When the treatment is counterproductive placebo is better than the treatment. For example homeopathy is more effective than bloodletting since the latter kills more people than not treating people.

There are definitely rulers who if replaced by a feline would cause a society to improve. Kitties do not murder people because they are Jewish, too rich, too poor, whatever. Moreover they do not plunder the country and are a lot cheaper than human leaders on average. Oh there is one more bonus here. Cats look much better than the old guys who tend to be rulers worldwide. Imagine for example the ugly as hell faces of Mao get replaced by cat faces on currencies and other things especially Tian’anmen Square. That will be a significant improvement.
