Foreign affairs and diplomatic relations programme
The People's Autonomous Communes are a sovereign community comprising the Horn of Africa and much of the Arabian Peninsula. Governed by the principles of rizomatismo, we have managed to establish a continental system of mutual aid, cooperation, and ecological sustainability, guided by the ideas of Communism; our humanist system has successfully abolished the production of commodities, class structures, and value-form of commerce.
Since our unification, we Leskyans, known commonly as the Nafyites, have been dedicated to our goals of human prosperity through social rewilding, free exchange of information and movement, mutual aid, and the post-civilisation society. In accordance with our pursuit of these ideals, and to establish representative assemblies of free peoples across the multiverse, we open this here diplomatic programme.
On the privileges and status of representatives
It should be understood by the international community that Leskya does not recognise the authority or legislation of the polity known as the World Assembly, and as such, does not abide by its Diplomat Protection Act. Foreign representatives to Leskya are, first and foremost, our guests, regardless of what their official title and role may be. We will treat them with respect, vowing to protect their safety from threats and to ensure their comfort during their stay within our lands. In turn, we expect their equal respect; they come here at our pleasure, and should we feel they have abused their welcome, we retain the full right to demand their leave.
The land occupied by your representatives does not belong to your sovereign polity. Your representatives do not gain any right of immunity from the consequences of their actions. Your weapons, tools, equipment, and individual representatives may be inspected and examined by our residents. Your right to import or export any goods is granted at the pleasures of the local residents and the Desertist Brigades.
Foreign delegations are expected to integrate with our communal system, and we will provide them with all the pleasures enjoyed by our own native communes, with the exception of a guaranteed seat at our assemblies' tables. We will provide your representatives with housing, food, clothing, and any reasonable goods and services should they request such.
Your representatives may be asked to agree to the local komunukodo.
Delegations residing within Naturkomo or Makeo are considered to be 'embassies', and they will be the primary vessels of diplomatic relations between Leskya and the delegated polity. Due to the nomadic nature of the General Council, it is very likely that your representatives will have to travel with us between the two cities; should this be the case, we will, again, provide your representatives with all the aid of our communal system throughout the journey.
Within embassies, there is a maximum capacity of 200 individuals, regardless of role, duties, or tasks assigned unto them by your polity.
Delegations residing elsewhere in Leskya are considered to be 'consulates'. These delegations will be at the pleasures of their respective destinations' communities, communes, and residents. They do not fall under the jurisdiction of the Naturkomo-Makeo Desertist Brigades, and their requirements and treatment of guests will vary from those in the capitals and the General Council; regardless, your representatives will be protected by the local Desertist Brigade, though will only serve at the pleasures of the local communal assemblies.
Within consulates, there is a maximum capacity of 50 individuals, regardless of role, duties, or tasks assigned unto them by your polity.
On representative ontology and jurisdiction
Due to the nature of our stateless system and non-institutionality, the jurisdiction and exact representative basis should be established to avoid confusion.
Embassy delegations are, jointly, your representatives to the Naturkomo-Makeo Desertists and the General Council of Leskya, the de facto 'governmental' body of Leskya and the supreme representative organ for the whole of the Leskyan peoples.
Consular delegations are, however, your representatives to the individual graflandoj and their respective participating communities. They are NOT representatives to the Naturkomo-Makeo Desertists nor to the General Council, and do not function on the same principles.
It is your embassy delegation which can establish agreements with the General Council and the Naturkomo-Makeo Desertists; if you wish these agreements to include individual and sovereign communities within Leskya, your consular representatives must negotiate a seperate agreement with the local graflando.
The following is a brief overview of the details regarding possible and common agreements:> Non-Aggression Agreement
Both signatory parties agree to cease hostilities and normalise relations between each other.
> Defence Agreement
Both signatory parties agree to mutual aid of each other in case of an attack on either party by a non-signatory third-party.
> Cooperative Agreement
Both signatory parties agree to cooperate in matters specified within the agreement, such as economic, scientific, political, cultural, or military affairs with the understanding of open sharing of information and resources between the two parties in regards to the aforementioned area of cooperation.
> Freedom of Movement Agreement
Both signatory parties agree to exempt the residents of the other party from usual border restrictions and regulations and agree to ensure the residents' right of free and safe movement.
