Of the former slavers, those who surrender and cease all their evildoing, will be treated with all possible kindness. Further, We direct Our Viceroy to undertake a full investigation into the former crimes of slaver-kind and publicise them, in the form of a Truth and Reconciliation Commission, but to undertake no further prosecution of those who have recognized and accepted the authority of the Crown. We have completed initial stages of overturning the slaver regimes of Candabaumie, and are working on rehabilitating Candabaumie as part of the Free Kingdom of Allanea. As we understand, several of you have embarked on similar projects in your own areas of responsibility. As you can already understand from our actions so far, we are not in any way opposed to a vigorous colonial enterprise, but we do believe such an enterprise must proceed in an orderly and competent fashion.

Therefore we propose some ideas that may benefit some of you (some, as the Empire of Romextly, already have an extensive experience of economic and military cooperation with us, and are already our trade partners). We are not blind to the fact that some of the nations here are engaged in armed conflicts with each other. We would hope to mediate these conflicts, and help the parties achieve peace.

We propose the following suggestions:

1. That free trade treaties be established within the area, so as to enable economic prosperity for all, and swifter economic recovery. The Empire of Romextly already has free trade with us through the CAPINTERN and their leadership can testify to our many virtues.

2. That we invest in the improvement of infrastructure within the area by signing an Open Skies Agreement with each other to facilitate commercial air travel between, and over, each other's territories where possible.

3. That we coordinate projects to improve infrastructure in the colonial territory to mutually reinforce our successes through synergy and cooperation.

We welcome the input of our erstwhile neighbors.

Several politicians in native cities in the safe zones of North Caustoles have expressed support of joining Ibica, not going so far as to schedule referenda yet though. To help them make a more informed decision, representatives from the local administrations have been invited as a foreign delegation to travel to Ibica and tour our current territories, Haviland and Edward Island, as well as the State of Romane, which until January 1st of this year was a territory as well, and to visit the federal institutions of government in Willmington, including the Congress, federal courts, and several federal executive departments and independent agencies they could soon be working with. The visit would culminate with a meeting with Ibica's outgoing President Evaline Buckley and President-Elect Todd Hunter. The visit is intended to show native representatives the pros and cons of being a territory of Ibica, with the territorial governments of Edward Island and Haviland asked to prepare their own, honest presentations. While the presentation by Edward Island's new Progressive Governor is somewhat critical of the current presidential administration, the presentations uniformly show how the situation in these territories, by economic, social, and political freedom measures.

In the meeting the President, preliminary plans for the territory are shown to the group, including a basic freeway and standard highway network, a canal planned for the isthmus connecting Caustoles and Hoding that would allow commercial and military traffic to transit across, and several proposed commercial airports, including a larger replacement for Maurau's temporary airport. Key among these plans, is for North Caustoles to actually be divided into three separate territories that are much more respective of cultural boundaries, as well as the money earmarked as block grants to the prospective government of North Caustoles.

As a result, the representatives were supportive of becoming a territory, but would the general population accept it? The proposal would have to be approved by a majority vote in each jurisdiction. It was assumed that the Maurau, and likely Toules areas would opt in, but other areas were a toss up.

Following the results of the polls, jurisdictions east of the Muskree River, where support was the strongest, held annexation referenda that passed, with areas west of the river asked to hold off until there is more support. The results are received and certified by the Ibican Congress, which then rubberstamp the official creation of the Territory of North Caustoles, as if this hadn't been the single largest bipartisan agenda item of the year. Edward Roderick is appointed as territorial governor and unanimously confirmed by the Senate. The North Caustoles Organic Law is also passed, giving the appointed Governor the authority to configure the territorial government as they see fit, with a unicameral legislature to be locally elected in November of 2021, with a representative for every 15,000 people. The local militias are also to be consolidated into the North Caustoles National Guard.

The new North Caustoles Highway Patrol has taken over patrolling safe zone highways, and the North Caustoles Department of Transportation has taken over the construction of a basic highway network from the military, with a prospecifive map of the system released for what they intend to have constructed over the next few months.

A discontiguous area on the northern coast of Caustoles around the city of Sherman is also attached to North Caustoles. The territory has been assigned the phone area code 971 (Numbers in the area would be +2 (971)XXX-XXXX) The first actual sign of this taking place in the territory though was a ship unloading a fleet of Highway Patrol vehicles at the Port of Maurau, and crews putting up signs for highways 1, 2, and 201 (Maurau Loop) up along the city streets. Land in the Southeast side of the city has also been purchased to construct the territorial capital complex and federal offices. President Evaline Buckley was now also planning a visit to the city before the end of her term.

Of course. This is on your time. One town at a time can join if that's what it takes, just as they are ready. No one is making you do anything. It would in fact remove influence of the federal government. Joining would mean you'd be dealing with the civilian territorial government, and the federal military presence would be heavily reduced.

They rode on horseback, the young man and the King. They were dressed in long, flowing robes after the latest foreign fashion, with the King's robes black, and the young man's bluish grey, like a length of bared steel. The King's dark hair was clasped with a simple golden circlet, and the younger man's hair had no such decoration, but was itself gleaming like the finest gold.

Their steeds took them along the side of a cliff, and from here they could see the deep blue of the sea. Over the sea, level with the riders, flew light-brown curlews, crying shrilly, their long, slender beaks half-open.

– "So, what is next for Candabaumie, what do you think, Rudolph?" – the King asked encouragingly.

– "I don't fully understand what you did, Your Majesty – I mean, Sir." – the young man replied. "Why hand out this money?" – the sum of a hundred billion seemed astronomical to him, even though he knew, of course, that the King could well afford it.

– "The country is in a place of transition now, Rudolph." – the King looked at the young man riding next to him. "We have said several times in our propaganda that we can be cruel, but we can also be gracious. We need to show the graciousness as evidently as we have the cruelty. More – we are working to make the new system permanent. What do you need to do to reduce resistance to a new social system?"

– "As you've said before, you want to incorporate the old elites in the new order. Give them a vested stake."

– "This is correct. This is why Hamington is going to be getting those of the noblemen who were abolitionists before the Allaneans even arrived into positions of trust and power, and letting the ones who were not, but recognized his authority, keep their palaces and gold. Those who will fight on to protect slavery will be hunted, of course. But he is working to give people a stake in the system. And he will be working, as well, to improve the lot of the common people, those who were slaves and those who were not. This will be costly, at least at first."

Open Letter Response to Allanean Proposals

Ibica's role as an international power is built upon cooperation, politically and economically. It entirely lines up within our typical interests to extend the proposed agreements to our new neighbors of free trade and open skies. The North Caustoles territorial government has been empowered fully to cooperate with their foreign counterparts to improve the infrastructure connectivity with their neighbors. We invite all other "foreign" powers in the region to establish a consulate in our territorial capital of Maurau (OOC: and an embassy if you haven't done so and would like to, link below) to further facilitate cooperation between our local affiliate governments. To our direct neighbors, we welcome you to participate in the planning of the territory's highway and railway planning to ensure that the links between our new territories are satisfactory to the needs of both parties. We look forward to this new era in these islands, and to a pleasant working relationship with our new neighbors.

“No way,” said another. “They’re Muslim?! Is that possible?!”
“I don’t know. I’ll enter the mosque and say salaam. We’ll see what happens.”
