“McCarthy has a fair point, Marijuana has legal status in havalland and is even used religiously in some Religious sects, perhaps the resolution should be altered to exempt those who come from a pro legalization country unless they begin selling it.”

"With all due respect, delegate McCarthy, but we are not at the voting stage yet. This resolution can quite possibly be adapted to meet the concerns of the League. In saying that though, I must also emphasise that this is not a bill that targets pro-drug nations. Rather, its aim is to prevent international crimes and ensure that those individuals and organisations whom other countries are concerned about are brought to justice. As for your specific example, I believe any competent court would be able to distinguish whether a citizen of your country innocently sold drugs to an international drug organisation or not. As for the concern around members of your government being at risk of arrest, I'm sure that principles of diplomatic immunity and the general aversion to pursuing criminal charges against members of another country's government would prevent such a situation.

Whilst I can understand your concerns, there is certainly a consensus that when someone intentionally supplies drugs to a drug smuggler that a crime has been committed - regardless of whether the drug is legal in the country where the selling occurs.

Placing that aside for a minute, I must say that I am disappointed with the comments of the Havallish delegate. First off, you offer your initially earnest condemnation of the illicit drug trade and then almost simultaneously suggest that we go ahead and dangerously breach international norms and try to unjustifiably interfere with another nation's laws.

Is a citizen from a foreign country who enters another country expected to follow the laws of the country they visit? I would say yes, and I believe many of my fellow delegates would answer int he same way. What you are suggesting flies in the face of that.

Let's say a citizen purchased a semi-automatic machine gun in their home country where it is legal to do so and then tries to bring it into Ainslie. Should that person escape being punished purely because it is allowed in their country?

Certainly not!

The importation of illicit drugs into countries is a crime for a reason - no amount of resources can ensure that possession does not turn into selling or providing drugs. Regardless, such a matter should be brought up with the nations who have made the drugs and their importation illegal in the first place. MADSA purely aims to make it easier for nations to band together to prevent and thwart the drug trade that damages us all. I am certain my government would not look favourably upon a policy which tries to make MADSA into a trojan horse for drug legalisation ignoring the axe it would take to my government's ability to determine its own laws, within reason.

May I reinforce to the League is that if I have interpreted my fellow delegates correctly, what the honourable delegate for Havalland is suggesting is very different to that which the delegate for New Jacobland is asking about. The Havallish delegate is laying siege to a basic expectation that allows for a stable and peaceful relations between nations whilst the delegate from New Jacobland is interested in how MADSA is to relate with domestic laws."

We have always adopted a progressive and supportive stance in the use of recreational drugs and we do not see our nation changing that position anytime soon. However..."

...we understand the threat international and illicit drug trade can wrought upon countries, including ours. The liberty to use recreational drugs is one thing, to impose it upon nations who do not wish to see it run through their streets uncontrolled is another. Such concern is valid and have been missed by some members of this chamber. Let it be known to members of this chamber that the international illicit drug trade does not just involve the sale and use of drugs. Its illegal trade, emphasis on the illegal, facilitates crime, corruption, and many evils if it is not controlled. Mentioning as well, that while some drugs are safe in controlled use, there are many, especially in the international black market trade which this resolution tackles, that cause immeasurable harm to the health and welfare of a person. All valid concerns, and concerns that are shared by nations either pro-legalization or anti-legalization, though such distinction may be blurred at times.

The Utopian Kingdom of the Union of Roendavarian States, a "pro-drug nation", is in full support of this resolution and we would like to make it known. I share the same sentiments as the Ahsnlen delegate. International drug trade must be stopped or, if those who share the same ideas as us, be controlled at the very least. We must band together and solve this problem at the root using the full extent of our powers, through laws and through action."

"Thank you for the clarification, Mr Kerslie. Upon further analysis of the resolution, I believe this is a good way to combat drug smuggling. However, I would propose letting civilians view this database and give delegates the power to add information (last seen etc.) to make it easier for police forces around the world. This could help them help the police forces globally of any sightings or information. Aside from that, I have no objection to the resolution."

"I am glad that our two delegations have come to a mutual understanding about the contents of the resolution. What you have suggested - the database - is a wise addition to allow police forces to better perform their duties and it is most certainly something I'm sure MADSA itself could work through and implement without it being a part of the resolution itself. If bringing the idea into the resolution itself is favoured by many delegates in the League, I'm sure my nation would be content with adding it in. I am hesitant to allow citizens to view the database though, especially considering the real risk that could pose to tip off the people or person who are subject to the warrant.

My belief is that where necessary, a police force would be able to publish information to the general public about these warrants through the usual channels. I imagine this would be done in a similar fashion to how police forces try to get information out about robbers or prisoners who have broken out of jail. Keeping that outside of the resolution would allow police forces in multiple nations to be more flexible in the information they give out."

(OOC note: Your Honour is normally only used to address judges. In the League we normally refer to other delegates with Mr/Mrs etc. meaning my delegate would be Mr Kerslie. Otherwise honourable delegate, delegate, delegate from Ainslie or whoever is talking works as well.)

Naty O̦cenharemedy, the Nhoor delegate, spoke. "The government of Nhoor feels that this resolution is too specific in character. If its purpose is to combat clandestine trade or smuggling, its scope should cover more than drugs alone. If its purpose is to prevent or control the trade of products that may be legal in one member state and illegal in another, the government of Nhoor is not sure whether it is the League that should be dealing with this matter instead of the member states on their own or in collaboration with like-minded other member states, so as to avoid that member states will be forced to adopt policies that they would be disinclined to adopt under normal circumstances. The government of Nhoor currently has no outspoken opinion about international drug trade and wouldn't want to have an international opinion forced upon it."

