contractors and the war crimes committed by such. On the face of the proposals first part, the Haven has very little objection. Our soldiers are trained to conduct themselves in a professional manner and to avoid civilian casualties wherever possible. As some of you may be aware, the closest thing that the Haven has to a private military company would be the various military-focussed clans in areas such as Vrarna and Celeria, which again are trained to conduct themselves in a professional manner. We do however see a need to rein in the excesses of those who may not share our standards. There are those among us-"
Aerkunlauh turned a gaze of pure hatred on the Marshite delegate as he continued in a snarl "Who believe it is acceptable to slaughter prisoners of war as a form of entertainment. Who are happy to use their military to end billions of civilian lives and call it the work of their god. Who care less for human life than they love their animal lust for slaughter. It is people such as these who should be taken before such a court, and so I urge the council to avoid the mistakes of other bodies in other lands, whose courts seem unable to act when it is their duty to bring a powerful actor to justice. We have seen what savagery looks like when it is left to fester like an open wound on our worlds map. It looks like the purest and vilest form of heresy known to man."

Outburst done, the gentile smile came back to his face "The Haven would like to formally approve the stock exchange proposal, but wishes to receive clarification as to the eligibility of companies originating from GDRC members but outside of the Dienstadi regional area for a listing."

Chet rose to the floor after discussion regarding the stock exchange proposal. "Fellow representatives, as a staunch advocate of international trade and economic cooperation, the idea of a regional stock exchange is wholly beneficial to all within the region. The Castillian Federation will go on record supporting the proposal and will support a move for a vote on the proposal."

As he sat down back, he felt a small vibration from his pocket, reaching in to pull out his phone. While there was no rules for no cellular devices in the chamber, he could feel the scorn of Federal Senate staffers thousands of kilometers away who routinely enforced a strict no-phone policy in the Castillian legislature. He had received a text, notifying him that his office had finalized the proposal he would put forth after the vote on the stock exchange. He slipped his back into his pocket and sat back into his chair, watching, waiting.

With six supporters, the regional stock exchange proposal was ready to go to vote. The Nova Orontian administrative personnel would manage that. Before that occurred, Andro stood to address the question put forth by Aerkunlauh nos Variskura regarding the stock exchange.

He said, "First, I applaud your country for abolishing slavery, if I have heard correctly. If it is true in the most fundamental sense, at least. It is not rare for the emancipated slave to be shackled by slavery of a new kind, slavery imposed by legal restrictions that apply to a certain caste but not to others. Anyway, I leave it at that and, secondly and more importantly, I wanted to respond to your question regarding the stock exchange proposal. I believe that as long as the country is considered, in the broad sense, a national asset — its revenue is taxed by the home country — and has a headquarters in its home country, then it is eligible for joining the stock exchange. I don't believe this is too much to ask, as creating a headquarters within strictly defined regional borders would not be financially stringent. In fact, I would imagine that any company, belonging to a GDRC member-state, of wealth sufficient to meet the minimum requirements of the stock exchange would have a headquarters in one of the most capital-rich regions in the world. Especially the one it seeks to acquire borrowed capital from."

He kept silent on the matter of PMCs. Without some kind of enforcement mechanism, any PMC tribunal would be made a mockery of. That was not something he wanted to put the name of the Golden Throne behind.

With six supporters, aside from the original proponent, the GD Stock Exchange proposal was eligible for vote. Thus, the same woman who had edited the board sometime earlier now stood to do the same thing, this time moving the GD stock exchange proposal from "in discussion" to "at vote."

She also clarified where the vote could be placed: the polling station.
