Player in My Region Unable to Post In Forum, Help

Hello, someone in my region is unable to post or even go on the forums, and he, as well as those in the region have no idea how to fix it. So we've come to the mods here for help, I understand it is unusual to post on someone's behalf, but, he is unable to post on the forums. The user having this problem goes by the name Hugoslava.

Using a different browser makes no difference.

what if you try something like CCleaner, or Malware cleaner then deleting all cookies it's worth a shot.

I belive they've already submitted a Getting Help Request on this. It's something the admins are aware of and working on.
