[Second Draft] The Chocolate Resolution

Postby Kor Pantaal » Fri Nov 27, 2020 4:12 am

[box]In the WA General Assembly,

Acknowledging the fact that the substance which originates from the Cocoa Bean, known as Chocolate or Cocoa when processed, is a desirable food and treat to consume by most people around the world;

Also Acknowledging the fact that Chocolate itself is a nutritious substance (or food), being packed with antioxidants, and being a good source of fiber, calcium, protein in some products, and other beneficial things;

Concerned by the fact that we are consuming more chocolate than we can grow and produce it, and evidently, the threat of it's extinction being near to where we can never experience the flavours of chocolate;

Hereby creates a plan within this Resolution to create ways to better conserve our favourite treat and the very plant it originates from as follows:

  • Requiring as International Law for member nations to create programs or policies to establish a policy for the conservation of Chocolate in an effort to savor the wonderful flavors of which it brings;
  • Limiting to the amount of waste being produced with the very product of chocolate and of the contents of which it originates;
  • Maximizing the amount of which the very substance can be grown and produced, so that we may enjoy it for as long as we can;

Concluding the facts and desires of which we as an international community must protect the very product of Chocolate so that it can thrive in the effort to combat the extinction of cocoa beans and the very concept of Chocolate itself.

Category: Regulation - Area of Effect: Consumer Protection

In the WA General Assembly,

Acknowledging the fact that the substance which originates from the Cocoa Bean, known as Chocolate or Cocoa when processed, is a desirable food and treat to consume by most people around the world, and;

Also Acknowledging the need for a resolution within the General Assembly for which an international effort to conserve overly produced and overconsumed food products of which are grown, be effective;

Concerned by the fact that we are consuming more chocolate as does many other foods and plants than we can grow and produce it, and evidently, the threat of their extinction being near to where we can never experience the flavours of chocolate nor enjoy the dishes of many other plants and foods of which are grown;

Also Concerned by the lack of legislation of which addressed not only food consumption, but also food waste.;

Realizing the need for not only a resolution to protect endangered foods as well as to protect and limit the consumption of chocolate itself, but also then need to address the horrendous levels of food waste

Recognising the fact that almost every nation in this World Assembly, suffers from the very perils of a lack of food waste management as well as policies to combat food waste;

Hereby creates a plan within this Resolution to create ways to better conserve our favourite treats and foods, to establish conservation policies, and to combat the food waste crisis.

  • Requiring an International Law for member nations to create policies (if not yet intended) for the conservation of endangered foods and plants of which are edible in an effort to savor the wonderful dishes of which it brings;
  • Requiring as International Law for member nations to create programs and policies to combat food waste and create such programs for the purpose of food waste management;
  • Requiring as International Law for member nations to create programs and policies for the conservation of Chocolate in an effort to savor the wonderful flavors of which it brings;
  • Limiting to the amount of waste being produced with the very product of chocolate and of the contents of which it originates;
  • Also Limiting the amount of waste being produced among food waste;
  • Maximizing the amount of which the very substance can be grown and produced, so that we may enjoy it for as long as we can;

Concluding the facts and desires of which we as an international community must protect the very product of Chocolate as well as the many other endangered plants and foods so that they can thrive in the effort to combat such an event of extinction and the very concept of them, and to point out the need for conserving endangered foods like Chocolate in which suffer through the process of over-consumption, which can also lead to food waste.

First of all, I decided to change the aim of this resolution, although chocolate will still be one of those aims in this resolution. Not only will the conservation of specifically chocolate be involved, but I will also be flexible and include numerous foods and plants on the brink of extinction due to over-farming and consumption as I described in the Second Draft. And Food waste will also be an issue mentioned in this resolution.

“This topic, ambassador, is probably rather too niche for a General Assembly resolution. Much as I, and millions of Kenmorians, enjoy and savour this delectable treat on an almost daily basis, it doesn’t quite hold the importance to demand a separate piece of GA legislation. Try to see if you would be able to expand this to cover a broader area. If not, then perhaps this idea won’t prove fruitful.”

Original, and humorous. I like it. This is the type of shit we need to be voting on.

First, what is the category and strength of this draft proposal?

Requiring as International Law for member nations to create programs or policies to establish a policy for the conservation of Chocolate in an effort to savor the wonderful flavors of which it brings;

Second, we believe the delegate from Kor Pantaal means "an International Law" here.

Third, we are unclear as to why the draft proposal would simply mandate that national governments create policies that establish policies. This seems unnecessarily elliptical to accomplish the intent of the draft proposal. Why not directly mandate a policy for the conservation of chocolate, or at least provide more specific requirements as to what individual governments must do?

"While this is a nice little proposal to save the treat that every Picairnian loves to savour, may I ask for your evidence that cocoa trees are becoming extinct due to over-consumption? The only evidence I can find of cocoa trees going extinct is due to climate change, which is another topic entirely. And even their extinction is being hotly contested and debated."

I have taken into consideration the possible fact that chocolate is grown in some "ns" nations, which are under threat of their extinction in those areas. I never refer to IRL situations as resolutions cannot be aimed directly at that sort of thing, but the subject is debatable.

“I’m going to ask for the sake of clarity, Ambassador, but where does this fit into the Regulatory category? Further, if you can provide an argument that it does, how does it fit into Consumer Protection?”

The second draft you see above has been submitted (as "The Chocolate Act"). I will continue to withhold my support from this because of its focus on food waste in general, rather than specifically c/Chocolate - as the title suggests.

"In the WA General Assembly" also seems like a bit of an odd way to begin a resolution.

This is ridiculously specific, would the provisions here not be covered by previous safety legislation?
