Any advice or methods for doing this?

Keep creating random regions till you get a suitable, late updating region. If you can find a late updating region that has CTEd by trawling through the daily dumps (doubtful), you would be in luck. But yeah, you will have to, most probably, found a whole lot of regions before you can get a good JP.

As Loller said, it's basically a crapshoot of randomly founding regions until you get one late enough, since most of the good ones from the API dumps have been farmed.

The other alternative is if you're on good terms with a different military or faction you can use theirs. For example, most defenders use the centralized Artificial Solar System jump point.

if you don't particularly care about getting to decide the name of your jump point, there's another method, though it's not much less tedious

the daily data dump contains a list of regions sorted by update order, so if you take an old dump and compare it to a newer one, any regions existent in the old but not in the new will retain their former spot in update if founded again. based on some snooping a little while ago, there's a fair few late-updating regions available through this method.
reading the data dumps can be tricky without external tools, and there's nothing publicly-available made *specifically* for this purpose, but khronion's spyglass formats everything in a nice spreadsheet, with some minor modifications to read arbitrary sheets rather than only the most recent one. should just take changing a couple lines of code. it's less than ideal, but it's less reliant on random chance than the mass-founding method, i guess ^^;

You can also watch the embassy activity log. If a region CTEs, all of it's embassies close.