I appreciate the intentions of the honorable Ahnslen delegate in introducing this resolution, but it would be hard to justify any form of increased international jurisdiction over Almorean citizens to the Almorean public. This has always been a touchy topic in my country. The MASDA warrants would be perceived as an overreach by the League, even if the facts may not bear that out. Almorea will vote with our ally, Nhoor, and refrain from supporting the new terms in this resolution, with respect.

However, Almorea would like to put on the record that it does support the repeal of Resolution 10, so that a new resolution, perhaps amended, may replace it."

"The resolution presented before the chamber today is, undoubtedly, well-written and well-meaning. I have no doubts in the efficacy of such an organisation should it be established. The Lukhian government is willing to work with our international partners to combat illegal drugs trafficking. However, there is an unhelpful murkiness in the provisions this resolution would establish. Already having been discussed in this chamber, I will keep these specific implications of the realisation of MADSA short: what constitutes an illegal drug differs from nation-to-nation. Cannabis, and cannabinoid-adjacent substances, are legal in Lukhia for medicinal and recreational purposes. While the cannabis industry is regulated and its trade managed, there is no doubt that there exists an international black market for such substances. Hard drugs are not criminal in Lukhia, but users have their drugs confiscated and are put into addiction-treatment progarms. How will MADSA operate efficiently across nations with very differing laws on susbstance abuse? It is a notable and important to mention hill to climb; but the Lukhian government does believe that instituting MADSA at this stage, despite the flaws mentioned by the Lukhian delegation and other delegations, to attack the more discrete and obvious elements of the international drugs trade is a more beneficial cause than maintaining the weak 2017 resolution. Therefore, we move that the organisation be established as an immediate stopper to the illegal drugs trade, with the specifics worked out once a basic administrative and operative structure is in place.

In accordance with the delegation's remarks, the Republic of Lukhia votes in favour of this resolution."

CHANDLER BASS, AMBASSADOR TO THE LEAGUE; "It has been the position of the government of Wachovia that, where ever possible, national sovereignty must be respected by this body. When this respect is not upheld, the League ceases to be a organization with the aim of fostering peaceful cooperation between nations - to become a supranational body, open to use by sinister forces to impose their will upon the people of the Isles. While we agree with the idea of cooperation to end illicit drug sale between crime syndicates, we do not think it wise to quote - "compel" nations to carry out warrants upon the request of other nations.

What assurances do we have that false accusations can not be made against government officials by a nation's rivals, using the international community and this just cause, to conduct aggression on their behalf. Cooperation must be that, cooperation. The League must not presume that it has the right to compel any nation to act outside of the popular will of its people.... What assurances do we have that, if a nation refuses to carry out a warrant because of a justified concern for their citizens or sovereignty, that they will not be penalized by the League - which has already shown its willingness to punish nations which fall outside of their grace.

We, the sovereign states of the Isles have a responsibility to uphold international law - but this responsibility ends exactly where it begins.... the sovereign states of the Isles.

The Republic of Wachovia commends our colleagues from Ainslie, for their commitment to ending this great human tragedy, but we cannot - in good conscious, support this resolution in its present form. The amendments, which provides an avenue for Warrant Review, and assurances that normal extradition practices will be respected are not enough.... The League must know its place, as support to the international community, and not its dictator. Therefore, we vote AGAINST this resolution."

"We think this resolution can prevent member nations away from the harm of illegal drug usage. But, according to the report which consolidates many respectful delegates' opinions. TWI didn't have a clear stipulation of illegal drugs. This will add the difficulty of operating anti-drug smuggling and member nation's concern."

He glimpses at Hospitaller West Indies' delegate, "Even so, we still have enough reason to support this resolution. Question is, there still has concern for establishes an official organization. How we trust the profession of MADSA? Who composites the MADSA and from which country? How to allocate funds to maintain the operation of the MADSA from each member nations, to ensure the equality?"

Einnstadt finally votes in favor.

Aldor, Reathwood's delegate to the League of the Western Isles, pauses for a moment, shuffling his papers as he looks around to the gathered delegates.

"In accordance with our traditional pursuit of freedom and justice, the government of Reathwood hereby proposes Resolution 22—a gesture intended to condemn and discourage the practice of de facto indentured servitude in places of underdeveloped legal codes."

Reathwood had not individually put forth a resolution in years. Aldor seems highly unaccustomed to the practice.

"I thus give to you the League's next motion toward true fairness and good work. Whether symbolic or in practice, the time has come for us to oppose modern slavery."

RESOLUTION 22
A resolution to combat indentured servitude

Recognising that some nations within The Western Isles continue to allow the practice of indentured servitude,
Acknowledging that some governments have already taken the important step of phasing out or outlawing the practice,
In supporting and aiding these governments and the organisations and individuals who made abolition possible, whilst
Committing to a fair and just transition for workers in the industry, and
Pursuing an internationally uniform stance against the inhumane practice;

The League of The Western Isles hereby;
  1. Formally condemns the practice of indentured servitude.
  2. Strongly encourages nations to abolish the practice.
  3. Institutes a moratorium on the legalisation of any form of unpaid labor based on contracts or other forms of legally binding documents until the 1st of January, 2023.
  4. Mandates that nations in which such practices remain legal begin demonstrable efforts toward the criminalization of such practices before the moratorium’s end.
  5. Stipulates that indentured servitude be phased out of legality in all member states by the 1st of January, 2025.
  6. Encourages member states to enforce the end of indentured servitude through the use of economic and political sanctions against those nations which permit, legally or extralegally, the practice.

Introduced to the League by the Republic of Reathwood on the 10th of March, 2021.
