Prelude

As the Baile da gaiola was about to unfold with its peculiar heavy flow of drugs and weapons, the police chief of Sao Rodrigo ordered a crackdown on Complexo do Italo, the hotbed of the Unidades Vermelhas gang operations and affairs.

The operation though was miscalculated, the gangs were severely underrated and the urban guerrilla has been going on since january 10th, so more than a week by now.

The democratic socialist/communist government headed by Beatriz Martim da Rocha distanced itself from the operation stating that it wasn't authorized by anyone and it severely undermined the security situation in the city.

The police Chief of Sao Rodrigo, Inacio Alves Cabral, responded by saying ''what security? that's what we're trying to establish here, it'd be more helpful if the government helped us instead of bashing us for doing our job''.

Military chief declared their loyalty to the government.

Bairro financiario Heavy govt. presence | It's the financial hub of the country, it's made up of local and foreign banks headquarters, the national bank, the stock exchange, shops and residential areas. High rise buildings and large roads. Plain terrain.

Centro Heavy govt. presence | It's the city centre, pretty touristic, made up of large roads, a mix of high rise modern buildings and older standard buildings.

Centro historico Heavy govt. presence | It's the old city, most of it it's enveloped in fortified walls, streets are narrow and there's a high amount of old buildings close to eachother. Touristic and residential. Hilly terrain.

Floriania Heavy govt. presence | Is the residential neighborhood of the middle-class, made up of a high-rise and standard residential buildings, scattered parks, and a mix of narrow and large roads but following a stable horizontal and vertical pattern. Plain errain.

Monte Verde Heavy govt. and private security presence | Is the residential neighborhood of the upper-class, made up of fortified villas in gated communities with a high amount of private sicurity and a good amount of police too. Gated communities are far from eachother and there's watch towers on the roads connecting the neighborhood to Estaçoes. Hilly terrain.

Estaçoes Heavy govt. presence | The neighborhood is the nevralgic point for urban and state transportation with the central train, bus and metro stations based here. It is a lower-class neighborhood with generally middle-rise residential buildings and large streets. There's a good amount of metro tunnels, abandoned ones and shops. Plain terrain.

Cabana Weak govt. presence | The neighborhood is a lower-class one, it is made of narrow street and medium-rise buildings close to eachother, it is known as the sex industry capital, many male citizens from your nation may be found here. The Unidades Vermelhas have a hold on the neighborhoods, controlling and having the complacency of the residents of some buildings where drug traffic and prostitution take place. Stocks of ammo and Red Units gang members work here as what we can call sleeping cells. Cabana also importantly holds the Stadium of Sao Rodrigo. Plain terrain.

Complexo do Italo Heavy Unidades Vermelhas presence | The neighborhood is the result of a government program of the 80s to give a home to 20.000 families, today it counts 400.000 inhabitants, many living in the streets. The houses are built in a way which result in the area being cramped and with narrow street but surrounded by empty spaces as the government had and has been planning of building new social housing.
The government does not control any part of the area, besides some police stations at the bordering areas that had to be secured and/or rescued by military action in the past. Plain terrain.

Naves Heavy govt. presence | It's the industrial area of the city, the most important industry being its shipyards, it's a highly congested area when it comes to traffic but few residential buildings exist here, it is mostly made up of large buildings like shipyards, refineries, fireworks factories etc. Plain terrain.

Portaguì Heavy Primeiro Comando presence | Portaguì is divided in two, the western part holds the dormitories of workers who live out of the city, there's not many roads practicable by car there and it's cramped with low-rise buildings. The eastern part is even more cramped and it's mainly favelas. Hilly terrain.

Ex Penitenciario Heavy Primeiro Comando presence | Ex Penitenciario is a neighborhood made of a mix of favelas and low rise houses in poor conditions, the area it's cramped except for the ex prison which is at the eastern border, the prison took fire after a revolt where hundreds died, the revolt happened in 2018 but many homes around are still in horrible conditions because of the spread of the fire. Hilly and mountainous terrain.

Benem Unidades Vermelhas-Primeiro Comando infighting | Benem is made of favelas, not extremely populated but cramped indeed, no sight of any kind of services, it's home to a latent fight between the two city gangs who fight eachother house by house. Mountainous terrain.

Favelas Igreja Heavy Unidades Vermelhas presence | Very similar to Benem but it's controlled by Unidades Vermelhas only.

Government
The Government in power is a coalition of democratic socialist and communist forces, it has tried to push an alternative and less confrontational attempt at fighting the high crime levels, with little success, angering the police forces in the city who are now pushing actions almost independently, this has created an unstable situation for government forces in the city.
There's small army barracks in most neighborhoods though and they're completely loyal to the government.
The Police can count with 8.900 officials, mainly armed with handguns, batons, bulletproof vest, mitras H&K MP5 and Mini UZI, riot control material, unarmored cars, bikes, motorcycles, armored cars and trucks.
The army can count with around 1.000 soldiers, mainly armed with AK74M and AK-47 assault rifles, medium and heavy machine guns, grenades, mortars, armored cars, infantry fighting vehicles and helicopters.

Unidades Vermelhas
They grew as an alliance between communist political prisoners and average criminals in the prisons of the old military regime, as the situation changed only the criminal component remained but maintained some knowledge on propagandizing and utilising aid to the poor for their objectives.

Primeiro Comando
Primeiro Comando were during the last years of the military regime an assembly of small gangs paid by the military regime to act as a front line in the fight against communist militias, in exchange they were given weapons and the right to loot and do as they wish, when the regime fell they didn't. They use religion and/or shows of wealth to capitalize on poor people.

Rules of engagement

- This is a URBAN setting, no need for big guns and hundreds of thousands of soldiers, take into consideration the civilian losses when doing operations.
- When you take an action, expect the person you attacked to state his losses, don't godmod.
- Don't always UNDERESTIMATE your losses, at least in this RP you're not invincible.
- This is a MT realistic RP, of course no fantasy, nuclear, chemical weapons and the like.
- This RP is prone to long waiting periods, don't fall to action after posting two words.

Reason for participating (IC) : The government isn't mandating the attacks, but more so a paramilitary religious organisation called Followers of San Giovanni Battista. The paramilitary organisation feels as if Unidades Vermelhas have been fairly mistreated by the government and they find both the police's and Primeiro Commando's actions against them unjust. As such the goals are simple, they'll help Unidades Vermelhas and quite possibly spread the catholic faith as they know it to the citizens of the areas they control. They won't hesitate to use violence.

Troops to be brought : The FoSGB will be sending 850 armed soldiers of god to help with the cause, as well as 10 priests and 5 preachers to teach the faith. As well as 20 logisticians and out of those 850 soldiers, 10 will be commanding personnel on top of their soldier of god duties. There will also be 20 nursing personnel to care of the soldiers and 3 doctors.
Main weapons and vehicles to be used : 500 of these will be armed with zastava m21, the other 350 will be armed with SCAR. This means even the commander will carry an assault rifle with him. The priests and preachers will each have a Beretta 90two for self-defence, should they get caught in fire and also each one will bring their own personal bibles. As for vehicles, there will be 10x AV-VB4 RE 4×4 GUARÁ and 10x VBTP-MR Guarani. Mostly for the rapid transportation and opening of space for operations to let most other soldiers move in by land.

Reason for participating (IC) : La Presidenta wants to strengthen another communist nation. Conflict can be seen as a way to motivate and unite her people. Coapuca is facing its own unrest. This fight will allow the people to see their military unite against another, instead of quelling insurrection on he people’s own streets. La Presidenta also hopes to forge an alliance for purposes of trade, both legitimate and illicit.

Role : The Marines are deploying to strengthen local government forces. Their goal will be to help control roads and secure government areas. The BMP-2 mounted force will be able to shift locations to move support from area to area, including the vehicle’s amphibious capability. If called upon, the Coapucan Marines can also conduct offensive operations. Marine helicopters can transport soldiers and even provide limited rotary air support with the weapon systems aboard the armed variant of the Hip helicopter (Mi-8AMTSh). It will provide aeromedical support through two Mi-17 hospital variants.

The paratroopers will help keep logistics and supply lines clear. They provide medical support through 4x4 Linza MRAPs. They armored technical pickup trucks, mostly armed with 7.62 machine guns can facilitate weapons squad operations and conduct convoy escort. Up-armored 2.5 ton trucks with an armored truck-bed will help transport paratroopers in their area of operations. GAZ tigers will conduct platoon level operations and will also conduct escort ops. One platoon of about 25-30 paratroopers is considered elite, though not quite to tier one standards. They have the best gear and training of the deployed Coapucan element.

Light mortar teams will be split between marine and airborne assets. Strela 3 MANPADS will also be distributed in relatively saturated numbers to bolster the government’s air defense ability.
